California Secession Movement Growing Following Trump’s White House Win

Whenever conservatives or libertarians talk about secession, liberals call them right wing extremists who obviously want to relive the Civil War. Some might even say that talk of secession is just code for a return to slavery.

But when it’s liberals who want to secede, it’s totally different.

There’s a group in California called The Yes California Independence Campaign – or just Yes California – who think it might actually be possible this time.

The secession movement in California has been around a long time, but Donald Trump’s win has made enough people in the state angry enough that seceding might be doable. As many have pointed out, if it weren’t for California, Donald Trump would have won the national popular vote. Hillary’s margin of victory in the west coast state was the largest victory margin since 1936.

The pro-secession group filed paperwork last month for a ballot measure in 2018. People would vote on whether or not to remove language in the state constitution that currently binds California to the United States. The Los Angeles Daily News reported:

If its ballot measure succeeds, Yes California would pursue a 2019 vote to declare the state’s independence. At least half of the state’s voters would have to cast ballots and 55 percent would have to choose independence for California to become its own nation, according to document Yes California filed with the Attorney General’s office.

Yes California contends that they are such culturally different people that they’d be better served by separating from the United States and taking care of themselves. The Daily News added:

In arguing for independence, Yes California contends that the state’s tax dollars subsidize the rest of America and that red-state politics marginalize California’s more progressive values. California can stand alone as a world economic power, secession advocates say.

“We believe in two fundamental truths,” reads a statement on Yes California’s website. “(1) California exerts a positive influence on the rest of the world, and (2) California could do more good as an independent country than it is able to do as a just a U.S. state.”

Interestingly, as part of their push to become internationally recognized, they opened up a “culture center” in Moscow, Russia. In announcing earlier this month of their Moscow location, they stated: “The Yes California Independence Campaign successfully opened its first of many planned California culture centers which will serve to build a bridge between the nation of California and the nations of the world.”

It’s interesting that a group whose popularity is increasing because of anger fomented by Donald Trump’s victory has opened a location in Russia, supposedly a country that was the reason Hillary Clinton lost and Trump won. Go figure.

At any rate, if the people of California want to secede, I think they should have that right.

Find Missing Seniors with Dementia with new Alert System to help Nearby Families

One of the worst scenarios for families caring for someone living with Alzheimer’s disease is a loved one wandering or getting lost. It causes immediate panic and concern and unfortunately happens all too often. In fact, nearly 50 percent of some of these family members have experienced a loved one with Alzheimer’s wandering or getting lost, according to a new survey conducted by Home Instead Inc., franchisor of the Home Instead Senior Care network. Of those, nearly one in five called the police for assistance. To help families keep their loved ones safe, the Home Instead Senior Care network has launched a free tool, the Missing Senior NetworkSM, now available in the Sacramento region.

Found at MissingSeniorNetwork.com, the platform enables family caregivers to alert a network of friends, family and businesses to be on the lookout for a missing senior. The service provides a way to alert the network of a missing senior via text or e-mail. Families can also choose to post an alert to the Home Instead Remember for Alzheimer’s Facebook page, connected to 270,000 followers.

“These frightening occurrences lead families to call our office and ask for help,” said Buck Shaw, franchise owner of the Home Instead Senior Care office in Sacramento and surrounding counties. “This resource was created to help Sacramento area families understand the risk of wandering and have a tool that empowers them to quickly take action if a loved one living with Alzheimer’s or another form of dementia wanders.”

The Missing Senior Network is part of Home Instead Senior Care network’s new Prevent WanderingSM program, that includes resources such as insight into what may trigger wandering events, steps families can take to help keep their loved ones safe and tips on what to do if a wandering event occurs.

According to the Alzheimer’s Association, anyone living with Alzheimer’s or another form of dementia is at risk of wandering.

“Wandering can happen at any time and not just on foot — someone in a car or even a wheelchair could wander,” said Monica Moreno, director of Early Stage Initiatives for the Alzheimer’s Association. “A person may want to go back to a former job he or she had, even though that job may no longer exist. Or, someone may have a personal need that must be met. There’s always a purpose and intent. It’s just a matter of identifying the triggers.”

Family caregivers should be aware of the following common triggers that may cause someone with Alzheimer’s or another form of dementia to wander:

1. Delusions or hallucinations — Those living with Alzheimer’s or another form of dementia may misinterpret sights or sounds, causing them to feel fearful and wander to escape their environment.
2. Overstimulation — Individuals living with dementia can become easily upset in noisy or crowded environments, triggering them to look for an escape from the chaos.
3. Fatigue, especially during late afternoons and evenings — Individuals living with dementia may become tired, causing restless pacing and eventually wandering.
4. Disorientation to place and time — Individuals may not recognize they are home and seek to return to a familiar place, such as a former workplace.
5. Change in routine — Individuals living with dementia may become confused following a change of routine, wandering in an effort to return to a familiar place.

“We understand the topic of wandering is something many families coping with Alzheimer’s disease or another form of dementia may avoid discussing,” said Shaw. “It’s important for families to understand the potential triggers for wandering and have a plan in place to help keep their loved ones safe.”

Signs someone with Alzheimer’s might wander

Those living with dementia, including Alzheimer’s disease, could be at risk of wandering, which is why it’s important to watch for these common signs.

1. The disease itself. Anyone with dementia is at risk of wandering. This behavior can affect individuals in all stages as long as that person is mobile.

2. Trouble navigating familiar places. A desire to get to a certain place could prompt individuals with Alzheimer’s to go in search of where they feel they need or want to be.

3. Talk about fulfilling nonexistent obligations. If Dad keeps discussing going back to work or Mom is talking about taking the baby — who is now an adult — to the doctor, a loved one could be at risk of wandering.

4. Agitation during the late afternoon or early evening. Sometimes referred to as “Sundowning,” individuals with Alzheimer’s or other dementias often become agitated and restless, even pacing, as fatigue sets in and are at greater risk of wandering.

5. Wanting to go home when they’re already there. Individuals with Alzheimer’s disease often go looking for home when they are already there. 

6. Unmet needs. If a loved one wants to go to the bathroom but can’t find where it is, that individual is at greater risk of wandering.

Veterans' widows fight VA for decades over Agent Orange benefits

Pegi Scarlett had just returned from her husband’s grave this past Memorial Day – the first since his death – when, on a whim, she decided to search online whether other Vietnam vets had died of the same aggressive brain cancer.

With a few keystrokes, she found a Facebook group with a couple hundred widows like herself, whose veteran husbands had died of glioblastoma. She also found an intriguing article: A widow in Missouri had fought for almost eight years before convincing the U.S. Department of Veterans Affairs that she was entitled to benefits for her husband’s fatal brain cancer because of his exposure to the toxic defoliant Agent Orange.

“Shocked is probably the word,” Scarlett said, describing her reaction to what she found. “Story after story after story.”

Many Vietnam veterans are battling the VA to compensate them for a growing list of ailments they believe are caused by their exposure to Agent Orange. But because of the seriousness of glioblastoma multiforme – which is often fatal within months — widows are the ones left to fight.

“There’s not a lot of people who fully understand what we’ve all gone through,” said Scarlett, who is now one of the leaders of the Facebook group, where women trade stories and help each other build their cases for benefits.

Scarlett, who lives outside Sacramento, brought an important skillset. As a certified tumor registrar, the 64-year-old spends her days searching through patients’ medical records, logging details about their lives and cancer diagnoses to help the state of California look for patterns.

Now, in her off hours, she gathers information about veterans who’ve died of glioblastoma, hoping to persuade the VA it should provide benefits to their widows. They believe dioxin, a contaminant of Agent Orange, caused their husbands’ cancers.

VA data shows that more than 500 Vietnam-era veterans have been diagnosed with glioblastoma at VA health facilities since 2000. That doesn’t include the unknown number diagnosed at private facilities.

But brain cancer isn’t included on the VA’s list of diseases presumed to be connected to Agent Orange exposure. Instead, widows must navigate a complicated claims and appeals process to show the cancer was “at least as likely as not” linked to the chemicals.

Proving exposure and harm is difficult for veterans; it’s perhaps even more challenging for widows, many of whom don’t have full command of their husbands’ service histories and have never had to deal directly with the VA bureaucracy.

The way the VA works, every benefits appeal is fought anew as if no others preceded it. So just because one widow succeeds, that doesn’t mean others will. “How can they approve one claim and deny another one with the same information?” Scarlett said. “There’s no rhyme or reason.”

Cases can drag out for six, eight, 10 years. One New York widow filed a claim in 1993, a month or two after her husband died of brain cancer. It’s still pending.

The VA did not answer questions about its handling of glioblastoma claims for this story.

Despite the obstacles, some widows have found a way to win. While the VA cites studies that don’t show an association between brain cancer and Agent Orange, the widows have found other studies that do, as well as a 1990 report written by Adm. Elmo R. Zumwalt Jr., the commander of naval forces in Vietnam who authorized the spraying and later chronicled its harmful effects.

If a widow is able to convince the VA her husband died from an illness caused by his military service, she is eligible for thousands of dollars each year in survivor benefits. Because the compensation is retroactive to when the initial claim was filed, some widows stand to receive tens of thousands of dollars, or more, upon winning their cases.

That’s proven challenging for most. Since 2009, the Board of Veterans’ Appeals has issued more than 100 decisions in cases in which widows have appealed benefits denials related to their husbands’ brain cancer, according to a ProPublica analysis of board decisions. About two dozen have won.

Laurel Holt, 65, was one of them. She had to sell her house and borrow money from relatives after her husband, Kenneth, died in September 2011, after a 19-month struggle with glioblastoma. In Vietnam, Kenneth Holt had sprayed Agent Orange from inside an Army helicopter. His uniform was routinely soaked in the toxin, he’d told her.

She won her appeal this July, nearly five years after his death, and has become a leader of the widows support group on Facebook, assisting three dozen women file claims and appeals.

“It’s a horrendous illness and death, for the wife, too, because she’s right in there in the thick of it with her husband,” Holt said. “And nobody should have to turn around after that and have to fight another battle. No widow should have to do that on her own.”

If a veteran can prove he served in Vietnam and has one of 14 conditions linked to Agent Orange, including diabetes, ischemic heart disease and some other types of cancers, he is automatically eligible for VA benefits.

Since brain cancer isn’t on the list, the onus falls to recently diagnosed vets or their widows to prove their conditions are linked to their exposure.

This often involves having a doctor write a letter to the VA asserting a possible connection and attaching some scientific support. One veteran’s widow submitted a letter from a prominent epidemiologist who works for the New York State Department of Health. Another turned in a letter from a neuro-oncologist at the Preston Robert Tisch Brain Tumor Center at Duke University. She wrote that Agent Orange was a “significant factor in causing, contributing to, or aggravating brain tumors in Vietnam veterans.”

Some say the VA’s default position is to reject claims for conditions not on the agency’s presumptive list.

“They’re still supposed to consider each case on an individual basis. That’s not what happens,” said Rory Riley-Topping, a consultant and former staff director for the House VA Subcommittee on Disability Assistance and Memorial Affairs. “You end up in that hamster wheel.”

The wait for a hearing before the Board of Veterans’ Appeals is growing ever longer. In the 2015 fiscal year, the board held 12,738 hearings; the number of veterans waiting for a hearing topped 81,000. The number of hearings has gone up slightly since fiscal year 2009, but the waiting list has doubled.

Among those whose cases have been heard, a growing number of widows have found support from judges in the past few years. “The weight of the evidence supports a finding that the veteran’s exposure to herbicides in service contributed substantially to the development of his fatal brain cancer,” wrote one judge in September 2014.

Another wrote in March 2015: “There is support in the evidence for the [widow’s] contention that there is a link between Agent Orange and brain tumors.”

Then there’s Maureen Weber. After more than two decades, she’s still waiting.

“Oh my heavens, we were high school sweethearts,” Weber said, describing how she met her husband Joseph. “We were in a senior play together, ‘The Hasty Heart.’”

The couple married in September 1964 and the following March, Joe Weber shipped off to Vietnam. A paymaster in the 716th military police battalion, his job was to travel the country in a small Piper plane, paying the troops.

After he left the service, Joe Weber managed a mobile home park and his wife worked as a nurse. They lived in Niagara, New York, with their three children, hanging an American flag in their yard that was so big, neighbors nicknamed their home “Perkins” after the restaurant chain known for its oversized flags. Every Fourth of July, the Webers invited neighbors over to say the Pledge of Allegiance, listen to military music and nibble on doughnuts and coffee. “He was so dedicated to his country,” Maureen Weber said.

By October 1992, Joe Weber wasn’t acting like himself. After Maureen’s father died a couple months earlier, she said, “he wasn’t there for me emotionally like he normally would be, and it bothered me that he seemed withdrawn.” She took him to the emergency room, and a day later, he was transferred to a hospital in Buffalo for surgery to remove a brain tumor.

While Maureen was waiting for the surgeon, an oncologist approached her “and he asked me whether my husband was a Vietnam vet, and I said, ‘Yes.’” When the doctor later met her husband, he asked, “Where exactly did you serve when you were in country?” Maureen recalled. She said her husband grew agitated at the suggestion his service could have been to blame.

Joe Weber died in May 1993, but not before losing his eyesight, having a stroke, becoming paralyzed on his left side and experiencing seizures.

Shortly after her husband’s death, Maureen Weber called the oncologist, Richard Cooper, to ask about his questions. “I said, ‘You kept asking Joe where he served. Is there a reason for this?’”

When he explained that he believed there was a connection between Agent Orange exposure and glioblastoma, “I said, ‘You’re kidding me.’”

That summer, Maureen filed a claim for benefits with the VA, the first step in what has been a 23-year odyssey. Her claim has been denied and appealed, denied and appealed, denied and appealed, denied and appealed – cycling four times between the Board of Veterans’ Appeals and the U.S. Court of Appeals for Veterans Claims.

Weber has a file of evidence about four inches thick. Included is a 1995 letter from Cooper saying, “It would seem to me that his malignancy was related to his service and exposure while in the service” and a 1994 letter from Joe Weber’s commander saying his men “were fully and constantly exposed to Agent Orange and other deadly contaminants.”

Maureen Weber is now represented by attorney Joseph Moore, who has won benefits for other widows. “This is supposed to be a veteran-friendly system where veterans get the benefit of the doubt from VA,” Moore said. “No case should be going on this long.”

Weber is now 74 and has her own health problems. She said she’s not sure she will see any resolution in her lifetime. If she does win, she said she will “do something extremely special for the patients in the Buffalo veterans hospital.”

“He wouldn’t have given up on me and I’m not going to give up on him,” she said. “I really sincerely feel that he died from Agent Orange, and I’ll never be convinced that he did not.”

When Weber lost her husband more than two decades ago, there wasn’t yet a support system for widows like her. That’s only developed in the past few years, as more and more vets succumb to glioblastoma.

Sue Engel calls herself a “mail order wife” because she met her husband, Doug, after responding to a dating ad he put in the paper in 1979. Before they met, Engel’s husband had served as a Marine in Vietnam. He died of glioblastoma in December 2010.

After her initial claims for benefits was denied, Engel went online looking for help. “I came across Sheree,” she said.

Sheree Evans, who goes by the nickname “Tiger,” is the Missouri woman who won her claim for benefits in 2011, nearly eight years after her husband’s death. Her story was picked up by blogs, and she wrote a self-published book about her ordeal. Since then, she estimates some 200 veterans and widows have gotten in touch to ask for advice.

“It didn’t even dawn on me how many there were out there,” Evans said. “The ones who have won are determined to help the ones that haven’t.”

Engel took the material she had printed out about Evans’ case and gave it to a VA staffer processing her claim. “This was all totally foreign to me,” she said. “I was just trying to fight for something that I thought Doug deserved.”

Engel secured benefits in August of this year, without having to go before the Board of Veterans’ Appeals. Still, it had taken her more than 5½ years.

Other widows across the country have reported a range of experiences with the VA. In North Carolina, Suzanne Mulligan hopes her case will soon be heard before an appeals board, four years after her husband died. In Florida this spring, more than nine years after her husband died, Elaine Morris finally won her case. And in New Mexico, Eileen Whitacre managed to secure benefits in 2012 without even having to appeal to the Board of Veterans’ Appeals. Now she helps others hoping to do the same, though some aren’t up to the fight.

“It’s too painful or it’s too overwhelming or they don’t understand the VA system so they’re discouraged and they choose not to file a claim,” Whitacre said. “It’s a painful time.”

On the Facebook group, women share letters their doctors wrote, as well as studies they might want to include with their claims. They discuss how to approach private physicians and how many letters of support they need. Some talk about struggling to pay bills, having lost their financial support system.

One point of contention is who should represent them. Some widows turn to lawyers to handle their case, while others work on it themselves or seek help from veterans service organizations. Holt, who won her case earlier this year with the help of the Disabled American Veterans, believes that lawyers, who can collect fees of up to a third of any award, aren’t necessary.

“I was not going to hire an attorney for help,” she said. “I just am totally against that. You shouldn’t have to hire a lawyer to receive what’s owed to your husband for his service to his country.”

Moore, the attorney, said the reason many widows seek lawyers is that VA has failed in its obligation to help them prepare their claims.

“It’s not my fancy legal argument that wins this. It’s simply the evidence I’ve developed, and that evidence is out there for everyone to get.”

Scarlett, who has worked with cancer data for more than four decades, said she knew something wasn’t right with her husband when he had difficulty getting words out in early 2013. She thought it could be a stroke or residual effects of a near-fatal car accident from a decade earlier. She didn’t consider the possibility of a brain tumor.

John Scarlett fared better than most, living for 2½ years with his condition. He died in November 2015.

After finding the other widows, Pegi Scarlett plunged into the work of trying to prove a connection to Agent Orange. She called her colleagues in the field and requested data from the VA.

She noticed something odd in the agency’s response. From 2000 to 2007, between 22 and 31 Vietnam veterans each year were diagnosed with glioblastoma at VA facilities. Then the number jumped. From 2008 to 2013, 45 to 61 veterans were diagnosed annually. Meanwhile, the number of cases diagnosed in non-Vietnam veterans remained fairly consistent.

“My first question is, ‘Why?’” Scarlett said.

One answer could be that 2008 marks the point at which many veterans reached the peak age for a glioblastoma diagnosis. VA data shows that the median age at which Vietnam veterans were diagnosed was 61. For non-Vietnam veterans, the median age at diagnosis was 67.

Scarlett said she doesn’t believe the VA’s numbers are anywhere near complete. She has started building her own database, using information submitted by widows in the Facebook group. “The majority of those cases were never seen at a VA facility,” meaning they would not be reflected in the VA’s numbers.

Scarlett filed her claim with the VA in October. She knows it could be awhile before she gets an answer. Her main goal – and that of the Facebook group – is to see glioblastoma added to the VA’s list of conditions for which benefits are automatic. That way other widows don’t face the same fight.

Her husband was a Huey pilot during the war. While his helicopter was coming in for a landing, it was blown up by a remote-controlled mine. He suffered severe burns and others didn’t get out alive. He was awarded a Bronze Star for getting his crew out and setting up a defensive perimeter before being rescued.

Scarlett said she thinks his country should do more to honor his service.

“A lot of these widows were with their husbands while they were in Vietnam. They were married and had been with them all these years,” she said. “Hopefully 2017 will be the year in which we can say we fought the battle and got this on the list.”

South Lake Tahoe tops California as the Most Expensive New Year's Eve Lodging

South Lake Tahoe is the most expensive destination in California to spend New Year's Eve 2016. That finding is the result of a recent survey conducted by LosAngelesHotels.org.

The survey compared 20 popular destinations in the Golden State based on their cost of lodging this December 31st. The rate for the cheapest available double room (minimum: 3-star hotel) served as the basis of comparison.

At an overnight price of $345 for its most affordable room, South Lake Tahoe is by far the priciest destination. According to Diane Muller from LosAngelesHotels.org, the Sierra Nevada locale is the only destination in California that is virtually sold out for New Year's Eve. Procrastinators, however, can still find a bit more affordable rooms if they are willing to stay at least three nights.

Napa, located in the heart of the Napa Valley wine region, ranks as the runner-up on the survey. Despite its second-place ranking, it is almost $100 more affordable than South Lake Tahoe. Los Angeles rounds out the Top 3 at a nightly rate of $239 for its least expensive room.

At a price tag of $115, San Jose appears among the more affordable California destinations. Least expensive overall are Bakersfield and Eureka, where New Year's Eve celebrators should be able to find a room for well below $100.

Boy on Bike Falls Through the Ice at Tahoe

Lake Valley Fire Protection District – On December 28, 2016, a 13 year old boy was out on the ice with his bicycle on Lake Baron at Tahoe Paradise Park. While on the ice, the front tire of his bike fell through the thinning ice and he and his bike fell completely into the water. He immediately began shouting for help. Bystanders watched from shore and quickly called 9-1-1, while Ian Whitmarsh, a visitor from Oakland, CA crawled out on to the ice to help rescue to the young boy.

Lake Valley Fire Protection District’s Fire Marshal, Brad Zlendick, reminds residents and visitors alike that there is no safe ice in the Tahoe Basin. Zlendick says “We were very fortunate today; this situation could have easily been tragic.” Lake Valley Fire personnel responded quickly along with Deputy Sheriff’s Greg Almos and Damian Frisby, of the El Dorado County Sheriff’s Department. The boy was transported to Barton Memorial Hospital with severe hypothermia.

Deputy Sheriff Greg Almos, reiterated that with warming temperatures the ice is a dangerous place for any activities. If an individual should fall through the ice they have only minutes before hypothermia will take over and they would slip below the surface of the ice. At that time an individual in these circumstance would become disoriented and cold water drowning is imminent. Although Lake Valley Fire and El Dorado County Search and Rescue carry surface water and ice rescue equipment, the closest available dive team for El Dorado County is located in Placerville, CA. Please be careful and stay off the ice.

Arrest Made In Homicide of six-week-old Infant

EDSO PIO Sergeant Tasha Thompson -- On December 18, 2016, El Dorado County Sheriff’s Office conducted a death investigation of a six week old infant.  During the course of the investigation it was determined the death was a homicide.  On December 29, 2016, at 3:20 pm, Michael Swope was arrested and booked into the El Dorado County Jail in connection with the death.  

The infant’s mother has been cooperating with authorities throughout the investigation and is not considered a suspect.

Advisory: Placerville Drive Closed for Icy Road

It's that time of year when temperatures are dipping below freezing levels causing icy roads. To prevent accidents and injury, the City of Placerville will be closing Placerville Drive between Forni Road and east of Highway 50 Eastbound off ramp when temperatures are at freezing levels. 

Vehicles traveling west on Main Street will be detoured on Forni Road. Eastbound traffic will be detoured onto Eastbound Highway 50.

As a reminder, slow down and drive with caution on all roadways when it's raining or freezing temps.

Grow for It! Meet your Master Gardeners

Stacey Price, UCCE Master Gardener of El Dorado Count -- El Dorado County conjures up images of snow-laden mountains and crystal clear Lake Tahoe, but there’s another side to El Dorado County: El Dorado Hills. This is the first place you find as you make your trek up Highway 50 toward Lake Tahoe and it’s an important community that the Master Gardeners are targeting for additional outreach opportunities.

El Dorado Hills has diverse gardening opportunities with homes that include both small backyards and multiple-acre lots; it’s the perfect community to benefit from all of the classes and information provided by the University of California Cooperative Extension Master Gardeners of El Dorado County. The median age in El Dorado Hills is about 40 years old, with many of these people having at least one child.

The UCCE Master Gardeners reach out to this community by providing classes for parents and kids to start gardening together. These classes are focused on vegetable gardening, vermiculture (composting with worms) and activities that can be enjoyed by the whole family. These “family” classes, like most all classes offered by the UCCE Master Gardeners, are free.

In the upcoming year, there will be many more classes offered close to El Dorado Hills, either in  Cameron Park or further up the hill in Placerville. These classes include composting, grape growing, vegetable gardening, lawn maintenance and soil workshops. Master Gardeners will teach you about your vegetable garden but they can also provide information on landscaping, irrigation, pest-control and more. Master Gardeners are not just here for those who have a passion for gardening, they are here for homeowners who are interested in having yards that look great and are free from weeds and pests.

Master Gardeners can provide information as to how to manage, detect and control rattlesnakes, which are present in certain El Dorado Hills neighborhoods. Integrated pest management (including snakes, voles, mice, bugs and spiders) is a main focus of the Master Gardeners. Information and recommendations can be made to help control populations of these pests on your property (or in your apartment).

All information provided by Master Gardeners is research-based and has been provided by UC Davis or other accredited sources.

Master Gardeners are volunteers and get their satisfaction by helping others. One of my favorite programs supported by the Master Gardeners is the Plant a Row campaign. Extra fruits, vegetables and herbs grown in backyard gardens can be donated to those in need. El Dorado Hills has its own drop-off location just outside of Town Center at the Rolling Hills Church.

This program is always looking for participants and a Master Gardener would be happy to recommend a vegetable or herb that would work well with your environment. Whether you can place a single basil plant in a pot on your balcony or plant an entire row of squash, every bit helps.

Working as a family to help others that are less fortunate is a great way to get to know the Master Gardeners as well as provide healthy, home-grown food for your kids.

We hope to see many of you in 2017 at some of our classes and don’t forget to visit the Sherwood Demonstration Garden, open during the winter on the second Saturday of each month from 10 a.m. to noon for Saturdays with Barry. Ask Master Gardener Barry Wold all your home gardening questions and see a winter garden in progress. The garden is located at 6699 Campus Drive, behind Folsom Lake College El Dorado Center in Placerville.

UCCE Master Gardeners of El Dorado County are available to answer home gardening questions Tuesday through Friday, 9 a.m. to noon or by calling (530) 621-5512. Walk-ins are welcome at the Master Gardener office, 311 Fair Lane in Placerville.

Marshall Medical Center's orthopedic clinic on track for late winter opening: 4 things to know

Written by  Eric Oliver | The Placerville, Calif.-based Marshall Medical Center plans to open its orthopedic clinic in El Dorado Hills, Calif., in late February or early March, the Sacramento Business Journal reports.

Here's what you should know.
 
1. The clinic will be 3,000 square feet and is adjacent to a family medicine office and the Whole Child Health practice.
 
2. The clinic costs around $1 million.
 
3. Marshall Medical Center constructed the clinic to reach patients in El Dorado Hills.
 
4. The clinic will refer patients to the provider's outpatient surgery center in Cameron Park, Calif.

Wanted - Owners of Dog that Attacked Car`Wreck Victims

On Friday December 30th, Kris Avery reported: "This morning another vehicle went off the road just east of Eagle Hills Rd on String Canyon due to icy conditions. The driver and 4 canine passengers were attempting to get out of the vehicle when a large pit bull described as black with a white blaze on its chest ran downhill from Eagle Hills Rd attacking the driver and one of his dogs resulting in a serious mauling for both."

Sarah Katawicz added: "Hi all. The person who crashed is a friend visiting from out of town. Here's what happened: our friend hit black ice, car flipped on side. He evacuated the vehicle and was screaming for help. In the process of removing our dogs, a man from a property on the top of the hill informed my friend that he called EMS. This is when the dog came running down the hill and began attacking my friend. From there, my dog, attacked this other dog to protect our friend and got mauled in the process. All the while, the man overhead was looking down and said, "that's not my dog," and proceeded on about his day. If it was not for my dog, who knows what other damages our friend would have. He is currently at Marshall getting medical treatment. Animal services says that no one knows whose dog it is or that it's not supposed to be there and blah blah blah. So if the lovely person who owns this aggressive dog is reading this, your dog is at El Dorado animal services in quarantine."

Ponderosa High School in Shingle Springs is part of Susan Rivers' new novel

By Linda C. Brinson Special to the News & Record -- Maybe, Susan Rivers said, the roots of “The Second Mrs. Hockaday,” her novel about a young wife whose Confederate husband was off at war, go back to her student days at Ponderosa High School in Shingle Springs, Calif.

A true crime story from Civil War days was the immediate catalyst, but the seeds had been planted decades earlier.

The high school’s librarian, a transplant from Alabama, fired Rivers’ imagination about what it meant to be a Southern woman. “This was before ‘Steel Magnolias,’” Rivers said in a recent interview. “She told me all Southern women are schizophrenic. She said, ‘We have to be all soft and pretty and sweet and cream and sugar on the outside, and on the inside, we’ve got to be hard and tough and able to throttle a bear, so we’re crazy.’ “

Other teachers at the small school opened her mind to different ways of thinking about “literature, storytelling, humanity — the way people approach life and family and love and ideas.

“I do wonder if all that is what prepared me for living in the South,” she said, because the South — the Carolinas, specifically — is where she’s lived and written for the past 20 years.

Before moving to North Carolina, Rivers had been active in theater in California. She acted and wrote plays, with considerable success. The playwriting grew out of frustration: “I wrote my first play at 24, when I was working with friends in the theater. I began to realize there just weren’t enough roles being written for women, for good actresses. The plays were all written by young, white men, and the women in them were all prostitutes or mothers,” she said.

So she wrote “Maud Gonne Says No to the Poet,” about the woman who was the object of the poet William Butler Yeats’ long, unrequited love. A production of that play in San Francisco gave her career a boost.

But after marrying a man who was a director and actor, Rivers began to see the theater world differently.

“I realized that all of these brilliant actors that I worked with were going to AA meetings or calling their exes on the phone to talk to their children. I thought, ‘Oh my God, I can’t stay in theater. I want a real life. I want a family.’ ”

So she and her husband quit theater. She wrote nonfiction and short fiction. He went into the corporate world. “We wanted to be somewhere where things were done differently,” she said.

A job offer for her husband in Wake County was as different as they could imagine, so in 1995 they moved to Wake Forest.

“It was so beautiful — the woods, the birds in the morning, the lightning bugs, the seasons, the people,” she said. “It was so quiet, so sleepy. Our daughter was 7, and she loved it. I said, ‘Maybe we won’t fit in, but we have to have the experience.’ “

Everything seemed great. They had their dream home. Their daughter loved her school.

But after about a year, Hurricane Fran came through, devastating their neighborhood and their house. And her husband was downsized out of a job.

He interviewed for a position in Silicon Valley, “but when he got off the phone and we looked at each other, we shook our heads and said we didn’t want to go back.”

So he took a job in Charlotte, a “vibrant” community they enjoyed. Their daughter grew up and headed off to college at Chapel Hill, and Rivers went to school as well, earning an MFA in creative writing at Queens University.

Then the recession of 2009 led to the closing of the plant where her husband worked, and the couple made one more move: to the town of Blacksburg in Cherokee County, S.C.

One hot day in July 2014, she found herself in the History Room of a nearby library. She’d been trying to work on a novel about a middle-age woman alone on a farm during the Civil War, but the book didn’t seem to be going anywhere.

Then she found an obscure book of true stories about the Civil War era in Georgia, written by one Hu Daughtry, including the account of an inquest into a charge that Elizabeth Kennedy, the teenage wife of a Confederate soldier, had concealed the birth and death of her illegitimate child while her husband was away at war.

Intrigued, Rivers sent for records from the relevant county. Her research unearthed theories about whom the father might have been and information that the charges were eventually dismissed. And, though Arthur Kennedy had filed for divorce, the couple reconciled.

“Reading that just fired up my imagination, unlike with anything I’d ever written before,” she said. “I read that she never told anybody except perhaps her husband what happened to her, who fathered the child and how the child died. I thought, of course she couldn’t tell the story in 1865, but I’m going to tell it in 2016.

“I had been looking for inspiration for that piece I had started, but I just set that aside and never went back to it,” she said.

As she wrote, she drew on the many visits she and her family had made over the years to plantations and historical sites from Monticello to Charleston, S.C, and beyond, including Stagville State Historic Site, an antebellum plantation in Durham. The slave cabins, which were falling down when they visited, lingered in her mind.

Though she was drawing on history, Rivers said, she wanted her story to feel like “now,” and that dictated the novel’s structure. “I wanted to bring home to the reader what it felt like for the people in the South to have an invading army — the fear, panic and feeling of being abandoned that a lot of women experienced.”

The novel she’d been working on was in third person, but once she decided to tell the teenage wife’s story, “I jumped immediately on a less filtered way to get to her voice. I didn’t want to do just first person, because I knew I also wanted to deal with her descendants,” she said. Her extensive research into primary sources also influenced her, as did her theater background.

So she created letters, journal entries and court documents to tell the story with the kind of “immediacy” found in a play, she said. No narrative, nothing, comes between what the characters have to say and the reader.

She hopes that story will further understanding of the past, not just of the South, but of the United States. “The more I study, the more I realize that the history of the South is the history of this country, because of how we developed from our earliest beginnings,” she said.

“We have to find a way to acknowledge that period and how these issues tore us apart, and then find a way back to some kind of reconciliation and progressive policy. … I just wish we could acknowledge that this is how the country was created. We have to view that, acknowledge it and just move on. We all belong here.”

Public Meeting in Coloma for American River Bridge Replacement Project

The current steel truss bridge was built in 1915 and is nearly 100 years old. The main span is 160-feet long with two concrete approach structures of 140-feet and 60-feet long, which were rebuilt in 1931. The bridge approaches are narrow (10.5-feet) with no separation of vehicles from pedestrians. Average Daily Traffic is 280 (both directions, per 2009 traffic counts). The bridge is classified as structurally deficient and functionally obsolete.
