Michael Lenning Arrested with others for Harboring a fugitive

Yesterday, 34 year old Michael John Lenning was arrested during the service of a search warrant in Mt. Aukum.  Michael Lenning was wanted in connection with multiple stolen vehicles, burglaries and possession of stolen property.  As you know, we have been looking for Michael for some time.  The El Dorado County Sheriff’s Office has been working tirelessly to track him down.  Through their hard work, detectives were able to develop the information needed to obtain a search warrant on a residence in Mt. Aukum where they suspected Michael Lenning was being harbored.  Upon arrival to the property, detectives and patrol deputies contacted several people that claimed they had no knowledge of Michael’s whereabouts.  Detectives then served the search warrant and located Michael Lenning inside the house.  Michael Lenning immediately gave up and offered no resistance.  5 additional people were arrested at the scene for harboring a fugitive.

Michael Lenning was arrested for his outstanding warrants and new charges of possession of stolen property.  His bail has been set at $450,000

Trump tiptoes toward possible fight with NRA

President Trump is publicly tiptoeing toward support for gun control measures that could put him at odds with the National Rifle Association.

At a White House listening session with survivors from last week's mass shooting at a Florida high school, Trump vowed to be an agent of change and said he’d be looking at age restrictions on gun purchases — something opposed by the NRA.

Trump reiterated support for background check legislation and signaled the possibility he could go further a day after directing Attorney General Jeff Sessions to issue a memo banning bump stocks and other devices that allow guns to operate like automatic weapons.

“There are many ideas that I have, there are many ideas that other people have, and we'll pick out the strongest ideas, the most important ideas and the ideas that will work and we’ll get them done,” he said. “It won't be talk like it has been in the past. It has gone on too long. Too many instances. And we'll get it done.”
On Thursday morning, Trump tweeted support for background checks, new age limits on some gun purchases and the end of the the sale of bump stocks.

The NRA, in a statement released before the Thursday morning tweet, said it did not see any distance between itself and a president it strongly supported in the 2016 campaign.

While calling some of the policy proposals being discussed “troubling,” Chris Cox, executive director of NRA-Institute for Legislative Action, offered support for Trump, calling him the “most pro-Second Amendment president in recent history.”

“We believe he is serious about finding meaningful solutions to our nation’s serious problems, so that sociopaths and the dangerously mentally ill are prevented from committing these horrific crimes,” Cox said in a statement to The Hill.

And Trump has also offered support for solutions that have been embraced by gun rights groups and opposed by those pushing for gun control.

“If you had a teacher who was adept at firearms, that could very well end the attack very quickly,” Trump said at Wednesday's listening sessions. “We’re going to be looking at that very strongly."

He doubled down on that idea with a series of tweets on Thursday. 

Still, some of the ideas that Trump appears to be moving toward are opposed by the NRA.

On bump stocks, the gun lobby has not supported a ban and has instead called on Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to review whether the devices comply with federal law and to determine whether they should be subject to new regulations.

Bump stocks, which allow certain semiautomatic rifles to fire more rapidly, came into the public consciousness after several rifles with the modification were found in the hotel room of the gunman who killed 58 people in a mass shooting in Las Vegas last year.

The NRA also opposes new age limits on gun purchases. In a statement Wednesday the group said federal law prohibits adults under the age of 21 from purchasing a handgun from a licensed firearm dealer.

“Legislative proposals that prevent law-abiding adults aged 18-20 years old from acquiring rifles and shotguns effectively prohibits them for purchasing any firearm, thus depriving them of their constitutional right to self-protection,” NRA spokeswoman Jennifer Baker said. 

“We need serious proposals to prevent violent criminals and the dangerously mentally ill from acquiring firearms. Passing a law that makes it illegal for a 20-year-old to purchase a shotgun for hunting or an adult single mother from purchasing the most effective self-defense rifle on the market punishes law-abiding citizens for the evil acts of criminals.”

After the parent of one survivor of last week’s shooting pleaded for Trump to enact an age limit on gun purchases, the president ended the meeting by saying “we’re going to go very strong into age of purchase.”

On background checks, Trump and the NRA have both offered support for legislation approved by the House that would incentivize state and federal agencies to submit conviction records into the national system.

The bill was proposed after a gunman killed 26 people at a church in Sutherland Springs, Texas, in November. The shooter should not have been able to purchase firearms, but the U.S. Air Force failed to register his violent past and court-martial guilty plea into the system.

That legislation is paired with a top NRA priority: a bill to allow concealed weapons to be carried across lines that is opposed by most Senate Democrats and does not have the 60 votes necessary to clear procedural hurdles.

The NRA says it will back the background checks measure on its own, but Trump has signaled he could support going further.

“We’ll be very strong on background checks,” Trump said Wednesday. “Very strong.”

Such musings have alarmed some activists worried he is caving to political pressure.

“It’s pretty clear to me that President Trump has officially caved to the anti-gun media when it comes to gun control,” said Dudley Brown, president of the National Association for Gun Rights. 

“He’s turning his back on gun owners.” 

Trump once held liberal views on guns, writing in his 2000 book, “The America We Deserve,” that too many Republicans “walk the NRA line and refuse even limited restrictions on gun purchases.”

In that book, Trump also tied the U.S. murder rate to the availability of guns, supported a ban on “assault weapons” and advocated for longer waiting periods. 

The president changed his tune markedly as he sought the GOP nomination for president in 2016, warning that Democrats would look to confiscate guns and calling expanded background checks a “slippery slope.”

Last year, Trump became the first president in three decades to address the NRA’s annual meeting. There, Trump declared that “the eight-year assault on your Second Amendment freedoms has come to a crashing end."

The National Shooting Sports Foundation, which shares the same view as the NRA on bump stocks, said it’s unlikely Trump was breaking with the gun lobby in calling for a ban. 

Lawrence Keane, the group’s senior vice president for government and public affairs and general counsel, said Trump basically just asked the Justice Department to accelerate a rulemaking process that was already in the works. 

“Maybe the president was inartful in his phrasing,” he said.

Cox said the NRA supports efforts to prevent those who are a danger to themselves or others from getting access to all firearms.

“At the same time, we will continue to oppose gun control measures that only serve to punish law-abiding citizens for the acts of criminals,” he said. “These are not mutually exclusive or unachievable goals.”

Brandon Combs, president of the Firearms Policy Coalition and executive director of the California-based Calguns Foundation, said Trump’s proposals signal a shift to policies supported by the Obama administration. 

“I don’t think attacking the fundamental rights of law abiding people is the right policy,” he said. “We’re talking about emotionally charged arguments on both sides … tragedies should not drive public policy.”

Meanwhile, gun control activists say that the proposals Trump is mulling are toothless and only small steps in the right direction.

They’re waiting to see what the ATF and Justice Department propose on bump stocks, but say that legislation is the only proper way to address those components. 

And they say the House bill meant to strengthen background checks doesn’t address the thousands of private transactions that take place.

“I don’t have a lot of hope that he’s serious about making robust changes, but I hope I’m wrong,” said Avery Gardiner, co-president of the Brady Campaign.

Democrats and gun control activists are doubtful that bump stocks can be banned through regulatory channels and are calling on Congress to pass legislation to create an all-out ban. 

“The only way to close this loophole permanently is legislation,” said Senate Democratic Leader Charles Schumer (N.Y.) “ He should call on Congress to ... ban bump stocks, rather than just draft memos.”

Alameda Seeks to Dismiss 5,900 Marijuana Cases

Alameda has become the latest jurisdiction after San Francisco to dismiss or reduce past marijuana convictions in light of cannabis legalization, even without a formal petition.

Thousands of people convicted of marijuana-related crimes in Alameda County may soon see their records wiped clean, District Attorney Nancy O’Malley announced Tuesday. "California is offering a second chance to people convicted of cannabis crimes, from felonies to small infractions, with the opportunity to have their criminal records cleared," O'Malley said. "We join our State officials and intend to reverse decades of cannabis convictions that can be a barrier for people to gain meaningful employment."

Between November 2016 and December 31, 2017, the county has granted 609 petitions for marijuana conviction erasures. That’s a drop in the bucket. O’Malley estimates there are about 5,900 eligible cases affecting some 5,000 people in Alameda.

The D.A.’s office will begin by reviewing cases going back to 1974. All qualifying convictions will be tossed out or reduced where appropriate, whether or not the convict has asked the county to do so.

Barton Foundation's $85,000 donation increases patient safety, privacy, and medical education

(South Lake Tahoe, CA) – Barton Foundation released its first wave of funding for new equipment, services, and programs that will impact the Lake Tahoe community through Barton Health in 2018.  The Foundation dispersed $85,000 to increase patient safety and privacy, offer comfort for children and their family members, and provide education and training for local first responders.

“With the continued support of our donors, the Foundation can do its part to make sure Barton Health can tailor its services to the needs of our region,” said Troy Matthews, Barton Foundation’s Executive Director. “We are delighted to demonstrate how donating to the Foundation means directly improving health care in our community with the first of many rounds of funding this year.”

At Barton Memorial Hospital, the MRI imaging suite now has a Ferromagnetic Threat Detector installed at the entrance. This device detects metal objects inside of or being carried by the patient before they enter the MRI suite and risk becoming a projectile. Barton Health Skilled Nursing Facility received new Accora Floor Beds that reduce the risk of falls and improve patients’ head and foot mobility to receive care while still in bed.

Patient privacy has been improved through new sound resistant privacy curtains in Lake Tahoe Surgery Center, which extend all the way to the floor. Privacy glass has been added at the Barton Community Health Center, ensuring more privacy for tele-medicine visits.

Barton Foundation presented a wagon full of teddy bears to the hospital’s Emergency Department to help ease anxiety for pediatric patients. Hundreds of teddy bears were donated for patients of all ages and their families needing a little extra comfort. Further relief is being offered in the form of Buzzys, a combination ice pack and vibration kit that numbs and distracts individuals nervous about needles. Buzzys have been provided to various departments across Barton Health to ensure patient satisfaction.

Recommended by the American College of Surgeons as well as the Department of Homeland Security, Barton Health Emergency Department staff will receive training on the Stop Bleed Program. This program educates medics and nurses on the use of tourniquets in the event of a mass casualty incident. Training classes be available to local first responders at schools, police departments and fire protection agencies in addition to Barton employees.

Making Progress on Tahoe’s Housing Shortage

 Like many communities across the country, the Tahoe Basin is facing an affordable housing crisis. The high cost to buy or rent a home is simply unaffordable for most Tahoe residents. It’s a problem for people of many economic backgrounds, including middle-income teachers, nurses, police, and firefighters.

Mountain towns throughout the Western United States and our neighbors in the Bay Area and Reno are also struggling with affordable housing. Today at Tahoe there is unprecedented recognition of this problem and broad consensus that we must work together on solutions. Dozens of community partners are joining forces to address this issue on the North and South shores.

This January, the newly-formed Mountain Housing Council, a coalition of 25 partners including local governments, utility districts, nonprofits, and other community stakeholders, as well as TRPA, provided an update on solutions forming to help ensure people have access to achievable local housing in the Tahoe-Truckee region.

The council is targeting construction of at least 300 new affordable housing units over three years, with 295 units either already approved and in progress or under construction. While this amount is far short of what’s needed to solve Tahoe’s housing crisis, meeting the milestone would mark a major step in the right direction and lay the groundwork for future progress.

The council is working to flesh out ideas for renovation programs to help ensure the region’s existing affordable housing is in good repair, and for increasing the funding available for housing programs. It’s also looking for ways to shift more of the second-homes owned by out-of-basin residents, which make up more than half of Tahoe’s housing stock and are sitting empty for most of the year or being used as short-term vacation rentals, into longer-term rentals for Tahoe’s workforce.

On the South Shore, the Tahoe Prosperity Center is working with public and private partners, including TRPA, on a pilot project to redevelop an old motel lodging site into local workforce housing. This would create not only new housing, but a working model that others could use to repurpose Tahoe’s old buildings to provide much-needed housing. This is a collaborative opportunity to revitalize the region and improve its economy, environment, and community.

We must remember there is no silver bullet to fix Tahoe’s complex housing problems, no one agency that can solve these problems on its own. But there is a dire need to continue to move forward together.

Incomes for Tahoe’s workforce have not kept pace with rising housing prices. Studies find fewer than 20 percent of Tahoe residents earn enough money to afford the region’s median housing price. That means we have significant headway to make to align Tahoe’s median incomes and housing prices so residents can afford to live, work, and raise families here.

Land costs and construction costs are the largest barrier to building affordable housing. The vast public lands that we all enjoy at Tahoe protect the lake’s environmental health and make this region a natural splendor, driving its recreation-based economy. But they also mean there is precious little land available for new housing, driving up the cost.

Together, land and construction costs account for almost 60 percent of the cost of building new housing at Tahoe. Permitting fees, utility hook-up fees, and the cost of development rights together account for about 10 percent of the total cost.

While permitting is a relatively small part of housing costs at Tahoe, TRPA and local governments are working to streamline the basin’s permitting through a Welcome Mat initiative to make processes easier to understand and navigate.

TRPA is also working to revamp its development rights program. Potential changes on track to be considered later this year would make it easier for people to acquire and transfer development rights and convert them between commercial, tourist, and residential housing uses. Another proposed change would make some of TRPA’s pool of residential development rights for low-income housing available for a broader range of incomes. That could help provide housing for the “missing middle,” people who earn too much to qualify for low-income housing but too little to afford market rate housing.

A broad range of partners are working together like never before to relieve Tahoe’s affordable housing shortage, but we have much more to do. Progress on Tahoe’s housing problems will not come easily or quickly. But by continuing to work together to identify and implement creative solutions, we can and will gain ground on housing. That will benefit local families, the economy, and the environment, as more and more residents can live, work, and raise families at Tahoe, and fewer people are forced to drive into and out of the basin each day to or from work to make ends meet.

Community Hubs

El Dorado County and its partnering agencies care about the health and well-being of our residents.  Research shows that relationships are the main ingredient that helps us overcome though times.  That is why the Community Hubs project is so important.  The Community Hubs help build connections to support families in being healthy.

Community Hubs are a partnership between First 5 El Dorado, EDC Library, EDC Early Care and Education Planning Council, EDC Child Abuse Prevention Council, EDC Health and Human Services Agency’s Maternal Child and Adolescent Health Program and Mental Health Services Act.

El Dorado County Public Libraries are pleased to host the Community Hubs sites and to be a place where families can learn and grow.  Each Hub has a multi-disciplinary team that includes an Early Childhood Literacy Specialist, Family Engagement Specialist, Community Health Advocate and Public Health Nurse with the common goal to increase resiliency in families. 

At the Community Hubs, families can find weekly story times, playgroups, parenting tools and workshops, health and developmental screenings, referrals to community resources and more.  The Hubs provide critical support and resources to parents, and opportunities for children to socialize, learn and make friends.

Through Community Hubs and by working together, we can strengthen the families that shape our community.

Includes the communities of Kyburz, Meyers, Pollock Pines, South Lake Tahoe and Strawberry.

Opioid deaths mounting, lawmakers hit gas on new legislative push

Congress is moving to take a second crack at opioid legislation, with lawmakers broadly agreeing that they need to do more to deal with a crisis that’s killing over 42,000 people per year.

There’s a sense of urgency to the push, as lawmakers continue to hear story after story of people in their communities dying from overdoses. The crisis doesn’t appear to be stemming, as the rate of opioid overdose deaths increased nearly 28 percent from 2015 to 2016.

Congress already passed the Comprehensive Addiction and Recovery Act (CARA) in 2016, but lawmakers and advocates broadly agree that it’s only one part of the puzzle.

“CARA in a lot of ways provided a starting point for a lot of the work that needs to be done,” said Grant Smith, the interim director for the Drug Policy Alliance’s Office of National Affairs.

On the House side, the Energy and Commerce Committee will begin its push for new opioid legislation Wednesday, holding a hearing on eight enforcement and patient safety-related bills. It’s the first of three hearings, the other two of which will focus on prevention and insurance coverage.

The panel’s chairman, Greg Walden (R-Ore.), says he’s working under an aggressive timetable, in coordination with leadership, to pass opioid legislation out of the House by the Memorial Day weekend. 

“This is affecting everybody's district, and we want to build on our past efforts, which were significant, but this remains a big problem,” Walden told The Hill in a phone interview.

On the other side of the Capitol, Sens. Sheldon Whitehouse (D-R.I.) and Rob Portman (R-Ohio) are working on legislation that Whitehouse referred to as “CARA 2.0.” Part of their goal is to help ensure the $6 billion for combating opioids and mental health that lawmakers included in a spending deal this month goes to the right places.

At an event hosted by The Hill Feb. 14, Whitehouse said he and Portman are working to “make sure that the $6 billion … gets dedicated and appropriated in ways that are consistent with the direction that the Congress displayed in CARA, and so we’re trying to meld the commitment and the CARA principles together,” Whitehouse said, adding, “We’re trying to sort it out fairly quickly.” 

The House’s legislation will craft new policies, some of which are likely to need a slice of the newly approved dollars.  

“As we begin to look at some of the initiatives, we'll probably target and authorize spending some of that money on some of these initiatives,” Walden said. 

Advocates have been working behind the scenes for months to put together research and policy ideas.

Addiction Policy Forum has been coordinating the effort with a working group of 200 organizations. They’ve met with committee staff in both chambers as well as leadership on both sides of the aisle.

“Our grassroots is heartened that Congress is looking at this issue, dedicating dollars and starting to prioritize the mark up of new legislation,” Jessica Nickel, Addiction Policy Forum’s president and CEO, said. “We hope to work very closely with every member and every committee as we build these bills to make sure that they are informed by families and science.” 

The 2016 bill originally included some provisions dealing with opioid recovery services that didn’t make the final product.

To help with the new legislative effort, “we've provided some ideas and some feedback particularly from the recovery community,” Nickel said. “CARA had many pieces within the recovery pillar that ended up on the cutting room floor that we need to prioritize to be included in any work that the CARA champions do to build and improve on CARA.”

Patty McCarthy Metcalf, executive director of Faces and Voices of Recovery, mentioned several specific provisions — such as a national youth recovery initiative specifically authorizing grants aimed at helping young people in recovery. 

“We’re tired of getting scrapped and being the last to be recognized as a valuable part of the system,” Metcalf said, adding she hopes some of the $6 billion is funneled toward recovery-related efforts.

Advocates stressed the need to bolster the treatment system for people with an opioid addiction. 

“We are still lacking infrastructure. We’re lacking in treatment spots, we’re lacking in number of facilities. We’re lacking in number of [treatment] professionals,” said Andrew Kessler, founder of Slingshot Solutions, a consulting firm specializing in behavioral health policy. 

Legislation needs to focus on expanding access to evidence-based treatment, Smith said, as well as improving tactics to reduce the harm of opioid usage, such as making an overdose reversal drug accessible to communities and non-medical settings. 

“That’s what’s going to fundamentally wind down the overdose crisis,” he said. “A border wall or an emphasis on law enforcement is not going to address the situation.” 

Passed in 2016, the CARA bill authorized grants to help states fight the opioid epidemic, and a biomedical innovation bill approved several months later appropriated $1 billion over two years for states to fight the crisis. 

Regina LaBelle, who served as chief of staff for the Office of National Drug Control Policy in the Obama administration, said lawmakers and the administration need to focus on what steps the states are taking to combat the epidemic. 

“I think what’s really needed is making certain that states have strategies in place, that they are making sure that monies are being spent in local communities, making sure that cities and local governments are getting the money that they need.”

Free Workshop on Dementia in Placerville, March 3, 2018

The El Dorado County Health and Human Services Agency, Senior Day Care program is pleased to present a free community workshop, "Diagnosis Dementia - Now What?" This educational workshop will be held from 9:00 a.m. to 2:30 p.m. on March 3, 2018, at the Placerville Senior Day Care program located at 935A Spring Street in Placerville. The workshop will help equip loved ones and caregivers as they face the challenges of a dementia diagnosis, learn how the brain functions, what to do about new and difficult behaviors and the importance of taking care of oneself as a caregiver.   

"We hope to address the fears and issues we see on a day-to-day basis," says Nancy Wilson, Program Supervisor with Senior Day Care. "We realize that knowledge is power and we are excited to offer supportive tools for people with dementia and their care partners, as well as introduce them to the many resources available to help them." 

The El Dorado County Family Caregiver Support Program, Marshall Medical Center, the Alzheimer's Association and Del Oro Community Resource Center will provide resources for the workshop and have staff available to talk about their programs and answer questions.

The California members of Bikers of Lesser Tolerance (BOLT) adamantly declare their support for Dan Dellinger for El Dorado County Recorder-Clerk. His principled and common sense approach to preserving voting Rights for citizens is the major component in our endorsement. Motorcycle riders in El Dorado County are in a fight to keep their American Heritage, not the least important to this is insuring proper voting procedures and vote-counting ethics are solid. Statements Mr. Dellinger has made on various issues make us certain he is exactly what the County needs for many reasons. We are solidly behind the effort to elect Dellinger to the County Recorder-Clerk position and will help to that end wherever possible.

It is the principled position of BOLT of California that elected government officials are authorized to uphold the Constitution, follow federal law and protect voting Rights for citizens of California. The citizens of El Dorado County need not spend inordinate amounts of effort or funds insuring the county’s voters are respected.
