Trailhead Fire Creates Hazards at Abandoned Mines

Across the Mother Lode are hundreds of mines -- some still undiscovered. About 12 mines in Eldorado National Forest may be compromised.

By Vicki Gonzalez -- The U.S. Forest Service is working on abandoned mines that have become safety hazards as a result of the Trailhead Fire.

"This is our time with the stuff burned away we can see things like these mine shafts, and typically we'll discover new ones after a fire," said Kristi Schroeder with the Forest Service in El Dorado County.

Upwards of a dozen mines in the Eldorado National Forest are believed to be compromised due to the Trailhead Fire.

"People are used to us for the active part of the wildfire. They don't see the after part," Schroeder said. "We send in a BAER team, a Burned Area Emergency Response team, right at the end of the fire or after the fire is contained."

The U.S. Forest Service BAER team is specially trained in mines.

"The ingenuity. How these guys did what they did back in the day when nothing was even mechanized," said Mary Rosellen, the regional abandoned mines facilitator.

Rosellen has been working with mines with the U.S. Forest Service for 25 years.

"Just as a kid, working for the Forest Service. Started cleaning out mines and it just progressed from there," Rosellen said.

On Wednesday, the BAER team focused on an abandoned mine near an urban area outside Georgetown. A vertical shaft was created to connect to an underground cavity spanning more than 200 feet, to continue an airflow for the bats and other animals that live in the mine.

"That's what's dangerous out here are the vertical shafts," Schroeder said. "Because you can just step in them and they can be small or they can be big."

As a result of the Trailhead Fire, the ground eroded and caved in, destroying the shaft and creating a large gaping hole to be filled.

"We are really focused on public safety. You know we are not going to go in and backfill all of these mines. Right now these are abandoned mines. No one has a claim on them. No one is interested in them," Schroeder said. "Can you imagine a couple of teenagers out here, 'Oh, here is a cool hole in the ground let me explore it,' and something happens and they can't get out. Nobody knows they are here."

The BAER team excavated the vertical shaft, then using a liquid foam to create a strong foundation before back-hoeing the hole full of dirt.

The foam is similar to a household repair for cracks. It consists of separate chemicals, when combined, react to expand and solidify into a sturdy substance with a shelf life of 100 years, according to the U.S. Forest Service.

"We have hunting season coming up. There's going to be a lot of people running around in the woods. And they are going to be off the trails and off the roads," said Schroeder. "So here is a case in point. We don't know where all of these are. So be very careful of where you are walking and where you are stepping."

Senate Passes Lake Tahoe Restoration Act

Stateline, Nevada [via TRPA] – The U.S. Senate on Wednesday passed its $415 million version of the Lake Tahoe Restoration Act as part of a vote to adopt the $10 billion Water Resources Development Act of 2016, a national water infrastructure bill for the next two years. The measures cleared the Senate with a 95-3 vote.
 
This milestone marks the first time that legislation to reauthorize Lake Tahoe Restoration Act has cleared the full Senate, having been stopped in the process after succeeding at the committee level several times over the last decade.
 
The bipartisan Lake Tahoe Restoration Act, sponsored by Senators Dean Heller (R-Nevada), Harry Reid (D-Nevada), Dianne Feinstein (D-California), and Barbara Boxer (D-California), would authorize up to $415 million in federal funding over 10 years for federal, state, and local partners in the Tahoe Basin to continue their work to reduce wildfire threats, improve water clarity, jumpstart innovative infrastructure projects, combat aquatic invasive species, and reintroduce the Lahontan cutthroat trout.
 
“In Nevada, we know how lucky we are to possess one of America’s most pristine natural treasures: Lake Tahoe. And it is imperative Lake Tahoe’s value is reflected in the way our nation prioritizes its own needs. That’s why I’m proud to see this legislation, the Lake Tahoe Restoration Act, successfully gain support of the Senate chamber today,” Senator Heller said.
 
“The Lake Tahoe Restoration Act highlights our commitment to protecting this unique ecosystem and the economy that depends upon the lake’s clarity,” Senator Reid said. “Last month, at my invitation, President Obama visited Lake Tahoe for the very first time to speak at the 20th anniversary of the Lake Tahoe Summit. At that event the federal government, the states of Nevada and California, local businesses, residents and philanthropists all rededicated ourselves to the work of protecting this unique and wonderful lake.  As the entire world saw last month, the beauty of Lake Tahoe is unparalleled. We must do everything we can to keep it that way.”
 
Senator Dianne Feinstein said the public-private partnership born out of the original Lake Tahoe Restoration Act has invested $1.9 billion over the past 20 years to complete more than 500 conservation and preservation projects around the lake, with another 120 projects underway.
 
“Despite that success, there are still many issues threatening the future health of the lake. For instance, scientists from the Tahoe Environmental Research Center at UC-Davis recently announced that Lake Tahoe is warming faster than any large lake in the world due to climate change. This red flag reminds us why additional funding is vital to preserve the pristine nature of Lake Tahoe. I’m pleased the Senate passed our bipartisan bill to address the challenges climate change poses and other issues facing the lake. I look forward to its passage in the House of Representatives so the federal government maintains its commitment to preserving the Jewel of the Sierra,” Feinstein said.
 
Speaking at the 2016 Lake Tahoe Summit, Senator Barbara Boxer said, “Even though I am winding down my career, I will work to save Lake Tahoe.” Boxer is a co-sponsor of the Lake Tahoe Restoration Act and ranking member of the Environment and Public Works Committee which has jurisdiction over the water infrastructure bill.
 
The House of Representatives is anticipated to consider its version of the Water Resources Development Act soon.
 
“The Senate’s passage of this legislation is an important milestone for the Lake Tahoe Restoration Act and we appreciate the support and hard work of our federal delegation in the Senate,” said Joanne S. Marchetta, executive director of the Tahoe Regional Planning Agency. “This legislation is critical to continue our progress in restoring and conserving Lake Tahoe’s environment for future generations, and we look forward to continued support from our federal delegation in the U.S. House of Representatives as well.”

Voters’ View of a Donald Trump Presidency: Big Risks and Rewards

Most voters consider Donald J. Trump a risky choice for president, saying he lacks the right temperament and values, but he is seen as more transformative and better at handling the economy than Hillary Clinton, according to the latest New York Times/CBS News poll.

Mrs. Clinton, despite being as disliked as Mr. Trump, is seen as a safer option. Majorities of voters say she has the temperament for the job and would better handle foreign policy. Only 36 percent of them, however, view her as an agent of change. That perception deeply worries some Clinton campaign advisers, who want the race to hinge on Mr. Trump’s character rather than voters’ desire to upend the status quo.

With less than eight weeks until Election Day, the two candidates are locked in a close contest in which the challenge from third-party candidates may make a difference. Mrs. Clinton, the Democratic nominee, has the support of 46 percent of likely voters nationwide, compared with 44 percent for Mr. Trump, the Republican; that result includes voters who said they were leaning toward a candidate.

Looking more broadly at all registered voters, Mrs. Clinton holds a wider edge, 46 to 41 percent, driven by her support among women, minorities and college graduates. Getting registered but unlikely voters to the polls in November is a large challenge for Mrs. Clinton’s campaign.

Shingle Springs Indian Tribe Did Not Waive Sovereign Immunity By Removing Lawsuit To Federal Court

The Shingle Springs Band of Miwok Indians is a federally-recognized Indian tribe located on the Shingle Springs Rancheria in California.

Beth A. Bodi, a member of the tribe, worked at the tribe's full-service health clinic. Bodi's employment was terminated after she attempted to take job-protected leaved under the federal Family Medical Leave Act ("FMLA"). Although she was rehired, she was fired again after sending a communication to tribal officials complaining about her earlier termination and noting her willingness to seek redress in state court.

Bodi subsequently filed suit under the FMLA and state law in California state court, and the tribe removed the action to federal court based upon the federal question presented by the FMLA claim.

The tribe then filed a motion to dismiss based upon the tribe's sovereign immunity. The district court denied the motion on the ground that the tribe had waived its immunity by removing the action to federal court.

The United States Court of Appeals for the Ninth Circuit reversed, holding that the tribe did not waive its immunity by removing the case to federal court.

Bark Avenue leaving El Dorado Hills Town Center for Larger location

After nine years in the center, Bark Avenue Pet Supplies and Grooming is moving to a Raley's-anchored shopping center on Park Drive in El Dorado Hills. Robin Mizell, who owns the business with her husband, Ken, said the new location offered room to expand.

This pet store is moving from the El Dorado Hills Town Center to a Raley's-anchored center in El Dorado Hills.

With the move, Bark Avenue will grow from about 3,800 square feet to 6,400 square feet...

Pair of Sacramento Probationers Arrested for Vehicle Burglary in Placerville says PD

Placerville, CA – James Armstrong and Steve Patrick were arrested by Placerville Police Officers after breaking into vehicles in Placerville.
 
On September 15, 2016, a resident off of Barrett Drive spotted two males rummaging through his work truck at 6:40 in the morning. The resident scared off the pair, who jumped in a nearby vehicle and quickly drove off. The resident gave chase as he called the Placerville Police Department. Officers located the suspect vehicle and made a traffic stop on Spring Street north of Highway 50.
 
Placerville Police Officers identified James Armstrong and Steven Patrick as the two occupants of the suspect vehicle, a 2004 Black, Chevrolet Aveo. Officers located illegal narcotics and stolen property inside the vehicle and learned that the two were on probation out of Sacramento County.

The two were taken into custody and booked for the following charges; Burglary, PC 459, Possession of burglary tools, PC 466, Violation of Probation, PC 1203.2, Possession of Controlled Substance, H&S11350, Possession of Methamphetamine, H&S 11377, and Driving on a Suspended License, CVC 14601.1(a).

Family Horse in Shingle Springs Shot Multiple Times; Animal Control Investigating

A disturbing case of animal cruelty is being reported in El Dorado County. Red, a family horse, was shot multiple times in the span of just a few months. Now the owners want answers.

Chenoa Calhoun works for Red’s owners on their property in Shingle Springs, exercising the gentle giant almost daily.

Calhoun says the rural El Dorado County neighborhood is typically quiet and peaceful, but now she fears someone is using Red for target practice.

The first incident happened a few months ago. They found Red with an unusual puncture wound.

"We assumed it was something he had just gotten caught on the fence and just happened to puncture him.”

This past week, it happened again, and this time it was worse.

"Yesterday when we found another one, we realized it was from an actual pellet gun," said Calhoun.

Pictures show what appears to be a pellet lodged in his ribcage. Red’s owners have asked not to be identified out of fear of retaliation, but say they believe the bullet is from a large Bore Air Rifle, not a pellet gun.

"It's very strange," Calhoun said. "It’s definitely not a coincidence, and it’s not on accident. There's something going on for sure."

For Calhoun, the incident is unsettling.

In a neighborhood tucked in the hills of El Dorado County, deliberate cruelty such as this is rare.

"You would just hope that people wouldn’t do things like this, because we care about our animals," said Calhoun. "They are family so it's very sad that someone would do something like that."

El Dorado County Animal Control confirms they are investigating the case. There is no suspect at this time.

"So I am still cracking up at the rude guy who helped me start off my day. Getting gas at the Valero in Diamond Springs. A guy says..."Hey Girl", I turn around and he has his penis hanging out to which I said "Wow good thing I have trifocals I almost missed that little thing" he started dashing across the parking lot as I am yelling, "wait the internet has things for that." 

"The guy at the next pump is like, "Hell NO that did not just happen", the girl in the store called the police. 

"Guess I'm just getting too old, I felt sorry for the guy and laughed all day.

Retired Marine Colonel Takes On NFL Over Anti-American National Anthem and American Flag Protests

Commissioner,

I’ve been a season pass holder at Yankee Stadium, Yale Bowl, and Giants Stadium.

I missed the ’90-’91 season because I was with a battalion of Marines in Desert Storm. 14 of my wonderful Marines returned home with the American Flag draped across their lifeless bodies. My last conversation with one of them, Sgt Garrett Mongrella, was about how our Giants were going to the Super Bowl. He never got to see it.

Many friends, Marines, and Special Forces Soldiers who worked with or for me through the years returned home with the American Flag draped over their coffins.

Now I watch multi-millionaire athletes who never did anything in their lives but play a game, disrespect what brave Americans fought and died for. They are essentially spitting in the faces and on the graves of real men, men who have actually done something for this country beside playing with a ball and believing they’re something special! They’re not! My Marines and Soldiers were!

You are complicit in this!

You’ll fine players for large and small infractions but you lack the moral courage and respect for our nation and the fallen to put an immediate stop to this. Yes, I know, it’s their 1st Amendment right to behave in such a despicable manner. What would happen if they came out and disrespected you or the refs publicly?

I observed a player getting a personal foul for twerking in the end zone after scoring. I guess that’s much worse than disrespecting the flag and our National Anthem. Hmmmmm, isn’t it his 1st Amendment right to express himself like an idiot in the end zone?

Why is taunting not allowed yet taunting America is OK? You fine players for wearing 9-11 commemorative shoes yet you allow scum on the sidelines to sit, kneel or pump their pathetic fist in the air. They are so deprived with their multi-million dollar contracts for playing a freaking game! You condone it all by your refusal to act. You’re just as bad and disgusting as they are. I hope Americans boycott any sponsor who supports that rabble you call the NFL. I hope they turn off the TV when any team that allowed this disrespect to occur, without consequence, on the sidelines. I applaud those who have not.

Legends and heroes do NOT wear shoulder pads. They wear body armor and carry rifles.

They make minimum wage and spend months and years away from their families. They don’t do it for an hour on Sunday. They do it 24/7 often with lead, not footballs, coming in their direction. They watch their brothers carted off in pieces not on a gurney to get their knee iced. They don’t even have ice! Many don’t have legs or arms.

Some wear blue and risk their lives daily on the streets of America. They wear fire helmets and go upstairs into the fire rather than down to safety. On 9-11, hundreds vanished. They are the heroes.

I hope that your high paid protesting pretty boys and you look in that mirror when you shave tomorrow and see what you really are, legends in your own minds. You need to hit the road and take those worms with you!

In other words, the man never, ever stops.

But lots of people don't stop. Lots of people run successful businesses. Lots of people offer sound, incisive advice. But none of them could get the CEO of a multibillion-dollar company to jump into a snake-infested river in the middle of the night. So why can Robbins?

Walking Across America from Delaware to California

by Adam Breen, reporting for BenitoLink -- Seven months after he started pushing a modified stroller from the shores of Delaware with a goal of walking thousands of miles across the country on the American Discovery Trail, retired San Benito High School Earth Science teacher Jim Ostdick this week crossed into California, his journey's end in site.

His multi-month goal has been to raise awareness and money in an effort to connect San Benito County to the nation's historic trail system. He rode Amtrak from California to Washington, D.C. and began his 4,000 mile walk to promote Recreation, Exercise and Community Health San Benito Foundation's REACH Across America project.

On Wednesday, Sept. 14, Ostdick reported to BenitoLink that "I'm in California!"

"I crossed the state line in South Lake Tahoe today after getting chased off the Tahoe Rim Trail by an early season cold front," he said. "I was lucky to miss the snow for the most part, but 24 degrees Fahrenheit is too nippy for this old beach bum. After a rest here, I will continue to follow the Pony Express National Historical Trail to Sacramento. It feels great to be here in the Golden State and I am looking forward to getting home in a few weeks or so."

Lake Tahoe Bubonic Plague Monitoring Continues at Fallen Leaf Campground

SOUTH LAKE TAHOE, Calif. — Plague warning signs remain up at Fallen Leaf Campground after flea samples tested positive for plague in May and June.

The U.S. Forest Service Lake Tahoe Basin Management Unit, under direction by California Department of Public Health, temporarily closed Fallen Leaf Campground in June to conduct pesticide treatments meant to limit plague risk in the area.

“Recommendations from the State of California Department of Public Health (CDPH) to the Lake Tahoe Basin Management Unit (LTBMU) include maintaining ‘Plague Warning’ signs at Fallen Leaf Campground for the remainder of 2016,” U.S. Forest Service Lake Tahoe Basin Management Unit’s public affairs specialist Lisa Herron said by email. “If plague activity is not evident in the spring of 2017, the warning signs would be replaced with the standard ‘Plague Caution’ signs...

By: Bill Sullivan -- When the leaves begin to change color in the scenic hills of Camino and we turn the page on the calendar to September, something sweet is just around the corner. It's harvest season for the Apple Hill Growers Association, who have been sharing the fruits of their labor with visitors for more than 50 years in El Dorado County and beyond.  Just a short drive up Highway 50 will bring you to this fabulous local destination that is sure to wow visitors of all ages.

Bannered as one of the region’s most significant tourist destinations, Apple Hill is known for its rural ambiance and tasty products that extend well beyond that of just apples.

Apple Hill consists of 55 ranches with the largest concentration of apple growers in California. Featuring 16 different varieties of apples and various other fruits, the Apple Hill Growers Association is also home to 14 bake shops, 10 different wineries, all of which host a collaborative average of 55 special events annually, 18 of which are designed for children.
