New Ray Lawyer Drive Park-and-Ride Opening

Diamond Springs, CA, October 25, 2019 – The El Dorado County Transit Authority (El Dorado Transit) will begin commuter bus service to the new Ray Lawyer Drive Park-and-Ride in Placerville on Monday, November 4, 2019.
 
The new park-and-ride was built as a piece of the Western Placerville Interchange Project that is being constructed by the City of Placerville. The ribbon cutting ceremony will be held at the site by the City of Placerville on Tuesday, October 29, 2019 at 12:00 pm. 
 
The location of the park-and-ride near the intersection of Ray Lawyer Drive and Forni Road gives buses uncomplicated access from the freeway. El Dorado Transit will discontinue the agreement with the El Dorado County Fairgrounds to use the upper parking lot as a park-and-ride. The new park-and-ride has approximately 150 parking spaces, giving the community bus service, carpool, vanpool and the bike trail parking.

EID Customers - During Power Outages, Please Conserve Water Even If You Don't Lose Power

There is an increased likelihood of a third PG&E Public Safety Power Shutoff event beginning Saturday, October 26 that could extend for a period of several days. Please help us keep services flowing by conserving water during the PSPS event, even if you don't lose power.

PGE-PSPSAccording to the most recent messages received from PG&E, there is an increased likelihood of a third PG&E Public Safety Power Shutoff event beginning Saturday, October 26 that could extend for a period of several days.

As with previous PG&E PSPS events, EID’s ability to provide water and wastewater treatment to our customers may be affected. Although many District facilities have backup power, it is limited to only meet minimum public health and safety needs. Your water will continue to be safe to drink as water quality will be unaffected by the power outage.

Once again we are asking all customers throughout EID’s service area to be prepared to discontinue any non-essential water usage once PG&E shuts off power, including outdoor irrigation, running dishwashers and clothes washers, and car washing. This will help us ensure drinking water supplies and sanitary sewer services are adequate to maintain basic health and safety level service to customers throughout the duration of this event. Leading up to the anticipated PG&E PSPS event, customers are encouraged to maintain water usage for typical needs.

Even if your specific location does not lose power during PG&E’s PSPS event, key EID facilities providing your drinking water and/or sewer services from substantial distances away are likely impacted.  In some cases this may be as much as 25 miles. Therefore, we are once again asking for everyone’s help to minimize the potential for disruptions to your service. An easy way to help out during the power outage is to simply turn off all outside irrigation until the PSPS event is over.

During the two previous PG&E PSPS events this month, our customers worked together to conserve and avoid any disruptions to water and/or sewer services. Your continued help and understanding during these events is greatly appreciated and will enable us all to weather the upcoming power outage. Due to our customer’s positive response in association with the PG&E PSPS events, the District is confident in our customers’ understanding of these requests and the next message you should receive from the District will be the lift of conservation should PG&E move forward with the PSPS event.

A strong but dry storm system will move south through northern California Saturday night and Sunday. This system will cause strong and potentially damaging North to East winds over much of interior California including the Delta, portions of the mountains and foothills. EDC school leaders educate Gov. Newsom on PSPS impacts

On Thursday, October 31, Governor Gavin Newsom and State Superintendent of Public Instruction Tony Thurmond visited El Dorado County and Blue Oak Elementary School to learn about the impacts of the recent PG&E Public Safety Power Shutoffs (PSPS). Gov. Newsom and Superintendent Thurmond met with El Dorado County Superintendent of Schools Dr. Ed Manansala, Buckeye Union School District (BUSD) Superintendent Dr. David Roth, and several BUSD officials to hear first-hand about the challenges that school officials encounter when making decisions regarding school closures. 

Throughout October, PSPS events disrupted nine school days, during which time up to 38 different school sites were unable to open, resulting in a loss of 201 instructional days. County Superintendent Manansala explained, “These uncertain circumstances place hardships on students and families, and we are grateful for their understanding and patience. Our 15 school districts are extremely diverse in terms of size, student population, geographic location and elevation level. School closure decisions are made at the local district level, and school officials consider many factors including safety, security, health (medication storage), heat, well water, food storage, ability to cook meals, sewage systems, access to generators and communication systems. Many districts endured multiple days without power and remained closed, lacking the resources to operate safely under these conditions. I am proud of our educational leaders who are working tirelessly to manage these uncertain circumstances.”

On Monday, October 28, BUSD did not have electricity at three schools – Blue Oak Elementary, Buckeye Elementary, and Camerado Springs Middle School – and district officials took measures that allowed them to open for class during the single, school-day power outage. At a press conference held at Blue Oak Elementary School, Superintendent Roth explained, “My team has joined me today – Board President Brenda Hanson-Smith Ph.D., Assistant Superintendent of Administrative Services Jackie McHaney, Blue Oak Principal Rachelle Ball, Camerado Springs Principal Doug Shupe and Facilities Director Brian McCahon. Over the weekend, we received word that three sites would be without power this last Monday, so with my committed leadership team, we swung into action and began planning on how we might open those sites. Our first consideration was student and family safety including the implementation of on-foot fire watch patrol and generators to keep telephone lines operational. Other considerations included communication with families, food availability, lighting and more.”

Gov. Newsom addressed reporters and acknowledged the indirect consequences of lost classroom time, “Schools are not just places of learning, it’s about a different maturation. It’s about a different connection to one another, and any disruption to that has a real impact on children.” He went on to explain the steps that state leaders are taking to strengthen systems and plan for future uncertainty.  

State Superintendent Thurmond noted, “Future proposals may include rethinking the traditional school calendar and building in makeup days to deal with not only natural disasters but unplanned power outages. In addition, Governor Newsom has proposed a $15 billion bond to fund back-up generators and solar panels to keep schools open during an unforeseen power outage.” 

After the conference, County Superintendent Manansala expressed,” I am grateful for all of our school district and El Dorado County Office of Education (EDCOE) leaders and team members. Many of them were without power at their homes and remained steadfastly dedicated to their school duties while also managing challenges at home. These PSPS events were a true testament of El Dorado County’s spirit and resiliency.”

Public Lining Streets as Funeral Procession reaches to Bell Tower

The funeral services for El Dorado County Sheriff’s Office Deputy Brian Ishmael will be held on Tuesday, November 5th, at 10 AM. The funeral services will be held at Bayside Church Adventure in Roseville, located at 6401 Stanford Ranch Road in Roseville, Ca.

We know that many of you will want to attend but may not be able to. With that said, we will be providing the link to a live stream of the services by the Candlelight Foundation. There is also a planned procession from Roseville to Placerville. 

Deputy Brian Ishmael, who was born in Placerville, will be driven through historic Main Street at the Bell Tower at the completion of the procession. While the procession is only for EDSO and PPD personnel, we welcome and ask for the community, including allied agencies, to assist by lining the streets in honor of Deputy Brian Ishmael’s sacrifice. 

Those who are on Historic Main Street will be able to pay respect to our hometown hero and his family. You will also get to see our Honor guard, the pipe and drums, all lead by a riderless horse.

Commentary - Where do we find men like Brian Ishmael?

"Where do we find men like Brian Ishmael?" my stalwart friend asked me on the way home from the Press Conference at the Sheriff's officer regarding Deputy Brian Ishmael’s death in the Line of Duty at the age of 38, as he arrived at a fight between two people for less than $15,000!

The Press Conference was announcing that the charity “Tunnels to Towers” would take over the payments for the slain deputy’s wife and children.

"Where do we find men like Brian Ishmael"  asked Rick G.

Herbert Green School?  Brian, his older brother, many of my friends, and I all went to Herbert Green school many years ago.  Herbert Green School was not the answer. So I did not understand his question. I was a bit confused.   

"Where do we find men like Brian Ishmael?"

I do know Rick well and I know that when he uses the term "men" his is not talking of gender, but of intestinal fortitude.  He is a war Veteran, a Retired Cop, and effectively my adopted father. He already has several sons of his own but nearly 20 years ago he took me under his wing and has treated me like a son.  Rick is an old, crusty, Private Investigator these days.  

He has kevlar, a permit, and the will to fire if needed.  I have worked many cases with him over the years from Asset protection in Sac, to forged notarized names of Vietinese citizens living in Sacramento. That require working with others in Ho Chi Minh City in Vietnam.  Most recently investigating a “death (no body found)” insurance fraud case when I found an image of the very much “Alive” missing person. Found in Germany, at an open air market - all by using “Friends” of “Friends” on Facebook as I sat at home. Rick packs the “heater” and knows the old-school cop work like writing the “Narrative” and following leads, I do the Tech.  When I need backup, I call Rick.

This day I needed backup… because the death of our hometown deputy had shaken me deeply and I did not want to be working solo. I asked Rick to drive me to the event.  We went for a coffee to unwind after the Press Conference when Rick asked me, 

"Where do we find men like Brian?" 

I looked over and was taken aback to see his eyes misty.  I had seen Rick in many mindsets, from steaming anger to silent compassion, but never had I seen his eyes leaking!

Hard-nose old cops asking enigmatic questions with tears in their eyes...  

Not something I had ever seen.

The event was a 9-11 related charity announcing that they would take over the house payments for the murdered officer's family.  The house his wife and children currently live in today.

Sheriff John D'Agostini read a statement by Brian's wife Katie.  In a part where she said that it was not long ago that her and her 38-year-old husband had bought their dream home. The home that they intended to raise their children and to live in for "the rest of their lives..."

It was then that I saw the same misty eyes and a slight catch in Sheriff John D'Agostini’s breath that I was seeing in Rick's eyes and his speech as he drove for our coffee. 

At the same event a special guest also spoke, the brother of the last local officer that the charity had assumed the mortgage payments on the home. He told the people assembled there that taking over the mortgage made a huge difference to his brother's wife... that was one thing she did not have to worry about during her time of crisis.  

He went on to say that all his brother wanted to do was to put on a badge and help people... His voice cracked and he openly cried, missing his brother.

As I sat in the passenger seat pondering Rick's question of where do we find such men, he went on...  "Where do we find men Men that run into the gunfire when others are running away?” Many of us have heard this kind of question so many times that it now rings somewhat hollow, but it was Rick’s tone of voice that got my attention more than the question itself.

I don't pry into a person's war experiences and Rick has only told me a little.  That he was shot in the stomach and pinned down in a rice paddy fertilized with manure.  He only told me this because he was going in for even more intestinal surgery. He had been in for a several times already but as he aged new repairs were necessary.  On this day he told me more about his war experience.

After he asked me, “Where do we find men like Brian?" He said, "Ralph was one of those men" (it was a non-sequitur but I knew who he meant by Ralph because years earlier Rick had given me a treasured keepsake that Ralph had given him the day he brought Rick into the Esperanza Lodge in San Francisco.  Ralph was Rick’s Masonic father as Rick was subsequently mine. Ralph made Rick a Freemason after they returned from the warfield.)

Rick now told me that he was gut-shot and pinned down.  He yelled over to Ralph [noncommissioned officer - Master Sergeant] that he was out of ammo.  “Ralph looked about and then told me, ‘I'll be right back’" as he broke into open field at a full run.  Rick looked at me and said, “I knew he would be back!The ONLY reason he would not be back is if he was dead!”

He then said, "Where do we find men that run into the gun fire while others are hiding in a hole?

I then understood his question. 

Indeed, where do people like Ralph and Brian!

US House Passes Bill to Make Animal Cruelty a Federal Felony

The legislation has bipartisan support.

A bill recently passed by the U.S. House would make abusive animal toward animals a federal felony, CBS News reports.

It’s called the the Preventing Animal Cruelty and Torture (PACT) Act, and it was introduced by Republican Vern Buchanan and Democrat Ted Deutch, both of Florida.

The legislation applies to offenses such as “crushing, burning, drowning, suffocating, impaling and other bodily injury” toward animals, according to CBS News.

After the bill passed in the House last week, Deutch said in a statement: “Today’s vote is a significant milestone in the bipartisan quest to end animal abuse and protect our pets. This bill sends a clear message that our society does not accept cruelty against animals.”

Violating the proposed law could bring a prison sentence of up to seven years, a fine, or both.

In order to take effect, the legislation would still need approval by the U.S. Senate.

Citing family reasons, Tahoe Fire Chief appointee Withdraws

South Lake Tahoe, CA- Ken Harrison has decided not to be the City of South Lake Tahoe’s next Fire Chief. Harrison said personal reasons were behind his decision.

Interim Fire Chief Bruce Martin will continue in his role until the position is filled.

“While we are disappointed Ken will not be joining the City of South Lake Tahoe, we respect the decision he made on behalf of his family,” said City Manager Frank Rush, “The City understands the importance of fire safety in our community and will work diligently to ensure this position is filled in a timely and appropriate manner.”

The search for a new Fire Chief will begin again soon.

EID hit with 4 of PG&E’s PSPS in three weeks

Long-Term Reliability and Resilience Requires Investment.

As I write this column in late October, portions of EID’s service area have experienced four of PG&E’s Public Safety Power Shutoff (PSPS) events in the space of three weeks: four events that ensured that much of our service area has been without power for up to 48 hours at a time. It was also four events that tested our meticulous preparations. During each frustrating event, EID’s vital water and wastewater treatment services remained safe and reliable.

EID has been making preparations for these power shutoffs since 2018. After analyzing the areas in our system that would need to be bolstered in the event of large-scale power outages—pump stations or other facilities without backup power—we asked the EID board of directors to approve $800,000 to purchase generators that could be utilized across our 220-square-mile service area.

The board’s recognition of the urgency of having this backup power was timely and helped us not only increase the resilience of our system, it kept our customers in service throughout the PG&E outages. The Board has also approved grant applications to offset the costs of further purchases of generators for other critical locations over the next couple of years as we respond to the new norm of large-scale outages.

EID has deployed and used as many as 150 large and smaller generators during these outages. Our personnel have made detailed plans with fuel distributors and created precise schedules to ensure we have the fuel needed to run the generators should the power stay off for extended periods.

We have been fortunate. While running our many facilities on backup power is workable in the short-term, relying on emergency power to run power-hungry facilities is problematic should a power outage persist for multiple days. These generators are intended as a backup supply of power and represent our last line of defense against interruption of service to our customers.

That concern is why we ask our customers to use water sparingly during power outages. When customer demand is lower, it’s easier for our facilities—especially if they are running on backup power—to keep up with the demands of treatment, pumping, and distributing water or collecting and treating wastewater.

It’s important to remember: we only ask for conservation during the power outages. The conservation is necessary to preserve the District’s water quantity—not quality. The water quality is unaffected and is always perfectly safe to drink.

EID has an integrated drinking water system. Customers in the western end of our service area in El Dorado Hills and Cameron Park can receive water that has been released from Jenkinson Lake and treated in Pollock Pines—over 30 miles to the east. That means that any time we experience an outage across any significant portion of our service area, all of our customers are affected.

So when we asked our customers to reduce their water usage—an easy way to do that is stop outside watering, limit showers, and reduce dish and clothes washing—we were asking all of them, even customers whose power might have been unaffected, to conserve because an interruption of water service will affect everyone—even those with power.

Because even if your power is on, it’s very likely key infrastructure that your home and neighborhood relies on many miles distant may be without power and using backup emergency power.

Our customers responded tremendously well during the power shutoff events. We are grateful for our customers’ patience and understanding during power outages that also significantly affect EID infrastructure.

Without planning and purchasing the necessary supplies and equipment—fuel purchased and delivered to maintain days of backup generator power—our system would be defenseless. Planning has allowed us to ensure no customer goes without service during an emergency. But we also must plan for the long-term.

Planning for Long-Term Resilience

The PG&E PSPS events have become alarmingly regular features of life in our community and many other regions across California. 

“EID’s operations rely upon uninterrupted electrical power through approximately 170 separate electrical service connections from PG&E in order to ensure safe and reliable operations,” said EID Operations Director Dan Corcoran. 

“Most of these connections directly supply the electricity for the drinking water and wastewater treatment, distribution, pumping, and hydropower generation facilities critical to the 24/7 operational needs for these facilities. Any loss of power requires immediate action to protect public safety. When the lights went out, District staff, many of whom had no power at their own homes, responded without skipping a beat to support fellow members of our community by providing ongoing drinking water and fire fighting supplies as well as wastewater treatment during this challenging time.”

The EID Board of Directors, recognizing the critical need to ensure uninterrupted power and increasing risk to maintaining water and wastewater service under PG&E’s PSPS program, unanimously approved over $800,000 in the past year alone for the purchase and installation of a number of back up electrical generators at critical sites. These recent acquisitions are in addition to dozens of generators EID has previously invested in and deployed at key locations to maintain water and wastewater services to the more than 126,000 people it serves in El Dorado County.

“During each of October’s four outages, EID deployed and maintained approximately 85 large generators to power various water, wastewater, hydroelectric, fleet, and administration facilities,” said Corcoran. “In addition to those large assets, we had over 70 smaller generators assisting with backup power for radio communications and the SCADA software system EID personnel use to remotely monitor and control facilities. Since each outage affected the majority of EID’s service area, many of these generators were under heavy use.”

Generators need a consistent supply of fuel to maintain power for these key facilities, so EID personnel deployed comprehensive, pre-planned refueling schedules and routes to ensure every generator across the District’s wide service area was able to run without interruption to support our customers.

“These outages have been all-hands-on-deck moments,” said EID General Manager Jim Abercrombie. “Our customers were outstanding in helping us weather this challenge. Though we had backup power running critical infrastructure, we asked customers to use water sparingly and the response was tremendous—not having to worry about high demand on both the water and wastewater systems helped reduce the stress on facilities that are running on emergency power and ensuring continuous safe operation until normal conditions can be restored on utility grid power.

“On behalf of EID’s hardworking men and women, I want to thank our customers deeply for their patience during the multiple PG&E outages. It is extremely gratifying to maintain high-quality water and wastewater service to all of our customers during these challenging events. It’s very clear that our customers have worked together as one community to respond to this challenge.”

South Lake Tahoe to create an ordinance for electric scooters

SOUTH LAKE TAHOE, Calif. - First it was Lime Bikes, but now the company's Lime Scooters have created both enjoyment and concern in South Lake Tahoe. The popular mode of transportation is used by millions worldwide and provides over 100,000 annual rides in South Lake Tahoe.

But the illegal use by minors and a flaw in the Lime app process has drawn concern from local law enforcement and residents.
Police Chief Brian Uhler told the South Lake Tahoe City Council that he was impacted by the incident on June 9, 2019, when an 11-year-old girl on the rented electronic scooter was hit by a car in front of McDonald's. "Her face will be altered for the rest of her life," he said.

Drinking Water Service Announcement - Low Water Pressure or Possible Water Outage in El Dorado

We regret the inconvenience, but weather permitting we will be performing system repairs in the Crystal Blvd area in El Dorado. This outage will affect approximately 140 customers.

EID will be performing repairs to the water system supplying this area on Wednesday, November 6 beginning at 9:00 A.M. We anticipate completing the repairs by 3:00 P.M. on the same day. During this time, you may experience low water pressure or loss of water service. Please conserve water by only using it for essential purposes or draw enough water for your needs prior to the start of the repair. 

If your water looks cloudy or dirty, do not drink it or use it for food preparation or personal hygiene purposes.

When normal pressure is restored, you might experience a slight discoloration in the water or the presence of air in the system. To correct this, allow one outside tap to run until the water is clear or the air has escaped.

(Placerville, CA) - The El Dorado County Health and Human Services Agency, Public Health Division is reminding residents to receive their flu vaccine in anticipation of this year's flu season. Public Health is offering several low-cost community flu vaccination clinics, including two new dates for flu clinics that had to be rescheduled due to recent power outages in the county. 

Seasonal influenza vaccine will be available in flu shot form at the community clinics and a limited supply of FluMist® will be available for children. The cost per vaccine is $10, but no one will be denied service due to inability to pay; cash or check accepted. Parents should plan to bring their child's immunization records.

Opinion - BOS should Declare PG&E "State of Emergency" - not Helplessness!

Wouldn't it be nice if local politicians did more about the PG&E mess than just rake them over the coals a few times? You know, some action beyond just words.

As just an example, take a look at Nevada City, Grass Valley and the County of Nevada that came together to send the California Public Utilities Commission a letter calling for better oversight of power shutoffs by PG&E. Wouldn’t it be nice if the Placerville City Council and our Board of Supervisors joined in? Or took some other action?

The November 5th letteris addressed to CPUC President Marybel Batjer and members of the commission, and makes four specific demands:

- Ensure cellular and landline communication services are maintained throughout every PSPS event

- Provide  health and safety amenities, such as access to subsidized generators and oxygen to vulnerable populations and healthcare service providers for each PSPS event

- Ensure timely, accurate and consistent communication is provided to all utility customers and community stakeholders to mitigate undue financial hardship to residents and businesses

- Require that PSPS events are targeted as precisely as possible so as to prevent unnecessary power interruption across broad regions.

"We need to see that the independently owned utilities take more responsibilities for the impacts of these PSPS experiences," said Nevada County Supervisor Ed Scofield.

Grass Valley Mayor Lisa Swarthout said the utility's inability to more precisely shut down power in specific areas has put a significant financial burden on the city's regional hospital.

"Our hospital was completely shut down during the first (shutoff) event, and they were running that facility with two big diesel generators at 100 gallons of diesel an hour," she said. "So, the cost of that is, you know, devastating for a small regional hospital like we have."

Swarthout added that some residents lost all communication, both cellular and landline during the outages, which left them in danger.  "They had no ability to receive warnings for the, you know, if we were going to have a code red or a fire alert or to call out if they had an emergency at their home," Swarthout said.

The letter states there are 332 full-service restaurants in Nevada City, Grass Valley and unincorporated Penn Valley that have suffered significant losses.  "The aggregate average daily impact to these food service business owners are estimated around $398,400 a day with $1,195,200 in loss for a three-day PSPS event. Locally-owned grocery stores are hard hit, with inventory loss in the hundreds of thousands of dollars in perishable food products in addition to lost sales revenue. These long-standing locally-owned businesses are less equipped to absorb such extraordinary financial losses than their corporate competitors.” All of these things could be said about our communities.

Already, Nevada City Mayor Reinette Senum has signed an emergency declaration, which is temporary but likely to ratified next week. She said economic losses were the motivation behind the declaration.

Duane Strawswer, a Nevada City councilmember, said the best outcome would be Gov. Gavin Newsom compelling the utility to pay out the losses.  "I think the best thing is that the governor actually mandates PG&E step up, period. Or we change some laws with our elected officials at the state level so that they can't duck out of this because of the bankruptcy," he said.

EDC Locals Respond to above post:

Bill Thorpe - "I wrote a letter to the county Board of Supervisors. This is the response I got from every supervisor that responded. Obviously this was prepared by county council. "PG&E is regulated by the State; the County has no authority or influence over its practices. We strive to provide as much notice and information as possible to inform residents via social media and press releases about possible power shut offs and what residents can do to prepare in the event of a shut off." Like most critical issues in the county I do not expect the county Board of Supervisors to take on any kind of serious challenge. Actually this is an advantage to citizens who want to self organize put a plan together and move forward. Again there is no leader ship from the county board of supervisors in this county for anything other than big box retail and rooftops. Take advantage of their ineptitude and organize."

Michelle Meyer - "The response that no only did the BOS gave along with our LEO was to make sure we keep up with all social media to ensure our safety. Well that's be great if my internet as well as my cell service wasn't shut down as well. So, yes, it's time for our BOS to take a stand for their people they are suppose to be working for. We were in McKinleyville for the last shut down, you know they got texts/emails giving them actual times as to when to have power off and then again when the power was to be restored. All we got was that at some point on such and such day it will be turned off and then nothing as to when we could expect it to be back on, well we got notified after it had turned back on."

George Turnboo - "We need to look into claiming a state of emergency by the BOS for our county"

Jackye Phillips - "That was what Nevada County did. The PSPS was pourly planned and instituted. Nevada County has obviously already identified issues and problems and the letter they sent is a good start for El Dorado County"

Barbara Driskell Rogers - "The BOS need to grow a pair and stand with communities such as Nevada City, Grass Valley and Nevada County. We cannot allow our elected officials to continually put their heads in the sand and ignore this situation. Stand up for your people BOS."
