Folsom Prison has a new Warden and he is from El Dorado

According to a news release from the Governor’s Office David Baughman of Placerville has been appointed warden of California State Prison, Sacramento, in Folsom.  Sacramento State Prison, CSP-Sacramento, sometimes referred to as New Folsom, is adjacent to Folsom State Prison and to Folsom Dam.

Via Gov Brown's office: "David Baughman, 51, of Placerville, has been appointed warden at California State Prison, Sacramento, where he has been acting warden since 2016 and has served in several positions since 1991, including chief deputy warden, associate warden, correctional captain, correctional lieutenant, correctional sergeant and correctional officer. Baughman was a correctional officer at California State Prison, Solano from 1990 to 1991 and at the California Medical Facility from 1989 to 1990. This position does not require Senate confirmation and the compensation is $145,440. Baughman is a Republican."

David Baughman has been Acting Warden at California State Prison-Sacramento since April 2016.

He has served in multiple positions at CSP-Sacramento from July 1993 to April 2016, including Chief Deputy Warden and Associate Warden.

He was a Correctional Officer at Folsom State Prison from January 1991 to July 1993.

He started his CDCR career at California Medical Facility as a Correctional Officer from March 1989 to January 1991.

On April 15, 2016 Don Caddock reported that Baughman gave a tour to South Korean corrections officers and said:

"Chief Deputy Warden David Baughman explained the mission of the Level IV institution.

'We have a complex mission at CSP-SAC. Along with being a level IV institution, we also house inmates with severe mental illnesses. SAC staff is trained to be versatile and cognizant of an offender’s possible disability,' he said.

Baughman discussed the medical system, mental health and how CSP-SAC makes nearly 7,000 meals for the nearby Folsom State Prison and Folsom Women’s Facility."

Samuel Min said the South Korean delegation’s members each had 20 to 30 years of correctional experience.

"Job Skills for a New Future" Educational Series Offered

The El Dorado County Health and Human Services Agency, Connections - One Stop Program is pleased to present the “Job Skills for a New Future” educational series. The free “jSkills” educational series will provide those seeking employment or those wishing to update their employment skills with tools and strategies to assist them in handling the challenges they face.

Each session of the “jSkills” educational series will be one week long, conducted Monday through Thursday from 1:30 to 3:30 p.m. at the Connections - One Stop office, located at 3047 Briw Road in Placerville. 

Sessions in the training series will feature a different topic each week:
- January 30 through February 2, 2017 – Service Orientation
- February 27 through March 2, 2017 – Effective Communication
- March 27 through March 30, 2017 – Employability Skills
- May 8 through May 11, 2017 – Diversity in the Workplace

Participants of the educational series may attend one or all of the sessions; certificates of completion will be presented at the end of each session. The training series is offered at no cost and open to all members of the community. Seating is limited. Pre-registration is suggested.

Frank Stephens' Thoughts on Trump becoming President of the United States

If nothing else comes of his presidency but the killing off of dynastic politics and ending the media sense of self-importance, he will have accomplished much for which we can be thankful.

As citizens we have experienced one of the greatest train wrecks of election ethics in my lifetime. Perhaps with the citizen uprising that collapsed unethical party leadership in both the Republican and Democratic parties we will see a more honest leadership arise. The deep seated issue for Democrats to contend with is there is no leadership now in their seriously fractured party.

Trump’s election has demolished the mythology that Obama has been a successful President, because he obviously has not been, and if he had been successful, Hillary Clinton would have been sworn in today. But Barack Obama, who like Donald Trump lives in his own narcissistic fantasy world, left office with self-lauding propaganda lines about his administration’s lack of scandals (actually one of the most scandal ridden administrations ever).

Presidential inaugurations are wonderful events that remind the world of the inspiring success of the American experiment. For the 45th time America successfully handed over power to a new president.

History, no longer taught in our public government-funded schools, reveals that our Founders had someone like Trump in mind when they wrote the Constitution.

That a peaceful transition can happen is a miraculous thing, even if the particular proof that it can happen is unsettling in this case. Jefferson wanted a government that the people could take hold of, shake by the neck, and change when they perceived necessary. He wanted the people, not Hamilton’s elites or Adams’ aristocrats, to be the ultimate drivers of the engine of state. Trump’s inauguration shows that the author of the Declaration’s vision still lives.

Too many Democrat politicians, celebrities, and activists are being ugly and irresponsible in their reaction to Trump’s election.

As Anderson Cooper asked regarding John Lewis’s declaration that Trump was not a legitimate President, how does this help? Well, it helps in one way: it marks Lee and those like him as every bit as cruel and intolerant as they claim Trump to be. It also diminishes their ability to have meaningful influence on the administration, and alienates members of the public who regard intentional divisiveness as the mark of the undemocratic—the nascent totalitarians.

Today, Donald J. Trump became President.

Discover the S.T.A.Rs (Sheriff’s Team of Active Retirees)

The El Dorado County Sheriff’s Office would like to invite you to apply for the upcoming S.T.A.R. academy being held March 27-April 7th, 2017. The academy training hours are Monday-Friday from 8am – 12 noon. The academy will conclude with a formal uniformed graduation on Friday, April 7th, 2017.

S.T.A.R.s are the “eyes and ears” of the sheriff's office. They patrol El Dorado County in specially marked vehicles, check on homes while the owners are on vacation, assist with neighborhood watch and YANA (You Are Not Alone) programs. S.T.A.R.s also assist with parking and traffic control, as well as monitoring the area and “showing the colors" at community events.

To qualify for the S.T.A.R. program, applicants must be 50 years of age or older, have a good driving record, no criminal history, a physical clearance from a doctor, and pass an interview. Mandatory participation requirements are: Volunteer a minimum of 16 hours per month, attend monthly meetings, purchase a uniform, and attend the Sheriff’s Office Citizen’s Academy within 18 months of becoming a S.T.A.R.

Interested participants may contact the S.T.A.R. office at (530) 621-7545 for more information or download an application from the EDSO website. Application deadline is February 24, 2017.

CCAC announces New Mini-Grants for Camino

Applications for the 2017 Mini-grants are now available. The deadline for submission is noon on February 28, 2017. 

Eligible projects are those serving Camino that are involved in one or more of these areas:
- Serving Camino School and/or local children
- Increasing the beauty or safety of our community
- Fostering arts or entertainment
- Enhancing historical or cultural opportunities
- Providing recreational or outdoor opportunities

Applicants can request up to $1000.00. The deadline for this round of mini-grants is February 28, 2017 at noon.

Opinion - We Don't Have to March to Prove Our Worth or Power

I am not a "disgrace to women" because I don't support the women's march.

I do not feel I am a "second class citizen" because I am a woman. I do not feel my voice is "not heard" because I am a woman. I do not feel I am not provided opportunities in this life or in America because I am a woman. I do not feel that I "don't have control of my body or choices" because I am a woman. I do not feel like I am " not respected or undermined" because I am a woman. 

I AM a woman. 

I can make my own choices. 

I can speak and be heard. 

I can VOTE. 

I can work if I want. 

I control my body. 

I can defend myself. 

I can defend my family. 

There is nothing stopping me to do anything in this world but MYSELF. 

I do not blame my circumstances or problems on anything other than my own choices or even that sometimes in life, we don't always get what we want. I take responsibility for myself. 

I am a mother, a daughter, a wife, a sister, a friend. I am not held back in life but only by the walls I choose to not go over which is a personal choice.

Quit blaming. 

Take responsibility. 

If you want to speak, do so. But do not expect for me, a woman, to take you seriously wearing a pink va-jay-jay hat on your head and screaming profanities and bashing men. 

If you have beliefs, and speak to me in a kind matter, I will listen. But do not expect for me to change my beliefs to suit yours. Respect goes both ways. 

If you want to impress me, especially in regards to women, then speak on the real injustices and tragedies that affect women in foreign countries that do not have the opportunity or means to have their voices heard. 

Saudi Arabia, women can't drive, no rights and must always be covered. 

China and India, infantcide of baby girls. 

Afghanistan, unequal education rights. 

Democratic Republic of Congo, where rapes are brutal and women are left to die, or HIV infected and left to care for children alone. 

Mali, where women can not escape the torture of genital mutilation. 

Pakistan, in tribal areas where women are gang raped to pay for men's crime.

Guatemala, the impoverished female underclass of Guatemala faces domestic violence, rape and the second-highest rate of HIV/AIDS after sub-Saharan Africa. An epidemic of gruesome unsolved murders has left hundreds of women dead, some of their bodies left with hate messages.

And that's just a few examples. 

So when women get together in AMERICA and whine they don't have equal rights and march in their clean clothes, after eating a hearty breakfast, and it's like a vacation away that they have paid for to get there...This WOMAN does not support it."

Community Action Council Seeks New Member

The Community Action Council of El Dorado County is seeking an individual or agency to represent the interests and concerns of low-income people/families living in El Dorado County, with special attention on housing, nutrition and low-income program needs. The El Dorado County Community Action Council is looking to fill a vacancy on the Council within the Low-Income Sector Membership category. The Council meets monthly in Placerville.  

The Community Action Council acts in an advisory capacity to the El Dorado County Board of Supervisors and the El Dorado County Health and Human Services Agency about the needs of the community on issues relating to human services for low-income residents of the County. The Council provides an avenue for collaboration of local government, private organizations and citizens in serving the most vulnerable populations. Community agencies that serve El Dorado County low-income residents are encouraged to apply for membership. This is a volunteer, unpaid position.

Tahoe Transportation District Suspends Operations Due to Severe Weather

Due to current and expected weather and road conditions, ALL Tahoe Transportation District transit services are suspended as of noon today, Sunday, January 22. This includes ski shuttles, demand response services, express and local routes.

All services will continue to be reassessed dependent upon conditions and updates will be posted.

Dangers Associated With Heavy Snow Loads on Roofs

The City of South Lake Tahoe's Building Division is providing the following information to assist homeowners and commercial property owners in assessing potential hazardous conditions due to the snow load on their properties.

The substantial amount of snow and rain that has fallen in the month of January can create unusually heavy loads on roofs. The snow can act as a sponge absorbing rain, becoming increasingly heavy and posing unexpected stresses to roof structures. In some instances, the risk posed by accumulated snow may be mitigated by safely removing snow from roofs of both commercial buildings and homes. Flat and low pitched roofs, most often found on industrial buildings, are at greatest risk of buckling under heavy snow and ice accumulations. Lower roofs, where snow accumulates from higher roof areas are also vulnerable to damage and collapse. Also, some commercial properties have sections dedicated to the storage and display of seasonal merchandise protected only by light-weight, corrugated metal roofs that are likely not able to sustain excess snow loads. Finally, air-inflated structures that protect athletic fields or similar facilities may be susceptible to increased roof loads imposed by accumulated snow. The following information is provided to help recognize potentially hazardous situations and provide guidance on removing snow from rooftops to minimize the risk to roofs and structures due to accumulated or drifting snow.  

  Tips for removing snow and ice from roofs and other areas 

DO’s

  • Use a snow rake for pitched roofs (available at most hardware stores) to remove snow from your roof.
  • Start from the edge and work your way into the roof.
  • Try to shave the snow down to a 2 or 3 inches on the roof instead of scraping the roof clean, which will risk damage to your shingles or other roof covering.
  • Keep in mind that any metal tool could conduct electricity if it touches a power line.
  • Also, metal tools will do more damage to your roof.
  • Shovel snow from flat roofs throwing the snow over the side away from the building.
  • Most plastic shovels are better, except for the ones with curved blades—those too will do some damage toy our roof.
  • Remove large icicles carefully if they're hanging over doorways and walkways. Consider knocking down icicles through windows using a broom stick.
  • Wear protective headgear and goggles when performing any of these tasks.
  • Consider hiring professionals to do the job. The combination of heights plus ice makes this one of the more dangerous house chores.
  • If you don't hire professionals, at least have someone outside with you in case anything does go wrong
  • Keep gutters and drains clean, free of ice and snow and keep downspouts clean at ground level.
  • Tips for removing snow and ice from roofs and other areas 

DON’T’s

  • Unless approved by a registered professional engineer, don’t add your weight or the weight of equipment to the roof.
  • Don’t use electric heating devices like hair dryers or heat guns to remove snow and ice.
  • Don’t use open-flame devices to remove snow and ice. 
  • Don’t use a ladder until after it is inspected to clear any ice that tends to build up on ladder rungs is wiped clean; and check boots and shoes for ice buildup before climbing the ladder. 

How to Recognize Potentially Hazardous Snow Load on Roofs

  • Sagging roofs
  • Severe roof leaks
  • Cracked or split wood members
  • Bends or ripples in supports
  • Cracks in walls or masonry
  • Sheared off screws from steel frames
  • Sprinkler heads that have dropped down below ceiling tiles
  • Doors that pop open
  • Doors or windows that are difficult to open
  • Bowed utility pipes or conduit attached at ceiling
  • Creaking, cracking or popping sounds

Other Safety Tips for Property Owners

Make sure smoke alarms and carbon monoxide detectors are working.

Check outside fuel and dryer exhaust vents, making sure that they are not obstructed by snow or ice. Never use cooking equipment intended for outside use indoors as a heat source or cooking device. Never use your oven for heat.

Clear snow away from furnace and dryer exhaust vents to prevent carbon monoxide poisoning.

Ice dams can cause major damage to a home or building. Ice dams occur after a heavy snowfall, followed by several days or even weeks of very cold weather. An ice dam is a wall of ice that forms at the edge of the roof, usually at the gutters or soffit. When it forms, the water backs up behind the ice dams and creates a pool. This pool of water can leak into your home and cause damage to your walls, ceilings, insulation and other areas.

Space heaters need space, so use them in a 3-foot circle of safety; free of anything that may catch fire. Space heaters are not designed to replace your central heating system; they are only designed to provide a little extra heat on a temporary basis. So be sure to turn them off when you leave room or go to bed at night.

Clear snow away from downspouts so water has a place to go.

Do not be tempted to use a heat gun or open flame torch to melt the ice; the risk of starting a fire is huge.

Also, please remember to shovel-out fire hydrants in\around your area in case of emergency. 

According to meteorologists, a foot of snow can weigh between 12 to 18 pounds

Trump's Arrival Shakes Washington D. C. with "Why Change" Attitude

A brave new world. 
The new abnormal.

Whatever the phrase of choice, one thing is clear: The Donald Trump presidency is unlike any other we have seen.

The first days of the new administration have put the final nail in the coffin of the idea that a New Trump is about to emerge, more conventional than the man the nation has seen since he descended a Trump Tower escalator in June 2015.
 
There is no New Trump. From his perspective, why should there be? 

He has long been the subject of ridicule from media outlets and Beltway pundits due to his controversial policy proclamations, his penchant for punching back at every slight and his reckless Twitter habit.

Consider the results.

He won the world’s most prestigious elected office in his first attempt. He did so by vanquishing a woman with a quarter-century of experience in national politics and two popular presidents on her side. And his success has forced his critics, both inside the GOP and beyond it, to eat humble pie.

Yet there is another side, too. Trump enters office as the least popular new president since polling began. He is in a self-declared war with the media. Demonstrations against him on Saturday drew millions to the streets across the United States.

The reality — that Trump is Trump, and always will be — is something with which Republicans, Democrats and the media alike are grappling. Each group has its own sense of dislocation.

Republicans

The GOP is buoyed by Trump’s victory and the prospect of finally being able to get legislation passed after eight years of President Obama. 

But some in the party fumble for their bearings when the new president ’s unpredictability strikes — as when he told The Washington Post that there would be “insurance for everybody” even after the Affordable Care Act is repealed or when he sniped at House GOP lawmakers for making the gutting of an ethics body one of their first orders of business. They swiftly backtracked.

Percolating behind the scenes, but mostly unheard in public, is the sense that getting too close to Trump could backfire down the line. “There were, and still are, a lot of Republicans who have reservations about Donald Trump from both a personal and political perspective,” said Dan Judy, a GOP strategist whose firm worked for the 2016 presidential campaign of one of Trump’s Republican rivals, Sen. Marco Rubio (Fla.).

“In the campaign, you saw a lot of Republican candidates for the Senate and for the House who said explicitly in the final weeks that they were going to be a check and balance, when needed, on whoever was elected president,” Judy said. “Not many said ‘Trump’ directly, but it was implied.”

Democrats

Democrats took heart from the huge turnout for the Women’s March on Washington and its sister rallies over the weekend. 

They point to Trump’s historically low approval ratings as further evidence that he lacks the moral authority that new presidents typically enjoy. But when it comes to legislation, Democrats are looking into a dark night. Evicted from the White House and in the minority in both House and Senate, they have no legislative levers with which to thwart a president they detest. 

The new Senate minority leader, Charles Schumer (D-N.Y.), told NBC’s “Meet the Press” on Sunday, “You are going to see a really sharp-edged, bold and Democratic economic plan that’s going to help us at the same time that President Trump is floundering.” But will those proposals be infused with enough of the kind of populism that powered Trump’s victory? 

Some in the party warn that it is easy to cull the wrong lessons from the presidential election, given the highly unusual outcome — defeat for a Democratic nominee who won almost 3 million more votes than her Republican counterpart.

“You have to be a little careful here, because it is too easy to jump to conclusions on this,” said veteran Democratic strategist Robert Shrum. “Democrats should have a mantra, and it’s a pretty simple mantra: ‘Stand for what you believe in. Stand with him when he’s right — maybe on infrastructure. Stand against him when he’s wrong.’ ”

The Media

If the depth of Trump’s challenge to the media was not clear before now, it became so on Saturday, Trump’s first full day in office. The new president spoke at CIA headquarters of being in “a running war with the media.” His press secretary, Sean Spicer, then went to the White House lectern and let loose with several factually false statements. His performance earned the most mendacious rating possible in a Washington Post fact check and launched the mocking hashtag #SpicerFacts on Twitter.

Team Trump has made clear that it will adopt an unusually aggressive posture toward the press. When Trump counselor Kellyanne Conway came under vigorous questioning from Chuck Todd on “Meet the Press” and asserted that Spicer’s false claims were merely “alternative facts,” she also warned Todd that the administration might have “to rethink our relationship.”

The media must not be cowed by its critics in the administration or beyond it. “When someone uses the term ‘alternative facts,’ it just cannot be left there to stand,” said Margaux Ewen, the advocacy and communications director for Reporters Without Borders, North America.

At the same time, the press would only taint itself if it was drawn into the “war” Trump has declared, rather than covering the administration with rigor and fairness.

“I don’t think that the press should go into anything regarding the White House as its enemy,” said Ewen. “The way to go forward is to retain the traditional role of the press. … The media is meant to play a watchdog role.”

Trump’s inauguration has thrown Washington out of whack. For the moment, the whole town is struggling to find its footing.

Sierra Nevada Recalls IPA, Pale Ales Because of Broken Glass Risk

Craft beer maker Sierra Nevada has announced a voluntary recall of several types of its beers because of a packaging defect that could cause glass pieces to break and fall into bottle.

The recall covers over 36 states and applies to eight different types of Sierra Nevada's craft beers, including its popular Pale Ale, Torpedo Extra IPA and Sidecar Orange Pale Ale.

The recall comes after quality inspections at the company's Mills River, North Carolina, brewery detected a very limited number of bottles with a flaw that may result in loss of carbonation and a small piece of glass to break off and possibly fall into the bottle.

The company said although the risk factor of the faulty packing is roughly 1 in every 10,000 of bottles, Sierra Nevada decided to take this precaution to ensure the safety of consumers.

The company has not received any reports of injuries resulting from the potentially affected bottles.

The recalled beer bottles were packed between December 5, 2016, and January 17, 2017 and have a brewery code of "M" on the label.

Sierra Nevada has stopped distribution of the impacted beer and is working with distributors and retailers to remove the recalled beer from shelves.
