Storm Postpones Free Workshop on Dementia in Placerville Until March 10, 2018

(Placerville, CA) - Due to this weekend's expected stormy weather, the El Dorado County Health and Human Services Agency, Senior Day Care program announced plans today to postpone a free community workshop about dementia. The workshop entitled "Diagnosis Dementia - Now What?", which was originally scheduled for March 3, 2018, will instead be held on March 10, 2018, from 9:00 a.m. to 2:30 p.m. at the Placerville Senior Day Care program located at 935A Spring Street in Placerville. Participants of the workshop should plan to arrive at 8:30 a.m. for sign-in.

The educational workshop is designed for family members and caregivers of those with dementia. The workshop will help equip loved ones and caregivers as they face the challenges of a dementia diagnosis, learn how the brain functions, what to do about new and difficult behaviors and the importance of taking care of oneself as a caregiver. "The workshop will address issues we see on a day-to-day basis," says Nancy Wilson, Program Supervisor with Senior Day Care. "We realize that knowledge is power and we are excited to offer supportive tools for people with dementia and their care partners, as well as introduce them to the many resources available to help them."

The El Dorado County Family Caregiver Support Program, Marshall Medical Center, the Alzheimer's Association and Del Oro Community Resource Center will provide resources for the workshop and have staff available to talk about their programs and answer questions.  

Class size is limited and registration is required. The workshop is offered at no cost. Please call (530) 621-6180 or (916) 358-3560 to register or for questions. ...Major mountain Travel Impacts through Saturday...

.Periods of moderate to heavy snow will continue through Saturday across the foothills and mountains of interior NorCal. One to two feet of additional snowfall are expected in the mountains with up to a foot of additional snow expected some foothill locations. Portions of the northern Sacramento Valley, including Redding, may see some light snow this morning but significant accumulations are not expected there. In addition to the snow, gusty winds will bring reduced visibility at times. Travel over the mountains is highly discouraged, as conditions will be extremely hazardous.


...WINTER STORM WARNING REMAINS IN EFFECT UNTIL 10 PM PST SATURDAY...

* WHAT...Heavy snow occurring. Travel will be very difficult.   Additional snow accumulations of 10 to 15 inches, with localized   amounts up to 28 inches, are expected over higher terrain with 2   to 12 inches possible in the upper foothills.

Greg Boeger honored by the California State Fair with the Wine Lifetime Achievement Award

2018 Recipient – Greg Boeger

Greg and Sue Boeger bought an enchanting gold rush era homestead 1972, and established the first post-Prohibition winery in the El Dorado AVA.Greg grew up on his grandfather’s Nichelini Winery in Napa. This is where he developed his knowledge of grape growing and winemaking. In El Dorado, Greg became a pioneer in experimenting with underdog varietals such as Barbera, Carignane, Refosco, Charbono, and Aglianico. Barbera emerged as the winery’s golden child early on and has garnered 120 medals for this one varietal, including multiple “Best Barbera of California” and “Best Barbera of the Sierra Foothills” at the CA State Fair. Boeger continues to elevate this cult-classic varietal.

2018 Recipient – The Bogle Family

While the Bogle family farming history in the Delta dates back into the mid 1800’s, it wasn’t until 1968 that Warren Bogle, Sr. planted the first wine grapes on Merritt Island near Clarksburg. The grapes were sold to other wineries until 1978. That’s when the first Bogle Winery wines were produced. Chris and Patty Bogle focused on making great wines at a great price, a core value that was popular with consumers and sustains the brand to this day.

At Chris’ untimely death in 1997, Patty summoned the next generation and made a commitment to press on with their vision. Patty’s focus on the fundamentals of the business helped build growth. Today Warren, Jr., his sister Jody Bogle VanDePol, and brother Ryan, oversee an operation that comprises 1600 hundred acres in Clarksburg and Lodi, all of it bearing a “Certified Sustainable Seal”. Bogle Winery now sells over 2 million cases of wine annually. Their footprint on the California wine business is known nationally and internationally.

Guest Commentary: ICE Gets the Schaaf

The war of words between Oakland Mayor Libby Schaaf and Immigration and Customs Enforcement (ICE) acting director Thomas Homan over Schaaf ‘s warning that ICE was about to raid Northern California counties looking for illegal residents could bleed into another major issue rising in California this election year—crime.

Schaaf said she issued her warning because she wanted residents to know their rights and wanted to keep families together. Homan said ICE was looking for criminal illegal aliens through these raids because lack of cooperation from sanctuary cities would not permit cooperation to nab criminal illegal aliens in jails.

Questions arise that deal with the issue of crime and criminals—a concern increasing in California that goes beyond the immigration debate and involves laws passed by voters to open the jails for some prisoners.

When Schaaf and her allies speak of keeping families together does that sentiment apply to a member of the family who is a serious felon? And when Homan announces that criminals are still on the loose, blaming Schaaf’s warning announcement as a reason, is his use of the term criminal all inclusive? Are these people who violated immigration laws, or avoided paying a traffic ticket fine, or are they felons, convicted of more serious crimes like rape or assault? Certainly, some fall into the latter category raising safety concerns.

The answer to these questions on the type of crimes and status of criminals will play an added role in the broader developing debate on whether California has become too soft on crime.

Already there is pushback from police and public safety authorities on the negative effects of ballot propositions 47 and 57. Prop 47 (passed in 2014) was sold as a measure to convert some felonies to misdemeanors and to reduce the need to send arrestees to jail. However, law enforcement officials and others have blamed Proposition 47 for allowing repeat offenders to continue breaking the law with little consequence. Prop 57 (passed in 2016) increased parole opportunities for non-violent crimes.

Recently, a judge ruled that post-Proposition 57 regulations to cover sex offenders were invalid meaning sex offenders could take advantage of the parole opportunities if they had been convicted for other crimes and already served their time for the sex crime. The judge’s ruling put Gov. Jerry Brown, an advocate of Proposition 57, on the defensive and allowed opponents of the measure to cry, “I told you so.”

Meanwhile, a coalition of police officers and prosecutors are talking up an initiative to change aspects of Proposition 47 and add 15 crimes to the list of violent crimes for which early release will not be an option.

Into this brew of pushback on crime concerns comes the immigration debate, ICE raids and a mayor’s warning.

Citizen safety has been put in greater jeopardy because of serious criminals avoiding the raids because of the mayor’s warning.  But, do the raids, as immigrant supporters attest, make immigrants fearful of reporting serious crimes to the police for fear of deportation?

While California’s assessment of immigration status is in contrast to the federal administration’s view, the crime element portion of the story becomes part of the larger crime discussion that is brewing in California.

Role of the Chief Administrative Office

The Chief Administrative Officer (CAO) is appointed by and reports to the Board of Supervisors and is responsible to the Board for the proper and efficient administration of the affairs of the County as prescribed in the County Charter and by formal action of the Board, as well as coordinating the work of all offices and departments, identifying ways to achieve efficiency and economy in all county operations, and recommending and administering the County budget.

On an annual basis the CAO is responsible for reviewing and appraising the performance of all appointed department heads, with the exception of the County Counsel (Board appointee). Voters choose seven elected officials: Sheriff-Coroner-Public Administrator, Assessor, Auditor-Controller, County Clerk-Recorder-Registrar, District Attorney, Treasurer-Tax Collector and Surveyor.

Together, the Chief Administrative Office team:

 > Coordinates the work of all offices and departments, both elective and appointive, and identifies ways to make County government and operations more efficient.
 > Formulate and present plans to the Board of Supervisors to implement policies and accomplish goals established by the Board.
 > After collaboration with all departments, recommends an annual budget for all departments and agencies in which the Board is responsible or which request county funds, and then administers the budget after its adoption by the Board.
 > Provides in-depth analysis and review of all county programs on a regular basis in a manner that allows the Board to make informed policy decisions.
 > Provides and implements appropriate internal controls to safeguard county money and property.
 > Collaborates with federal, state, regional and local government entities ensuring the best interest of El Dorado County.
 > Coordinates the review and publication of a county long-range fiscal plan and the annual statement of goals as adopted by the Board of Supervisors.

----- Donald Ashton Biography -----

Don Ashton was the Director of the El Dorado County Health and Human Services Agency. Don has more than 20 years of experience in the public sector, including work in the areas of health care administration, public health, psychiatric health facilities and foster care. He also has extensive experience in finance and human resources, strategic planning, leadership development, organizational development and management of Board appointed commissions. Prior to coming to El Dorado County, Don worked for Los Angeles County, including five years directly serving in the Los Angeles County Board of Supervisors’ office. 

Don holds a Master’s Degree in Public Administration and a Bachelor’s Degree in Environmental Health. When he isn’t working, Don enjoys spending time with his wife and four children (three boys and one girl), and participating in the many recreational activities available in El Dorado County, such as mountain biking, rafting, fishing, and snowboarding. Lake Tahoe holds a special place in Don’s heart since it is where he and his wife were married.

Changing Soon - Local Rules and Ordinances for Operating a Cannabis Collective or Cooperative

WHAT DOES MAUCRSA AND ITS IMPLEMENTING REGULATIONS MEAN FOR COLLECTIVES AND COOPERATIVES? MAUCRSA amended Health and Safety Code section 11362.775. This provision in SB 420 affording legal protection to cannabis collectives and cooperatives. 

This protection will end one year after the Bureau of Cannabis Control (Bureau) posts notice on its website that the state commercial cannabis licensing authorities have commenced issuing licenses. Once the one-year period tolls, all cannabis collectives and cooperatives that continue to engage In commercial business will need to be licensed, except for (a) individual patients; and (b) caregiver gardens serving no more than five patients. 

The Bureau posted the notice on Its website on January 9. 2018. Thus, the protection against criminal sanctions for cannabis collectives and cooperatives ends January 9. 2019. At that time, cannabis collectives and cooperatives that seek to continue their operations will need to obtain a state license and comply with any local requirements. 

WHAT LEGAL REQUIREMENTS MUST BE SATISFIED TO CONTINUE OPERATING A CANNABIS COLLECTIVE OR COOPERATIVE? Existing collectives and cooperatives may continue to operate if the ieciaLreQurrements for operating_ a cannabis collective or cooperative are observed. 

Cannabis collectives or cooperatives must 

• Only acquire and provide cannabis to members and assure that no cannabis transactions occur with nonmembers. 

• Only receive monetary reimbursement from members In an amount necessary to cover overhead costs and operating expenses (e.g.. not operate on a for-profit basis). 

• Possess, cultivate, and transport amounts of cannabis that are consistent with the aggregate limits provided for member patients and may be required to produce documentation to support the amounts of cannabis possessed, cultivated, or transported. Specifically, they may possess: - 8 ounces of dried cannabis per patient - 6 mature plants per patient - 12 Immature plants per patient - An amount of cannabis consistent with the patient's needs as recommended by a physician 

• Satisfy fire, safety, and building code requirements. 

• Obtain a seller's permit from the California Department of Tax and Fee Administration. 

• Comply with all applicable local rules and ordinances for operating a cannabis collective or cooperative In that local Jurisdiction

El Dorado County Sheriff's Lieutenant Jeff Dreher Joins the El Dorado County District Attorney's Office

Today, District Attorney Chief Investigator Jeff Dreher was sworn in by District Attorney Vern Pierson. His selection to this position occurred after an extensive process to identify the next Chief Investigator. This recruitment effort was led by former Department of Justice Bureau of Narcotics Enforcement Chief John Gaines.

El Dorado County Sheriff John D’Agostini, who was present for the swearing in ceremony, said, “Although this is a loss for the Sheriff’s Office, it is a significant gain for the DA’s Office and all of law enforcement throughout El Dorado County.”

District Attorney Pierson stated, "I am extremely excited to welcome Chief Dreher to our team. His strong ties to the community and to the El Dorado County Sheriff's Office will help continue the longstanding partnership between our agencies."

Jeff Dreher has 23 years of law enforcement experience, all of which has been with the El Dorado County Sheriff's Office. He comes to our agency with 12 years of experience as a Supervisor and Administrator. Over the past 4 years he has held the position of Lieutenant of the Investigations/Narcotics unit. As part of his duties he has served as the Commander of the Sheriff's S.W.A.T. team and was the liaison with the Sheriff's El Dorado County television show.

Chief Dreher noted, “I have loved being a part of the El Dorado County Sheriff’s Office and will truly miss working with such a great group of dedicated public servants. I am looking forward to coming to the District Attorney’s Office and continuing to work with the El Dorado County Sheriff’s Office and the rest of our law enforcement partners to carry on the fight to keep El Dorado County safe.”

Modified Motorcycle Association Endorses Dan Dellinger for Recorder-Clerk In El Dorado County

The members of Modified Motorcycle Association of California (MMA of California) firmly declare their support for Dan Dellinger for El Dorado County Recorder-Clerk. His principled and good judgement approach to preserving voting Rights for citizens is the major component in our endorsement.

Motorcycle riders in El Dorado County are in a fight to keep their American birthright, not the least important to this is insuring proper voting procedures and vote-counting ethics are solid. Declarations Mr. Dellinger has made on various issues make us certain he is exactly what the County needs for many reasons. We are solidly behind the effort to elect Mr. Dellinger to the County Recorder-Clerk position and will help to that end wherever possible.

Trump breaks with GOP - sparking new Gun tensions

President Trump is publicly breaking with congressional Republicans on trade and guns, causing tensions within the party at a time when lawmakers hope to be united ahead of the midterm elections. 

Republican strategists and nonpartisan political experts say Trump appears to be looking beyond this fall’s elections, when GOP control of Congress is at stake, to his own bid for a second term in 2020.

“Clearly he’s targeting Michigan, Wisconsin, Ohio and Pennsylvania. Those were, all four, key battleground states for him in the last election and the states he would have to win if he’s going to win reelection,” said Saul Anuzis, a political strategist and former chairman of the Michigan Republican Party.

“It’s a very calculated, direct move with regards to the constituency he needs,” Anuzis added. “Campaigns are no longer limited to months before the election but literally start the day after someone gets elected.”

The big breaking point between Trump and the GOP is his decision to impose a 25 percent tariff on steel imports and a 10 percent tariff on aluminum imports.

The announcement on Thursday of the tariffs, which have yet to formally be put in place, came shortly after Trump said that Brad Parscale, his longtime digital marketing strategist, would be his 2020 reelection campaign manager.

While there have been no significant polls on the tariffs so far, Trump’s populist positions on trade were popular in Pennsylvania, Ohio, Michigan and Wisconsin, states that sealed his victory over Democratic nominee Hillary Clinton in 2016.   

“He’s fighting for the industrial Midwest, which is essentially the key for him to win reelection, and this is obviously something where he is putting their interests first while everyone else is pooh-poohing the idea of fighting for the American worker,” said Ford O’Connell, a Republican strategist who worked on Sen. John McCain’s (R-Ariz.) 2008 presidential campaign.

On guns, Trump has signaled a shift from his own position, embracing the idea of tougher background checks and even discussing new age limits on gun purchases. Polls suggest growing support for such provisions, and the president’s flexibility on the issue may be a draw in Florida, another swing state he carried in 2016.

While it does not appear that legislation on guns is going anywhere fast, Trump’s public positioning allows him to show independence from his party, and he clearly enjoyed telling GOP lawmakers at a public meeting last week that they were too fearful of the National Rifle Association.

“His reelection has been his sole preoccupation,” said Ross Baker, a political science professor at Rutgers University.

While the European Union has warned of retaliation that could include tariffs on Harley-Davidson motorcycles, which are manufactured just outside Speaker Paul Ryan’s (R-Wis.) district, Trump hasn’t blinked.

“I don’t really think he cares that much about whether the Europeans go after Harley-Davidson in Paul Ryan’s district. I think this is all about him,” said Baker.

Trump’s position on trade helped him pick up the support of so-called Reagan Democrats in Michigan, Pennsylvania and Ohio.

These culturally conservative blue-collar voters in past elections sided with Democrats in large part because their party was more skeptical of free trade.

“My sense is that he’s looking back at his promises he made in the campaign. He said he would do something like this, and one of the reason he won Ohio is some Democrats in places like Youngstown were hoping he would keep those promises,” said Mark Weaver, a Republican strategist based in Ohio.

Youngstown was a pillar of Ohio’s once flourishing steel industry before U.S. Steel demolished its furnaces in the early 1980s, starting a long economic decline.

But Republican lawmakers warn a trade war could blunt the economic stimulus of last year’s tax package and have an impact on the polls in November.

Senate Finance Committee Chairman Orrin Hatch (R-Utah) warned, “It’s just going to be a huge tax on American citizens.”

Farm-state Republicans are especially concerned about retaliatory measures against U.S. agriculture exports.

Senate Agriculture Committee Chairman Pat Roberts (R-Kan.) brought Sen. Cory Gardner (R-Colo.), chairman of the National Republican Senatorial Committee, to a meeting with Trump in January to help make the case that trade policy could have an impact on the midterm elections.

GOP strategists say control of the Senate next year may depend on races in states where farm exports are a big part of the local economies.

Weaver said the moderate gun control proposals that Trump embraced last week, expanding background checks to gun shows and online sales and raising the minimum age for purchasing assault-style weapons to 21 years, may help him with Ohio swing voters in the suburbs.

“Certainly in suburban districts political messaging about background checks would be much more popular than some of the more rural districts,” Weaver said.

“Some groups of voters will be very open to more gun regulation so to the extent that the president was [addressing] some of those areas it could help somewhat.”

Weaver also noted that Republican candidates running in November would likely fare better the higher the president’s popularity is in the state.

Terry Madonna, the director of the Center for Politics and Public Affairs at Franklin and Marshall College in Lancaster, Pa., says Trump’s position on background checks could help him with moderate Republicans in suburban areas.

“It might help him with the suburban Republicans that have moved away from him and from their party over the last couple of decades. The suburbs are the critical battlegrounds that end up deciding [races],” Madonna said.

Campaign Complain Filed Against county Auditor Joe Harn

A complaint has allegedly been filed against candidate Joe Harn related to campaign monies being spent on non-campaign expenses, in violation of FPPC regulations.  The complaint comes from a known reliable source, but we are awaiting a FIA request to be processed by the FPPC to confirm this report. 

The complaint filed reads as:

"Campaign funds were used to pay for subject's legal fees related to Mitigation Fee Act Litigation.  The election was in 2014, these funds were paid in 2016.  The subject has been sued by several public entities in El Dorado County related to non-payment of Mitigation Fees collected by the County of El Dorado for development agreements.  These efforts culminated in a 'Hold Harmless' agreement being signed with the County of El Dorado that indemnifies the subject in his elected role AND personally, up to and including negligent acts.   This does not appear to meet the test of Section 89514, where expenditures are 'not limited to, an action to enjoin defamation, defense of an action to enjoin defamation, defense of an action brought for a violation of state or local campaign, disclosure, or election laws, and an action arising from an election contest or recount.'"
