Tahoe Regional Planning Agency Celebrates 50 Years

The year was 1969. And what a year it was. On July 20, 1969—the Viet Nam War was raging—American Neil Armstrong became the first person to set foot on the surface of the moon. For much of the decade, America and indeed the world had been mesmerized by the space race.

The end of the decade brought us the music festivals of Altamont and Woodstock. The hippie counterculture movement was at its zenith, and Elvis was still in the building. The iconic Boeing 747 made its inaugural flight from Seattle to New York City. And the Beatles performed for the last time in public on the rooftop of Apple Records in central London. What a year.
 
As the sixties drew to a close, there was another momentous occasion marking the end of the decade. In December 1969, President Richard Nixon signed into law the bi-state compact creating the Tahoe Regional Planning Agency. The compact came about as California Governor Ronald Reagan, Nevada Governor Paul Laxalt, and others raised fears that overdevelopment was threatening to destroy Lake Tahoe.

Fifty years later, TRPA remains dedicated to protecting and preserving Lake Tahoe’s natural environment. Looking back, we’ve proven that by working together collaboratively,  protecting the natural treasure that is Lake Tahoe is indeed possible.
 
During the agency’s infancy, we worked to curb runaway growth inside the basin, halting unchecked development that was threatening Lake Tahoe’s famed water clarity. Science was proving that Tahoe’s clarity was declining as development continued unabated, paving over wetlands that once filtered polluted stormwater runoff. In the early 1980s, a federal judge issued a moratorium on nearly all development inside the basin that lasted close to three years as the agency developed the first regional plan through a consensus process.
 
The following decade, President Bill Clinton called Lake Tahoe a “national treasure that must be protected and preserved.” And in 1997, Clinton and Vice President Al Gore convened the first Lake Tahoe Summit, and out of that was born the Environmental Improvement Program (EIP). In the intervening years, Environmental Improvement Program partners—now numbering more than 80 federal, state, local, and private entities—have invested more than $2 billion in nearly 700 lake-saving projects. These projects have helped stabilize the lake’s clarity loss, improved mountain streams, enhanced forest health, and built bicycle and pedestrian paths.

In 2012, with the most recent regional plan update, TRPA embraced the idea of environmental re-development. We discovered a pathway that addressed the development mistakes of the past by restoring sensitive lands. This path allowed for new investments in our communities that benefit the economy while also helping to protect and restore the environment.
 
So, this December is special for many reasons. The holidays bring us together. Families and friends reunite and celebrate the bonds that tie, and communities come together to celebrate the season and what it means to people of differing faiths, beliefs, and backgrounds. There is a spirit of generosity and giving that is palpable.
 
The holidays are also a time of reflection. As TRPA celebrates 50 years since our inception, we reflect on our mission. And we reflect on our failures as well as our successes. As Winston Churchill said, “Success is not final, failure is not fatal: it is the courage to continue that counts.” One of the most significant things we’ve learned over 50 years is that we are more effective as an agency when we work as conveners and collaborators. Silos are for grain, not good governance.
 
It’s the next 50 years where the hard work of protecting Lake Tahoe continues. The mountainous challenges that we face— climate change and adaptation, transportation and tourism, affordable housing, and social justice to name a few—are in and of themselves daunting. And we won’t find solutions to those challenges by shrinking from them. Lake Tahoe has always inspired bi-partisanship. Because on both sides of the aisle, we see a treasure that’s worthy of taking care of for future generations.

Former Sheriff Hal Barker endorses Ray Nutting for Supervisor

Cameron Park, CA – Popular former Sheriff Hal Barker endorsed Ray Nutting for County Supervisor in the crowded District II race. The endorsement came to the delight of over 100 enthusiastic local residents gathered to show their support for Ray Nutting’s bid for re-election at the Snooty Frog.  Nutting, the author of El Dorado County’s term limit ordnance, is seeking to serve again on the Board of Supervisors after taking several years off from Board service.

     “I’m here tonight to tell you why I am supporting Ray Nutting,” explained Sheriff Barker, “when I was sheriff and needed something from the Board of Supervisors Ray was the one I could count on”. 

    “Ray Nutting has always done a great job advocating for the interests of law enforcement and first responders,” continued Sheriff Barker, “Ray delivered on his promises to upgrade the Sheriff’s Office and improve our fire protection”. 

    “With today’s soft on crime attitude dominating policy from the State Capitol,” declared Sheriff Barker, “we need Ray Nutting back on the Board of Supervisors to support our great Sheriff who is doing a fantastic job”.  

     Ray Nutting earned his Bachelor’s Degree in History and Criminal Justice from Sacramento State University in 1989, followed up with a California Teaching Credential in 1990, and now manages and lives on his family ranch in Happy Valley with his lovely wife Jennifer and youngest son Chase. Dead Tree Industry Dying Quickly in California

Another local newspaper is dead.  The Martinez News-Gazette is finally giving up the ghost.  One of the six remaining employees is among those losing her job—she is 93 years old.

“First established in 1858, just eight years after California became a state, the paper will print its final issue on Sunday, Dec. 29, ending a 161-year run covering the county seat of Contra Costa. The issue will feature the contributions of longtime reporters and columnists, underscoring the paper’s deep involvement in the community, Jones said.

“We’re trying to find a way to do [the paper] justice,” Jones said. “We don’t have the staff, we don’t have the tools, if you will, to give it a big send off.”

The paper, run by six staffers, has continued to publish on a biweekly basis despite years of cutbacks and diminishing resources. Its single news reporter works only part time, and it hasn’t had a sales representative for over a year.  Barbara Cetko, 93, has been working at the News-Gazette for nearly 40 years. She’s among a small handful of staffers still at the paper as it prepares to publish its final issue on Dec. 29.”

Papers like the Times, Bee or any variety, chronicle have lost hundreds of thousands of readers in the past ten years.  The credibility of the news and opinions are as high as a Saturday Night Live news report—and just as credible.  At least SNL admits they are joking.  This was not a murder—it was a suicide. 

Oh, the last copy of the L.A. times I saw, a few days ago had a main section fo 12 pages—and that included the opinion section.  The paper was thin enough to no longer be dropped in the driveway—it can be pushed under the door.  Oh, it is now headquartered in El Segundo.

After 161 Years, an Era of Local News Ends in Martinez

The Martinez News-Gazette has been publishing for so long, it once sent a reporter to cover the Civil War.

Now, one of California’s oldest-running newspapers will meet the same fate of hundreds of other local news organizations throughout the country, and shutter its newsroom before year’s end.

“Not to pat ourselves and say we’re winning Pulitzers, but we are covering those issues that nobody else is covering at all,” said Rick Jones, managing editor of the News-Gazette. “Anything happening now, unfortunately, it’s not going to be covered. That’s the news hole.”

“You’re not replacing reporters that leave, you’re not hiring an ad guy, you’re not putting any money at all into the paper,” said Jones. “The writing was on the wall. We all knew it was a matter of time.”

Longtime subscribers were saddened and shocked by news of the paper’s closure. Since the announcement was made, a number of residents have come into the office asking how it might be saved, Jones said.

Gibson Publishing, which owns the News-Gazette and the now-shuttered Rio Vista News-Herald, does not appear interested in selling the paper, he added. The company did not respond to a request for comment.

“I think it’s sad for the city,” said Barbara Cetko, 93, who has worked for the paper for nearly 40 years and now documents legal notices. “The paper was always meant to be, as I understood it, a local newspaper. Local news, local doings, local happening. And the people really wanted it that way, and they’re going to miss it.”

The paper’s closure comes as Martinez, a suburban East Bay city on the edge of the increasingly unaffordable Bay Area, confronts big decisions about its own growth and development. In 2018, the city switched from an at-large voting system to one with four council districts, raising questions about how the new maps would be drawn and how the community would be sliced up and represented. This year, Martinez also took a major step toward bringing the cannabis industry into the city. Affordable housing, too, has become a major issue, particularly in light of the county’s dramatic spike in homelessness in recent years.

The paper recently published a survey asking community members for ideas about how to create an online news site to at least partially fill the imminent void in local coverage.

“The activity is going to be here,” Jones said. “It’s gonna be right in the heart of downtown. It’s just, who’s going to cover it?”

Registrar urges Voters check their mail and maybe re-register

Bill O’Neill, El Dorado County’s registrar of voters, is alerting voters who receive a mailed postcard from the El Dorado County Elections Department indicating they are registered as a No Party Preference voter that they may have to re-register.

“We are confident our mailing list of NPP voters is accurate, however, some voters may have had their party preference unknowingly changed as a result of automatic voter registration through the California Department of Motor Vehicles,” O’Neill said.

O’Neill does not know how many voters may have had their party preference changed, but since his office has mailed approximately 30,000 postcards last week, he is urging everyone who receives a postcard to check their party registration and, if they are listed as NPP in error, to re-register with their preferred party so their records are updated before the March 2020 primary.

In 2018 the Department of Motor Vehicles launched its Motor Voter program whereby any qualified voter transacting with the DMV for issues such as updating a driver’s license, ID card or change of address had the option to register unless that person opted out. Some voters may have inadvertently had their party registration changed if they skipped the party preference question. This caused their preference to default to NPP, even if they had previously been registered with a different qualified political party.

Regular registration for the March primary ends Feb. 18, 2020. After that voters may register or re-register at the Registrar of Voters Office or any Vote Center and cast a conditional voter registration provisional ballot; however, the process is streamlined if registration occurs before the Feb. 18 deadline.

“I urge voters who had their party preference changed to NPP to make the needed adjustments no later than the beginning of February to best ensure they receive the ballot of their choice,” O’Neill added.

Voters can check their registration status by visiting voterstatus.sos.ca.gov.

Early voting at the Registrar of Voters Office will begin on Feb. 3; Vote Centers will open beginning Feb. 22. These new Vote Centers are a central part of the new Voter’s Choice Act being introduced to El Dorado County voters in 2020. Under VCA every voter receives a vote-by-mail ballot along with more days and more ways to cast their ballot at the Vote Centers.

Completing the postcard or voting a crossover ballot does not change a voter’s registered party affiliation. Voters who complete this postcard will continue to be registered as No Party Preference and will have an opportunity to request a crossover ballot in each future presidential primary election.

All requests for new ballots to be mailed must be received not later than Feb. 25, 2020.

Commentary: Why are political campaigns called "RACES" and those in it are "RUNNING" for an office?

Like a good footrace: (I used to run marathon but a good start always gives advantage, even in the log runs)

1) You run the course, in your mind, hundreds of times, over and over, and then more... If you can pre-run the course as practice, better. Have run that course in competition before? You have even greater advantage;

2) In advance, strategize the best route including how to outmaneuver the other runners;

3) As the "Official" starting time approaches you walk up to the Blocks, in a full sweat and your heart racing - You have been "starting" this race in many ways already so you are already sweating...;

4) You load into the Blocks, testing your traction, moving to adjust here and there, bunching up those well-practiced muscles, and when the deadline comes (starting gun fires) you EXPLODE off the blocks into a full out RUN, immediately;

5) Then you RUN as fast as you can, as far as you can, as long as you can, and without any break until that last vote is cast!

If you have run in a footrace, a political race, or even opened your own enterprise, you know this is how a good start is made. A good start is a Head start and that can be of GREAT importance.

If you see that your candidate is off to a poor start, it will be a very hard race for that candidate as they have ground to make up, and a very short time to do it.

And that is why every political campaign is a political Race.  And why those in it are, Running all of the time.

Hat Tip to those that RUN this kind of race. It is arduous in ways most will never know.

After 50 years of Forest Management Laurence Crabtree returns to Big Valley

Eldorado National Forest Supervisor Laurence Crabtree announced that he will retire Jan. 6, 2020, completing a career that spanned 50 years.

Crabtree graduated from Clearwater Valley High School in Kooskia in 1971.

When asked about his most important accomplishments, Supervisor Crabtree said, "I've been fortunate to be surrounded by smart, capable, hardworking folks who understand what it means to be a civil servant.”

Regarding a specific highlight, he added, "I think one of the most inspiring moments for me was when we dedicated the Olympic Training Center at Echo Summit as a California Historical Landmark."

"The United States Track and Field Team dominated in the 1968 Olympics, and part of that history was here on the Eldorado National Forest. Meeting the athletes who had the courage to bring international attention to civil rights was an incredible honor," he reflected.

Crabtree has collaborated with many state and local agencies, tribes, private industry, environmental groups, researchers, and recreationalists alike. Under his leadership, the Eldorado was the first national forest to have a Good Neighbor Authority agreement with CAL FIRE; the first to accomplish projects under a Master Stewardship Agreement with the National Wild Turkey Federation; and a primary partner with Sierra Pacific Industries to reduce the risk of wildfire to California spotted owl habitat.

Beginning as a teenager in 1969, Crabtree worked in a youth employment program on the Clearwater National Forest in northern Idaho, followed by a series of seasonal positions as a firefighter and timber cruiser, and as a forester for the Colville Confederated Tribes in Washington. He then worked 20 years on the Lassen National Forest as a District Timber Management Officer and District Resource Officer. In 1999, he was promoted to District Ranger on the Humbolt-Toiyabe National Forest, where he led the consolidation of the Austin and Toponah Districts. In 2003, he transferred to the Modoc National Forest where he held District Ranger positions on the Big Valley and Doublehead Districts, eventually working to consolidate them. From 2011-2013, he served as Deputy Forest Supervisor on the Plumas National Forest. The culmination of his career has been to serve as Forest Supervisor of the Eldorado National Forest for the past 6 ½ years.

Growing up on a ranch, Crabtree learned about land management and began exploring the outdoors at an early age. Among his forestry accomplishments are his contributions to the field of entomology. He is the author of "Discovering the Butterflies of Lassen Volcanic National Park" (1998); he rediscovered a rare moth in the Sierras which had not been seen for 140 years; and he discovered a new moth in Nevada, that was named Pelochrista crabtreei in recognition of this achievement.

Looking ahead, Crabtree will have more time for his personal outdoor interests and sharing them with others including his five grandchildren and two great-grandchildren. He and his wife, Denice, plan to return to Big Valley in Modoc County where they have had a home for many years.

South Lake Tahoe Police need your help solving murder investigation

Police say a suspicious death off of Lodi Ave. was murder and they're looking for anyone with information to come forward. 

On December 16th, 2019 at approximately 11:52 am, South Lake Tahoe Police got a call about a dead of a possible dead man in the 1000 block of Lodi Ave. When officers arrived, they found the 61-year-old Jorge Lemus Campos dead inside his home. 

The investigation into Campos’ death began immediately.  On December 17th, Sacramento County Medical Examiner conducted an autopsy and ruled his death a homicide caused by blood loss resulting from blunt force trauma.  Details are not being released at this time as this is an active investigation.  SLTPD does not believe there is any threat to the community at this time. 

Anyone with information is encouraged to call the South Lake Tahoe Police Department Detective Division at 530-542-6100 or they can remain anonymous by calling Lake Tahoe Secret Witness at 530-541-6800.

EDSO "Badges and Books" Children's Event

El Dorado County Sheriff's Office - "We will be holding our next Badges and Books event on Wednesday... Deputy Fontana and his K9 partner will be reading, doing crafts and providing hot chocolate. We can't wait to see you there!"

This program brings uniformed Law Enforcement officers into the community to build a strong relationship with children by interacting and answering questions.  The goal being that future generations of this community will be comfortable interacting with emergency responders in every capacity.

Often when children are exposed to police officers, it is during a time of stress or tragic experience as officers respond to emergency calls for service. During the chaos, there is not much time to build rapport with the youth on scene,” said SLTPD Officer Traci Trapani. “The community storytime is a chance for children to get to know our officers in a fun environment with time to ask officers questions.”

This is a Free Public event.
