Former EDSO Jail Training Officer Arrested for ABUSE at Placer County Jail

Three Placer County sheriff’s officials were arrested Wednesday on charges involving allegations of excessive force against at least six jail inmates and falsifying evidence, the result of what Sheriff Devon Bell is calling “an extensive investigation” that included video recordings and other evidence.

The arrests of corrections Sgt. Megan Yaws, Deputy Robert Madden and corrections Officer Jeffrey Villanueva came after a probe that began with a supervisor reviewing routine video footage from the Placer County jail in Auburn, the sheriff’s department said in an announcement. After the initial review of video indicated evidence of abuse, “management discovered other incidents and determined actions of the officers appeared unreasonable,” the statement said.  “This is sad and unfortunate,” he said, stressing that the “conduct was limited to a very small number of people” and that the department discovered the incidents on its own. 

Sheriff Bell appeared to choke up as he discussed the arrests at an afternoon press conference, saying the abuse apparently began in November and was first detected two weeks ago. “We discovered this ourselves,” he said. “We investigated it ... and we made arrests.”  Officials said the routine review of videos two weeks ago did not match up with a use of force report, sparking further investigation.

“It raised some red flags to the point where we started pulling video to see if there was a pattern,” Bell said. 

The three department employees were arrested at their homes on Wednesday and had been placed on administrative duties earlier away from inmates...

According to the statement from Bell’s department, “Deputy Madden is charged with four counts of assault under color of authority, without necessity, and three counts of falsification of an incident report. C.O. Villanueva is charged with one count of assault under color of authority, without necessity, and one count of falsification of an incident report. C.O. Sgt. Yaws is charged with one count of falsifying police reports. There is video and other evidence to support these arrests.”...

Bail for Madden was set at $100,000, for Villanueva at $75,000 and for Yaws at $15,000...

“Megan has more than 10 years of experience in corrections, most of that time working for the El Dorado County Sheriff’s Office,” the post stated. “She started here 1 ½ years ago, and in that short amount of time she became a Jail Training Officer (JTO) and she frequently works as a shift supervisor.

“In El Dorado County, Megan was a JTO, worked in the Gang and Classification Units, and served as a shift supervisor and transport officer.”...

After just two years, superintendent of the San Bruno Park Elementary School District will be departing for another job.

Cheryl Olson announced Monday, May 30, she will leave at the end of the school year to take a similar position at the Rescue Union School District...

“My life and career are forever changed for the better because I have had the honor to serve as your superintendent these past two years,” she said in a prepared statement. “This is a wonderful school community. Decisions are not always easy, but I believe this is one that is important for my career and I hope the school district community will give me their blessing and good wishes as I move on.”

El Dorado Winery Association Hosts Second Annual Blind Barrel Event

Wine enthusiasts celebrate repeal of Prohibition in Roaring Twenties style

El Dorado Winery Association’s second annual Blind Barrel event will take place on Saturday, July 15, 2017, beginning at 6:00 p.m. and located at Lava Cap Winery.

We intentionally explore opportunities that are off the beaten path, and Blind Barrel gives us an opportunity to express that healthy sense of rebelliousness while celebrating one of the most influential moments in American history.

In raucous, rebellious and Roaring Twenties style, El Dorado Winery Association will bring wine enthusiasts together to celebrate the repeal of Prohibition with its second annual Blind Barrel event. Beginning at 6:00 p.m. on Saturday, July 15, 2017, the event will take place at Lava Cap Winery where attendees will enjoy live swing music, costumes, food, and fine wine from the region.

“The winemakers of El Dorado County represent everything that makes our industry compelling to those with an adventurous spirit,” said Carey Skinner, President of El Dorado Winery Association. “We intentionally explore opportunities that are off the beaten path, and Blind Barrel gives us an opportunity to express that healthy sense of rebelliousness while celebrating one of the most influential moments in American history.”

Prohibition had a drastic effect on winemaking in El Dorado County, where the region’s first vineyard was planted in 1849. The law illegalizing alcohol production, importation, transportation and sales prompted many families to secretly produce wine in small batches at home before leaving the region to seek prosperity elsewhere. By 1936—three years after the repeal of Prohibition—only one active winery remained in El Dorado County.

Now, 81 years later, El Dorado County is home to more than 70 active wineries, 17 of which will participate in this year’s Blind Barrel by offering a wide variety of local wines for tastings. The event will include several local food trucks as well as live music by Crescent Katz, a local high-energy jazz band. Attendees are encouraged to dress for the Roaring Twenties theme, with prizes available in the annual costume contest.

14-year-old Female Dies in Vikingsholm Trail Accidental Fall

On May 31, 2017, at approximately 12:06 pm, El Dorado County Sheriff's Office received a report of a 14 year old female juvenile who fell approximately 50 feet while hiking near the Vikingsholm Trail.  

Along with EDSO deputies, CHP, Cal-Star, CA State Parks, Lake Valley Fire and South Tahoe EMS personnel responded to assist.  

An off-duty law enforcement officer who was recreating in the area began CPR on the victim prior to the arrival of on-duty first responders.

The victim sustained major injuries as a result of the fall. Extensive life saving efforts were conducted on scene. 

The victim was ultimately transported to Barton Hospital, where she unfortunately succumbed to her injuries.

Placerville's Wendy Thomas is Guest Speaker at County Republicans' Meeting

The El Dorado County Republican Central Committee (RCC) continues to line up guest speakers at their monthly meetings; announcing that  Placerville City Councilwoman, Wendy Thomas will be the next guest speaker at their Monday, June 12 meeting, at 6:30 pm, at Park Community Church, 3901 Wild Chaparral Drive, in Shingle Springs.  The public is invited to attend.
 
Wendy Thomas was elected to the Placerville City Council, in 2010. She also serves on the board of the Marshall Medical Center and a member of Class XV of the American Leadership Forum. In 2014, she was honored by Assemblyman Frank Bigelow as “Woman of the Year” for Assembly District 5.
 
The Thomas  family dates back to 1850 and their success in Placer mining, led them to become Placerville business owners. Wendy's  Her  grandparents were both founding members of the local Kiwanis and Soroptimist clubs. 
 
As a  local business owner for 24 years, city Councilwoman and continued role assisting the  management of her family's commercial real estate projects, Thomas has first hand knowledge about County economics and government.
 
At this time, the RCC would also like to thank the many business and elected officials who sponsored their recent Armed Forces Week Celebration and Dinner, honoring our local Veterans. One of the highlights of the evening, was  Assemblyman Kevin Kiley's presentation of a Lifetime Achievement Award to Bill Schultz, thanking him for his 20 years of service as a Navy Veteran,  County Recorder Clerk for the last 22 years, and County Veterans Affair Officer for the last 12 years.
 
Half of the proceeds from the event will be donated to local veterans causes, including the Military Family Support Group and also a portion to the Republican Women Veterans Christmas Program. 
 
The newly seated leadership of the RCC,  has been very active in taking positions on County issues and state legislation that affects county residents and their families. Most recently, their opposition to SB 1, gas tax & vehicle registration increases and SB 54, Sanctuary State Jurisdiction.
 
Plans are already underway for their next event, in recognition of the September 11, 2001, when the RCC will invite everyone to show their gratitude, honoring our local first responders. The RCC invites you to visit their booth at the El Dorado County Fair, June 15th through 18th.

Proposed Calif. 'Puppy Mills' Ban Passed By State Assembly

SACRAMENTO, CA -- Legislation that would ban so-called “puppy mills” statewide was passed Tuesday by the state Assembly with a 55-11 vote. California Assembly Bill 485, the Pet Rescue and Adoption Act, would prevent pet store operators from selling a live dog, cat or rabbit in a pet store unless the animal was obtained from a public animal control agency, shelter, animal rescue agency, humane society or other law-abiding nonprofit organization that is in a cooperative agreement with at least one other private or public shelter.

"Today is a good day for pets in California," said Assemblyman Patrick O'Donnell, D-Long Beach, who introduced the bill alongside Assemblyman Matt Dababneh, D-Woodland Hills. "The passage … is a step closer to ensuring that dogs, cats and rabbits from shelters are able to find forever homes."

Dababneh called the Assembly’s strong, bipartisan support of the bill "a huge step forward in the effort to bring an end to the cruel, inhumane treatment of animals at puppy mills."

Statistics published in 2014 by the Humane Society of the United States estimated there were some 10,000 licensed and unlicensed puppy mills across the nation, with an estimated 2.04 million puppies sold annually who originated from puppy mills – U.S. Department of Agriculture-licensed and non-USDA licensed.

Supporters of AB 485 -- which made its way to the state's Senate Rules Committee following Tuesday’s vote -- say it would put an end to pet store operators purchasing animals from high-volume, commercial breeding facilities.

"... In educating legislators about the bill, we heard many stories from members and staff about their own experiences with sick animals purchased from pet stores, heartwarming stories of fostering, and of rescuing pets in need," said Judie Mancuso, founder and president of Social Compassion in Legislation. "The 'shelter pet' is already the official state pet, now California is on its way to helping those pets get out of shelters and rescues and into pet shops where they have a much better chance of finding their forever homes."

Mike Bober, president and CEO of the Pet Industry Advisory Council, is of the opinion, however, that AB 485 activists are either unaware or have chosen to ignore "the disparity in regulations between retailers and shelters."

The bill would "increase the risk that dogs, cats and rabbits provided to prospective owners will have genetic defects and communicable diseases, since shelters are virtually unregulated," Bober wrote in a blog post. He also believes it would be harmful to the economy because an estimated 95 retail pet stores would be at risk of closing their doors, thereby eliminating jobs.

AB 485 is proposed at a time when many municipalities across the state have already approved such bans on a local level. San Francisco enacted city- and county-wide bans in March, prohibiting the sale of dogs and cats not obtained from an animal rescue organization or shelter. In May, a similar ban became effective in Sacramento. Several other California cities, including South Lake Tahoe, San Diego, Irvine, Palm Springs, Turlock and Colton, to name a few, also have such laws in place, according to Bestfriends.org.

The Senate would need to pass AB 485 by a majority vote.

If enacted, a pet store operator cited with a notice of violation could also be charged on suspicion of committing a misdemeanor crime if they fail to comply within a specified time frame.

Advocates want to see every public middle and high school in California teach students the signs of human trafficking.

The proposed law just passed the California Assembly with bipartisan support, but not all parents are on board.

Ponderosa High School in El Dorado County is one of few high schools in the California teaching human trafficking during sex education. Teachers say students are so impacted, they leave class telling their friends.

“I was shocked a little scared,” said Karen Norwood, health teacher at Ponderosa High School.

It started with the story of a 17-year-old student from Ponderosa High School, sex trafficked from this tight knit town to the Bay Area. Karen Norwood wanted her students to recognize the red flags.

“If you have a student super bubbly and no longer is. A student once quiet and now flashy and out there,” listing some of the signs.

Norwood now spends part of the school day teaching students about human trafficking… a curriculum based on interviews with survivors and traffickers.

“They are calm; they are listening. They usually leave with a purpose,” she said of her students.

Anti-trafficking advocates who trained her are sponsoring a bill aiming to bring human trafficking education to seventh to 12th graders in all California public schools.

“There’s three pieces here: there’s the victim, trafficker, and the buyer so we want to create a program that really helps speak to all of those,” said Heather Hoffman of 3 Strands Foundation.

Heather Hoffman leads the teacher training. She says high schoolers surveyed before entering the program had no idea that students younger than them are lured from their normal lives and made into sex or work slaves. Results improved when students completed the course.

But the subject comes with a dollar sign. It would cost millions of dollars to provide the required training. And many parents say it’s a waste of money and time.

“These agencies are not teachers,” said Amy Scherschligt.

Scherschligt is a substitute teacher and volunteer with California’s Right to Life movement. The nonprofit is currently lobbying against 45 bills in the state legislature focused on some aspect of human trafficking.

“We hire and pay teaches to teach academics and this is going to take away from academic time in the classroom,” said Scherschligt.

Norwood says, “if we can’t keep our kids safe academics, doesn’t really matter.”

For now the bill doesn’t apply to elementary schools, but that could change as it makes its way to the Senate.

Starkes Grade Road Closed week of June 12-16 for Emergency Repair

(PLACERVILLE) – El Dorado County Department of Transportation (DOT) today announced it will begin work Monday, June 12, 2017 to make a temporary repair to Starkes Grade Road in the Pollock Pines/Pleasant Valley area, making it safe for vehicular traffic. Permanent repairs will be made this fall.

“The safety of rural residents in my district and our County is my top priority,” said District 2 Supervisor Shiva Frentzen. “I commend our transportation staff for monitoring the condition of the Starkes Grade road and scheduling a temporary fix at the first possible opportunity.”

Starkes Grade Road was closed approximately 1.5 miles east of Newtown Road on February 12, 2017 due to a roadway slipout and failure caused by heavy rains during January and February. The slipout below the road continued to move over subsequent months, causing a vertical displacement at the road of more than four feet. No additional movement has been recorded since May 19th, indicating it is safe to make temporary repairs and reopen the road.

DOT Maintenance staff plans to perform the emergency repair work the week of June 12, 2017 between 7:00 AM and 3:00 PM and reopen the road on June 16, 2017.

The roadway will remain closed to all through traffic until the repairs are complete.

DOT tentatively plans to fully close the road again from September 2017 through November 2017 to implement permanent repairs.

Nearly 50% of pet-owning women will delay leaving an abusive home because they are afraid for the lives of their pets. Help victims and their pets safely escape abuse together.

In the last few years, researchers and advocates have examined how pet abuse and domestic violence are related, and how important pets are to domestic abuse victims. 

Research shows that domestic violence offenders often have a pattern of abuse involving all members of the household – including children and pets.

As a result, domestic violence victims that own pets must try to find shelters/organizations that will take companion animals or leave their pets with their abuser.

Domestic abuse victims shouldn’t have to make the terrible choice between leaving to save themselves and their children and leaving their pets behind with an abusive partner. The solution? Create safe spaces where domestic violence victims, their children, and their pets can all go together.

While there are about 1,500 shelters for victims of domestic abuse in the United States, very few are able to accommodate animals. This leaves women in a position where they feel trapped – either remain in a situation that threatens themselves and their children, or leave their pets behind.

We are partnering with RedRover’s Safe Housing program to retrofit women’s shelters to be able to accept animals. It only costs $5000 to transform a domestic violence shelter into a safe haven for victims and their pets.

Help empower victims to save themselves, their children, and their pets. You can help build kenneling for pet victims.

RedRover Domestic Violence Safe Housing grants enable organizations that provide emergency sheltering for victims of domestic violence to create space to house pets of domestic violence victims on-site with their families where little to no pet housing was previously available. Grants are intended to bridge a critical gap in funding to enable the pet housing project to begin. It is expected that the funds will enable the shelter of at least one pet within one year after project completion.

Relevant statistics on domestic violence and animal abuse (from RedRover.org):

-- 52 percent of victims in shelters leave their pets with their batterers (National Coalition Against Domestic Violence)

-- Up to 65 percent of domestic violence victims are unable to escape their abusers because they are concerned about what will happen to their pets when they leave (Carlisle-Frank, Frank and Nielsen, 2004)

-- 71 percent of pet-owning women entering women’s shelters reported that their batterer had injured, maimed, killed or threatened family pets for revenge or to psychologically control victims; 32 percent reported their children had hurt or killed animals (National Coalition Against Domestic Violence)

To help domestic violence victims find organizations/shelter that take pets, the Animal Welfare Institute put together a list of groups in the US that either provide sheltering services for the companion animals of domestic violence victims, have a relationship with an entity that does, or provide referrals to these facilities.

Conservative Commentary for California Congressional Republicans

Dear Congressional Republicans:

Learn how to govern – PLEASE!!! Yes, I am a small government Republican, but we will not get there this year or next. It will take several years to undo the damage socialist Democrats have done to our nation. In the meanwhile we need to move some very important legislation.

I was dismayed as I read Daniel Larison of The American Conservative, who correctly identified the self-defeating strategy conservative Republcans are following. He wrote: "It would be bad enough if small-government Republicans were merely being short-sighted and committed to a losing strategy," he writes, "but what makes these tactics more harmful to the cause of small-government conservatism is that they reflect no sense of prudence or consideration of unintended consequences."

For six years under the Obama Administration you yelled and screamed and promised “just wait until we have the majority again.” Well, you have not just a majority, you have control of ALL three branches. Since you took back control of government you have added to a pile of legislation that moldered outside the Obama White House. Your thwarted agenda included unspooling financial regulations, slashing of business taxes, Planned Parenthood stripped of federal funds, the ¬Affordable Care Act was to be teed up for repeal and replacing — plus dozens of more agenda items.

Well, how about staring with a unified Republican government so some of these extremely important agenda items get accomplished? 2018 is just around the corner and Republicans, who evidently lack the ability to govern, are setting themselves up for defeat.

Enough of the purists who are damning us to another round of socialist Democrat control of government. Didn’t eight years of Obama teach you guys anything???

What we are witnessing is another conservative example of purism and principle damaging another major opportunity to do good.

During the election, and immediately afterward, the purist conservative Never-Trumpers, who believed it was better for Hillary Clinton to be elected president and for the Left to have four more years of presidential power than for Donald Trump to win, nearly accomplished their senselessness goal.

Yes, there were valid reasons to wonder whether Donald Trump was a conservative, and valid reasons to oppose him in the primaries. There were no valid reasons to oppose him in the general election or after he was elected.

In terms of policy, Donald Trump is a conservative dream. From appointing a conservative to the Supreme Court, to approving the Keystone XL pipeline, to weakening the fanatical, hysterical, and tyrannical EPA, to appointing an ambassador to the United Nations who has moral contempt for that immoral institution, to backing Israel, to seeking to reduce economy-choking regulations on business – indeed essentially everything conservatives would wish for in a president – Donald Trump is almost too good to be true.

Have you forgotten the last time you controlled government? The GOP amassed such a poor record while governing that voters ousted you. Finding yourselves in a much weakened position, you tried to substitute intransigence for the long, hard work of clawing your way back into power. Democrats are now employing that same self-destructive strategy. After 2018, you may find yourselves there again as you continue in your small splinter groups rather than unifying to govern.

Many of us hold to one larger principle than even the conservative ones we share with the purists – defeating the left because that is the No. 1 priority of those who cherish Western Civilization and regard America as the last best hope for humanity.

Make no mistake about what you hold in your hands – this may well be the last time in your lifetimes that Republicans control both Houses of Congress and have a conservative president. AND understand that time is not on our side; there are congressional elections next year and it is up to you if you win those elections or revert to minority status.
