El Dorado Hills Bank Robbery Investigation

On 06/6/17 at about 4:30 PM a white male parked a newer white Ford F150 in front of the Golden One Credit Union in Town Center.  A white male exited the vehicle wearing a hard hat, sunglasses, full respirator and reflective green vest.  The male entered the bank with a gun and then for an unknown reason quickly left the building.

A few minutes later, the white F150 parked in front of the Bank of America in the La Borgata shopping center in El Dorado Hills.  The same white male exited the vehicle, wearing the same disguise, and entered the bank. The male brandished a firearm and demanded an undisclosed amount of money from the teller.  The suspect exited the building and fled in his awaiting vehicle.

Last Friday, I delivered to the Board of Supervisors and publicly released the County’s Recommended Budget. The 422-page document deserves some context.

In theory, crafting a budget should be a relatively simple endeavor. You add up the money that comes in, subtract the cost of mandated programs that must be paid for, and if you’re lucky enough to have anything left over, decide where it should be spent. If you’re smart, you’ll also sock away some of the surplus for a rainy day or an unforeseen emergency. In the case of El Dorado County, and many counties throughout the State, we’re running up against some very difficult choices due largely to the uncertainty of our revenue streams and the increasing costs of continuing our current level of services.A lot of discussion over budget priorities ends up focusing on the “General Fund” part of the budget, since this is the part that the Board has the most discretion over. The “what comes in” part of our General Fund budget is comprised primarily of property and sales taxes. Given the nature of these revenue sources, they’re difficult to control. As for the “what goes out” portion, since counties are a subdivision of the State, many of our programs are mandated by the State but are underfunded.

On the revenue side, the only way to substantially increase the amount we receive from property taxes is to increase the number of dwellings. Unfortunately, this also comes with increased costs in services and unless done correctly, does not break even. As a result, many counties and cities turn to our other primary funding source: sales tax.Sales tax can be adjusted by either increasing the number of business within the county or by increasing the sales tax rate. The primary sales tax generator in El Dorado County is our gas stations. Our county sales tax rate is 7.25 percent. For comparison purposes, the sales tax rate in the two incorporated cities in the county, Placerville and South Lake Tahoe, is 8.25 percent and 7.75 percent, respectively. The sales tax rate in Folsom, where many of our residents shop is 7.75 percent; the rate for Placer and Amador Counties is the same as ours, 7.25 percent.

A closer comparison between our neighboring counties (Amador, Placer and Sacramento) identifies that El Dorado County has the second highest unincorporated population after Sacramento (Placer is third, Amador is fourth). We have the fewest number of county employees-to-unincorporated residents (1 employee for every 81 residents compared to Sacramento (1:42), Placer (1:41) and Amador (1:58), and we collect $640 in taxes per unincorporated resident; far less than Sacramento ($933), Placer ($1,523), and even Amador (which collects $1,057/resident!). Take the property tax and sales tax revenue – which are both lower per resident than all three of our neighboring counties – combine that with the obligations the State continues to pass down to counties and increasing retirement costs (CalPERS increases are projected to be $9 million over the next two years alone) and it’s clear to see we can’t do it all.

If the residents of El Dorado County want increased discretionary services (e.g., libraries, veterans, better roads than what the State is willing to provide, and the high quality of service to our seniors), while maintaining the high quality of public safety provided in El Dorado County, we need to offer additional shopping venues – which typically requires larger populations obtained through residential development – or increase the tax rates. If we aren’t willing to do either, we must accept that the current level of services to our discretionary but essential services will be reduced.

Here’s the bottom line: we have no control over state mandates that are underfunded; we have no control over CalPERS; we have some control over property and sales taxes but will have to make adjustments in them to maintain service levels. Budgeting. Simple, but not easy.

Mental Health Assisted Outpatient Treatment Program Available in El Dorado County

Mental illness can affect any person or family. For those individuals in El Dorado County with the most severe forms of mental illness, a new program is now in place. The Assisted Outpatient Treatment (AOT) program (also known as the 'Laura's Law' program), began operation in El Dorado County in January 2017. The program, coordinated through the El Dorado County Behavioral Health Division of the Health and Human Services Agency (HHSA), gives additional tools to families, agencies and individuals to get people who need mental health treatment into those services.

'The Assisted Outpatient Treatment program is important because it recognizes that some people with the most severe forms of mental illness may need help in understanding that they need treatment,' said Katy Eckert, Assistant Director of HHSA. 'Sometimes the person with acute mental illness does not recognize they have a problem and therefore they do not seek out or want treatment. In extreme cases, their behaviors can result in harm to themselves or those around them. The AOT program seeks to improve the safety and well-being of individuals and our community by helping those with severe mental illness get the help they need.'

The AOT program uses a community-based, case management model to assist the seriously mentally ill with placement into mental health treatment. The program works with clients to seek voluntary participation whenever possible, but can utilize the court system if needed to leverage that treatment. 'Our team of mental health professionals works with the individual to assess their needs and come up with an individualized treatment plan,' said Eckert. 'Most treatment services are provided in an outpatient setting and accompanied by supportive services.'

To be eligible for the AOT program, an individual must be evaluated to see if they could benefit from treatment and if they meet specific criteria. At a minimum, the individual must meet all of the following criteria:

18 years of age or older;

Suffering from a serious mental illness as defined by California law;

Clinically assessed as being unlikely to survive safely in the community without supervision;

Have a history of failing to comply with treatment for his or her mental illness as demonstrated by at least one of the following:

1) The person's mental illness has resulted in them being hospitalized or receiving services in a mental health unit of a state or local correctional facility at least twice in the past 36 months;

or

2) The person's mental illness has resulted in one or more serious or violent acts, threats or attempts to cause physical harm toward themselves or others within the past 48 months.

Referrals to the AOT program can be made by concerned household members, immediate family members, a residential mental health facility director, a hospital where the individual is inpatient, the individual's current mental health provider, and/or a supervising law enforcement officer.

Signed into California law in 2002 as Assembly Bill 1421, Laura's Law is named after Laura Wilcox, a young woman in California who was killed by a man diagnosed with severe mental illness who had refused treatment. Laura's Law allows family members, roommates, mental health providers, law enforcement and others to petition the courts in California to order assisted outpatient treatment for the seriously mentally ill who don't understand the gravity of their condition. Counties in California have the option of implementing the program. El Dorado County authorized the program in 2015.

'The Assisted Outpatient Treatment program enhances our continuum of care for seriously mentally ill residents through earlier intervention and community-based treatment focused on decreasing dangerous behaviors, hospitalization, and incarceration,' said Eckert. 'The program helps people gain control of their lives and gives families the support they need to help their loved ones.'

EL DORADO COUNTY – Work to clear a section of U.S. Highway 50 in El Dorado County will increase over the next few days after new slide activity at the location today.

More than 50 truckloads of new debris fell onto the westbound lane of Highway 50 at Alder Creek, a rural location between White Hall and Kyburz. It’s a two-lane section of the highway currently separated by temporary concrete barriers.

The westbound lane is closed due to the debris and traffic is being controled by flaggers under reversing one-way controls. Motorists should expect delays traveling through the work zone, especially as traffic increases over the weekend.

Caltrans and its emergency contractor, Doug Veerkamp General Engineering, Inc., will work long hours over the next several days to clear the debris off the roadway and stabilize the slope.

Sacramento Running Association Brings Half Marathon to El Dorado Hills

Inaugural Gold Country Half to be run on June 11 - The Sacramento Running Association, organizers of the California International Marathon, has partnered with the El Dorado Hills Chamber of Commerce to bring a new half marathon to El Dorado Hills. The inaugural Gold Country Half event will be held on Sunday, June 11.

The Gold Country Half will feature the half marathon distance along with a 5k and kids’ 1k run. All distances will start and finish at El Dorado Hills Town Center and will be run entirely in beautiful El Dorado County.

The half marathon begins at 7 a.m. followed by the 5k at 7:10 a.m. and the Kids’ K at 7:20 a.m.

More than 1,100 runners are expected.

“The Sacramento Running Association is excited to work with the El Dorado Hills Chamber of Commerce and many local businesses to bring a signature running event to beautiful El Dorado Hills,” said SRA executive director Scott Abbott.

“The event aims to be a first-rate running event showcasing the beautiful foothills community to fitness enthusiasts throughout Northern California.

“We expect this to become an anchor running event on the regional running calendar annually, as well as a source of community pride for El Dorado Hills.”

The Gold Country Half will showcase all of what makes El Dorado Hills “one of America’s best places to live,” according to CNN, including beautiful views of the Sacramento Valley and Sierra Nevada, interesting landscapes, vibrant shopping and dining, and an active and healthy community nestled in the heart of historic Gold Country.

“Our goal with bringing the first half marathon and 5k to El Dorado Hills is to first and foremost promote and showcase the beautiful community in which we live and work,” said El Dorado Hills Chamber of Commerce president and CEO Debbie Manning.

The 3Strands Global Foundation, an El Dorado Hills-based non-profit organization fighting global human trafficking, is the official charity beneficiary of the inaugural race and will receive a portion of race profits.

“Local businesses and partners like the El Dorado Hills Fire Department are lining up to support the race, and we expect that they'll help us provide runners a great experience from start to finish, showing them the best that El Dorado Hills has to offer and making this event into an annual must-do for runners from all over Northern California,” added race director Eli Asch.

Asch added that the half marathon course has some rolling hills but race organizers focused on keeping the route along the valley floor and as flat as possible.

“A personal best on this route will be well-earned, but possible for those with a good spring of training behind them,” said Asch. 

A finish festival featuring food, beer and fun provided by the El Dorado Hills Chamber of Commerce and local Gold Country businesses will take place in the El Dorado Hills Town Center amphitheater immediately following the race.

Custom medals will be handed out for all half marathon and 5k finishers along with a Gold Country Run + Sport custom gift basket for the top overall male and female finishers in both the half marathon and 5k. Ribbons will be awarded to all kids’ run finishers and age group awards will also be distributed on race day.

Participants can register at www.goldcountryhalf.org. Cost for the half marathon is $85 through June 9 and $90 from June 10-11. The 5k is $40 through June 9 and $45 from June 10-11.

The Kids’ K is open to kids 14 years of age and under and is $10 until June 9 and $15 from June 10-11.

The Sacramento Running Association is a non-profit organization dedicated to finding ways to encourage people of all ages and abilities to run. The SRA is committed to developing new, quality running events that appeal to a broad variety of runners.

SRA events include the recently completed Gold Rush 50k, the Capital Cross Challenge on Oct. 7, the Run the Parkway on Nov. 4, the 35th annual California International Marathon on Dec. 3, the Super Sunday Run on Feb. 4, 2018 and the Credit Union SACTOWN Run on April 8, 2018.

Police Search home of former Lake Tahoe Humane Society Executive Director Niki Congero

South Lake Tahoe Police Department executed a search warrant at the home of former Lake Tahoe Humane Society Executive Director Niki Congero last Thursday, June 1, as the investigation into her alleged embezzlement continues.

Congero was fired from her position in March after the nonprofit's board of directors was notified by its bank of irregular activity. Due to the ongoing nature of the investigation, board members have not revealed how much money they believe is missing.

Lt. Shannon Laney of South Lake Tahoe Police Department said that Congero was home and cooperative at the time of the search.

Law enforcement retrieved a couch rented from a Rent-A-Center with Lake Tahoe Humane Society money along with some bank documents.

According to Laney, police know that Congero frequented Dotty's Casino in Stateline "and used her Humane Society … card there to withdraw money."

Financial cases typically take a long time because there is an "exorbitant amount of documents to go through … bank records, ATM, credit card transactions, Dotty's Casino player's card, stuff like that," Laney said.

Additionally, Congero's bank is located in the Midwest, meaning local law enforcement has to work with other agencies to get search warrants for those bank records.

Congero's lawyer Adam Spicer previously told the Tribune that the allegations against his client were untrue and that the humane society's money troubles stemmed from mismanagement by the board. He did not respond to recent calls by the Tribune inquiring about the search warrant.

Rubicon Trail Day Trip – June 2017

2017 has been an epic winter in Northern California with snow totals over 500 inches at one popular ski resort near South Lake Tahoe. So with that in mind, heading into the Rubicon Trail has been out of the question. In fact the trail was closed past the intertie were the trail from Wentworth Springs joins the trail coming from Loon Lake due to an ice dam. Well thanks to the volunteers and the Rubicon Trail Foundation, the ice dam was cleared and the trail opened after Memorial weekend.

With that in mind a few of us decided to take a day trip up for the first Rubicon run of the 2017 season. We had five rigs total including Dave with our old 2016 RZR XP Turbo, Rich in his trusty RZR XP900, Paul (Harts UTV) in his turbo race car and Mike (DMAX Store) in his Turbo XP4.  I brought our 2017 RZR XP Turbo in the ride as well.

We hit some snow at Loon Lake before the second dam, but not as much as I expected. From the pictures I had seen over on Pirate4x4.com, I was expecting much more. We drove up to Little Sluice with a few patches on snow here and there, and a lot of water on the trail.  Rolling through Little Sluice was easy enough with just some snow on the south side on the slab.

I tossed out Phantom 4 up to get a better view of the surrounding area, then we took a break for some lunch. After that, we had a little issue with Dave sliding off a snow bank and under a rock that bound up his rear tire really bad.

A broken axle and a blown bead on the tire had us winching from two angles to get his rig out without more damage.  With time for us getting short, we decided to lick our wounds and head back to Loon Lake and save more of the trail for another day.

Rainbow Trout Stocked in El Dorado County Reservoirs

For the third consecutive summer, SMUD and the California Department of Fish and Wildlife (CDFW), are stocking three Sierra reservoirs with rainbow trout. The stocking will run through August with at least 25,000 pounds of fish stocked into Union Valley, Ice House and Loon Lake reservoirs in El Dorado County. The amount of fish stocked can number as high as 50,000 pounds in a given year, depending on matched stocking by the California Department of Fish and Wildlife.

The effort is intended to increase angling opportunities for the public and contribute to the well-being of the ecosystem. Fishing is the top reason folks visit the Crystal Basin Recreation Area, according to surveys. On average, the stocked trout will be one to two pounds each, and in a few years could be potential trophy fish. Environmentally, the fish stocking will increase prey opportunities for nesting eagles, osprey and other wildlife.

SMUD proactively works to improve the quality of life in El Dorado County, where many SMUD employees call home and work, and where the electric utility owns and operates the Upper American River Project (UARP), a system of hydroelectric generation facilities.

In 2014, SMUD was awarded a new 50-year license by the Federal Energy Regulatory Commission (FERC) to continue operating the UARP, which provides nearly 700 megawatts of low-cost, clean, non-carbon-emitting hydro power, enough to provide about 15 to 20 percent of SMUD's energy capacity during an average year. The fish-stocking effort helps SMUD meet conditions of operating its FERC license for the UARP.

Union Valley gets the largest number of fish as it's the largest of the three reservoirs. Ice House and Loon Lake will get lesser amounts. Mount Lassen Trout Farms of Payne's Creek is contracted to deliver and stock additional fish. The company also stocks SMUD's Rancho Seco Lake, which annually hosts a very popular trout derby.

Fishing licenses are available for purchase from more than 1,400 license agents throughout the state and can also be obtained online at wildlife.ca.gov/licensing.

Woman Nearly Drowns On River While Wearing SUP Ankle Leash

A Nevada woman almost lost her life yesterday after her ankle leash caught on an object while she was standup paddling down the Upper Truckee River in South Lake Tahoe, California, according to South Tahoe Now.

South Lake Tahoe Police and Fire Rescue received a 911 call at 1:04 and luckily, Sergeant Jason Cheney was less than a minute away from the scene. Cheney grabbed a paddleboard from a bystander and made his way to the 50-year-old victim on the swollen river, which was flowing at around 750 CFS at a temperature of 46 degrees Fahrenheit.

When he tried to get her out of the water, he noticed that her ankle was still attached to the board with her leash. A bystander came to Cheney’s aid and together they were able to free her leg and get her to dry land by 1:10 p.m., where they initiated CPR.

Paramedics arrived shortly thereafter and got her to the local hospital where she was stabilized and put on a ventilator before being sent to a larger hospital in Reno. As of last night she was still alive, Cheney told South Tahoe Now.

This situation illustrates one very dangerous—and easily avoidable—situation while paddling on swift-moving water. Standup paddlers should NEVER wear an ankle leash to attach to their board while paddling on a river or creek.

Even at low flows, your leash can catch on a snag, rock or any other obstacle, sending you into the water. The flow of the river will then pull you downstream and won’t allow you to sit up and release your leash. This creates a situation where a paddler is trapped under the water, needing outside assistance to get free, as illustrated by yesterday’s incident. This can easily lead to a fatality.

This paddler was lucky.

How do you avoid this? Again, NEVER wear an ankle leash on swift-moving water. No leash is better than an ankle leash. If you want to use a leash, make sure you use a quick-release system that attaches to your PFD and allows you to quickly release your leash should it become snagged on an obstacle.

68th Wagon Train Beats Mudslide that has Closed Hwy 50 -- Wagons Ho

The Highway 50 Association Wagon Train departed from Stateline June 4. The reenactment of the Great Western Migration plans to arrive in Placerville on June 10. This is the 68th year for the event.

But late in the day on Thursday CalTrans was forced to close Highway 50 due to a mudslide.  The highway is expected to be closed nearly 24 hours.  This could have caused a serious delay to the weekend events planned for the Wagon Train's arrival in Placerville.  But fortune smiled on this year's participants and spectators as the Wagon Train had already passed the mudslide before the road was closed and camped last night at Fresh Pond.

All events are expected to be on schedule.

Sat, Jun 10, 2017 -  Historic Main Street will welcome the Highway 50 Association's Wagon Train around 3:30 pm on Saturday, June 10th. The train will stay for a few minutes for the community to view and photograph. Placerville is the end of the trail for the week long trek that begins in Nevada earlier in the week. Admission is free.

Only A Handful Of California Cities Are Majority Republican as Out-Migration of Conservative Families

Of California’s 482 cities, only a tiny fraction – 16 – are majority Republicans.

This is the result of a dramatic decline that began decades ago. In fact, only 15 years ago, Republicans comprised more than half of 66 cities in the Golden State.

Those 16 cities that still have a majority Republican population comprise less than one percent of the state’s population.

Outside Sacramento, suburban cities like Roseville, Lincoln, Rocklin, Folsom and Loomis were all majority Republican. Now, only Loomis can make that claim. For example, 15 years ago, 52 percent of Folsom voters were Republican. Now it’s 41 percent, The Sacramento Bee reports.

An as California’s cities go, so goes the state. Two decades ago, the state assembly had 37 Republican seats of the total of 80. Now that number is at 25. Democrats control every facet of political life in California.

Leftist political pundits say that as California goes, so goes the nation. In the 2016 presidential election, Democrats accounted for more than 61 percent of the vote. This is a far cry from 1988, the last time Republicans carried California when George H.W. Bush was running for election.

But California is unique. The influence of high-tech companies, immigration, and a massive wave of transplants from all over the world have made California more liberal and more “cosmopolitan” than other states.

Combine that with an ideological out-migration of conservative families to friendlier states like Arizona and Utah and an in-migration of “progressive” families and individuals, and you have a liberal incubator for liberal thought and action.

Perhaps that explains why bloated and fiscally unmanageable California is constantly struggling to pay their own bills.

But in case you’re still interested, the last Republican California cities are:

EID Hydroelectric Water System Back in Service

On May 30, crews began watering up the District’s high country canal and flume system. The system had been offline since damage from January and February storms breached sections of canal and flume.

“This is an extraordinary achievement,” said EID General Manager Jim Abercrombie. “EID’s engineering and operations staff have done the improbable and met an enormously steep deadline to get our system back up and running. And these are not temporary fixes; the superb engineering and construction work carried out on these projects have resulted in permanent fixes that will make our hydroelectric system even stronger.”

 From January 6 through February 11 of this year a number of soil collapses, failures, and slides impacted the District’s hydroelectric and water transmission systems.

One collapse near EID’s Flume 10, a 60-foot section of canal located 26 miles east of Placerville was breached and approximately 160 feet of canal bench collapsed. Another collapse affected Flume 5 where approximately 1,500 cubic yards of saturated soil was threatening the flume section.

EID’s engineering and construction staff worked collaboratively with GHD Inc. and Syblon Reid General Engineering to get the system restored. Crews from Syblon Reid worked twenty-four hours a day, 7-days a week for several weeks to make the repairs safely and effectively to meet the aggressive water-up schedule.

“Everybody who touched these projects—from those in the field to the many who supported other vital logistical and financial aspects—should be immensely proud,” said Abercrombie.

A huge shout out to everyone who came and supported our 15th Annual Walk a Mile in Her Shoes on Saturday, May 13th.  Over 100 men, women, children and even some four-legged friends marched against domestic violence and sexual assault down Placerville’s Historic Main Street.
 
Funds raised exceeded $30,000 and will go to support The Center’s programs and services for victims and survivors of sexual assault and domestic violence. Our High Profile Walkers were the stars of the day bringing in over $20,000!

Cindy McCain to Get Human Rights Role in Trump State Department

Cindy Lou Hensley McCain is an American businesswoman, philanthropist, and humanitarian, and the wife of long-time United States Senator and 2008 Republican presidential nominee John McCain of Arizona.

Cindy McCain is expected to be offered a role in President Trump’s State Department, according to a Monday report in The Daily Beast.

McCain, who is married to outspoken Trump critic Sen. John McCain (R-Ariz.), is reportedly the president’s pick for a post at Foggy Bottom and may hold the title of “U.S. ambassador-at-large for human rights.”

Trump personally, "aggressively courted her for this,” a White House source told the news outlet. “It’s a done deal now. ... The president had floated several positions before—this is the one that stuck.”

Both Cindy McCain and her husband have been outspoken in past criticism of Trump.

Cindy McCain is known for working extensively on human rights issues and is part of the McCain’s Institute’s Human Trafficking Advisory Council.

Carolyn Strelo-Smith Receives 2016-2017 Excellence in Education Award

Each year, the El Dorado County Office of Education (EDCOE) recognizes individuals for hard work that directly or indirectly contributes to providing quality support and services to students, schools, families, and the community. One admirable team member is selected to receive the Superintendent’s “Excellence in Education Award”; this year’s recipient is Carolyn Strelo-Smith - a retiring teacher at the Rite of Passage, Sierra Sage Academy in Yerington, Nevada. EDCOE serves as the Authorizer and Governing Board for the Rite of Passage Charter High Schools providing all administrative, instructional, and financial support for the educational and vocational training programs for incarcerated students.

“Carolyn embodies the very essence of the Excellence in Education Award, and it is my honor to present it to her today,” County Superintendent of Schools, Dr. Ed Manansala, stated at a recognition ceremony in May. “She is uplifting, positive, open-minded, and passionate about educating her students.”

Carolyn’s journey through education began as a Teacher in 1964 at Newark Public Schools. She held several different positions over the years, including Demonstration Teacher, Resource Teacher, Co-Director at “A Learning Place,” Program Specialist, and Principal. She became part of the EDCOE family in 2008. At Sierra Sage Academy, Carolyn’s energetic personality is magnetic to her students and colleagues. According to one of her fellow teachers, “She has great people skills. When you are being reprimanded, you end up thanking her!” 

Along with Carolyn’s passion for her students, she is deeply committed to the betterment of her community. At age 21, she became the campaign manager for Edwards for Congress in Newark. Her campaign work continued for several election years, including fulfilling the role of Political Chair of the Alameda County Teachers from 1967 to 1969. She was named Citizen of the Year by the Lions Club in 2003 and currently serves as the Director of the Rotary Club of Yerington, Director of Through a Child’s Eyes, and a hospital board member.

On a personal note, Carolyn loves quilting. As part of project-based learning curriculum, she taught the students how to make their own and compiled their individual pieces to make a school quilt. As part of Rotary, Carolyn ensured that a Silver State or Sierra Sage Academy student may be named as a student of the month and makes arrangements for these students to attend the meeting to be properly recognized.

Attempt Murder of 82 Year Old Grandfather: NEED PUBLIC'S HELP

[Pomona Police Department, June 12th, 2017]

NARRATIVE:  On Friday, June 9, 2017 at approximately 2:00 PM, Pomona Police Department received a radio call of a “welfare check” at the 2900 Block of Gayridge St. of an elderly man who had not been seen or heard from in several days.  Officers arrived on scene and found the rear window of the residence smashed in and moaning sounds coming from inside the residence.  Officers made entry into the residence where they found the victim laying on the ground bleeding and suffering from major head trauma.  Los Angeles County Fire Department arrived on scene and transported the victim to a local hospital in extremely critical condition. 

Pomona Police Department’s Homicide Unit was called into investigate.  Their investigation revealed that the victim had an active “Restraining Order” against his grandson who is the suspect in this crime.  The investigation also revealed that the victim’s vehicle was taken from the residence and was impounded early Friday morning after being found unoccupied in the City of Sacramento, California.  The suspect was last seen in the area of 3rd St and J St in Downtown Sacramento.  The suspect has no known means of transportation and has no known ties to the Sacramento area therefore he may be using public transportation.
