10th Fairway Death at Apple Mountain Golf Resort

CHP "Placerville Office" reported that On 10-7-19 at approximately 1627 hours, CHP Placerville was dispatched to a collision at Apple Mountain Golf Resort located at 3455 Carson Rd. The collision involved a golf cart and was located on the 10th fairway.   During the investigation it was determined that a 44 year old male from Texas was driving a golf cart with a 31 year old male passenger from Sacramento. The male driver was driving the golf cart at an unsafe speed downhill on the cart path. Due to this unsafe speed, the driver lost control of the golf cart as it began to traverse a cart bridge. The golf cart turned toward the bridge rail and broke through. The golf cart then continued on down into a creek. The driver was ejected from the cart and unfortunately sustained fatal injuries. The passenger suffered minor injuries and was transported to Marshall Hospital.

CHP added:

The collision is still under investigation;

Alcohol consumption is being investigated as a possible factor;

Names are being withheld pending notification of next of kin.

 

"So sad! This isn't the first time someone died in a golf cart accident up at a Camino golf course. We own a golf cart and are very careful when we are driving it up and down our hilly, winding country roads. They are fun, but they can be dangerous." - Darla Martin.

SLT to celebrate visit by President of "Sister City" - Ameca, Mexico

South Lake Tahoe, CA- The Municipal President of Ameca will visit South Lake Tahoe on October 15th for a reception and official signing of the recently approved sister city agreement.

An active committee has been meeting for approximately 6 months to discuss the benefits of a “sisterhood”, such as cultural, culinary, music, and education exchanges, to name a few. Many residents in South Lake Tahoe have family roots in Ameca.

“Many Hispanic residents of South Lake Tahoe have close ties to Ameca, and there has been significant interest in South Lake Tahoe and Ameca in formalizing a Sister City relationship between the two cities,” said City Manager Frank Rush, “We are excited to recognize their leaders and ours during this reception and official signing ceremony.”

The Sister City Program, administered by Sister Cities International (SCI), was founded in 1956 by President Dwight D. Eisenhower. The founding principles of the Sister City movement were to encourage direct personal contact by establishing greater friendships between the United States and other nations through mutual respect, understanding, and cooperation.

Today, SCI represents sister city programs of more than 1,100 U.S cities and their 2,000 partners in more than 120 countries worldwide. SCI is the premier organization for citizen diplomacy in the United States and leads the national movement for local community development and volunteer action in the global arena.

The reception will take place at City Hall from 4:30-5:30 and will include local fare and food familiar to Ameca as well. Food and drinks will be free, and the reception is open to the public. Mayor Brooke Laine and Amecan President Juan Valentin Serrano Jiménez will sign the official agreement during the City Council meeting.

Coroner Investigation finds No Foul Play in Pollock Death

On Wednesday, October 9, 2019, at 0342 hours, EDSO was dispatched to a report of a deceased person at an address in Pollock Pines, Ca. The man has been identified as 67-year-old Robert Mardis.

An autopsy was completed this afternoon and the cause of death was determined as Severe Coronary Artery Atherosclerosis. Mardis also had a clinical history of C.O.P.D.

The investigation into this death has concluded and this case is considered closed.

Next of kin notifications have been completed.

DNA ID of Skeleton Remains brings Daughter from Russia

In November 2015, a family walking along the Folsom Lake waterfront made a discovery which lead to a multi year investigation, spanning numerous agencies and even another country. The discovery? Skeleton remains, which had only become visible due to a historic drought.

We contacted an anthropology team at California State University, Chico, who came and collected the remains. Their evaluation of the remains provided a general description of the person, a white adult man, as well as noted dental work which could assist in identification. We then brought the remains to the Sacramento County Coroner’s Office to be reviewed by a forensic odontologist who found that the dental work on the teeth was not likely done in the United States.

It was around this same time that we received a tip from a local citizen about a possible drowning in Folsom Lake in the mid 1990’s.
On June 21, 1996, EDSO had been called by California State Parks to search for 29-year-old Oleg Zheleznikov, a Russian National Citizen. Oleg, along with two other Russian National Citizens, a translator, and the boat’s captain had gone sailing on Folsom Lake. Oleg had jumped into the water to swim while the sails were still up. By the time the boat was able to turn around and get to the area where Oleg jumped in, he had disappeared beneath the surface.

The EDSO Dive Team searched for Oleg in water depths around 100 feet deep and were unable to locate him. Undersheriff Randy Peshon, a Sergeant at the time and one of the divers, later described how murky the water had been with zero visibility.

EDSO Coroner Detectives were able to locate the original State Park Ranger, the translator and boat captain. With this information, they confirmed that the area these remains were found was the same general vicinity that Oleg had last been seen. EDSO also found out that at the time of Oleg’s death, he was married and had an eight-year-old daughter in Russia.

With a DNA sample in hand, the only way to positively identify the remains was to locate Oleg’s daughter and compare her DNA to his. For this, we turned to the FBI for assistance. 

Information was relayed to the FBI Sacramento Division, who then passed it onto the FBI’s Legal Attaché Office (Legat) in Moscow, Russia. The Legat worked diligently with Interpol and Russia authorities to identify Oleg’s Daughter, Yulia Rusina, and obtain a DNA sample for comparison. After many years of work, the remains found in 2015 were positively identified in June 2018 as Oleg Zheleznikov.

While it was important for us to identify the remains and provide closure to Oleg’s family, we felt that more could be done. Together, with assistance from an FBI Sacramento Division Victim Specialist, Yulia was provided a secure flight and hotel accommodations to come to America and recover her father’s remains.

Yulia flew into San Francisco on Saturday, Oct. 5, and was picked up by members of EDSO, including Deputy Gutsu and his wife, who are both fluent in Russian and had connected with Yulia on Facebook, as well as representatives from the FBI.

Yulia spent a few days in El Dorado County taking in the sites and experiences that we have to offer. On Monday, Oct. 7, 2019, she picked up her father’s urn from Green Valley Mortuary and met with the Sheriff, as well as EDSO and FBI staff who had been involved in the investigation.

On Wednesday, Yulia flew back to Russia, returning Oleg to his home and his family.

A weather system digging into the Great Basin region will create gusty north to east winds over portions of interior Northern California Wednesday and Thursday. On October 26, 2019 there will be a press conference at 11 AM with the Stephen Siller Tunnel to Towers Foundation, named after a
fallen 9/11 FDNY Firefighter. The Foundations plans to assume the mortgage on the home of Deputy Brian Ishmael.

Tunnel to Towers Foundation to Announce Plan to Pay the Mortgage on the Home of Slain El Dorado Sheriff Deputy. 
Deputy Brian Ishmael was a pillar in this community, a husband, and father of three.

On Saturday, October 26, 2019, at 11:00 am the Stephen Siller Tunnel to Towers Foundation, named after a fallen 9/11 FDNY
Firefighter, will announce outside of the El Dorado County Sheriff's Department its plans to assume the mortgage on the home of El
Dorado County Sheriff's Deputy Brian Ishmael. 

Deputy Ishmael was a four-year veteran of the El Dorado County Sheriff's Office. He had previously served with the Placerville Police
Department. 

He leaves behind his wife Katie, and their three children. 

"Deputy Brian Ishmael was a devoted husband, father, and public servant. We can't replace the loss his family feels, but we hope the
knowledge that they will be able to stay in the home they chose together will provide some comfort to Katie and her children," said
Tunnel to Towers Chairman and CEO Frank Siller. 

The Tunnel to Tower Foundation's Fallen First Responder Home Program fulfills the debt on homes of firefighters and police officers
killed in the line of duty. Since 2015, 40 families have been given the security and stability of a mortgage-free home.
