Yolo Supervisors and DA Fued over Legal Pot Grow Bust

The Los Angeles Times has some shocking details on a drug raid against a legal medical cannabis operation in Yolo County that occurred back in September.

County Supervisor Don Saylor says the two marijuana growers, Ted Hicks and Ryan Mears, had done everything right. “They looked for guidance, they complied, they set up irrigation systems, drainage, applied for Water Quality Control Board permits,” he said. He compares what happened next to terrorist activity by a county task force.

“I told my 2-year-old son to stay upstairs,” said Mears, 35. “When I opened the security door, there were 15 cops with assault rifles drawn, pointed, with their fingers on the trigger, in vests, ski masks. They grabbed me and pulled me out front, put me in handcuffs. There were 20 to 30 officers. My son walked downstairs and my wife had to grab him. They had guns pulled on them. It was real painful.”

“Easily, it was the worst day of my life,” said Hicks, 43. “Every gun you can imagine was pointed at me. I was like, ‘Why is this happening?’ To add icing to the cake, it was my son’s fourth birthday.”

The Winters farm where they cultivated was searched. Their crop, more than 1,000 plants, was destroyed. Nearby, the home of the man they leased the farm from, Ravi Tumber, was raided as well. Tumber, 48, who had his own small licensed medical cannabis grow at the farm, was standing in a vineyard below his hilltop home, harvesting Syrah grapes. The sight of all the cop cars coming down his road put him in mind of immigration busts. “I thought, ‘My guys are legal. What is happening?’”

What was happening was the nation’s Drug War and an ongoing discrepancy in marijuana laws, according to the Times. Hicks and Mears were charged with illegally cultivating marijuana, a misdemeanor, and conspiracy for planning “to commit sales of marijuana,” which is a felony. 

Yolo County Agriculture Commissioner John Young expressed frustration with the incident, which has also drawn ire from residents and marijuana advocates.

“As you are trying to develop policy, you are going out to all these folks who are cultivating and you are trying to bring them into the regulatory framework. When something like this occurs, it is counterproductive to compliance.”

Not so fast, says Brandon Olivera, the commander of the TRIDENT task force that conducted the raid. He points to the fact that the Yolo prosecutors obviously thought there were grounds to charge the two.

“I guess TRIDENT isn’t such a terrorist group after all,” he said. “We’ve taken a bath in the media and other law enforcement, and thank God the Yolo County D.A. did the right thing.” He also disputed the harrowing descriptions of the raid, calling it “the most peaceful search warrant I have ever been involved with in 20 years of law enforcement.”

Andrew Vonderschmitt Joins the El Dorado Arts Council

After 13 years with the Playhouse, Andrew Vonderschmitt, the company’s executive and producing artistic director, is leaving for a new job in Placerville. Photo courtesy Andrew Vonderschmitt

A  Long Beach transplant, Andrew joins El Dorado Arts Council after a ten-year stint with the Long Beach Playhouse, where he served as the Executive and Producing Artistic Director. Prior to the Playhouse, Andrew served many organizations including The Hunger Artists, Garden Grove Playhouse, Granola Funk, 47 Hour, and Deep Blue Sea Repertory, to name just a few. 

Andrew moved to Placerville with his wife Martina, young daughter Morgan Lee, and black cat Jack Benny. They are all thrilled to start a new life here in El Dorado County said the El Dorado Arts Council.

Andrew Vonderschmitt, formerly Producing Artistic Director, Long Beach Playhouse. Andrew has tried his hand at all aspects of the theatre process. From acting to tech to directing he has found fulfillment in all areas. Some credits include: Acting, Jonesy in Sideman, Ben in Little Footsteps, and Horatio in Hamlet. Directing: On the Verge, Piccaso at the lapin Agile, The Laramie Project, and Moon Over Buffalo. He has designed lights, sound and sets for nearly 50 productions and Stage Managed over ten. 

Vonderschmitt started at the nearly 90-year-old Playhouse in 2003 as stage manager before being named artistic director in 2009 and then executive and producing artistic director in 2012.  “The Playhouse has been great to me. I love this place and the people like family, but it was time to do something different with my own growing family,” Vonderschmitt said in a statement.

From 2015 interview: For those who don't know what community theater means, can you explain it?

"Essentially it is theatre created by and for the community it serves. Community theaters are nonprofit organizations whose mission it is to serve their community. To me, it is a place that is not out to make a buck, but to serve an artistic product that will enrich their lives. A community theater (theater not theatre), that space, should be a place that everyone in the community should feel welcome. Not just the audience, but artists as well. Actors need not be professional. Every single audition should be an open call. All interested individuals are welcome. Now, that doesn't mean casting just anybody. The best actor gets the part every time."

Secret Donor Pays Off Student's School Lunch Debt at Rescue School

Via Dina Gentry: "The generous $1,000 donation, given to Rescue Union School District, alleviated $766.49 in outstanding lunch account balances and will help students who are unable to pay regularly." 

Many students and families at Rescue Union School District (RUSD) received more than presents for Christmas this year when a generous community member donated $1,000 to pay off all outstanding lunch accounts. Balances totaled $766.49 district-wide, and the difference will help to reduce accounts for those students who are unable to pay regularly. “This unexpected gift is one of the many reasons our students are well taken care of at Rescue schools – the community truly cares,” District Superintendent David Swart remarked. “Thank you to this good Samaritan who brought cheer to so many this season.”

An anonymous donor, associated with Jay’s Trucking, made the donation and remarked, “We just wanted to donate to something that went straight to the children and we knew would help them in a meaningful way. The school district has a great food services department, and we wanted to make sure students get what they need.”

The RUSD Food and Nutrition Services Department team is comprised of food and nutrition professionals who are dedicated to students' health, well-being, and their ability to learn. Their schools support learning by promoting healthy habits for lifelong nutrition and fitness practices. Meals, foods, and beverages sold or served at schools meet state and federal requirements which are based on USDA Dietary Guidelines. The department provides students with access to a variety of affordable and appealing foods that meet the health and nutrition needs of students.

City of South Lake Tahoe is Experiencing Tier 4 Storm Today

The City of South Lake Tahoe is experiencing a Tier 4 storm today, which is the highest level storm. City snow removal crews are out in force removing snow throughout the City. The focus at this time is removing snow on primary arterial and collector roadways such as;

Pioneer Trail
Al Tahoe Blvd.
Tahoe Keys Blvd.
Venice Drive
Sierra Blvd.
Ski Run Blvd

According to the National Oceanic and Atmospheric Administration (NOAA), “a Blizzard Warning has been issued for the Sierra through Wednesday morning. Dangerous and potentially life threatening blizzard conditions are possible in the Sierra Mountains. 

Multiple feet of snowfall are expected. Strong winds will produce zero visibility in whiteout conditions along with high drifting snow. Do not attempt to travel as first responders may not be able to rescue you. Travel may already be impossible with several road closures due to heavy snow already being reported. Even a short walk could be deadly if you become disoriented. Avalanche danger will remain high through this storm. Stay home, stay safe!

City snow removal crews will try to get to residential neighborhoods after removing snow on primary arterial and collector roadways.  We ask for the community’s patience as it may be sometime before we are able to remove snow in the residential neighborhoods and it may be a single lane plow.

The City of South Lake Tahoe has 259 lane miles of roadways. The larger the snow event, the deeper the berms will be. The community is being advised to expect berms during snow removal during this Tier 4 snow event.

Residents are advised to stay off the roadways if at all possible throughout today and tomorrow. Let’s be prepared, #StayHomeStaySafe during the storm.

The Cosumnes Mine Road Bridge Is Closed

DOT| (Placerville, CA) – The Transportation Division of El Dorado County’s Community Development Agency has closed the Cosumnes Mine Road bridge as it crosses the North Fork of the Cosumnes River in El Dorado County. 

Water has washed away the soil from under the north bridge approach making it no longer safe to cross. The bridge will be closed until the water recedes enough to allow County staff to assess the full damage to the bridge and its approach. 

The Transportation Division understands the inconvenience that motorists face while this closure is in place and sincerely appreciates your patience with this matter.

Infrastructure Damage causes a Local State of Emergency

El Dorado County Declares a Local State of Emergency Due to Damage to Local Infrastructure from the Recent Weather Events

Placerville, CA – El Dorado County has declared a local state of emergency due to damage to local infrastructure from the recent weather events. The El Dorado County Board of Supervisors at its meeting on January 10, 2016, in unanimous vote, declared the emergency after getting a report on damage to local infrastructure by County staff. The following is some of the current infrastructure problems due to the recent weather events:

  •  Cosumnes Mine Road – Closed at the bridge over the North Fork of the Cosumnes River with a failed approach
  •  Fort Jim Road – Closed at the Placerville end with a failing culvert that has caused extensive road damage
  •  Kyburz Drive – Closed road with debris blocking the culvert and creating flooding
  •  Land Slides – Numerous landslides on Salmon Falls Road and Rock Creek Road
  •  Tree Fallings – There are numerous temporary road closings in the County due to over 50 downed trees
  •  Flooding – County staff are responding to flooding calls and the damage in these areas are uncertain at this time

The above are a few examples of why the Board of Supervisors declared a local state of emergency. The emergency will allow County staff to more efficiently start the process of recovery and rebuilding of County infrastructure.

Cleve Morris, City Manager (Placerville, CA) – The City of Placerville has declared a local state of emergency due to damage to local infrastructure from the recent weather events. In accordance with City Code, the City Manager declared the emergency after surveying current damages to local infrastructure, reviewing reported information from City staff, and considering the potential for additional damage. The following are some of the current infrastructure problems due to the recent weather events:

Wastewater Treatment Plant Exceeding capacity and posing danger to Hangtown Creek.
Potential Mudslides in various areas.
Creek along Wiltse Road overflowing. Please avoid this area.
Trees down in several areas
Flooding on Smith Flat Road. Please avoid this area.

The above are a few examples of why the City Manager declared a local state of emergency. In addition, the storm is expected to pick up in intensity later this afternoon and evening causing additional potential problems.

The emergency declaration will allow City staff to more efficiently start the process of recovery and rebuilding of City infrastructure. Public Invited to Vote on Design for Innovative Placerville "Healthy Living Parklet"

Residents of El Dorado County and the City of Placerville are invited to help choose the design of an innovative new “Parklet” to be installed on Main Street in Downtown Placerville from May to September 2017. “A Parklet is a small public area that transforms a former parking space into a public recreation area,” explained Olivia Byron-Cooper, manager with the El Dorado County Health and Human Services Agency (HHSA), Public Health Division. “Parklets encourage physical activity through non-motorized transportation by providing pedestrians with amenities like public seating, landscaping, art and bicycle parking.”

Members of the public may see and vote online for one of three proposed conceptual designs for the Parklet at www.welldorado.org from January 20 through January 29, 2017. Local high school students developed the proposed designs. Henningsen Lotus Park - CLOSED

(Image: Coloma Flood of 1997) Due to measurable rainfall and runoff over the weekend, the South Fork of the American River has risen substantially at Henningsen Lotus Park, causing unsafe conditions.  To ensure the safety of the public and preserve the Park's resources, the Park has been closed until further notice.  

The County Sheriff's Department is working with the Parks Division to enforce the temporary closure.  The public is urged not to enter the park.

"Powerful Tools for Caregivers" Educational Program Offered

The El Dorado County Health and Human Services Agency, Senior Health Education Program and Family Caregiver Support Program are pleased to present a “Powerful Tools for Caregivers” educational series. This six-week program will be held 2:00 p.m. to 3:30 p.m. each Friday afternoon from February 24 through March 31, 2017, at the El Dorado Hills Senior Center located at 900 Lassen Lane in El Dorado Hills. 

The trainings in the educational series will provide caregivers of older adults with tools and strategies to assist them in handling the unique challenges they face. The series topics include:

February 24, 2017 – Taking Care of You
March 3, 2017 – Identifying and Reducing Personal Stress
March 10, 2017 – Communicating Feelings, Needs, and Concerns
March 17, 2017 – Communicating in Challenging Situations
March 24, 2017 – Learning From Our Emotions
March 31, 2017 – Mastering Caregiving Decisions

Participants of the educational series are asked to attend all six sessions; certificates of completion will be presented at the end of the series. The training is comprehensive and evidence based. Respite is available to qualified caregivers; pre-authorization is required for respite services.

El Dorado County Update on Infrastructure Problems Due to Recent Storms

Placerville, CA – El Dorado County over the last couple of weeks has seen a significant amount of rain and snow fall. The rain and snow fall has caused infrastructure problems in the County. 
The following is an update of road closures:

* Fort Jim Road at Newtown Road - Failing drainage structure.

* Kyburz Drive - Mudslide/trees/ debris blocking drainage. Will take several days to remove. Local access available for residents.

* Hackamiller Road just past Garden Valley Road – Washed out road.

* Weber Creek at Jurgens/Luneman - Low water crossing flooded and unsafe for vehicle traffic.

* Cosumnes Mine Road at North Fork of Cosumnes River. Bridge approach failure. In addition, other sections of the road, not associated with the bridge, have experienced slope failure taking part of the road down the slope.

* Mormon Emigrant Trail at Sly Park Road – There are unsafe conditions on the road. Should reopen this weekend.

In addition, County staff has been responding to calls regarding 100s of downed trees, flooding, potholes, and small and large slides. The most significant slides have occurred along Salmon Falls Road, Rock Creek Road, Mosquito Road, Newtown Road, Forni Road, and Hassler Road. County staff on the West Slope has been working nonstop to fix and mitigate the infrastructure issues.  

In the Tahoe Basin, significant snow amounts, have staff working 24 hours a day to plow roads, clear blocked drains due to snow berms, and remove downed trees. At this time there are no County road closures in the Tahoe Basin. However, there is a substantial amount of snow in the area and crews are working to address the continued situation.

California counties will get stuck with a $622-million bill as the governor cancels a healthcare pilot program

BY John Myers (Los Angeles Times)-- County officials across the state on Tuesday criticized Gov. Jerry Brown's move to cancel a program that attempted to streamline health services for seniors and low-income families, a decision that will hit locals with a $622.6-million price tag beginning this summer.

The plan, unveiled as part of Brown's state budget , seeks to cancel a 2012 program called the Coordinated Care Initiative. The effort allowed Medi-Cal, Medicare and the state's in-home support services to be offered through a single delivery system in hopes of reducing costs.

But the program required a finding by the governor's finance officials that it was cost-effective, which Brown's new budget said did not turn out to be the case.

A key part of the program was that the state, not locals, bargained with labor unions over wages for in-home care workers. The budget proposal cancels the state's role in those wage negotiations and also shifts other costs back to counties.

"This would be devastating to counties all over the state," said Alameda County Supervisor Keith Carson, president of the California State Assn. of Counties executive committee. "We undoubtedly would have to make cuts in other vital social services to cover these costs."
