Assistant District Attorney Joe Alexander returns to El Dorado County for Management Position

Assistant District Attorney Joe Alexander, second-in-command at the Nevada County District Attorney's Office, will leave his position this May.

Alexander, 48, will step into a management position at the El Dorado County District Attorney's Office, where he worked for about 15 years before coming to Nevada County in May last year.

Alexander said he will stay here another two months. District Attorney Cliff Newell has posted the open position, which pays between $130,832.00 and $159,723.20.

The Nevada County District Attorney’s Office announced today that Assistant District Attorney Joe Alexander will take a senior management position with El Dorado County District Attorney’s Office.  ADA Alexander has deep ties with El Dorado County having worked in that office for 15 years before coming to Nevada County.  Joe Alexander and his family live in El Dorado County, and the opportunity to return to that office in a senior management position, for professional, financial and family reasons, according to Joe, “was simply too good to pass up”

ADA Alexander took on the duties of Assistant District Attorney in May 2016, and has by all accounts done an exceptional job.  He played a significant role guiding the team that apprehended three suspects accused of murdering Isaac Zafft and has lead our team of prosecutors in a very busy and productive year.  Joe enjoyed his tenure in Nevada County, has had a positive impact on the office and will be missed.  District Attorney Cliff Newell regretfully encouraged Joe in this move “Joe is a top prosecutor and has been a positive addition to the DA’s office.  While we are sorry to see him leave, we congratulate Joe on his future opportunities in returning to El Dorado County.”

Anticipating this development, District Attorney Cliff Newell and ADA Alexander have worked closely to develop a transition plan to ensure a seamless transition process for the office while the recruitment for a new Assistant District Attorney proceeds.

EDHAA Presidents Message for March & April 2017. President’s Message:

I am excited to write my 2nd President's Message with the sun shining and beautiful blue clouds outside my window.  Even though our wet and snowy weather has been a blessing, I am hoping the majority of our rainy season is behind us. It is now time to look towards the spring and summer to various types of wonderful art events and opportunities.  If you have not done much of your art while the weather was nasty then it is time to get busy.  I know - personally - I have not done any art over the past few months.  We recently sold our home and spent two months in a "farm house" rental and are just now getting settled in our new home.  So I am eager to get my studio in order and get back to work. 

As most of you know, the Studio Tour Committee has been busy working on all of the necessary tasks that make our tour successful for each artist.  This year we will have 38 artists at 13 different studios and our month long viewing show at Gallery 48 in Folsom.  Some of the key dates and information are outlined later in this newsletter for anyone participating in the Studio Tour.  If you are not participating this year, I would like to offer you an opportunity to be a greeter at any one of the studios.  This is a great experience for anyone that wants to learn more about how a show like this works and also help out the artists at their studio.  The role would be to greet all folks coming in and give them a little information about the tour and the artists at their particular studio and gather some data such as how someone found out about the Studio Tour.  A role like this is very helpful for the artists and allows them to focus more on interacting with potential customers about their art.  If you are interested in helping out as a greeter, please contact me directly.

Almost immediately after our May Studio Tour, EDHAA will sponsor the membership show at Harris Center in Folsom.  A call for artist with key dates will be forth coming.  This is a wonderful opportunity for any member to submit at least one piece of art for display and sale at the gallery in the Harris Center.  There will also be a reception with awards for various art mediums.

We are looking forward to our March and April artist presenters.  In March, we will enter the world of encaustics with Suzanne Belle and in April our own Jimmie Grann will share her talents from her pastel paintings.  Both will be very good presentations - please don't miss either one.  For anyone participating in the Studio Tour, both March and April General Meetings are important months for you as well.  In March, James Canning will have hard copies of ST brochure for you to review and in April's meeting the brochures will be available for pick-up.  

Also in our March meeting I am looking forward to seeing many of the artist's rendition of the florals given out for the newest Art Challenge.  It is always fun to see different artist's interpretations of the challenges. 

And finally I would like to welcome a few new members that we met at our last general meeting, Karen Kreuger, Ann Hoffman and Don Lawson.  Welcome to EDHAA and we look forward to working with all of you.

Kamyar Soltani of El Dorado Hills Pleads Guilty To Tax Evasion

Kamyar Soltani, 47, resident of El Dorado Hills, pleaded guilty on Friday, March 10, 2017 to tax evasion.
 
According to United States Attorney Phillip A. Talberts, Soltani attempted to evade or defeat the assessment of his tax obligations for the tax years of 2005, 2006, and 2007. Soltani worked in the used car sales industry and was well-paid for his work. In each of the tax years in question, Soltani received income subject to taxation of between approximately $229,000 and $296,000, and failed to file timely income tax returns for the tax years of 2005 and 2006. He ultimately filed tax returns for all three tax years in March 2008, but those returns were false in that they only reported income of approximately $14,000 to $18,500 in each year. As a result of his conduct and tax filings, Soltani evaded $150,446 in federal income taxes, paid no taxes for those years, and in each year received tax refunds of over $2,000 by falsely claiming that he was entitled to an Earned Income Tax Credit. In entering his guilty plea, Soltani admitted he acted willfully to evade taxes, in part, through his filing of false tax returns and by receiving his income in the form of cash and through payments made to third parties.
 
This case was the product of an investigation by Internal Revenue Service, Criminal Investigations. Assistant United States Attorneys Nirav K. Desai and Christopher S. Hales are prosecuting the case.
 
Soltani is out of custody.
 
Soltani is scheduled to be sentenced by Judge Garland E. Burrell, Jr. on May 26, 2017. Soltani faces a maximum statutory penalty of five (5) years in prison and a $100,000 fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. Under the terms of his plea agreement, Soltani must pay just over $150,000 towards restitution prior to sentencing.

Suspicious Indivudal Arrested after Breaking into Gold Key Storage

EL DORADO HILLS — On March 9th, Gold Key Storage spotted a suspicious individual on a dark-colored trench coat out back. He took off running when employees tried to speak to him.

Deputies soon arrived and searched the area. One person said he’d seen a man matching the description scaling a fence and entering a building at Life Storage.

Deputies arrived, along with their K9 officer, and set up a perimeter outside the building. Evidence suggested the man had gained entry to the building and hiding among the locked storage units.

Several units were checked and the man was eventually found in one of them.

He was taken into custody for burglary and resisting arrest.

His identity is yet to be disclosed.

Tahoe Area "Liberty Utilities" offering academic scholarship for area high school students

Liberty Utilities is offering academic scholarships for eligible high school and college students within its service area around Lake Tahoe.

Liberty Utilities provides local utility management, service, and support to small and mid-sized communities across the United States. Their parent company is Algonquin Power and Utilities Corp.

The eight schools participating in the fifth annual scholarship program are South Tahoe High School, Lake Tahoe Community College, Loyalton High School, Douglas High School (students residing in Alpine County only), Coleville High School, North Tahoe High School, Truckee High School and Portola High School.

"We're very pleased to be able to offer these scholarships to deserving students," Jeanne-Marie Bruno, president of Liberty Utilities-California, said in a press release. "We really enjoy offering this kind of educational support within the communities we serve."

The seven high school scholarships are $500 each. High school seniors must have a minimum unweighted grade point average (GPA) of 2.5 and be accepted to an accredited four-year or two-year university or college or an accredited vocational school, according to the press release. They also must have some community service experience in the community they reside in.

The Lake Tahoe Community College scholarship is $750. Those students are eligible for the scholarship if they have a current 2.5 GPA or higher, and have completed at least 18 quarter units at LTCC. They must be enrolled in LTCC's upcoming fall quarter, and have demonstrated leadership through school and/or community service experiences within the community they reside.

Interested students should contact their school's financial aid office or counselor to find out more about the scholarship and to obtain an application. The individual schools have different deadlines, but all scholarships will be awarded starting mid-May through the end of June.

Liberty Utilities representatives will attend the school's awards ceremonies to present the deserving students with their scholarships.

Science to Save the Lake

The Tahoe Environmental Research Center (TERC) leads research on the water quality, physical processes and ecology of Lake Tahoe and its watershed. Based on over half a century of lake monitoring and research combined with a network of real-time sensors, Lake Tahoe is offering new understanding of how our precious freshwater ecosystems are responding to change. Our education and outreach programs bring this research to the public through the Tahoe Science Center and special events. TERC’s findings and methods are used to support policy decisions at Lake Tahoe and to aid research efforts at other lakes around the world. TERC is internationally recognized for its multidisciplinary, collaborative research on lakes and their surrounding watersheds. Formed in 2004, TERC continues and expands on the work previously conducted by the Tahoe Research Group (TRG).

New CAO named: Timothy Lutz chosen to lead county administration

Timothy W. Lutz was chosen by the Calaveras County Board of Supervisors at a special meeting on Tuesday to fill the position of county administrative officer, effective April 1.  
He replaces Shirley Ryan, who held the positon for two years and retired in December. The top slot in county government administration has been held since Jan. 3 by interim CAO Manuel Lopez. He served for 11 years as CAO of San Joaquin County.

Juvenile Suspect Stabs Self During Arrest

On March 9, 2017, at approximately 12:51 pm, the El Dorado County Sheriff's Office,   El Dorado County Probation Department and the South Lake Tahoe Police Department responded to the 800 block of San Jose Avenue in the City of South Lake Tahoe to serve a no bail arrest warrant on a juvenile offender.

Upon arrival law enforcement personnel asked the suspect to exit the residence and he refused.  After multiple requests, the juvenile suspect opened the front door and informed the officers he had a self-inflicted knife wound to the abdomen.  Officers on scene immediately performed first aid on the suspect until medical personnel arrived and transported him to a local hospital for treatment.

At the time of this press release the suspect is in stable condition.

EDC School Board and Community Members Recognized

At an awards ceremony on March 6, the El Dorado County School Boards Association (EDCSBA) recognized school board and community members for their 2016 contributions. County Superintendent of Schools, Dr. Ed Manansala, facilitated the presentations and remarked, "Everyone here helps to foster the educational leadership that makes this County such a special place. Thank you and congratulations."

The keynote speaker of the evening was Brent Malicote, Director of the California Department of Education's new Standards Support Office. Brent served as the Principal of Pinewood Elementary School in Pollock Pines Elementary School District for many years and was appointed to his position with the state by Governor Jerry Brown in January 2016. It was a proud moment for event attendees to welcome Brent home.

Awards were presented in five different categories:

Educational Statesmanship: Kevin Brown, El Dorado Union High School District, is an advocate for public education in the community and was recognized for his efforts towards improving the educational experience for all students.

Leader in Boardsmanship: David Del Rio, El Dorado Union High School District, was honored for his valuable leadership and strong collaboration skills. To govern effectively, individual board members and the superintendent coalesce to ensure a high-quality education is provided to all students.

Outstanding Community Member/Organization: Teichert Foundation (for contributions to Black Oak Mine Unified School District; Carol Abbanat (for contributions to Pollock Pines Elementary School District); Heather Hill (for contributions to Camino Union School District); Measure Q Citizen’s Oversight Committee: Jeni Bitnoff, Betty January, Scott Jonsson, R. Scott Spriggs, Bradley Silverbush, Suzanna George, and Karl Weiland (for contributions to El Dorado Union High School District); Wally Richardson (for contributions to Rescue Union School District); Jay Cavender (for contributions to Rescue Union School District). Members of the community realize that educating a child is, indeed, everyone’s business.

Dolores Garcia Memorial Spirit of Boardsmanship: Larry Green, Ph.D., Lake Tahoe Unified School District, was presented the award for his exemplary leadership, service, and advocacy on behalf of district students, educators, and families. The award was named after Dolores Garcia, a trustee on the El Dorado Union High School District Board from 1975 through 1983, and the El Dorado County Board of Education from 1996 until her passing in 2012.

Lifetime Achievement Award (awarded to Board Member who served on a Board eight or more years): Larry Green, Ph.D. of Lake Tahoe Unified School District, Gary Ritz of Gold Trail Union School District, Serena Posner of Rescue Union School District, and Michael Doyle, M.D. of Lake Tahoe Unified School District were recognized for many contributions made to public education during long tenures as school district board members.

Chris Volek Honored at the National Football Hall of Fame Banquet

Chris Volek of El Dorado High School was honored at the National Football Hall of Fame banquet on March 9th, 2017. 

The evening celebrated scholar-athletes from the greater Sacramento area for outstanding merit in academics and athletics. 

He was accompanied by family and EDHS Principal Chas Prior.

PERSONAL STATEMENT:

My goals are to be the best at what I do. If that is in the classroom or on the field I will be performing at my highest level to achieve this goal. I understand that winning is not easy or given. It is worked for. I understand work. If anything my highschool football program has taught me it is that work wins football games. I'm a dedicated player on the field and in the classroom. I have not received a B on my transcript and do not plan on it during highschool. I have always been a leader among my peers. my favorite way to teach and to lead is by exmple and by my actions.

EDCOE's "Charter Career Prep" Wins VEX Robotics Competition

The El Dorado County Office of Education’s Charter Career Prep (CCP) program provides an enriched, hands-on learning culture that develops innovative learners to compete in an ever-changing world. Robotics naturally lends itself to these goals, and the CCP Robotics Team has certainly demonstrated the success of the program’s educational mission for students. The CCP team recently won the prestigious San Joaquin Delta VEX Robotics Competition, the coveted Tournament of Champions title, and the Excellence Award for the most well-rounded Robotics program. The CCP Robotics then advanced to the quarter finals at the 2017 California State High School Championship in San Jose, California. “We are so proud of our students,” noted Kym Wilkinson, Assistant Principal. “It is a huge accomplishment to be considered one of the best overall robotic teams in California.”  

The Robotics program is part of a larger Maker Space elective program that introduces students to mechanical and structural engineering, computer programming, and design through applied learning. Seniors Tom Ostby and Kalen Nelson, along with their teammates, combined their strengths and interests to build the Vex Robot that won regional and statewide recognition. “If the first time you try to build something and it doesn’t work, keep trying,” Tom stated, noting that perseverance is an important skill to learn quickly. “We’ve rebuilt the robot so many times to correct design/programing flaws, but it’s paid off in the end.”  The team members designed their robot to be durable and effective. This proved beneficial during competition, as the robot did not experience any broken parts. Students wrote more than 600 lines of programing code as part of the design process, including several autonomous functions.  

A major element of the program’s engaging curriculum emphasizes that all students are both college and career-ready.  The Charter programs offer a unique Advanced Education program that allows students to concurrently enroll in high school and Folsom Lake College. Advanced Education shortens the time it takes to earn a college degree, and courses are free to high school students. “We provide a rich program that helps students also experience success in college at the same time,” Principal Fred Mier noted.

“Healthy Stores” in El Dorado County Rank High in Fruits-Vegetables but also in Smoking

Fifty-eight counties in California, including El Dorado County, took part in a statewide “Healthy Stores” survey last year. The survey, which examined the availability and marketing of tobacco, alcohol and food products in stores that sell tobacco, was conducted in 7,152 stores across the state; 121 of those stores were in El Dorado County. The California Department of Public Health released the results of the statewide survey on March 8.

“The survey helps us learn which products are sold in local stores, where those products are placed and how those products are marketed, particularly to young people and families,” said Christy White, supervisor of the El Dorado County Health and Human Services Agency’s (HHSA) Tobacco Use Prevention Program (TUPP). The goal of the Healthy Stores project is to encourage healthy product options and marketing in our community stores.

The survey was initiated as part of the Healthy Stores for a Healthy Community campaign, a statewide collaborative effort between tobacco prevention, nutrition education, alcohol prevention and communicable disease partners across the state. Trained staff conducted the survey in El Dorado County in March 2016. Surveyors went to gas stations, pharmacies, convenience and grocery stores, as well as other stores that sell tobacco products and documented what they found.

The results of the 2016 survey showed that most El Dorado County merchants (about 80 percent) offered a good selection of fresh fruits and vegetables. However, over half of the stores surveyed in the county offered sugary drinks at checkout stands (about 15 percent higher than the statewide average), and 71 percent of the stores surveyed in El Dorado County offered electronic smoking devices for sale (compared to the statewide average of 62 percent). According to White, an increase in e-cigarettes among young people across the state has been a concern among health professionals and parents in recent years.

“Stores in our communities play a critical role in our health,” said White. “They not only impact the economic well-being of neighborhoods, but also the physical health of the people who visit them. We hope the results of the survey give us information to engage in meaningful dialog with our community members and merchants to encourage healthy stores.”

State lawmaker re-introduces Prop. 47 DNA fix for criminal investigations

An Elk Grove lawmaker is reviving a 2015 effort to give law enforcement back powers to collect DNA evidence for crimes reclassified as misdemeanors under Proposition 47, approved by voters in 2014.

Assemblyman Jim Cooper, D-Elk Grove, today is expected to announce the re-introduction of a bill to allow police to collect DNA from people convicted of crimes previously classified as felonies, including low-level drug offenses, theft and forgery.

Assembly Bill 16 comes two years after a previous attempt by Cooper to fix what he has characterized as "unintended consequences" of Proposition 47, which law enforcement critics warned would make it harder to solve crimes. Cooper's past attempt failed in the Senate Public Safety committee in 2015.

California voters overwhelmingly approved Proposition 47, granting more lenient sentences for those convicted of crimes such as theft and drug possession and reducing those crimes from felonies to misdemeanors, removing law enforcement agencies' ability in some cases to take the genetic information of suspects arrested for felonies. Cooper's bill would not affect people who have only been arrested, and it would apply exclusively to crimes whose sentences were affected by Proposition 47. It would leave sentencing rules intact.

"DNA evidence is an essential tool for law enforcement to convict the guilty and exonerate the innocent," Cooper said in a statement. "It is indisputable that lesser public offenses of fraud, property crime and drug possession are linked to the more serious violent crimes of rape and murder. Bottom-line – AB 16 will help protect women, solve cold cases and protect the innocent."

The news conference is scheduled for 10 a.m. in Room 127 of the Capitol.

Underage Drinking Enforcement Operation Nets Five Arrests in Placerville

A “shoulder tap” operation in conjunction with Alcoholic Beverage Control resulted in five (5) arrests in Placerville this weekend.

The Placerville Police Department was awarded a grant from the Department of Alcoholic Beverage Control (ABC) in July of 2016 for nearly $60,000. As part of the grant, the police department conducts enforcement operations for underage drinking. On Saturday, March 11th, 2017, ABC agents and local law enforcement took part in a state wide operation designed to create awareness of underage drinking and also protect California’s youth while increasing public safety.

A shoulder tap operation included officers working with a juvenile decoy under direct supervision of a Placerville Police Officer while the decoy asked patrons outside a liquor store to purchase alcohol for them. This occurred at several liquor store locations throughout Placerville. If the adults agreed to purchase the alcohol for the minor, officers then arrested and cited them for furnishing alcohol to the minor. The operation in Placerville resulted in 5 arrests. The penalty for furnishing alcohol to a minor is a minimum $1000 fine and 24 hours of community service.

“This program not only reduces the availability of alcohol to minors, it also educates the liquor store owners and the public about the dangers of underage drinking, “ said Dan Drummond, Placerville Police Department’s Interim Chief. “This grant has allowed the Placerville Police Department to develop a strong relationship with ABC and increase compliance with California’s alcoholic beverage laws.”

GTUSD Students Help Those in Need

Teaching children about Community Outreach is important to our school district.  We believe that we are not only here to teach children reading, writing, and arithmetic, but to help them grow up into kind, compassionate adults, who have a great deal of empathy.

Part of the way we do this is by providing Breakfast Bags for the homeless. Sutter’s Mill Elementary School’s second-grade classes have teamed up with the El Dorado County Nomadic Shelter to deliver breakfast bags to the homeless community twice a month. These bags include bottled water (or juice), fruit, granola bars, muffins, hand warmers, hard-boiled eggs, and cheese sticks. They also include handwritten note cards of encouraging words, to let the community know they are remembered.

Conversations that are sparked by having the children put together the bags are the reason we believe this was a step in the right direction. Our students are learning there is an entire world of opportunity to be kind. No matter how “little” they may feel, they can have a BIG impact on others through kindness. In turn, the homeless community is realizing the community is paying attention, and there are people who care about them.

“When I tell the homeless community that these bags were put together by second graders, and the items were donated by their parents, their entire demeanor changes.  They slowly start to see the world in a different light, and it helps to build their self-esteem back up. Some of these stories of why they are homeless are devastatingly sad, and yes, some of it is because of their own choices, but knowing that the community cares, and takes the time to volunteer to help allows them to see a positive. Students are asked to be involved in the entire process. They are asked to choose which items to bring in, what their notes will say, and they must work together with their table-mates to put the bags together. At Sutter’s Mill, we believe in a well-rounded education, and couldn’t be more thankful to a wonderful staff that are willing to think outside the box to achieve this goal.
