City of Placerville Fair Lane Construction Update

The working hours westbound lane closure of Fair Lane from Denny's will extend past Juvenile Hall beginning the week of September 26th.

This is a weekly update to the community regarding the Western Placerville Interchanges Phase 1B Project.  

Construction began Tuesday, September 6th. 

Prior Week:
>Demolition, including roadway excavation, continued into this week. 
>Subgrade for the new curb, gutter, and sidewalk was prepared. 
>Conduit installation for the street lights began later in the week. 

Current Week:
>Complete conduit installation for the street lights. 
>Finish subgrade for the new curb, gutter, and sidewalk. 
>Begin placing AB for the new curb, gutter, and sidewalk. 

Following Week:
>Finish placing AB and begin forming work for the new curb, gutter, and sidewalk. 
>Concrete may be poured later in the week. 
>Clearing, grubbing, and tree removal for the second stage of construction may begin later in the week. 

Important Information:
>During the first stage of construction the westbound lane between Juvenile Hall and Denny’s will be closed during working hours. 
>The second stage of construction will begin the week of September 26th and the westbound lane closure will extend past Juvenile Hall. 
>Please note that starting October 3rd and lasting until the beginning of December, a portion of Fair Lane will be closed 24‐hrs a day for Stage 2 construction.
>Please adjust your travel routes accordingly.  At least one driveway to each parking lot will be open at all times.

Public Input Sought on County Mental Health Services Act 3-Year Plan

The Behavioral Health Division of the El Dorado County Health and Human Services Agency invites the public to provide input on the County’s Mental Health Services Act (MHSA) Three-Year Plan for Fiscal Years 2017/18 through 2019/20. Community members can provide input by email, online survey or at an upcoming community meeting. Community meetings to receive input for the MHSA plan are scheduled as follows:

  • Thursday, October 6, 2016, at 9:00 a.m. at Lake Tahoe Community College in the Aspen Room, located at 1 College Way in South Lake Tahoe; hosted by South Lake Tahoe Mental Health Cooperative.
  • Tuesday, October 11, 2016, at 4:00 p.m. at the Hut, located at 6450 Wentworth Springs Road in Georgetown; hosted by Drug Free Divide.

California voters passed MHSA (Proposition 63) in November 2004; the law was enacted January 1, 2005. MHSA places a 1% tax on personal incomes over $1,000,000. Counties receive funds through the State with the goal of transforming the public mental health system into one that is consumer and family driven, recovery oriented, accessible, and culturally competent.

Scams targeting SMUD customers

SMUD urges customers to be on the lookout for scammers claiming to represent SMUD and threatening disconnection if immediate payments are not made.

SMUD has recently learned of increased instances of a scam that works like this:

•   Scammers contact a customer and threaten disconnection if a payment is not made immediately via MoneyGram or Reloadit cards, often at a pay station such as CVS or Safeway stores (not authorized SMUD pay stations). Some scammers have even asked for a cash payment to be made in person at a public location.

•   The scammer demands that the customer call back a non-SMUD number with payment details. 

•   When the customer calls the number, it is answered with a recording of SMUD’s phone-based customer service menu.

•   When the customer chooses a menu option, the call will go to voicemail or will be answered by a scammer posing as a SMUD employee.

Please note that SMUD representatives will never call a customer and direct them to a non-SMUD payment facility or require a specific method of payment such as cash, wire payment or money card.

A list of authorized SMUD pay stations can be viewed by visiting smud.org/pay. The following are not SMUD authorized pay stations: CVS, RiteAid, Walgreens and Safeway. Also, SMUD does not accept payment via Green Dot, Money Pak, MoneyGram or Reloadit.

If customers receive a suspicious call, SMUD asks them to ask for a name and number, then hang up and call SMUD at one of the following published numbers:

Residential customers: 1-888-742-SMUD (7683)

Business customers: 1-877-622-SMUD (7683)

Customers can also email SMUD at scamreporting@smud.org with the same information.

Want to Raise Smart, Successful Kids? This is How You Should Read to Them

The kind of books you should read to your kids to cultivate a love of reading.

BY BETSY MIKEL -- It's no surprise that having plenty of books around the house is good for young developing minds. Plenty of research has been done on the subject, even down to the exact number of books you should own to lock in your child's future earning potential.

And that's how you find yourself re-reading Mike Mulligan and His Steam Shovelbefore bed, yet again. Because reading them any book is a good book, right? Maybe. To challenge young minds and keep your kids in a state of constant learning, literacy expert and author of Reading Reconsidered Doug Lemov suggests a different approach. (Hat tip to Quartz for spotting this.)

Lemov recommends moving beyond reciting and regurgitating your kids' favorite books. Instead, he says you should pick up a more challenging book -- one they couldn't even read one their own -- and read it to them. Even if they don't fully comprehend every word, the benefits are many and will challenge their brains in new ways. Here are a few reasons why Lemov recommends grabbing a book a few grades higher and reading it to your kids.

Learning new words

This is the perfect method to introduce your kids to new words that don't come up in everyday conversation or in the age-appropriate books. You'll have the opportunity to explain the meaning of the new vocabulary as they come up.

Early comprehension of different sentence structures

By taking things up a notch with a more complicated text, kids will begin to hear more complicated phrases. For young readers, it can be difficult to decipher anything beyond simple simple subject-verb constructed sentences. This helps expand their understanding to other types of sentences.

"Hearing complex syntax read aloud builds an affinity for a different kind of vocabulary. Call it the vocabulary of syntax," Lemov says. "As with distinctive words, so too will they be more ready to decipher complex and unusual sentence structures when, months or years later, they begin to read them on their own."

Exposure to more complicated characters and plots

Children's books keep it simple, with just a handful of characters and a straightforward theme, plot, and message. Pick up a more complicated book, and you'll begin to dive into more complex characters, more of them, and more grown-up themes. Lemov says this one is key to help cultivate a love for books, because it will help your children truly discover the power of books.

"So read the best books with your kids," he says. "Read them aloud, bring them to life. Because challenge is far more engaging in the long run than pandering. There are myriad sources of blithe and anodyne amusement. Only reading offers to-your-soul depth."

Commentary: Hating the Stupid Hating

By Michelle Toner -- A black woman posts a video of a police officer raping a female inmate. The black woman says in response to this...."I hate y'all I hate y'all!! My response to her was, " you're going to hate an entire race of people because of an individual?" Immediately I am accused of defending the Officer, and told I can't comment because I don't know what it's like to be black. Then I'm told by numerous people that they hate me just because I'm white.

I'm shocked at the pure hatred that's taking place in 2016. There's always been bigotry, but in my 51 years, I've never seen the sort of hatred that I see now. 

It's always been there but now it's...... I dunno, words fail. I can't seem to describe it. 

There's so much tension everywhere. And for what? The actions of a few in comparison to the thousands that aren't? Bad things have happened. Unconscionable things, but it happens to all of us. It happens to Hispanics, Muslims, Asians, and the Native Americans that nobody talks about. 

Anyone can be profiled. White Guy's with tattoos. It's not just a black thing..... but what do I know? Right? I'm white. 

I may be white, but I'm prolific in World History. This may come as a surprise but every nation has a dark past filled with racism and or slavery. 

Today, while you're espousing inequality and denouncing racism on your cell phones, modern day slaves are building your next model. All those cell phones used to record events that are further dividing people were made by slaves. How ironic. 

As long as people insist on using the past to excuse their behavior now, well then you better include all the other races and religions who suffered too. Wait, you didn't know other races suffered too? Yes, they have and still do. 

Have you ever thought about the food you eat? Did you know, in this country, modern day slaves are processing your food? Working for major companies that your Government/President gives tax breaks and subsidies to? Where's all that protest? Where's the anger? 

Sorry. Bad things happen to a lot of people, not just blacks. Americans are as stupid as sheep. They can't think for themselves. They have to rely on the media to be directed and told how to think. SMH. 

People are so stupid they don't even know why they hate. They follow with whatever feels good.... with what fits their own narrative, but they can't think. They don't want to. They're just that stupid.

Big Brothers Big Sisters event had Big Surprise for El Dorado County Superior Court Judge Dylan Sullivan

At the Big Brothers Big Sisters event tonight, a long ago El Dorado County Big Sister was called to the mike to tell her story. She recounted her privileged upbringing, her Little Sister's very not so privileged upbringing, their first meeting, their interactions, including basketball at UCD where the Big Sis played in her college days. She described all that she got out of the relationship, which was considerable. And their ultimately losing contact.

Then she introduced and asked her Little Sister to come to the mike to tell her side of the story. She did so. "She" is El Dorado County Superior Court Judge Dylan Sullivan.
After a very long hug between Big Sis and Little Sis, Judge Sullivan told her story of the relationship, its impact on her and the direction her life took as a result. (She even went on to play basketball at UCD.)

Amazing stories, both of them.

So, where is the tear jerking part?

Judge Sullivan was seated in the dining room with the rest of us listening to the auction and other BB/BS stories.

Until being introduced and called to the mike, Big Sis was secreted away in a room off the main dining room. She had come from Southern California.

JUDGE SULLIVAN DID NOT KNOW THAT HER BIG SIS OF DECADES AGO WAS HERE UNTIL BIG SIS WAS ASKED TO COME TO THE STAGE AND TAKE THE MIKE!!!

OK, you can cry now.  Mighty Goddamn touching.

A Moment of Truth for Presidential Debate Moderators

By; Jim RutenbergMEDIATOR  --  If this hasn’t been the worst year ever for truth in politics, I can’t think of what was. Nor can anyone tell me.

The Republican presidential nominee has produced more falsehoods than the major fact-checking sites have identified from a major presidential candidate since they came into existence. The Democratic nominee hasn’t come anywhere close to that. But she’s not exactly dwelling in Honest Abe territory, either.

It’s almost at the point where “truthiness” — Stephen Colbert’s old word for the from-the-gut canards that helped to lead to the Iraq war — would be preferable to what we have now: unsubstantiated nonsense and outright lies. In too many cases, they have taken hold as the basis for people’s voting decisions.

Traditional journalism has struggled to keep up with it all. It has been overwhelmed by the legion of assertions that scream out for fact-checking; undercut, at times, by journalists’ human failings and the economic imperatives of ratings and page views; and under siege from partisan attacks intended to bully it out of doing its job.

The good news is that the debates are finally upon us, providing the fourth estate with a great chance to set the record straight and to nudge the presidential discussion onto the level ground of established facts. In other words, a chance to live up to its calling.

And, yes, that is going to require the debate moderators to interject with the truth when either candidate makes an obviously false statement.

Inexplicably, the pre-debate debate has been dominated by the question of whether it is within the debate moderators’ purview to do that.

Donald J. Trump has said, as he did on Thursday on “Fox & Friends,” that the NBC anchor moderating Monday’s debate, Lester Holt, should stay out of the way and leave it to him and Hillary Clinton to “take each other on” over the facts.

Not surprising. But at least one of this year’s moderators, Chris Wallace of Fox News, said the same thing, as have some well-known television-news graybeards like the former PBS anchor Jim Lehrer, once a regular debate moderator himself.

That treats falsehood like a hockey puck being moved up and down the ice, and forces each candidate into goalie pads. What this political season really needs is a confident and credible referee, or a few thousand.

Sites like FactCheck.org and PolitiFact, and news organizations like The New York Times and The Washington Post, will be there to separate truth from lies after the fact. But let’s face it, their combined readerships won’t come anywhere close to the size of the debate audience, which television executives and political strategists say could be as big as 100 million people.

For many viewers, a well-honed lie will stick to the candidate on the receiving end of it — who, if past is prologue, is more likely to be Mrs. Clinton than Mr. Trump.

And the Commission on Presidential Debates will be failing in its own mission “to ensure that debates, as a permanent part of every general election, provide the best possible information to viewers and listeners.”

The commission has put its thumb on the noninterventionist side of the scale. When I spoke recently with the co-chairman, Frank J. Fahrenkopf Jr., he said that the moderator’s job was “to be a facilitator — to raise the issues and draw out the candidates and hopefully get them to interact themselves.”

That, he said, is different from a news program on which “you’ve got your notes of what so-and-so said: ‘Governor, you said this three weeks ago and now you’re changing the story.’ That’s an interview, not what’s supposed to happen in a debate.”

In 1987, Mr. Fahrenkopf, then the chairman of the Republican National Committee, co-founded the debate commission with Paul G. Kirk, who was chairman of the Democratic National Committee. And it is no small thing that they chose to put journalists at the center of the action.

It was before interparty civility skipped town, and before internet-enabled, ideology-infused news sites and partisan press critics undermined the prominence and credibility of the mainstream news media. It was a time when a news outlet’s success was dependent upon its track record of getting stories right, not on how far it was willing to go to make its coverage hew to the worldview of its readers.

The gatekeeper role the news media used to play has been rightly criticized for stanching those views that fell outside its decidedly mainstream perspective. But it also meant that campaigns generally sparred within the confines of the same set of established and true facts.

Take the second presidential debate between President Gerald R. Ford and Jimmy Carter in 1976. Max Frankel of The New York Times pressed Mr. Ford on the Soviet Union’s dominance of Eastern Europe, and responded with incredulity as he invited Mr. Ford to clarify his remark that the Soviets were not dominant there. The focus the next day was on Mr. Ford’s politically catastrophic geopolitical misstatement, not on his inquisitor, Mr. Frankel.

A Week of Whoppers From Donald Trump

Had that exchange happened today, political operatives and Twitter provocateurs surely would have found a way to make it about Mr. Frankel — whose follow-up was actually an attempt to offer Mr. Ford a lifeline, he told me. And some American media voices would have sought to dispute the facts on the ground in Eastern Europe (perhaps even on a Russian-financed American network like RT).

In our current environment, half of Mr. Trump’s voters can believe the false notion that Mrs. Clinton knew the 2012 Benghazi attacks were set to occur before they happened and chose not to act, as a Fairleigh Dickinson University poll found in the spring. In a more recent New York Times/CBS poll, roughly half of Trump supporters said they believed that undocumented immigrants were more likely to commit crimes than American citizens were. (The preponderance of research has found that the opposite is true.)

Such findings should bring a new appreciation for fair-minded journalists to those who care about having government policies that are based on the truth. As the historian Michael Beschloss put it during a phone conversation last week, “We are now in an age where there are so many fewer gatekeepers that you need what few are possible.”

Can the moderators this fall turn their debate stages into falsehood-free zones? What does that look like in this election? Debate organizers say they want to avoid a situation in which the debate becomes one big fact-checking or hectoring exercise and never gets to important policy differences. They also don’t want the stage to be a hill for the moderator — and thus the whole debate process — to die on, amid charges of partisanship and a “rigged” system.

The most common example that people point to is Candy Crowley’s performance at a 2012 town-hall-style debate between Mitt Romney and President Obama, in which she disputed Mr. Romney’s assertion that Mr. Obama waited 14 days to call the Benghazi attack an act of terror.

Mr. Obama had more or less done so the next day, though, as Ms. Crowley sought to point out, his administration spent several days thereafter connecting it to protests against an incendiary, anti-Islam video. PolitiFact called Mr. Romney’s statement “half-true,” which gave more ammunition to Republicans who accused Ms. Crowley of singling out their candidate unfairly.

But one clumsy attempt at fact-checking, and the partisan attacks it drew, should not be used to muzzle this year’s moderators.

Yes, the candidates can challenge each other, but some things should not be left to a “he said, she said” stalemate and will require a moderator to weigh in — like Mr. Trump’s offensive attempts to claim he did not aggressively promote a campaign that questioned Mr. Obama’s citizenship or Mrs. Clinton’s mischaracterization of the F.B.I.’s assessment of her handling of email.

Nobody wants a repeat of Matt Lauer’s performance a couple of weeks ago when he let Mr. Trump’s claim that he always opposed the Iraq war go unchallenged.

Actually, scratch that. One person does — Mr. Trump, who portrayed critics of Mr. Lauer as liberals seeking to push debate moderators to be tougher on him than on Mrs. Clinton. There’s one way both he and Mrs. Clinton can avoid lopsided treatment: Tell the truth.

Everything you need to know about the first presidential debate

By Lisa Hagen - Monday’s debate will be the first showdown between Republican presidential nominee Donald Trump and Democratic nominee Hillary Clinton as polls tighten with fewer than 50 days until the election. 

It's expected to be one of the most-watched debates in history, so here's everything you need to know about the highly anticipated match-up. 

What time does it start? 
The debate begins at 9 p.m. EST. and is scheduled to last for 90 minutes, with no breaks. 

Where is it? 
The debate will be held at Hofstra University in Hempstead, N.Y. The university has previously hosted presidential debates in 2008 and 2012. 

Who is moderating? 
NBC’s Lester Holt will be the moderator. This will be the host of NBC Nightly News’s first time moderating a presidential debate. 

Holt faces pressure as the first moderator of the general election cycle and the challenge of wading through a likely unpredictable debate. His colleague, Matt Lauer, got ripped by fellow media members and both campaigns when he hosted a recent commander-in-chief forum.

Trump has also been very vocal about Holt’s upcoming performance. The GOP nominee said he respects Holt, but falsely accused him of being a registered Democrat and warned of unfair debates. Trump also advised Holt not to fact-check. 

What topics will they cover? 
The three topics announced are “securing America,” “America’s direction,” and “achieving prosperity, which signals the debate will largely hinge on questions surrounding national security and the economy. 

At least 30 minutes of the debate will be focused on national security. The debate comes in the wake of two explosions in New York and New Jersey as well as a stabbing in Minnesota. 

What are the rules? 
The debate will have six 15-minute segments, with two segments focusing on each of the three topics. Trump and Clinton will each have two minutes to respond to questions posed by Holt. 

Who is carrying it? 
The debate will air on all of the broadcast and cable news networks as well as C-SPAN, Univision and PBS. 

It will also be streamed online and Hofstra University provides a list of outlets that will likely stream it. 

What's the size of the debate audience? 
The debate will be held in the David S. Mack Sports and Exhibition Complex, which is a 5,023-seat arena on the university’s campus. 

The debate commission won’t know the size of the audience until Monday, after the set is complete and the fire marshal signs off. A Hofstra spokeswoman estimated there will be about 1,000 people in attendance. Hofstra University students can receive tickets through a lottery system and the parties and campaigns also get a number of tickets they can divvy out. 

For those who can’t physically attend, some experts predict that more than 100 million people could be watching the debate, the largest audience in presidential debate history. 

What does the debate mean for Clinton and Trump? 
Debating is Clinton’s strong suit, but she faces the difficulty of going toe-to-toe with Trump, who was known for personal attacks and veering away from policy during primary debates. The former of State has prepared for different versions of Trump’s personality.

Trump also has a lot to prove during Monday’s debate as he tries to showcase a more presidential and professional side. He’ll have to prove he can keep up with Clinton’s knowledge and flex his foreign policy muscle especially with the first debate’s heavy emphasis on national security issues.

Another Local Real Estate Agent Arrested for Sex Crimes with Young Child

On 9-27, El Dorado County Sheriff's Office county jail booked KRISTOPHER JORDAN for "ORAL COP:VICT UNDER 10YRS" with a bail amount in excess of one million dollars.

KRISTOPHER RYAN JORDAN, age 34, was arrested and charged with California Penal Code 288.7(b).  California Penal Code 288.7 PC addresses situations where an adult (someone 18 years of age or older) engages in certain sexual acts with a child less than 10 years old.

Although child molestation in general is treated as a very serious crime in California, this section addresses the most serious and most extreme instances of child sexual abuse. Sometimes called a "one strike and you're out" law, a conviction under this section triggers life in prison, even upon a first offense.

Defined in Penal Code 288a, "Oral copulation" is the act of copulating the mouth of one person with the sexual organ or anus of another person. Any contact, however slight, between the mouth of one person and the sexual organ or anus of another person constitutes oral copulation. Penetration of the mouth, sexual organ or anus is not required, nor is proof of ejaculation is required.  [Penal Code 288a; CALJIC Jury Instruction 10.59.6.]

A conviction under section (b) triggers a sentence of 15 years to life in state prison. That is, the person must serve 15 years and afterwards would be eligible for parole consideration at a California Board of Parole (Lifer) hearing.

Sergeant Tasha Thompson, of the El Dorado County Sheriff’s office, made this statement:

"On September 26, 2016, at approximately 5:15 PM, El Dorado County Sheriff’s deputies were dispatched to the 10500 block of Wentworth Springs Road in Stumpy Meadows for a report of an attempted homicide that just occurred.  

"Information was obtained from the caller (later identified as Lee Lao of Sacramento) that while squirrel hunting with his wife (Mee Vang) he accidentally shot her.  

"Lao requested medical assistance to respond for her assistance.  Lao led emergency personnel to Vang’s location where it was confirmed she had succumbed to her injuries.   

"Lao was detained and has been cooperating in the investigation.   

"Based upon information and evidence obtained so far, Lao was released without criminal charges at this time.  This investigation is ongoing.

Undersheriff Randy Peshon Recognized for Outstanding Service in Appointment

I am again extremely proud of Undersheriff Randy Peshon’s reappointment to this very important committee, which has state-wide impacts. Randy is a recognized leader and expert in the court and corrections field,” said El Dorado County Sheriff John D’Agostini.
 
On August 26th, 2016, Undersheriff Randy Peshon of the El Dorado County Sheriff’s Office was re-appointed to the Judicial Council Collaborative Justice Courts Advisory Committee by Tani G. Cantil-Sakauye, Chief Justice of California and Chair of the Judicial Council. Undersheriff Peshon was again nominated for this prestigious position by El Dorado County Superior Court Presiding Judge Suzanne N. Kingsbury. 

The Collaborative Justice Courts Advisory Committee is a crucial committee among the ten committees serving the Administrative Office of the Courts. One Law Enforcement representative appointed by the Chief Justice of the California Supreme Court sits on this advisory committee.

Undersheriff Peshon has served in this capacity for the past three years. 

According to the Judicial Council of California Website: “The committee makes recommendations to the Judicial Council on criteria for identifying and evaluating collaborative justice courts and for improving the processing of cases in these courts, which include drug courts, domestic violence courts, youth courts, and other collaborative justice courts.

The Administrative Office of the Courts is structured to provide recommendations for improving justice administration and it serves as the staff agency for the Judicial Council, which is the constitutional policymaking body of the California Courts. The agency is organized into nine divisions in San Francisco, two divisions in Sacramento, and three regional offices with a staff of more than 900 serving the courts.

Undersheriff Peshon’s law enforcement career has spanned over 38 years, between the El Dorado County Sheriff’s Office, the United States National Park Service, and the East Bay Regional Parks Police Department. His assignments include patrol, custody, detectives, search and rescue, courts, and the dive team. Peshon has served as Undersheriff since January of 2015. 

Peshon is a graduate of the University of California, Berkley. His leadership training includes being student, facilitator, and auditor of the Peace Officers Standards and Training (POST) Sherman Block Supervisory Leadership Institute, a graduate of the POST Command College, and the prestigious FBI National Academy in Quantico, Virginia. 

Sheriff D’Agostini said “I am again extremely proud of Undersheriff Randy Peshon’s reappointment to this very important committee, which has state-wide impacts. Randy is a recognized leader and expert in the court and corrections field”.

Undersheriff Peshon’s appointment becomes effective November 1, 2016 and ends on October 31, 2019.
