A Briggs is the first baby born in South Lake Tahoe this year

South Lake Tahoe, CA – Barton Health welcomed the first baby born in the New Year, Bodie James Briggs on Wednesday, January 4 at 5:08pm at Barton Memorial Hospital’s Family Birthing Center. He weighed 7 pounds, 1 ounce and measured 19 inches long and was born to Jessica and Steve Briggs of Meyers, CA. The Lake Tahoe couple named Bodie after California’s famous gold-mining ghost town where they had enjoyed one of their most memorable days in 2015.

Barton Health presented The Briggs’ family with a wagon filled with gift items donated by local businesses and organizations congratulating them on being the parents of the first baby born in 2017.
 
The Barton Family Birthing Center is comprised of registered nurses, board certified obstetricians, and family practice physicians and pediatricians. In 2016, 362 babies were delivered at Barton’s Family Birthing Center.

Teen Court in El Dorado County Invites New Participants

Student Orientation Trainings are January 18 in Placerville and January 19 in South Lake Tahoe

El Dorado County Teen Court is now recruiting new student participants for the spring program. Teen Court is a unique and highly successful program that actively involves teens in the local judicial system. The program operates in both Placerville and South Lake Tahoe. After completing mandatory orientation training, teens serve as personnel in real court cases in which a minor has committed an offense, admitted to that offense and chosen to be judged for sentencing by their peers.  

El Dorado County youth in grades 8 through 12 are invited to attend an upcoming orientation session:  
Placerville Teen Court - Student volunteer orientation training will be held on January 18, 2017, from 6:00 to 8:00 p.m. at the El Dorado County Superior Court, located at 495 Main Street in Placerville. Students should plan to arrive by 5:30 p.m. for check-in.

South Lake Tahoe Teen Court - Student volunteer orientation training will be held on January 19, 2017, from 5:00 to 7:00 p.m. at El Dorado County Superior Court, located at 1354 Johnson Blvd. in South Lake Tahoe. Students should plan to arrive by 4:45 p.m. for check-in. 

 Pre-registration for the trainings is not required. Courtroom attire is required. Teen Court hearings in Placerville will be held February through May 2017 on scheduled Wednesday nights. Teen Court hearings in South Lake Tahoe will be held February through April 2017 on scheduled Thursday nights. Students will receive a calendar of hearing dates at their orientation training. 

"Teen Court is a great experience for youth," said Stephanie Carlson, Teen Court Coordinator in Placerville. "Students serve as jurors, prosecuting and defense attorneys, court clerks and bailiff. Superior Court Judges and mentor attorneys preside over Teen Court. Community attorneys volunteer to help students develop their cases. Youth get a real understanding of the juvenile justice system, and defendants receive a fair sentence from their peers and a second chance." 

The Teen Court Program began in El Dorado County in 1992 and is funded through the El Dorado County Health and Human Services Agency, Alcohol and Drug Programs. Teen Court cases are referred and managed by the El Dorado County Probation Department. The County Superior Court Judges, Sheriff's Office, local Bar Association and local attorneys are important program partners, according to Carlson.

Russell Motorsports Inc. releases 2017 schedule of events for the always action-packed Placerville Speedway

By Gary Thomas, Placerville, CA – January 5, 2017…Entering its second year under the Russell Motorsports Inc. banner the El Dorado County Fairgrounds based Placerville Speedway has released its tentative schedule of events for the upcoming 52nd season of competition.

Since opening in 1965 the Placerville Speedway has been a favorite among fans throughout Northern California. Well known for its steep banks, distinctive red clay, loyal fan base and extremely close action, the track is located just 40-minutes up the hill from the capital city of Sacramento.

“We’re definitely looking forward to our second season of being at the helm of Placerville Speedway,” commented track promoter Scott Russell. “Kami (Arnold) and I certainly learned a lot during our first season last year and will no doubt use that to our advantage as we enter year two. We believe the schedule came out well and the fans are really going to enjoy the year ahead. After a test & tune on March 18 it will then be full speed ahead following that.”

The 2017 season fires-off with the national traveling World of Outlaws Craftsman Sprint Car Series making their annual appearance on Wednesday March 29 for the Placerville Short Track Outlaws Showdown presented by Brad Sweet. Also on hand that night will be the USAC Western States Midgets. Tickets for the event are available at https://dirtcar.ticketforce.com/ordertickets.asp…

A total of 16 point races will be held throughout the season, with weekly divisions comprised of Winged 360 Sprint Cars, Limited Late Models & Pure Stocks. Last season saw Mason Moore, Eddie Gardner and Nick Baldwin bring home track championships in their respective classes. The weekly action will open up on Saturday April 8 and conclude on Saturday September 16.

A number of traveling divisions will also be a part of weekly events at various points of the year including the Bay Cities Racing Association Midgets, BCRA Midget Lites, the Nor Cal Dwarf Car Association, Wingless Spec Sprints and new for this season, Mini Trucks.

After being plagued by Mother Nature this past season the Nor Cal Posse Shootout returns this year with an added twist, as the event morphs into a three-night showcase. The much anticipated weekend will begin on Thursday September 21 with injected Wingless 360 Sprint Cars and the C&H Veteran Ent. presents Hunt Magnetos Wingless Tour taking to the track. Following that the Winged 360 Sprint Cars will take center stage alongside the BCRA Midget Lites on Friday & Saturday September 22 & 23. More info on the lucrative event will be out as the season progresses.

The brand new Elk Grove Ford Sprint Car Challenge Tour presented by Abreu Vineyards will be in action at the Placerville Speedway on a pair of occasions this season, with those dates being Saturday April 15 and a special Friday show on August 25. The C&H Veteran Ent. presents Hunt Magnetos Wingless Tour will be on hand April 15, August 25 and September 21.

The King of the West 410 Sprint Car Series will also be on hand for a night of high-speed action during a special Mother’s Day weekend event on Saturday May 13. It will be your lone chance this season in Placerville to catch the traveling Winged 410 Sprint Car series that’s been in existence since 1986.

Other special events that dot the schedule include Thompsons Auto Center Fan Appreciation Day on May 20, Big Trophy Night on June 10, the annual 4th of July spectacular on Tuesday July 4, Mountain Democrat Kids Bike Night on July 8, the 14th annual Tribute to Al Hinds on August 5, the 12th annual $5,000-to-win Mark Forni Classic on August 19 and the season-ending Tilford Tribute on September 30.

“We’re excited to host the new Elk Grove Ford Sprint Car Challenge Tour presented by Abreu Vineyards on a couple of occasions. That’s going to be big deal for years to come and this season is just the start. We’re also thrilled to bring back the Nor Cal Posse Shootout and with a September date that should definitely help with the weather. Bringing the King of the West 410 Sprint Car Series in on Mother’s Day weekend will also be a real treat for the fans. All in all it’s going to be great year with a number of special nights. Opinion: The Thesis for Prosecuting the Clintons

This is to provide background for why the US government should prosecute the Clinton’s. We at least know that Hillary (HRC) had a server in her basement that was used illegally. We know that the Clinton’s were giving speeches to banks and foreign governments for very large fees. We know that the IRS is investigating Chelsea Clinton for tax fraud. We don’t know if Russia hacked her in-home server and we should know if Russia did that and what they stole from Mrs. Clinton’s unprotected server.

Why should we prosecute to the limit of the law?

1. First, no one is above the law!

2. Second, it would determine the independence of the Department of Justice under President Trump.

3. If guilty under RICO then the $200,000,000 or so could be confiscated and used to fund the Police Officers Benevolent Fund.

4. It would allow the citizens of the US to know the depth of the hacking of national secrets by foreign governments.

5. If the Clinton’s really were in a Pay for Play relationship with foreign governments then we would know that fact and we would know the appropriate penalties in line with others who have been convicted of the same type of crimes.

6. Chelsea also has issues with the IRS and $10,000,000 from the Clinton Global Initiative that the IRS is investigating, noted above.

7. If the Clinton’s are Not Guilty then the world will only know that through the legal system. Otherwise they will always be subject to doubt and conjecture.

We the People need to know the degree of risk that the Clinton’s have created for the United States and possibly other of our friends. Just giving amnesty to the family and sending them into political oblivion is not enough as they then can use the $200,000,000 to influence our elections for years to come. No sir, they have to at least be treated the same as Bernie Madoff who only cheated people out of their money. But, like Bernie, they are innocent until proven guilty!!

Many know that I have been a political activist since the '80s first working on Reagan's second presidential campaign at a time when I was president my school's College Republicans and a YR.  I admired Reagan's commitment to principles above self-interests.  Jim Brulte was an aid to a local state representative in my area and he helped me do a few campus events and he taught me a lot about the actual operation of the process and the importance of staying true to your principles.  Soon after I worked on Richard Rodin's Mayoral campaign for LA... Yes a business conservative in the heart of liberal LA!  He taught me the importance of staying true to your business principles.

Years later I moved back home to El Dorado county and participated in a number of local campaigns.  I even helped with the Romney campaign, as he represented my moral belief system and the importance of staying true to his ethics principles.

Ethics...that is where Trump failed to gain my support.  After the Primaries, where I was very vocal in my criticism of Trump, I simply remained silent for the General Election.  Not because I supported Hillary in ANY way, but because I could not ask others to support someone I could not support.

I was surprised by trump's success since he violated nearly every rule in the political book related to getting elected.  I was not the only one surprised as now we see the Democratic Party members in crises mode and the Republican Party leadership scratching their heads and falling in line with our President-Elect, Donald Trump.

For months I have been scratching my head wondering how I can be a good and principled republican and support Trump.  Come mid-December I came to the conclusion that I would quit using his past to predict his future moves and give him a chance to actually do something rather than just my guesses on what he would do.  And his picks for his cabinet has filled me with pleasure and a bit of self-doubt about the accuracy of my opinion of the man's past.

Many in politics succumb to the draw of the power of holding office and behave in a manner below their historic standard.  But infrequently we do see someone that rises to the occasion.  I have now come to the opinion that Trump might have a flawed past, as we all do, but he looks to be rising to the occasion to lead us in a much needed direction as a country.

I admit that I am principally an analyst, not a writer, so I will share this piece from a well known and respected writer on political issues in our state that helped me take the step to get onto the Trump Train.

Below is a column penned today for Breitbart by Jon Fleischman titled, "Time For California GOP To Consider Embracing Trump"

"California's Republican leaders are distancing themselves from President-elect Trump - but they may want to consider a different strategy.  Frankly, it's going to take a new strategy, and a bit of a "Hail Mary" for the GOP to find a path back to relevance in the Golden State.
  
Last month, when the members of the newly constituted state legislature were sworn into office in what is a traditionally celebratory affirmation where no issues of substance beyond electing a President Pro-Tempore for the Senate and a Speaker for the Assembly takes place, Democrats rammed through strongly-worded resolutions throwing down the gauntlet, opposing any efforts by the federal government to crack down on illegal immigration.

Of course the Democratic legislators all supported the resolutions monolithically.  But on the GOP side, while some rank and file members voted against the resolutions, Republican leadership in both chambers, along with quite a few members chose not to vote on the resolutions at all.  Some GOP legislators even chose to vote for them!  Clearly many made the conscious decision not to stand with the President-elect.

That said, Trump was not the choice of the GOP establishment in California - nor, frankly, the choice of many conservative activists. Perhaps Senate GOP Leader Jean Fuller and Assembly GOP Leader Chad Mayes felt that to oppose the resolution, which among other things condemned some of Trump's flamboyant anti-illegal immigrant rhetoric, would be seen as agreeing with Trump.  Still, the message they sent on the first day of session was that there is a place, politically, that is neither anti-Trump, nor pro-Trump.

Not long afterwards California Republican Party (CRP) Chairman Jim Brulte made a de facto play to distance his organization from the President-elect by appointing "Never Trumper" and former Assembly GOP Leader Kristin Olsen to the important position of CRP Vice Chairmanship.  According to her local paper, the Modesto Bee, Olsen refused to support Trump in the summer, after he became the nominee of the party. She was vocally critical of Trump in the primary, according to the Bee: "As Republican minority leader in the Assembly last year, Olsen slammed Trump during the primaries as being 'intolerable and inexcusable ... somebody who has never been active in the party and is looking for his 15 minutes of fame.'"

I get the strategy here - Trump lost in California by over 30 points!  He fared more poorly than McCain or Romney here, and, well, Trump is very controversial.  It would appear that our state's Republican leaders in California want to try and stake out some sort of distinct profile for the Republican Party here as not the party of Donald Trump.

That said -and I say this as someone who wrote in longtime Dodgers baseball announcer Vin Scully on his Presidential ballot, and understands the flaws of Trump, but who has admittedly been impressed with his announced appointments and nominations - this is a fool's errand for party leaders.

Let's remember what happened on Election Day - and the desperate straights of the California GOP.  We saw Republicans here lose key state legislative races, giving Democrats two-thirds majorities in both the State Senate and the Assembly (meaning they can now raise taxes, or put issues before voters, without a single GOP vote).  The already small U.S. House GOP delegation of 14 of 53 seats almost shrank even more, with incumbent Darrell Issa staving off a challenge by just a few thousand votes.  Democrats continue to control every statewide office, and there was not even a Republican on the general election ballot for U.S. Senate, with the "top two" system producing a Democrat vs. Democrat run-off, with San Francisco socialist Kamala Harris winning the seat.

The practical reality is that President Trump, along with the Republican Congress, is going to define the GOP brand nationally, period.  Only in states with Republican governors and legislative majorities might you see some state-level branding of the party - but even in those cases, at best, it would be a "sharing the limelight" situation.  Here in California there is no other Republican voice or voices of substance that will garner any attention.

In a couple of weeks Donald Trump will be our president and he and the Republican Congress are going to start doing a lot of high-profile things.  Appointments will be formally made and will be up for confirmation, including a new Supreme Court Justice.  Trump and Congress have an aggressive agenda for his first 100 days, including a repeal of Obamacare and passage of tax reform.  And, yes, the GOP will also be defined by Trump's unique and often uncouth style.  He will say things brashly, and provoke eye-rolls by many, even his ardent supporters.

But, as the saying goes, the hand has been dealt and California Republicans are going to have to see it played out.  There is a chance that a national Republican policy agenda will be enacted that will revive the economy, lead to job creation nationally, and help revive GOP prospects even in the bluest of states, like ours.

It seems a bit of a folly to try to keep an arm's length from Trump. California Republican leaders might want to consider hitching themselves to Trump's bandwagon, and to the national GOP.  After all, if the Trump administration doesn't help raise funds for the moribund California GOP, who will?

Atmospheric River Event Sunday to be Followed by 2nd Wave Tuesday

CITY OF SOUTH LAKE TAHOE -- The National Oceanic and Atmospheric Administration (NOAA) is forecasting a major Atmospheric River to hit the region this weekend starting on Sunday, January 8th and continuing through Monday, January 9th with widespread flooding expected. NOAA is also forecasting another Atmospheric River arriving in the region on Tuesday and Wednesday, January 10th-11th. NOAA is stating that this event could be similar or greater than the floods of 1997 and 2005 which greatly impacted South Lake Tahoe.

An Atmospheric River is a conveyor belt of vapor that extends thousands of miles from out at sea, carrying as much water as 15 Mississippi Rivers. Each storm can dump inches of rain or feet of snow. NOAA is predicting 6”-8” of rain falling in the Tahoe Basin between Sunday and Monday; if these predictions hold, residents and visitors of South Lake Tahoe need to be prepared.

City Public Works and Public Safety crews are working around the clock between Friday and Monday to prepare for the storm. Friday and Saturday crews will be out clearing snow and storm drains. Residents need to prepare for the storm.

On Friday, January 6th, we encourage residents to get prepared by doing the following:

•    Stay home. If you really don’t have to go out, don’t. Even if you can drive well in the snow, not everyone else can. Don’t tempt fate: If you don’t have somewhere you have to be, #StayHomeStaySafe.
•    Get sand bags. Sand bags are available at the City yard at 1160 Rufus Allen Blvd and also at Fire Station #3 at 2101 Lake Tahoe Blvd. 
•    Clear storm drains. There are 1,874 storm drains in the city. City crews will be out clearing to clear high priority drains in expected flood areas. Residents can also help by clearing any storm drains in front of their home. Use a shovel or pick to break ice and snow away from storm drains so that water can enter the drains. 
•    Prepare for utility outage. Gather flashlights and replace batteries. During the storm, Liberty Utility crews will work 24/7 to restore power where needed. To report a power outage, call 844-245-6868.
•    Keep roofs cleared. Snow with high water content is heavy. When it’s followed up by torrential rain, existing snow on your roof will become heavier. Spend Friday and Saturday clearing as much snow off your residential structures before the next storm arrives. 
•    Expect berms. Heavy snow is more difficult to plow and often results in berms in driveways and at street intersections. 
•    Stock up on supplies. People using oxygen tanks need to have battery back-up power on hand. Residents should store up on food, water, batteries, pet food. #StayHomeStaySafe 
•    Don’t drive through water that is too deep. If flooding occurs, don’t drive through it.
•    Stay informed. Tune into TV, radio stations, and/or social media for storm updates. 
•    Get the word out. Advise neighbors, friends and family of expected flooding and to plan and prepare. 
•    Emergency Operations. In anticipation of flooding and severe weather, the City has already contacted American Red Cross and prepared its Emergency Operations Teams to be on call and ready to open evacuation centers as needed. Stay up to date with emergency and weather information with the City’s social media accounts, Twitter feed, Facebook, and NewsFlash reports (www.cityofslt.us/signup).

During the 1997 and 2005 floods the following neighborhoods experienced flooding and we anticipate flooding to occur again during these storms:
•    Lower Tahoe Keys
•    State streets
•    Mobile home parks at 3rd Street and Jean Avenue and Woodbine
•    Winnemucca and Highway 50
•    Pioneer Trail and Blackbart at the meadow

Recreation Center staff are currently working with the Red Cross to have emergency shelter established for residents displaced during the storm. The Recreation Swim Complex is located at 1180 Rufus Allen Blvd.

Annual Meeting for Senior Nutrition Home Delivered Meal Drivers on January 23

The El Dorado County Senior Nutrition Program will be hosting its’ annual meeting for volunteer drivers of the Home Delivered Meals Program. The meeting will be held on Monday, January 23, 2017, from 1:30 to 2:30 p.m. at the Placerville Senior Center located at 937 Spring Street in Placerville. Overflow parking will be available on Tunnel Street.   

The meeting is for current volunteers of the Home Delivered Meals Program as well individuals interested in volunteering. The purpose of the meeting is to bring volunteers together to share new information, clarify issues and become educated about other programs and services for seniors. Speakers at the meeting will include Ruth Green, Program Coordinator for the Home Delivered Meals Program, Pam Carter, Program Manager for Adult Protective Services and Public Guardian, and Tiffany Whitmore, Program Coordinator for the Family Care Giver Support Program and Senior Information and Assistance Program. Current volunteers and anyone interested in becoming a volunteer are encouraged to attend.  

Volunteer drivers help deliver lunchtime meals one day each week to homebound adults ages 60 years or older in El Dorado County. For many of those served, the daily contact with volunteers is as vital as the meal, according to Green. Local Government -- Overcoming Hurdles and Assessing the Economic Rewards of Prop. 64

The November elections have come and gone. While some of the ballot measures don’t cause local officials much grief, others such as Proposition 64 (recreational marijuana) have many city and county leaders losing sleep over the potential economic and societal consequences these measures may have on their communities and budgets.

“I’m paying special attention to Prop. 64,” said Mark Bryson, an economic analyst with MuniServices, one of the nation’s leading tax auditors for cities and counties. “I don’t think recreational marijuana will have the same economic impact it had in other states because we already had legalized medicinal marijuana. It takes 10 minutes to get an online prescription for medicinal marijuana, and because of Prop. 64, it’s not taxed.”

Through Prop. 64, adults 21 years and older are now allowed to possess and use marijuana for recreational purposes. While the measure created two new taxes, one levied on cultivation and the other on retail sales, it explicitly forbid these from being applied to medicinal marijuana.

“Municipal officials need to start considering local ordinances that address recreational and medicinal marijuana to close this loophole, said Bryson. “There are costs related to health and safety issues that cities and counties may be expected to address. One example might be training police officers and providing them with equipment to administer new ‘driving while weed-impaired’ tests.”

While the intent of Prop. 64 was to disable the black market sales of marijuana and put extra revenue in state and local coffers, it may not prove to be the god send it was made out to be.

“In addition to extra taxes and fees imposed on recreational and medicinal marijuana, local officials have to consider special zoning guidelines and restrictions for the cannabis industry,” said Bryson. “What is the allowable proximity to a school or park? What zones can they operate in? Are there adjacent zones they are not allowed to operate next to? Being decisive on questions like these will prevent a lot of turmoil down the road.”

In a recent economic forecast titled California Futures: Money, Weed, and War! 1, Jerry Nickelsburg, a senior economist and adjunct professor at the UCLA Anderson School of Management, writes that based on Colorado’s history with legalization, he predicts an industry which is 0.2% of California’s $2.5 trillion economy and 0.13% of California’s employment.

“The cannabis industry can have a lot of positive impacts on local communities if managed right,” said Bryson. “While it may not transform our state’s economy, the industry will benefit many cities and counties that proactively shape it to achieve their goals.”

El Dorado County Announces a Community Meeting in the Grizzly Flats Area for Tree Mortality on January 18th

Placerville, CA – El Dorado County announces a community meeting in Grizzly Flats to discuss planned tree mortality operations in the area. The meeting is January 18 th at 6:30 pm at the Grizzly Flats Community Church, located at 5061 Sciaroni Road, Grizzly Flats. At the meeting, County staff will be discussing the steps for the County to remove dead and dying trees on private property that threaten County roads. For example, County staff will be asking property owners to sign right-of-entry documents, which are mandated by the State of California funding for the tree mortality crisis, so forest/timber professionals can mark and eventually remove dead and dying trees.

The initial County tree mortality operations are planned in the Mount Pleasant section of Grizzly Park. This area is planned for the first tree removal projects due to the high concentration of dead and dying trees that threaten County roads. The County is targeting late February or early March for trees to be removed along the County roads in this area. Future projects along County roads are currently being planned with State, Federal and private partners (e.g. PG&E).

Background Information,
On October 30, 2015, Governor Brown proclaimed a State of Emergency due to unprecedented tree mortality caused by the conditions of extreme drought and related bark beetle infestations. The Governor's Emergency Proclamation contains 18 distinct actions that direct state agencies, utilities and local governments to remove dead or dying trees in high hazard areas across the entire State of California. The El Dorado County Board of Supervisors proclaimed a local state of emergency due to pervasive tree mortality on March 28, 2016. In May 2016, the Board of Supervisors approved the County’s Tree Mortality Hazard Tree Removal Plan. On October 11, 2016, the Board of Supervisors accepted grant/project funding from the California Governor’s Office of Emergency Services for California Disaster Assistance Act (CDAA) funding, which will provide 75% cost share of total eligible costs for projects related to the tree mortality emergency, plus a 10% administrative fee. County, city and special districts are eligible for reimbursement through CDAA. CDAA does not provide assistance to private individuals or business. Data collected by state and federal agencies demonstrates that due to drought conditions and bark beetle infestation, over 102 million trees in the State of California are dead and that tens of millions more are likely to die over the next five to six years. Based on the May 2016 overflight of El Dorado County, by the National Forest Service, the County has about 512,000 dead trees of those 200,000 are in the Eldorado National Forest

Hwy 50 Closed -- Local Flooding in Tahoe causing Emergency Services Trouble

8:00 pm update: Liberty Utilities reports a power outage from Heavenly to Al Tahoe Blvd. affecting 2,700 customers. CHP reports that Highway 50 at Kyburz is now reopen.

7:19pm update: Highway 50 closed at Kyburz due to rock slide. Highway 89 closed at Meeks Bay due to flooding.

7:07pm update: The Upper Truckee River in South Lake Tahoe is currently at 11.26'. There is a VOLUNTARY Red Cross Emergency Evacuation Centers opened at South Tahoe High School (1735 Lake Tahoe Boulevard).

Highlights pertaining to South Lake Tahoe:

  • Rapid rain increase starting around 1pm today.
  • Rain intensity tonight and Sunday early AM and into the daytime.
  • The second storm system is coming in faster so not much of a break. However, lower temps starting on Monday so the Monday-Wednesday storm will be a more traditional snow storm.
  • Now is the time to finish up emergency preparations.

NOAA Update at 10am on 1/7/17

The National Oceanic and Atmospheric Administration (NOAA) is forecasting a major Atmospheric River to hit the region this weekend starting on Sunday, January 8th and continuing through Monday, January 9th with widespread flooding expected. NOAA is also forecasting another Atmospheric River arriving in the region on Tuesday and Wednesday, January 10th-11th. NOAA is stating that this event could be similar or greater than the floods of 1997 and 2005 which greatly impacted South Lake Tahoe. 

An Atmospheric River is a conveyor belt of vapor that extends thousands of miles from out at sea, carrying as much water as 15 Mississippi Rivers. Each storm can dump inches of rain or feet of snow.  NOAA is predicting 6”-8” of rain falling in the Tahoe Basin between Sunday and Monday; if these predictions hold, residents and visitors of South Lake Tahoe need to be prepared. 

City Public Works and Public Safety crews are working around the clock between Friday and Monday to prepare for the storm. Friday and Saturday crews will be out clearing snow and storm drains. Residents need to prepare for the storm. 

On Friday, January 6th, we encourage residents to get prepared by doing the following:

  • Stay home. If you really don’t have to go out, don’t. Even if you can drive well in the snow, not everyone else can. Don’t tempt fate: If you don’t have somewhere you have to be, #StayHomeStaySafe.
  • Get sand bags. Sand bags are available at the City yard at 1160 Rufus Allen Blvd and also at Fire Station #3 at 2101 Lake Tahoe Blvd.
  • Clear storm drains. There are 1,874 storm drains in the city. City crews will be out clearing to clear high priority drains in expected flood areas. Residents can also help by clearing any storm drains in front of their home. Use a shovel or pick to break ice and snow away from storm drains so that water can enter the drains.

  • Prepare for utility outage. Gather flashlights and replace batteries. During the storm, Liberty Utility crews will work 24/7 to restore power where needed. To report a power outage, call 844-245-6868.
  • Keep roofs cleared. Snow with high water content is heavy. When it’s followed up by torrential rain, existing snow on your roof will become heavier. Spend Friday and Saturday clearing as much snow off your residential structures before the next storm arrives.
  • Expect berms. Heavy snow is more difficult to plow and often results in berms in driveways and at street intersections.
  • Stock up on supplies.  People using oxygen tanks need to have battery back-up power on hand. Residents should store up on food, water, batteries, pet food. #StayHomeStaySafe
  • Don’t drive through water that is too deep.  If flooding occurs, don’t drive through it.
  • Stay informed. Tune into TV, radio stations, and/or social media for storm updates.
  • Get the word out. Advise neighbors, friends and family of expected flooding and to plan and prepare.
  • Emergency Operations. In anticipation of flooding and severe weather, the City has already contacted American Red Cross and prepared its Emergency Operations Teams to be on call and ready to open evacuation centers as needed. Stay up to date with emergency and weather information with the City’s social media accounts, Twitter feed, Facebook, and NewsFlash reports (www.cityofslt.us/signup).

During the 1997 and 2005 floods the following neighborhoods experienced flooding and we anticipate flooding to occur again during these storms:

  • Lower Tahoe Keys
  • State streets
  • Mobile home parks at 3rd Street and Jean Avenue and Woodbine
  • Winnemucca and Highway 50
  • Pioneer Trail and Blackbart at the meadow

California Senate Fellows and Assembly Fellowship Programs are Accepting Applications

Applications for the 2017-18 California Senate Fellows Program and Assembly Fellowship Program are now available for interested college graduates. The programs provide college graduates an opportunity to become full-time Senate or Assembly staff members at the State Capitol in Sacramento for 11 months beginning in the fall of 2017. 

Fellows are assigned to the personal or committee staff of a Senator or Assembly member, and also participate in academic seminars with legislators, senior staff, journalists, lobbyists and state government officials. The fellowship programs are administered by the Center for California Studies at California State University, Sacramento (CSUS), in partnership with the State Senate and State Assembly. The programs are geared toward both Republicans and Democrats.

Being a Fellow provides an excellent opportunity to gain direct knowledge of the legislative process. Whether your career goals are in the public or private sector, the Senate and Assembly Fellows programs provide valuable training that can be applied to all walks of life. Former Fellows include current members of Congress and the California Legislature, judges and numerous other elected officials and community leaders.

Fellows are paid a monthly stipend plus health, vision and dental benefits. They enroll as graduate students at Sacramento State and receive graduate units from the Sacramento State Government Department or Public Policy and Administration Program. The enrollment fees are paid by the programs.

Anyone who will be at least 20 years of age and a graduate of a four-year college or university by the beginning of the program can apply. There is no preferred major. Individuals with advanced degrees and those in mid-career are also encouraged to apply.

The application deadline is: February 13, 2017.

Sen Gaines Introduces Law to help Veterans in "Repayment Fiasco"

Senator Ted Gaines -- Last month, I introduced legislation that will help California National Guard veterans caught in the bonus repayment fiasco get financial justice from the government.

Senate Bill 14 will refund taxes paid by these veterans during the confusion of the veterans’ bonus repayment scandal. The Los Angeles Times recently reported that more than 10,000 Guard members have been ordered to repay enlistment bonuses they received as a condition for enlisting or reenlisting in the Guard during the height of the wars in Iraq and Afghanistan, when the nation was desperate for combat soldiers to carry out its missions.

I’m not going to sit back and see these veterans victimized. The state needs to step up and make sure they get every benefit they ever earned and the respect they deserve for fighting for our freedom. These soldiers deployed in combat roles and risked their lives in service to our country and their fellow Americans. Now, due to incompetence and mismanagement in the enlistment bonus program, the Department of Defense (DoD) is demanding repayment from these soldiers a decade after the fact.

Although the DoD has temporarily put a halt to recovery efforts while the issue is being more fully investigated, some service members have already paid back some or all of their bonuses. Many paid taxes on the bonuses years ago and now, because of a three-year time limit on refiling state taxes, they are unable to get back the taxes they paid on the money they ultimately did not receive.

I’ll smash every bit of bureaucracy that stands in the way of justice. I want these soldiers to get the money they deserve, and I won’t see them pay taxes on phantom income that is being taken away from them through no fault of their own.

Women’s Fund Scholarship applications Now Available

Since 2009 the Women’s Fund El Dorado Wickline Scholarship has assisted women who have had to postpone their educational goals for a variety of reasons, such as having children, illness or caring for a loved one. To date a total of $17,100 has been awarded to 14 deserving women.

Women age 25 and older who are overcoming personal hardships by pursuing a post-secondary education are encouraged to apply for the scholarship, which totals approximately $2,000 and is distributed among recipients and awarded directly to the school. Applications are available now and must be returned before 5 p.m. on March 10; recipients will be notified by April 7.

The scholarship was established from a legacy gift of the late Marian Wickline, who moved from the Bay Area to Placerville in 1988 and became involved in local affairs, active in numerous organizations and a member of several county commissions.

Wickline, who graduated from Mills College in 1934, was one of very few women at the time to earn a degree in chemistry. Despite obstacles faced by the women of her time she went on to enjoy a successful career supervising the Chemical Information Department at Dow Chemical in Walnut Creek. Upon her death in 2009 a legacy gift to the El Dorado Community Foundation formed the basis for the scholarship in her name. A challenge grant and additional funding from the Foundation resulted in a combined $50,000, enabling WFED to offer the scholarship on an annual basis for generations to come.

To be eligible, students must meet all of the following criteria: be a female older than 25, reside on the western slope of El Dorado County, be accepted by and plan to attend an accredited educational or vocational institution, demonstrate financial need and be available for a possible interview by the Wickline Scholar committee. Applications are scored on the basis of financial need and personal history. An individual can receive the scholarship twice but must reapply for consideration.

Funding for each year’s scholarship comes from proceeds earned by the Wickline Scholar Fund Endowment’s Fund the prior year. No WFED membership dues go toward the funding the scholarship.

Women’s Fund El Dorado, a fund of the El Dorado Community Foundation, is a collective giving organization that is open to all for a donation of $200 a year or more. Funds collected are pooled and leveraged in the form of grants, voted on by members, which support community philanthropy to enhance the quality of life on the western slope of El Dorado County. Since its inception a decade ago, membership has grown to more than 400 and the organization has granted nearly $415,000.

The giant sequoia, which was carved into a living tunnel over a century ago, has fallen
Storms in California have toppled one of America's most famous trees - the Pioneer Cabin Tree.
The giant sequoia was known for having a hole cut through its trunk - big enough for a car to drive through.
The tree, estimated to be more than one thousand years old, was felled by the strongest storm to have hit the area in more than a decade.
California and Nevada have been hit by unusually high rainfall levels, leading to flooding and falling trees.

The Calaveras Big Trees Association first reported that the drive-through Pioneer Cabin Tree - carved 137 years ago - was no more.

The storm was "just too much for it", the group wrote in a Facebook post that has drawn nearly 2,000 comments.

"Many memories were created under this tree," one read. "They will remain good memories."

Others pointed out that the tree might have survived for longer if a tunnel had not been carved into it.

"You can't cut a hole in a tree like this and expect it to live," said one comment.

"This hole always bothered me so much. Why not just drive around it?"

Park volunteer Jim Allday said the sequoia, also known as the Tunnel Tree, shattered as it hit the ground.

"We lost an old friend today," he wrote in a social media post.

Giant sequoia are closely related to the redwood tree, which is considered the tallest tree species on earth, reaching 250ft (76 metres).

They only grow in the groves of California's Sierra Nevada mountain range.

The tree fell as parts of California and Nevada were drenched by a seasonal weather system known as the Pineapple Express.

Not to be confused with the Seth Rogen movie of the same name, the Pineapple Express is an "atmospheric river" that extends across the Pacific from Hawaii to the US West Coast, meteorologists say.

"This is a serious flood situation," the National Weather Service said in a special flood statement late Sunday night after the Russian River in California and the Truckee River in Nevada burst their banks.

Hundreds of people have been forced to flee their homes in Northern California and Nevada as water levels rise, and avalanches and mudslides close roads.
