by Sonya Sorich, Sacramento Business Journal -- An El Dorado Hills restaurant known for its French food shut its doors over the weekend.

Cafe C in the El Dorado Hills Town Center had its final day of business on Saturday. Chef and owner Yvan Chalaye is retiring.

Chalaye had a presence in the El Dorado Hills Town Center for about 13 years. He initially operated Cafe Campanile, which was across from Bistro 33.

Mailers That Look Like Official Voter Registration Paperwork Cause Confusion in El Dorado County

$

BY LONNIE WONG -- The El Dorado County Elections Office says it has gotten dozens of voter registration documents mailed to them that complain that they had the wrong address.

The problem is they are not official county documents.

Instead they were mailed by a Washington, D.C.-based organization that purportedly seeks to register as many voters as it can before the November election.

"Most of the people are deceased or have never lived at the address," said Voter Registrar William Schultz.

He said the nasty comments to him saying the forms were a waste of money are misdirected. He said other counties have had similar complaints.

The mailers imply that if people don't register, they will be contacted again to make sure they do. Schultz said voting is encouraged by him, but people are free to make up their own minds if they want to register.

The complaints are so numerous that Secretary of State Alex Padilla sent a warning letter telling voters that the pre-filled out registration forms are not official and no action is required.

His office contacted the Voter Participation Center and was told that their mailing program has concluded, and there will be no further mailings.

Schultz says the organization's claim on its website that 58,000 people have been registered through their mailings is probably false.

He believes that the mass mailing totaled 58,000, not the number that it registered to vote. He says 90 percent of the information in the official-looking documents was wrong.

By Kevin Oliver -- Sheriffs in several California counties are in a tug of war with the U.S. Forest Service after federal agents overreached their authority.

Transcript:
KEVIN OLIVER HAS MORE ON THIS AUTHORITY.

>>> PEOPLE GO INTO THE FOR TEST IT ALL. SOME HAVE CLAIMED WHILE THEY WERE IN NATIONAL FORESTS, THEY'VE HAD TASERS AND GUNS PULLED ON THEM BY LAW ENFORCEMENT FOREST OFFICERS. THAT HAS SOME PEOPLE IN SOME COUNTIES SAYING TO THE FOREST SERVICE NOT SO FAST. PANNING FOR GOLD IS RICK EDDY'S HOBPY AND PASSION. HE SPENDS MANY WEEKENDS HERE IN THE STANISLAUS NATIONAL FOREST ON BEAN CREEK.

>> THE REASON IT'S CALLED BEAN CREEK IS WHEN EARLY MINERS CAME HERE, THEY WERE GETTING NUGGETS AS BIG AS BEANS. AT LEAST THAT'S THE STORY I HEAR. REPORTER: WHILE PANING IN THIS YEAR -- WORKING. REPORTER: EDDY SAYS FOREST SERVICE LAW ENFORCEMENT OFFICERS APPROACHED HIS GROUP DEMANDING TO SEE ID'S.

>> I'VE HAD RUN-INS WITH FOREST SERVICE, FISH AND GAME, YOU KNOW AND PEOPLE LIKE THAT NEVER HAD ANYTHING LIKE THIS. YEARS. REPORTER: AFRAID OF LOSING ANY GOLD THEY FOUND AND KNOWING THEY WERE ON A MINING CLAIM THEY HAD RIGHTS TO, EDDY HESITATED.

>> I ASKED HIM, WHY DO YOU NEED TO SEE MY IDENTIFICATION? AND HE -- THAT'S WHEN HE SAID, FOREST. WE WANTED TO CHECK TO SEE IF THERE WAS ANY OUTSTANDING WARRANTS AND CHECK TO SEE IF YOU'RE CLAIM JUMPING. REPORTER: EDDY QUESTIONED WHAT TYPE OF AUTHORITY THEY HAD TO DEMAND ID'S OUT IN THE FOREST. THAT'S WHEN HE SAYS ANOTHER OFFICER PULLED OUT HER WEAPON AND AIMED IT AT HIM.

>> THEY HAD A TASER POINTED AT ME. WHAT AM I GOING TO DO? GET SHOT? I WAS STANDING IN THE WATER, SO I SAID, OK. REPORTER: THE GROUP DROPPED THEIR PANS AND SLEWS AND WENT TO THEIR TRUCK TO GET THEIR ID'S. THEY LATER REPORTED IT TO THE ASSOCIATION. ASSOCIATION PRESIDENT SHANNAN -- SHANNON POE SAYS HE'S RECEIVED A DOZEN COMPLAINTS ABOUT STOPS AND SEARCHES ABOUT FOREST SERVICE OFFICERS. WHERE DOES THIS COME FROM? WHO TAUGHT THEM THIS STUFF? WHO TAUGHT THEM THEY COULD FOURTH AMENDMENT? IT'S BECOME ONE OF SEVERAL INCIDENTS INVOLVING INNOCENT CITIZENS THAT LED SOME RANK. UNDER CALIFORNIA LAW KNOWN AS SECTION 830.8, FOREST SERVICE LAW ENFORCEMENT OFFICERS HAVE NO AUTHORITY TO ENFORCE CALIFORNIA STATUTES WITHOUT WRITTEN CONSENT OF THE SHERIFF. IN MANY OF CALIFORNIA'S COUNTIES THE SHERIFFS HAVE SIGNED OFF YEAR AFTER YEAR BUT KCRA DISCOVERED NINE SHERIFFS ACROSS THE STATE IN THIS PAST YEAR HAVE NOT. SIX OF THE COUNTIES ARE IN THE SIERRA AND FOOTHILLS INCLUDING MARIPOSA COUNTY WHERE THE PANNING INCIDENT OCCURRED AND EL DORADO COUNTY.

>> THEY DON'T ANSWER TO US. THEY DON'T WORK FOR US, UM, SO THE COMPLAINTS SEEM TO FALL ON DEAF EARS. REPORTER: ELDERADO SHERIFF JOHN D'AGOSTINI STOPPED SIGNING OFF AFTER WORKING FOR A YEAR. HE DESCRIBES SOME SHERIFF'S AS ROGUE.

>> THEY WOULD LITERALLY SNEAK UP ON THESE FOLKS, JUMP OUT OF THE BRUSH, SCARE THEM TO THEIR WIT'S END WITH GUNS DRAWN, NO ONE MOVES. LET ME SEE YOUR HANDS! WHERE'S YOUR GUNS? WHERE'S YOUR CAMPFIRE PERMIT? THAT WAS THE RESPONSE. REPORTER: THAT REALLY HAPPENED WITH CAMPERS?

>> THAT REALLY HAPPENED. REPORTER: THE FOREST SERVICE DENIED OUR REQUEST FOR AN INTERVIEW BUT SENT US A STATEMENT SAYING THE INCIDENTS MENTIONED WERE EXAMINED AND BASED THE REVIEW OF THE FACTS, THE APPROPRIATE ACTIONS WERE TAKEN BY THE LAW ENFORCEMENT OFFICERS INVOLVED.

>> I WOULD LOVE TO HAVE THE RELATIONSHIP I COULD TRUST THEM TO DO THE RIGHT THING ALL THE TIME AND THEY WOULD HAVE THEIR BEEN PULLED. BEST THING. REPORTER: HE DOESN'T FORESEE ENFORCEMENT OFFICERS THE POWER TO ENFORCE CALIFORNIA'S LAWS UNDER HIS WATCH. EVEN THOUGH THE OFFICERS DON'T HAVE THE AUTHORITY IN MANY COUNTIES, THEY'RE STILL PATROLLING CALIFORNIA'S MOUNTAIN ROADS. NOW IN THOSE COUNTIES WHERE THEIR AUTHORITY TO ARREST STATE LAW VIOLATIONS HAVE BEEN PULLED, THE FOREST SERVICE SAYS THOSE...

Local water agencies team up for American River Basin study
The Department of the Interior, Bureau of Reclamation announced it has launched a new study of the American River basin. The study will gather data to “diversity the region’s water supply portfolio” and thereby increase reliability of the region’s various water supplies.  Placer County Water Agency, El Dorado County Water Agency, Regional Water Authority, and cities of Sacramento, Roseville and Folsom will partner with the federal agency to complete the study.

Couple with tragic past recounts fiery Hwy. 50 crash
"The flaming big rig is up against the side of our car. Fire is coming in our window, we hear everything crunch," Vernon Matthews said.  The Matthews are grateful the incident wasn't worse -- considering their history of tragedies.  The couple’s house was destroyed by the King Fire, a wildfire in the El Dorado County that burned nearly 100,000 acres in fall 2014.  In June 2014, their son Vernon "Cody" Matthews, a UC Berkley student, went missing while hiking. He was never found.

Final Placerville Speedway appearance of the season up next for the King of the West 410 Sprint Car Series this Saturday September 24

By Gary Thomas. Placerville, CA – September 20, 2016…With the season winding down the start of five races to go for the traveling King of the West 410 Sprint Car Series will take place this Saturday night with the final visit of the season to the always action packed Placerville Speedway.

The Placerville bullring is located just 40 minutes from the capital city of Sacramento and this Saturday marks the third trip of the season to the Scott Russell & Kami Arnold promoted quarter-mile clay oval. The first two events have been nothing short of thrilling and this weekend promises to feature much of the same, as drivers look to build momentum for the final month & a half in Northern California. Also on hand will be the always entertaining BCRA Midgets, plus IMCA Sport Mods.

Two-time King of the West champion Kyle Hirst leads the field into Saturday aboard the Roth Motorsports/ Tarlton & Son No. 21x Sprinter. The Paradise, CA wheel-man sits atop the standings by 57-markers and will be gunning for his sixth victory of the campaign this weekend. Last year Hirst swept both events at the Placerville Speedway and led a number of laps in the feature during the most recent visit on July 30. If he were to park it in victory lane it would set a new personal high for him when it comes to wins in a season with the series.

“We’re looking forward to getting the season back underway this Saturday at Placerville Speedway,” Hirst commented. “We’ve had a really strong year so far and hopefully we can continue that during these last five races. Whenever King of the West competes in Placerville it’s a wild show, so hopefully the fans will pack the stands this weekend. It would mean a lot to get that sixth win of the season. We had a good shot last time in Pville and definitely want to seal the deal on Saturday.”

The previous two King of the West appearances in Placerville have been picked off by Campbell’s Bud Kaeding & Fremont’s Shane Golobic respectively. Both drivers have claimed three wins apiece this season, with Golobic claiming victory at the two most recent events held. Kaeding ranks second in the points going into Saturday and will be hoping for a strong night to try and cut into Hirst’s lead with five races to go. Golobic will be searching to make it three in a row with the series this weekend.

Sacramento’s Willie Croft has been in position to win both King of the West stops in Placerville this season, but each time has found heartbreak city towards the end. The season-opener saw him lead 26-laps, before a spun car ended his shot at victory. In July he looked to be on way to a certain triumph, until banging the cushion just hard enough to send him sideways & on his side in dramatic fashion just prior to the checkered. Croft looks to put that behind him on Saturday to try and scoop up his first Placerville KWS win.

Clarksburg’s Justyn Cox, Grass Valley’s Jason Statler & Hanford’s DJ Netto round out the top-five in the standings going into Placerville. Cox will continue his rookie campaign with the series and has certainly gained speed with the season wearing on. Statler earned a podium finish in July at Placerville and will be gunning to improve by a couple more spots on Saturday. Netto will be looking to score his first win of the season, as he makes his second King of the West start since joining the Tri-C Motorsports team.

More possibilities on Saturday will include Fresno’s Cory Eliason, Elk Grove’s Bobby McMahan, Roseville’s Colby Copeland, Hanford’s Mitchell Faccinto, Penngrove’s Chase Johnson, Atwater’s Sean Watts, Gilroy’s Jarrett Soares, Fair Oak’s Jake Morgan, Murrieta’s Cori Andrews and others.

Adult tickets this Saturday cost $22, seniors 62 & over and juniors 12-15 will be $15 with kids 6-11 being $6. Children under 6 are free. The pit gate at Placerville Speedway on Saturday opens at 2pm, with the front gate opening at 3pm and racing anticipated to begin around 7pm.

The Placerville Speedway is located on the beautiful El Dorado County Fairgrounds in Placerville, California. Take Hwy US-50 to Forni Road/Placerville Drive exit. Then go north on Placerville Drive to the Fairgrounds. The physical address is 100 Placerville Dr., Placerville, CA 95667. "Giant Mushroom Sculptures Illegally Dumped In Placerville," read the headline as authorities were looking for whoever dumped some giant handmade mushrooms on the side of the road in El Dorado County.

The El Dorado County Sheriff’s Office posted on Tuesday that the mushrooms were illegally dumped on a property in the Placerville area.

"It is unclear what the mushrooms were used for or where they came from," wrote the EDSO. "Anyone who knows where the mushrooms came from or who may have dumped them was asked to call authorities" of the El Dorado County Sheriff's Office at (530) 621-6600.

Soon the owner was located and the EDSO followed up with, "Thanks to an observant citizen we were able to find the owner of the mushrooms and they were returned to them."

Building on Tahoe’s Conservation and Restoration Momentum

$

By Joanne S. Marchetta -- At the Lake Tahoe Summit last month, we saw the power of what we can accomplish when we work together. Progress over the last two decades was showcased when President Obama made his first-ever visit to Tahoe and said conservation and restoration efforts like ours are more important than ever as the nation works to adapt to a changing climate and create a more resilient environment.

“When we protect our lands, it helps us protect the climate for the future. So conservation is not just critical for one particular spot, one particular park, one particular lake, it’s critical for our entire ecosystem,” President Obama said. “Our healing of Lake Tahoe proves it’s within our power to pass on the incredible bounty of this country to a next generation.”

The Lake Tahoe Restoration Act of 2000 and the Southern Nevada Public Land Management Act are two pieces of federal legislation that have made monumental contributions to Lake Tahoe’s restoration. Together, they helped launch a model for regional collaboration and environmental restoration on the scale needed for Tahoe’s 500-square-mile watershed.

Congress passed the restoration act shortly after former President Bill Clinton and Vice President Al Gore attended the first-ever summit in 1997. Held over multiple days, the summit included dozens of community members, researchers, and local, state, and federal partners focused on the environmental problems then facing Lake Tahoe and how to correct them.

These two pieces of legislation authorized and appropriated several hundred million dollars in federal funding to jumpstart the Environmental Improvement Program. The unprecedented initiative united all levels of government, nonprofit groups, and the private sector in a shared mission to restore Lake Tahoe’s environment and enhance the public recreation opportunities that drive our economy and help millions of people enjoy this special place each year.

Federal funding was matched by state and local agencies and the private sector. Over the last two decades, hundreds of EIP partners have invested $2 billion into nearly 500 conservation and restoration projects, with another 120 projects ongoing.

These lake-saving EIP projects have been completed all around the Tahoe Basin and were prioritized to have the greatest benefits for our lake, forests, air quality, wildlife, and communities. Projects have restored stream channels, marshes, and wildlife habitat; built parks and new bike and pedestrian routes; protected Tahoe from aquatic invasive species; upgraded hundreds of miles of roads to stop stormwater pollution from washing into the lake; opened shoreline for public access; and cleared hazardous fuels from tens of thousands of acres of forests to improve their health and reduce wildfire risk.

This work was possibly only through partnership and collaboration on a level never before seen at Lake Tahoe, and because of it, our environment is healthier than it was two decades ago.

This year’s summit again put a bright national spotlight on the work we have done to restore and conserve the jewel of the Sierra. But it also raised awareness about the challenges we continue to face at Tahoe, all of the work that is not done, and how our mission will become more difficult because of a changing climate that threatens to affect everything from the lake’s world-famous water clarity to the health of our forests and ecosystems and winter recreation on our mountains.

We must continue the progress we have achieved through the EIP, completing projects that conserve and restore the environment, improve our community, and revitalize our economy, recognizing that the health of each is intertwined. Federal support is critical in this endeavor. And our region received some highly-encouraging news just two weeks after President Obama’s visit when the U.S. Senate passed its version of the Lake Tahoe Restoration Act of 2015.

Introduced by Senators Dean Heller (R-Nevada), Harry Reid (D-Nevada), Dianne Feinstein (D-California), and Barbara Boxer (D-California), the bill would reauthorize the Lake Tahoe Restoration Act and up to $415 million in federal funding over 10 years for high-priority projects that create healthier forests and reduce wildfire risk, clean up stormwater pollution, restore the lake’s water clarity, and fight the spread of aquatic invasive species.

The Senate passed its bipartisan legislation as part of the Water Resources Development Act of 2016, a two-year, $10 billion national water infrastructure bill. Legislation to reauthorize the Lake Tahoe Restoration Act has been introduced in Congress multiple times over the last decade, but each prior bill stalled in committee. This marks the first time legislation to reauthorize the Lake Tahoe Restoration Act has cleared a chamber of Congress, showing the strong bipartisan support we see for restoring one of our greatest national treasures.

The House of Representatives is anticipated to consider its version of the Water Resources Development Act this fall. We are optimistic versions of the Lake Tahoe Restoration Act introduced by Representatives Tom McClintock (R-California), Mark Amodei (R-Nevada), and John Garamendi (D-California) can be included and passed as part of that legislation.

The Lake Tahoe Restoration Act and Southern Nevada Public Land Management Act have driven some of Tahoe’s biggest achievements over the last two decades and helped make the Tahoe region a healthier place and a national model for collaboration and partnership. The Lake Tahoe Restoration Act of 2015 is critical to continuing progress and addressing the challenges that lie ahead. The Senate’s passage of this legislation is an important milestone and we look forward to continued support in the House to keep our momentum at Tahoe growing.

Joanne S. Marchetta is executive director of the Tahoe Regional Planning Agency.

10 Must-do’s in South Lake Tahoe Before Winter Starts

$

By David Sandel -- With summer just about over and many people gearing up for the “Pumpkin Spice” season alike, don’t turn your back on the warm weather quite yet.

There’s still plenty of sun and summer adventure to be had in South Lake Tahoe.

image: http://www.grindtv.com/wp-content/uploads/2016/09/South-Lake-Tahoe.jpg

South Lake Tahoe

It might almost be fall, but South Lake Tahoe is still hanging onto Summer. Photo: David Sandel

Heavenly Adventure Zone

Of course the main draw to South Tahoe during the winter is Heavenly Ski Resort, but did you know you could spend an entire day (or more) there in the summer and never get bored?

The Epic Discovery Zone features several ropes courses, a climbing wall, an alpine roller coaster, a tube slide, zip lines and even a scenic gondola ride.

When you get tired from a day of activity, Tamarack Village is open for all your dining (and drinking) needs.

Mountain Biking

image: http://www.grindtv.com/wp-content/uploads/2016/09/South-Lake-Tahoe-Mountain-Biking.jpg

South Lake Tahoe Mountain Biking

Seemingly endless mountain biking trails right from the Inn by the Lake hotel. Photo: David Sandel

I don’t know if you know this, but you should know this: South Lake Tahoe has a ton of trails (upwards of 100 miles to be exact).

And the terrain? Everything from big meadowy logging trails with fun rollers to technical singletrack that make everyone but the truly elite walk their bikes.

But the best part of mountain biking in South Tahoe? You can ride to most of them from the center of town and all the action.

Paddleboarding and Kayaking

Lake Tahoe is nearly 200 square miles of pristine fresh water. The middle of the lake can get pretty choppy, especially on a windy day, but with 72 miles of shoreline to explore, why bother venturing out that way in a kayak or standup paddleboard?

The coolest features, secret spots and cliffs to jump off are along the shore too.

A View from the Sky

Parasailing, hang gliding (powered and unpowered), or sky diving … choose your own adventure.

However, the easiest and most accessible of these three is parasailing. If you’re hanging out at any of the popular beaches around the lake, there’s probably a kiosk for you to sign a waiver, get a driver and then head out on the lake and into the sky.

Wakeboarding and Other Water Sports

Ski Run Boat Co., Action Watersports and several others will rent you a boat for however long you want while visiting. If you want to get out and ski, wakeboard, tube, or do any other water sport requiring a boat, they’ve got you covered.

They also have an arsenal of personal watercraft for your riding pleasure.

Pontooning

I would have included this in the section above, but where I come from, pontooning is a slightly different event than getting rad behind a boat.

Pontooning is a pretty laid-back excursion meant for coolers of food, snacks and drinks. Lay out, laugh, stop to jump in the crystal clear water, and take your time getting places. Pontooning is all about leisure.

Hiking

Whether you’re on a budget or not, you’d kick yourself if you didn’t see the lake from atop of the cliffs and mountains that surround it. You can either take the gondola to the top of Heavenly or start at any one of the many, many trailheads.

Water Taxi and Bike Back

Head on over to Camp Richardson Marina with a bike and reserve a spot on the Water Taxi to Round Hill Pines Beach. Once there, you can lay out on the beach, have some beers, or rent any number of different types of watercraft.

When you’re done, ride back along the bike paths and bike-friendly roads to checkout all the local bars, restaurants and shops.

Live Music and Events

Now that Labor Day has passed, you’d think the town dies until the snow flies … this is just not true.

On Oct. 1-2, there’s an Oktoberfest in Camp Richardson and a Fall Fish Fest at the Taylor Creek Visitor Center. On Oct. 21-23, WordWave, a three-day festival held on the grounds of Valhalla at the Tallac Historic Site will feature oral storytelling, theater performances, free readings, a novel writing camp for kids, as well as panels on crafts and yoga.

Where to Stay

image: http://www.grindtv.com/wp-content/uploads/2016/09/968-Park-Hotel.jpg

968 Park Hotel

It might be early fall, but the temps at 968 Park Hotel are still pool friendly. Photo: David Sandel

South Lake Tahoe has a place to stay for any budget.

On the high end, there’s 968 Park Hotel with fine dining and spas on the hotel grounds.

For a family-friendly, budget-friendly place to stay, Inn by the Lake has clean rooms, secure bike and ski storage, is located across the street from a beach and offers free bike rentals to cruise around town.

There are numerous campgrounds and RV parks around the lake, but make sure to reserve them well in advance. And if you’re really on a budget, there’s national forest just outside of town.

Girlfriend Getaway Weekend is being held at Harrah's in South Lake Tahoe, Oct 7-9, 2016 with a lineup of inspiring speakers and state of the art technical sessions.  The goal is to inspire attendees of Girlfriends Getaway Weekend to pursue careers along the path of engineering and science.

"We are excited to bring mentors and skilled coders from a decade’s worth of events to help a new group of entrepreneurs over a fun weekend of collaboration."

Hundreds of girls and women gather next month for a maker event, full of coding and tinkering, to explore the future of diversity in the technology industry. The goal is to inspire attendees of Girlfriends Getaway Weekend, the annual viewer appreciation event for the nationally broadcast tv talk show Wake Up!, to pursue careers along the path of engineering and science. A showcase of ideas follows 48 hours of collaboration and cooperation using free tools and hardware. Partners like lululemon athletica will provide prizes and opportunities to outstanding participants.

Wake UP!, producers of Girlfriends Getaway Weekend, has partnered with Developer Camp to bring Silicon Valley’s oldest and most successful “hackathons” to a new level of diversity and inclusion. Activities are modeled after the popular event iPhoneDevCamp, which contributed founding moments to companies and products like Square, Temple Run, OAuth, and TestFlight. Award-winners have gone on to sell their ideas to Apple, Google, Facebook, Oracle, and other major tech companies.

“Girlfriends Getaway Weekend this year is all about being healthy, wealthy, and wise,” says conference organizer Adryenn Ashley. “I believe a friendly competition of ideas will inspire all the ladies to consider themselves a little smarter and more daring. Some of the apps and products that have come from Developer Camp are astounding. I cannot wait to see what ideas and frontiers people discover. In the end, we will all be much wiser to the possibilities of women in technology and leadership.”

“Our organization’s goal is to represent and support the broadest possible range of participants and award-winners,” explains Developer Camp co-founder and director Dom Sagolla. “We are excited to bring mentors and skilled coders from a decade’s worth of events to help a new group of entrepreneurs over a fun weekend of collaboration. Camp co-founder whurley recently announced the Equals campaign in partnership with the UN and the ITU. Next month’s event will be the first implementation of their vision, which we share: equal opportunity and compensation for all who pursue the path of engineering.”

Girlfriend Getaway Weekend is being held at Harrah's in South Lake Tahoe, Oct 7-9, 2016 with a lineup of inspiring speakers and state of the art technical sessions. Tickets range from $179-$999 for the three day event with special rates for Non-Profits and kids. Information can be found at http://ggw2016.com

AM Alert: Police Chiefs Oppose Proposition 63

$

[SacBee] One might expect police chiefs to support a measure aimed at strengthening gun control laws. Not this year.

The California Police Chiefs Association will announce its opposition today to Proposition 63, a ballot measure championed by Lt. Gov. Gavin Newsom.

The measure undoes laws the association helped enact, doesn't allow necessary input from stakeholders, limits attempts to enact future reform, and "fails to meet the appropriate balance between public safety and individual gun rights," wrote Ken Corney, president of the association, in a letter explaining its opposition.

"Specifically, Proposition 63 reverses many of the exemptions that allow officers and police departments to continue purchasing ammunition freely for on-duty purposes, and creates a duplicative database that will be a costly and less effective way to monitor ammunition purchases," Corney wrote.
