Now Hiring - US Forest Service and the Cal FTB

Looking for a job? El Dorado County Connections - One Stop is hosting a free employer presentations on January 9th, 12th, and 19th.

El Dorado County Connections - One Stop is hosting two free employer presentations with the US Forest Service.

The first presentation will specifically focus on how to complete a Federal resume and navigate the application process, and will be held on Monday, January 9, 2017, from 10:00 a.m. to 12:30 p.m. at the County Child Support Services building (Carlton meeting room) at 3883 Ponderosa Road in Shingle Springs. The second presentation will discuss current job openings with the US Forest Service, including seasonal positions, the application process and exams. This second presentation will be held on Thursday, January 12, 2017, from 9:00 a.m. to 1:00 p.m. at the Child Support Services building in Shingle Springs. Individuals may attend one or both of the presentations.

During both presentations, representatives from the US Forest Service will share information about their organization and job opportunities. The events will also provide an opportunity to speak to recruiters directly and ask questions. Participants of the events should bring their resumes. The US Forest Service is located in Placerville, California, with positions available throughout El Dorado and Amador Counties.

UBER DRIVER SAVES 16 YEAR OLD GIRL FROM SEX SLAVERY IN SACRAMENTO

Avi Selk, The Washington Post -- Uber driver Keith Avila picked up a passenger who looked like a 12-year-old girl in a short skirt on Monday night. That was the first sign that something was off, he would say later.

Two women got into his car with the girl outside a house in Sacramento, Calif. Halfway to their destination - a Holiday Inn in the suburbs - they asked Avila to turn up the music, he said.

Then the women turned to the girl. Avila listened in.

"They were describing what they were going to do when they get there: 'Check for guns. Get the money before you start touching up on the guy,'" Avila said on Facebook Live minutes after he dropped off the passengers, then called police to report the women whom he suspected of prostituting the child.

The girl was 16, not 12, Elk Grove, Calif., police told local news outlets. But Avila's suspicions were right, they said. The teen was being sold for sex at the Holiday Inn, and her eavesdropping Uber driver had saved her.

A 34-year-old husband, father and quinceañera photographer by day, Avila had started driving for Uber just a few weeks earlier, the Daily Beast reported. Monday's fare made him an instant celebrity.

"The police is just right there; look at that!" Avila said in the Facebook video, as blue lights flashed in his rear windshield.

Outside, in the hotel parking lot, police were arresting Destiny Pettway, 25, and Maria Westley, 31, on charges of pimping and threatening a minor.

"I told police, 'If you don't come, I'm going to go in there myself and take pictures of these guys,'" Avila said on Facebook. "That's not a good life, to be under the control of another human being for the purpose of sex trafficking."

He said he even gave police the hotel room number after overhearing the girl call her john, "probably some douche-bag pervert," he said.

Police said they caught Disney Vang, 20, in the hotel and "determined that [he] had been involved in unlawful sexual activity with the victim." Vang was arrested and charged.

Avila broadcast from the arrest scene for 10 minutes on Monday, until an officer beckoned him out of his car to help pick the suspected pimps out of a lineup. His video has been viewed more than 170,000 times since then, and the photographer-turned-Uber driver has become a public hero.

"He could have said nothing and gone on his way and collected his fare," Elk Grove police spokesman Christopher Trim told Fox affiliate KTXL. "And that 16-year-old victim would have been victimized by who knows how many different people."

The girl - apparently a runaway - was taken "to an alternative housing location," according to the authorities.

"She was reunited with her family," Avila told the Daily Beast. "I felt kind of good about that."

Local Fugitive from Justice Arrested in Kingman Az

On Dec. 17, Kingman Police arrested Morgan Raymond Ast, 35, of Shingle Springs, California in the 1200 block of West Beale Street on a fugitive from justice warrant issued out of California.

Police reported Ast was arrested after they were called to do a welfare check on him. They were advised he had a felony warrant for his arrest.

Police found Morgan and took him into custody. He was booked into the Mohave County jail without incident.

The City of South Lake Tahoe would like to remind residents that sand bags are available at no cost year round.  The sand lot is located at the City’s Public Works Yard located at 1160 Rufus Allen Blvd., which is next to Campground by the Lake.  

To pick-up your sand bags, proceed through the gate at 1160 Rufus Allen Blvd. and drive to the back of the lot.  At the back of the lot is a large sand mound, shovels and bags.  Residents fill their own bags and transport back to their own residence.  Please leave the shovels so that other residents may use and try to limit the number of bags to 10 per visit. 

Access to sand bags is available during normal business hours, Monday-Friday 7:30am-4pm.

View Prunning Trees in El Dorado Hills

Question: We have eight Little Gem magnolia trees along our northeast fence. About 15-plus years old. Each has grown to different heights, up to 15-20 feet. Have considered "topping" 3-4 of the group to just "even the tops" by 3 feet. Relevant research information regarding if topping is appropriate on this variety has been inconsistent. Just cut the longest shoots where they break from the trunk or other shoots. That will limit the stubs and the plants will retain their soft natural form and be fine.

What is "topping"?

Topping occurs when the vertical stem (leader) and upper primary limbs (scaffold branches) on mature trees are cut back to stubs at uniform height. Topping is also referred to as heading, stubbing, or dehorning.

How does topping damage trees?

1) Topping reduces food-making capacity. Trees require a large leaf surface area to provide food for maintenance and growth. Topping cuts off a major portion of the tree's foodmaking potential and depletes the tree's stored reserves.

2) Topping stimulates undesirable "water sprout" growth. While removing most of the buds that would form a normal branch system, topping often stimulates the regrowth of dense, unattractive, upright branches (water sprouts) just below the pruning cut. Water sprout regrowth is vigorous. A topped tree will rapidly return to its original height, but will lack its original form.

3) Topping leaves large wounds. The branch wounds left from topping are slow to close, therefore more vulnerable to insect attacks and fungal decay. An invasion by either pest can spread into the trunk, killing the tree.

4) Topping creates a hazard. Weakened stubs are more prone to wind and storm breakage because they generally begin to die back or decay.

S) Topping injures bark. Increased sun exposure on trunk and branches can lead to severe bark damage.

6) Topping disfigures trees. Ugly branch stubs, conspicuous pruning cuts, and a broom-like branch growth replace natural beauty and form. Topping reduces the real estate value of trees by 20 - 100 percent. A correctly trimmed tree increases in value at each pruning.

Why are trees topped?

Some homeowners and unprofessional tree pruners practice topping whenever trees reach an undesirable height. They mistakenly believe that topping will reduce the storm hazard of falling branches, when in fact, topping has the opposite effect. People also top trees when they interfere with utility wires, buildings, solar collectors, or sunny garden areas.

Selection of trees that only reach desired maximum heights eliminates severe pruning later. If you must prune a tree heavily every five to seven years, the tree is too large for the site. Replace it with a smaller species. The National Arborist Association considers topping an unacceptable practice and advises against it. Unfortunately, even some legitimate tree service companies indiscriminately top trees. Before selecting a tree service, find out which companies advocate topping and avoid patronizing them.

What are the alternatives?

In order to avoid topping, newly planted trees should be properly pruned to develop a good branch structure as they grow. When a mature tree's height must be reduced, an alternative to topping is drop-crotching.

Drop-crotching is a type of thinning cut that reduces a tree's size while preserving its natural shape. To drop-crotch, select and cut higher branches back to laterals at least one-third the diameter of the limbs being removed. Cut outside the branch collar at a 45 to 60 degree angle to the branch bark ridge. Leave the branch collar intact to help prevent decay from entering the trunk. This type of thinning cut will stimulate growth throughout the tree and discourage water sprout development.

figure2.gifDrop-crotching. Lateral limbs are pruned where they join large diameter side branches. The center leader is cut back to a large diameter secondary branch so that a modified leader remains. This does not change the direction of growth. It encourages stimulation of the apical growth point.

Whenever removing limbs greater than 1 inch in diameter, use the three-cut method to avoid tearing bark. First, about 12 inches from the trunk, cut halfway through the limb from the underside. Second, about 1 inch past the first cut, cut through the limb from the top side. The limb's weight will cause it to break between the two cuts. Make the third cut outside the branch collar, as described earlier. Use a handsaw to provide greater control.

Don't coat pruning cuts with tree paint or wound dressing, except for control of certain disease-carrying insects. These materials won't prevent decay or promote wound closure.

Can topping be corrected?

A professional arborist can improve the condition of a tree, even after it's been severely topped and shows heavy water sprout regrowth. As the water sprouts begin to gain caliper, they can be selectively "thinned out" using properly placed branch collar cuts. New growth can be directed outward to expand and round out the crown. This process will need repeating for a few years. The scars, both physical and visual, will never completely disappear.

A wiser alternative to topping is careful selection and training of your young trees. Avoid topping altogether. Allow your trees to realize their full potential for health and beauty in the landscape.

Former Oak Ridge high school coach accused of Sex with Teenage Girls faces trial

BY DARRELL SMITH -- A former St. Francis Catholic High School softball coach accused of having sex with an underage girl on his team and another teenage girl is to face trial in February.

Michael Martis, 57, waved his preliminary hearing Tuesday in Sacramento Superior Court. He returns Feb. 23 for a trial setting conference with Feb. 27 scheduled for trial, said court officials Tuesday.

A judge at a preliminary hearing determines whether prosecutors have enough evidence to bring a case to trial.

Martis faces seven felony counts in all related to the incidents, six involving a 16-year-old girl from June through September 2013. The girl told authorities in November 2015 that the acts happened after text messages with Martis during her sophomore year.

The teen’s family had reportedly intercepted a text between the teen and Martis last year and called police, Sacramento police officials said.

Conniving Escapee Arrested and EDSO says You Can't Make this Up!

An escaped convict turns himself into the Sheriff to complete his sentence, but the EDSO is not new at the job and the story did not seem right. In the arrest process the man was searched and drugs were found, many drugs, asked about the drugs, the convict said he needed to make a living while in custody and intended to sell the drugs to the other inmates!

The EDSO deputies reportedly found multiple baggies of methamphetamine and marijuana on him at the time he turned himself into the jail.

Chance Podrasky wrote, "Looks like there's only one place those items could fit.. LOL. Amazing what people do to get drugs .. it's really sad. Good job EDSO!"

El Dorado County Sheriff's Office added, "I am sure he is regretting the decision now." 

Safe bet that is correct.

Prepare Now for Significant Rain and Flooding This Weekend-Early Next Week

An atmospheric river will take aim for California this weekend with heavy precipitation, high snow levels and soils that are already saturated from recent storms. Moderate precipitation starts Saturday (7th), but the brunt of storm will be Sunday and Monday. Majority of the precipitation will fall as rain in the mountains as snow levels rise above 8000 feet. This is going to be some of the more significant flooding we've seen in the past decade...areas may flood that haven't seen impacts for several years. Use the break in the weather late Thursday and Friday to prepare. Keep in mind that flooding will take several days to recede in some areas after the rain stops.

Pet Obesity on the Rise for Sixth Straight Year

By:Pet Age Staff -- One of America’s most common New Year’s resolutions is to lose weight, and statistics show that pet owners should share that goal with their dogs and cats. Data from Nationwide, the nation’s first and largest provider of pet health insurance, reveals that pet obesity is on the rise for the sixth straight year. In 2015, Nationwide members filed 1.3 million pet insurance claims for conditions and diseases related to pet obesity, equaling a sum of more than $60 million in veterinary expenses. The boost in total obesity-related claims signifies a 23 percent growth over the last three years.

Similar to their human counterparts, excessive body fat increases the risk of preventable health issues and may shorten the life expectancy of dogs and cats. Nationwide recently sorted through its database of more than 585,000 insured pets to determine the top 10 dog and cat obesity-related conditions. Below are the results:

The New Year presents a perfect opportunity to create regular exercise routines for our pets and begin to effectively manage their eating habits to avoid excess weight gain. Scheduling routine wellness exams with your veterinarian is the most effective way to get started on monitoring your pet’s weight, particularly for cats.”

In 2015, Nationwide received more than 49,000 pet insurance claims for arthritis in canines, the most common disease aggravated by excessive weight, which carried an average treatment fee of $295 per pet. With more than 5,000 pet insurance claims, bladder or urinary tract disease was the most common obesity-related condition in cats, which had an average claim amount of $442 per pet.

Below are simple steps you can take to help regulate your pet’s weight:

  • Avoid feeding your pet table scraps.
  • Keep a consistent diet by monitoring the amount of food you give your pet.
  • Regulate the amount of treats you give your pet.
  • Establish a healthy and fun exercise schedule.

This class has ongoing supervisory responsibility as well as responsibility for assisting the Chief Assistant District Attorney with departmental administrative matters. The incumbent also acts as senior counsel in the prosecution of serious, controversial and high penalty cases. This class is distinguished from Chief Assistant District Attorney in that the latter is responsible for day-to-day oversight of departmental activities in addition to carrying a full caseload.

 

Examples of Essential Functions

  • Plans, organizes, administers, reviews and evaluates the activities of professional and support staff; assists in the selection of staff and provides for their training and professional development.
  • Provides technical advice to attorneys in the office; prosecutes the more complex, difficult, sensitive and high penalty civil and criminal cases.
  • Provides input into the development of goals, policies, procedures, work standards and the departmental budget.
  • Assists and advises the Sheriff and other local law enforcement agencies
  • with investigations and potential prosecution.
  • Serves as a staff prosecution attorney by: Interviewing suspected criminals, witnesses and others to determine the potential of the case for successful prosecution.
  • Preparing and conducting case prosecution, from pretrial through appellate stages.
  • Negotiating with defense attorneys for case disposition or modifica­tion. Performing trial work, including jury selection, examination and cross-examination and arguing the prosecution case.
  • Monitors legal developments including legislation and court decisions related to the prosecution of both criminal and civil actions and evaluates their impact upon County operations.
  • Represents the District Attorney's office in meetings with a variety of public and private groups and individuals.
  • Assists and advises County management in cases involving potential prosecution.
  • Attendance and punctuality that is observant of scheduled hours on a regular basis.
  • Performs other duties as assigned.

 

Education & Experience Requirements (typing "See Resume" in application will not be accepted)

Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

 

Education:

Equivalent to graduation from a college or university plus an appropriate law degree,

Experience:

  • Five (5) years of experience in the active practice of law in the State of California.
  • Experience in the prosecution of varied criminal and civil cases, extensive trial experience, and prior lead or supervisory experience are desirable.

 

Other Requirements:

Must possess and maintain a valid driver's license. Must be a member in good standing of the California State Bar Association.

 

Knowledge of:

  • Principles and procedures of civil and criminal law, especially as related to the prosecution of civil and criminal cases through the District Attorney's office.
  • State and federal laws and constitutional provisions affecting the prosecution of cases from pretrial through appeal.
  • Principles, methods and practices of legal research and investigation.
  • Judicial procedures and rules of evidence.
  • Pleadings and practices and effective techniques in the presentation of trial cases.
  • County government organization, structure and functional responsibilities.
  • Basic budgetary principles and practices.

 

Skill in:

  • Planning, organizing, directing and reviewing the work of assigned staff.
  • Training staff and providing professional advice.
  • Assisting in developing and implementing goals, objectives, policies, procedures and work standards.
  • Performing complex legal research, analyzing multi-faceted problems, evaluating alternatives and making sound recommendations.
  • Prepare clear, concise and complete legal documentation and reports, correspondence and other written materials.

 

Ability to:

Bill Johnson March 21, 1931 ~ December 19, 2016

William Bill Van Dyke Johnson, of South Lake Tahoe, Calif., died on Dec. 19, 2016, at South Lake Tahoe. He was born at the J-Lazy-J Ranch on Mottsville Lane on March 21, 1931, in Gardnerville, Nev., and was a member of Gardnerville High School class of 1949.

After two years in the U.S. Army during the Korean war, Bill attended hotel and restaurant management school in San Francisco, Calif. On Aug. 29, 1953, he married Felice Muldoon at South Lake Tahoe and together they had three children: Ross, Kent and Curtis. Bill worked in property management in the South Lake Tahoe area from 1950 to 1969. In 1969 he was proudly elected to the El Dorado County Board of Supervisors. After 12 years as county supervisor, he found his next calling as an apple orchard farmer and operated Bills Apples and Felices Dolls in Apple Hill of Camino, Calif., until his demise.

Bill was a gregarious, generous man and a loving husband and father who will be greatly missed. He is survived by his brother, Knox; three sons; daughters-in-law; four grandchildren; and a multitude of nieces and nephews. He was preceded in death by his wife, Felice; and sister, Marjorie Johnson Springmeyer.

As per his request, no public memorial service will be held. Memorial donations may be made in Bills name to any organization supporting U.S. Veterans.

Western Entrance to Fort Jim Road Closed at Newtown Road (Placerville)

(Placerville, CA) – The Transportation Division of El Dorado County’s Community Development Agency will implement a full closure of the western entrance to Fort Jim Road at Newtown Road (Placerville side) beginning Thursday, January 5, 2017.

Heavy and persistent rains have caused significant damage to the pavement on the westerly end of Fort Jim Road immediately south of the intersection at Newtown Road. Due to the upcoming predicted rain storms forecast to begin Friday evening, January 6, 2017, the extent of the damage cannot be determined at this time. It is not known when the western entrance to Fort Jim Road at Newtown Road will be reopened to motorists.

While the closure is in place, motorists may access Fort Jim Road from the eastern entrance to Fort Jim Road (Pleasant Valley side) from Newtown Road. Portable changeable message signs will be placed adjacent Newtown Road west of Fort Jim Road and at the intersection of Newtown Road / Fort Jim Road (Pleasant Valley side) to keep motorists updated on the closure.

The Transportation Division understands the inconvenience that motorists face while this closure is in place and sincerely appreciates your patience with this matter.

Rubicon Trail Closed due to Storm

Based on the NOAA weather forecast for the region, the Rubicon Trail will be closed Saturday, January 7, 2017 through Tuesday, January 10, 2017.  Due to the increased potential for flooding with this event, the closure is being issued to protect the resources and for public safety.

The Rubicon Trail is a 22-mile-long route, part road and part 4x4 trail, located in the Sierra Nevada of the western United States, due west of Lake Tahoe and about 80 miles east of Sacramento.
