Westbound Highway 50 Collapsing Near Bridal Veil Falls

EL DORADO COUNTY – Caltrans is advising motorists to expect delays on U.S. Highway 50 in El Dorado County due to the deterioration of the westbound lanes.  

The slope supporting the highway at Bridal Veil Falls, two miles east of Fresh Pond, slipped several feet last week, requiring the closure of the eastbound #2 lane. The damage has increased this week, impacting the #1 lane.  Highway 50

This section of the highway will be under one-way reversing traffic controls today as contractor Doug Veerkamp Engineering, Inc. sets up k-rail for the work site, and it will be reduced to one lane in each direction for the next few months as repair work is performed to stabilize the slope.

Motorists should check highway conditions before traveling in the mountains by using QuickMap or calling 1-800-427-ROAD. Caltrans will issue updates on Twitter and Facebook.

The Placerville California Highway Patrol office shared photos of the collapsed Hwy. 50 on Facebook.

"The damage to the W/B lanes of US 50 near Bridal Veil Falls continues to deteriorate. Caltrans District 3 is in the process of reducing E/B traffic to one lane to facilitate W/B traffic."

Highway 50 continues to succumb to the weather, with a lane collapsing near Bridal Veil Falls.

New pictures of the collapsed lane were shared by Placerville-area California Highway Patrol early Tuesday morning.

The westbound shoulder of the road began eroding on Sunday and is now completely collapsed. The number 2 lane is now buckling.

Traffic is still slowly moving through the area as the westbound number 1 lane remains open.

Caltrans is dealing with the road.

When Did Young Tech Workers Become the Enemy in San Francisco?

How did San Francisco, which welcomed newcomers for so long, decide that the tech workers flocking to it were no longer welcome? And why should those of us outside of tech care about this?

Over the past few years, tech workers have been blamed not only for the city’s worsening traffic congestion and sky-high housing, but also for undermining the city’s bohemian culture and leftist politics through their focus on commerce and money. The chief accusers have been members of San Francisco’s literary establishment, led by Salon founder David Talbot and journalist Rebecca Solnit. A part of this dispute reflects San Francisco’s provincial narcissism. But a part reflects broader themes important beyond San Francisco: the refusal of aging baby boomers to cede even part of the stage to younger creatives, and the related inability of the boomer intellectuals to recognize the creativity in tech’s new worlds of internet commerce and social media.

We might start with David Talbot, journalist and founder in 1995 of Salon, which despite its financial and editorial turmoil of recent years, was one of the pioneers of web journalism. One might think that with this background Talbot would recognize the creativity and value of the current young tech entrepreneurs migrating to San Francisco. Instead, he has made it his mission in recent years to cast them as aliens and threats to the city.

Mr. Talbot, now a columnist for the San Francisco Chronicle, regularly declares that the city doesn’t feel like home to him anymore, with the new tech millennials and their money. In a recent column, he explains that he can at least still find comfort in his Bernal Heights working class neighborhood. He contrasts his warm, supportive diverse neighborhood with the cold, homogenous tech workers who are buying up $3 million houses in the area. “Yes the new tech money is invading our oasis,” Talbot declares, “but the street still feels anchored around the committed San Franciscans who grew up here or came here following a dream that did not simply involve getting rich.”

First, as anyone who lives in San Francisco knows, this picture involves multiple misrepresentations. The neighbors he describes live secure, comfortable lives as non-profit administrators, government officials, and public interest lawyers; none is remotely working class. Further, they are not a diverse group; most hold the same politics and world views. Talbot fails to mention that he and his neighbors were the people who gentrified the neighborhood in the 1990s, and drove out the construction workers, teachers and retail clerks who previously had lived there.

Beyond these misrepresentations, though, is the bigger shortcoming: a failure to see the ways that the tech workforce is far beyond “simply getting rich” in Talbot’s phrase. Even if making money was the main goal of most tech ventures, it’s difficult to see what is wrong with this. But it’s not the main goal, in San Francisco or elsewhere. We can turn to the economic development field, in which firms are developing new approaches to business funding in inner city and rural areas, and job placement of the unemployed.

Kiva and other crowdfunding sources are developing new funding sources for entrepreneurs. Providing alternatives to traditional funding sources, these crowdsourcing platforms enable individuals to lend financial support to entrepreneurs in floundering rural economies or new businesses in inner city areas.

In the job placement fields, sites such as workpop.com, mentored.com and CareerArc are targeting low-income and vulnerable populations for job placement. Workpop.com is focusing on low-wage workers in the hospitality sector, seeking to provide a mobile platform for more effectively connecting job seekers to entry level jobs. Mentored.com and CareerArc have pilot programs to target unemployed women on the public benefit rolls and unemployed, out-of-school youth.

Other new tech ventures in San Francisco are trying to develop newer lower cost and more effective ways of providing basic healthcare or services to the homeless or urban farming opportunities. Most of these ventures, like most tech ventures in general, will be out of business in a few years, but some make genuine contributions to their fields. All have certain social goals in mind.

The San Francisco tech industry also is filled with creative enterprises in gaming and media and new forms of communications, which is what makes other attacks on tech as being a culture of isolation read as written by grumpy men and women.

Prolific journalist Ms. Solnit has been a frequent critic of tech for its alleged undermining of San Francisco’s culture and politics. In 2016, she wrote a lengthy article for The Guardian on a police shooting and death in Bernal Heights, one of several neighborhoods she sees as threatened by tech.

Though Ms. Solnit is a talented writer, she quickly turns her account of the shooting into an attack on young tech workers coming to San Francisco. The villains in the article, she is careful to emphasize, are three young white men in tech — two gay and one straight — who set in motion a chain of events leading to the shooting. She makes broad claims about police discrimination, invading white newcomers, and concludes without any explanation that “the tech culture seemed in small and large ways to be a culture of disconnection and withdrawal.”

The shooting was deeply disturbing, and the dead man and the events leading to his death call for detailed reporting, but why turn a shooting into a polemic about tech workers? Why reduce an important journalistic story to agitprop?

Further, what does it mean to speak of the tech culture as a “culture of disconnection and withdrawal”? If anything, a good deal of what is going on in tech’s social media space is trying to build new communities — new ways that people can connect based on interests, not only geography.

Talbot and Solnit and their perspective has been given the most media space, but it’s worth noting that there are longtime members of the local literary community who do not regard tech as the enemy of social activism or culture. We might close with a recent event.

A few weeks ago, a celebration was held in Mill Valley for the 70th birthday of writer and illustrator Phyllis Florin. It was an upbeat affair. Ms. Florin declared that at 70 she was entering the best stage of her life. She intended to complete her novel on her Norwegian ancestors and continue exploring new techniques in Photoshop and design.

As the attendees were local writers mainly over fifty years of age, there was the usual complaining about the traffic congestion and the out-of-control housing costs. But even though all hailed from the political left, nobody was angry or bitter about the tech industry. Just the opposite, they welcomed its emerging forms of creativity and culture.

One writer has a son in the video gaming field. Zynga, Kixeye and other gaming startups in San Francisco are providing platforms for new forms of storytelling. Another has a relative involved in a health-care startup for improved patient communication. Still another was drawing on Goodreads and other Internet book sites to publicize her new novel.

One need not be a cheerleader for the tech industry to see the creativity and social missions among young tech entrepreneurs and workers, and seek to encourage them. Even aging boomer intellectuals should be able to see this—if they can get beyond their out-of-date poses and ideologies.

The Atmospheric River no longer only describes a form of inclement weather now all-too-familiar to Tahoe — as of Tuesday, Feb. 21, it is also the name of Harrah's and Harveys Lake Tahoe's newest cocktail.

Inspired by recent storm systems moving throughout Northern California and Nevada, The Atmospheric River includes fruit juices, vodka, cognac and more to produce a refreshing adult beverage fit for the season.

"The master mixologists at Tahoe's two most popular casinos combine Grey Goose Vodka, Hpnotiq Liqueur, Cointreau, Curacao, Sweet & Sour and Seven-Up, blend it with ice and serve it up in a chilled, sugar-rimmed martini glass.

El Dorado County Educator Receives Women’s Leadership Award

IMG:  Darrien Johnson received the ACSA Women's Leadership Network Woman of the Year Award for Region 2 with Ed Manansala. 

Darrien Johnson, director of Human Resources for Rescue Union Elementary School District in El Dorado County is one of three regional winners of the 2017 Outstanding Women Leader Award by the Association of California School Administrators.

Two others were honored by the group: Solano County Superintendent of Schools Lisette Estrella Henderson; Deborah Bettencourt, superintendent of the Folsom-Cordova School District near Sacramento.

The trio will be honored April 24 at the annual Spring Women’s Leadership Conference in Sacramento.

The recipients were chosen by their region executive boards and confirmed by the Women’s Leadership Network Conference committee.

Special Weather Statement - Low Snow and Hard Freeze this weekend

...Two weak but cold weather systems to bring low elevation snow to Northern California...

A couple of relatively weak weather systems are forecast to drop southward through northern California over the next few days. The first will move through from north to south late today and Saturday. The second late Sunday through Monday. Although neither of these systems are particularly strong, they will contain cold air producing very low snow levels compared to the warmer storms of the last several weeks.

Snow levels with the first system could go as low as 1000 feet over the northern mountains to 2500 feet over the west slopes of the Sierra. This would bring snow down into the foothills. The second system will be only slightly warmer with expected snow levels 1500 feet over the northern mountains to around 3000 feet Sierra West slopes.

Snowfall amounts with the first system are forecast to range from 2-3 inches over interstate 5 in Shasta county to only 1 or 2 inches over the Sierra passes.

Snowfall amounts with the second system will be a little more ranging from 3-4 inches over interstate 5 in Shasta county to 4-6 inches over the Sierra passes.

Be prepared if traveling over the mountains over the next several days. Although snow amounts will not be large, slippery or snow covered roads are likely and chain controls may be needed with snow levels lower than experienced over the last several weeks.

Rep Tom McClintock Announces Town Hall Meeting in El Dorado Hills This Weekend

Town Hall Meeting - El Dorado Hills

McClintock is one of many members of Congress who have been encountering protests at their district offices or town hall meetings since President Trump took office just weeks ago. Most protesters have been asking members to fight the possible repeal of the Affordable Care Act, Trump's cabinet nominees and Trump's temporary entry ban on immigrants from certain countries and all refugees.  

The scene inside and outside Rep. Tom McClintock's town hall meeting early this month was at times raucous, and the California congressman ultimately was escorted out by police!  McClintock said that during the meeting, he was advised by staff that the situation outside was "deteriorating" and that it was the Roseville Police Department's decision to provide a police escort out of the building.

In an interview, McClintock said he believes there was an "anarchist element" among organizers of the protest whose purpose was to "disrupt" the meeting. "It's the first time I've ever had an police department have to extract me from a town hall, and I've done well over 100 of them in Congress," he said.

Previous to the protest, McClintock told The Times he was expecting a big crowd at the meeting.

“There’s obviously a great deal of political ferment and I suspect we’ll see a much higher percentage of left leaning people at this one than we have in the past because the times are different, but I’m kind of curious to hear what they have to say,” McClintock said.

What will happen at this upcoming meeting is unknown, but attendance is expected to be large so come early for good seats.

Scouting for Food Drive in El Dorado County

I’m writing today to raise awareness of hunger here in El Dorado County and announce the annual Scouting for Food Drive. This year we have teamed up with the El Dorado County Food Bank, which on an annual basis distributes more than 2 million pounds of food to local, less fortunate children, senior citizens and families throughout El Dorado County.

The Scouting for Food Drive is a perfect opportunity to come and give non-perishable food, which will then go to the people of El Dorado County who need it most. The scouts and I from Troop 193 will be collecting non-perishable food items on Saturday, March 4, from noon to 5 p.m. in front of Safeway located at 3380 Coach Lane in Cameron Park.

Suggestions of food items to donate are: canned tuna, canned fruits, pastas, peanut butter, canned beans, canned vegetables, 100 percent fruit juice, dried fruit, canned soups, stews, nuts and cereal (no glass, please).

One-hundred percent of the food we collect will be donated to the El Dorado County Food Bank and in turn will benefit those in need right here in our community.

Highway Reduced to One Lane with Reversing Traffic Control at Silver Fork

Caltrans is advising motorists to expect delays on U.S. Highway 50 in El Dorado County for emergency repair work in three locations.

The highway in Silver Fork between Weber Mill Road and Wildwood Way will be under daytime one-way reversing traffic controls Monday through Saturday for the next two weeks or more in order to have two new culverts installed under the highway and a drainage inlet cleared. Work started today.

A section of the #2 westbound lane in Fresh Pond will closed beginning Thursday in order to stabilize the slope off the highway. This is a four-lane section of Highway 50 and work will be performed behind k-rail.
In addition, a section of the highway at Bridal Veil Falls will continue to be reduced to one lane in each direction for the next several months as work continues to stablize the slope off the westbound side and to build a new 600-foot retaining wall, which is expected to take several months.

Doug Veerkamp Engineering, Inc., of Placerville is the contractor on these repair projects. The total cost of the repairs has yet to be determined, but District 3 has issued 45 emergency contracts related to 2016-17 major winter storm events at a cost of $63.4 million.

District 3 is responsible for maintaining and operating 1,491 center-line miles and 4,385 lane miles in 11 Sacramento Valley and Northern Sierra counties.

Motorists should check highway conditions before traveling in the mountains by using QuickMap or calling 1-800-427-ROAD. Caltrans will issue updates on Twitter and Facebook.

Charter Adult Education Inspires Students of All Ages to Reach Their Goals

The El Dorado County Office of Education (EDCOE) Charter Adult Education program provides adult learners from every walk of life with a wide range of rich learning experiences tailored to meet their unique needs. The programs have been especially beneficial for adult learners who face a variety of life challenges. One such student is Kristy Arroyo, who attends classes at the Shingle Springs Band of Miwok Indians Rancheria.  

Kristy has faced numerous obstacles in her life, including being legally deaf, as she only has partial hearing. The Tribe recently purchased Kristy a new set of hearing aids, which has greatly contributed to her progress. Kristy is determined to earn her high school diploma through the Adult Education program, which is operated by EDCOE in partnership with the Tribe. The Tribe is supporting her in reaching her educational goals.  

Kristy has an infant daughter, so she is determined to be a conscientious student and mother. “I am so grateful this time around, with a new baby, and knowing what is best for me now,” stated Kristy. “Graduating and earning my high school diploma will help me find a job and provide for my child. It has been a great benefit that the Rancheria’s Adult Education program is family friendly.”  Kristy often arrives with her baby for her individual tutoring session where she can take notes and ask questions.  Through this experience, Kristy has inspired her mother to begin working toward completing a high school diploma as well.

The Charter Adult Education program prides itself on the passion of its staff, who are committed to helping adult learners succeed in life. The teachers are fully credentialed and highly trained in supporting adult learners in reaching their dreams.  “We have a wonderful staff, who really care about helping the students reach their goals,” noted Principal Gary Sutherland. “The personalized support and the caring relationships are a huge reason for the success we are seeing across our programs.”

EID Teams Deployed to Multiple Emergency Projects

Message from the GM: Emergency Conditions and EID’s Dedicated Workers

As I write this message, EID has teams deployed addressing multiple emergency projects. Some are engaged in an emergency sewer line fix; others are cutting roads into remote hilltops to enable access to damaged flume and canal sections. Some of those flume and canal sections will only be accessible by helicopter because of their remote locations, perched on the side of high country slopes. Women and men in our headquarters and outlying facilities are working diligently to ensure materials are ordered, treatment plants are working optimally in these extreme weather conditions, and customer issues are addressed in as timely a manner as possible. 

The recent raging storms have tested EID infrastructure. The collapse of flumes and canals due to earth movement is difficult to guard against. Through our capital improvement plan, we allocate funds to rehabilitate or replace sections of our aging infrastructure before emergencies happen. We know that emergency work is often double the cost of planned construction and repairs, that’s why a robust infrastructure repair and replacement program is necessary. And we aim for that with our capital improvement program. But sometimes Mother Nature takes over, as has been the case in these opening months of 2017.

EID’s staff won’t stop until the work gets done. Like the many public safety and public service workers who have addressed landslides, road damages, and the results of damaging flood waters, EID workers strive to work safely and urgently to address our community’s needs. 

Financial Impact of Emergency Repairs

EID has received a number of inquiries from our customers concerned about how we will pay for the emergency repairs resulting from the recent extreme weather and if the emergency would trigger additional rate increases.

Although we are continuing to assess the total damages to EID’s facilities, currently there are no plans to increase rates beyond the already approved three percent per year adjustments through 2020, which represents a reduction from the previously approved 2016 – 2020 rate increases outlined in the Proposition 218 notice sent to our customers in late 2015. 

EID will utilize insurance to pay for much of the damage that falls within our coverage limits. This will help to defray a significant amount of the emergency costs. The remainder will be paid either from Federal Emergency Management Agency reimbursements or out of reserve funds.

Each year, EID staff refines our capital improvement plan to allow us to rehabilitate or replace aging infrastructure. These projects are costly and we often use low-interest bonds to finance them and spread the cost equitably across the generations of customers who will benefit from the facilities. But they are even more costly when done under emergency conditions. This is why the modest increases we have planned—which amount to an average increase of about $1.65 per month for medium water users—are so vital for the resilience of our long term capital improvement plan.

Emergencies happen. But with diligent and conservative planning and investment, EID will continue to deliver the safe and reliable services our customers rely on every day.

6th Annual Spirit of Benny Family Friendly Fundraiser

March 17, 2012 was the first "Spirit of Benny 5K Fun Run and Walk" and it raised $5000 for seriously ill children and their families in El Dorado County. In 2013 the run was expanded to include a 10K. Since then over $35,000 has been raised. The 6th Annual Spirit of Benny 10K/5K Fun Run and Walk will be March 18th, 2017 to help Make-A-Wish grant wishes right here in El Dorado County. 

The Spirit of Benny 10K/5K Fun Run and Walk is a family friendly fundraiser that supports the seriously ill children and families of El Dorado County, CA. The staging area begins at 330 Fair Lane, Placerville and continues onto the scenic El Dorado Trail. The first half is on a slow decline and the return is on a slow incline. The 10K runners begin at 8am the 5K runners at 8:15am. Money prizes for top male and female finishers as well as ribbons for top finishers by age categories. There will be live music, a raffle and free coffee.

In its sixth year, the event honors the brief but influential life of Benny Penner who died in 2010 from Battens Disease at the  age of 5. Penner’s parents, Brad and Nancy, created this event to raise funds for nonprofit agencies that serve seriously ill children and their families. This year’s beneficiary is the Northeastern California and Northern Nevada chapter of Make-A-Wish with proceeds being designated for El Dorado County residents.

Make-A-Wish grants wishes to children with life threatening medical conditions to enrich the human experience with hope, strength and joy. The Make-A-Wish Foundation is special to the Milla-Penner family as it was the recipient of an all-expenses paid Make-A-Wish vacation to Disney World during Benny’s illness; a memory they will always treasure.

Benny’s twin brother Tomas now helps his parents with the run, which has consistently grown from a few hundred runners to nearly 500. Since the first Spirit of Benny run in 2012, more than $35,000 has been raised for local non-profit agencies.

“We will always be grateful to organizations who helped us make life more bearable during Benny’s illness. We appreciate the opportunity to give back to the community while honoring our son,” said Nancy Milla, Benny’s mother and race director. “We have incredible sponsors, live music and an outstanding base of community support. It’s a wonderful family event and we look forward to selling out this year.”    

The run is a professionally timed event managed by Capital Road Race Management, offering a fun yet challenging out-and-back course on one of Placerville’s favorite running routes. There are medals and prizes for top male and female finishers as well as ribbons for top finishers by age group. Gold Country Run+Sport of El Dorado Hills is sponsoring gift cards for winners. All participants will receive a technical tee and goody bag.
