The El Dorado County Sheriff’s Office is currently looking for 50 year old Steven Petree, who has an active Felony Arrest warrant for robbery. Steve was just seen in a stolen vehicle in the area of the Coloma Club. This is the area of Highway 49 near Marshall Road and Lotus Road. The vehicle Steve was driving was found and deputies, including air support, searched the area for him. If you see any suspicious activity in this area, please contact 911.

Steven is a white male, approximately 6 feet tall and 195 pounds. Steven has brown hair and brown eyes.

Placerville Man Sentenced to 10 Years in Prison for Stalking and Criminal Threats

 Lloyd Dylan Jones, 37, of Placerville was sentenced yesterday to 10 years in state prison for stalking and making criminal threats by the Honorable Michael Jones. The sentencing comes after a Placer County jury convicted Jones on June 27th, 2018, for numerous counts of Stalking in violation of section 646.9(a) of the Penal Code, Criminal Threats in violation of section 422(a) of the Penal Code, and Disobeying Protective Order in violation of section 273.6(a) of the Penal Code.

Evidence presented at trial showed that Mr. Jones had stalked and threatened three employees of Liberty Mutual Insurance Company. He did so notwithstanding the fact that he had a Temporary Restraining Order against him in place that prohibited the defendant from contacting the victims or possessing any firearms or ammunition. Jones was also convicted of multiple weapon violations involving weapons that were found at his home. The evidence presented at trial showed that during the execution of a search warrant of the defendant’s property, law enforcement located numerous firearms including two illegal assault rifles, twenty-three high capacity magazines, two ballistic vests, and an estimated 6,000 rounds of ammunition.

The case was prosecuted by Deputy District Attorney Tyson Page who was pleased that the jury and the Judge recognized the dangerousness of Mr. Jones. Paige praised the courage of the victims to come forward and testify against Jones in the case. “It was scary enough that Jones stalked and threatened these victims but to do it while possessing an arsenal of weapons is horrifying. The courage of these victims and quick response of law enforcement undoubtedly prevented a tragedy.”

Dwyer Announces Candidacy for EID Board with Impressive Endorsements

Placerville, CA, July 27, 2018— Roger “Pat” Dwyer announced his candidacy for El Dorado Irrigation District Board of Directors, Division Two, recently at Boeger Winery to a capacity crowd of enthusiastic supporters. “I am grateful and humbled by the significant backing I’ve received from numerous supporters, having already raised about half of the funds I need to conduct a winning campaign,” stated Dwyer.  “It seems that people are looking for new leadership at EID.”

Pat Dwyer has been building a record of successful business management and public service for more than 40 years.  After joining the Air Force in 1967 at the lowest Airman rank, his outstanding leadership skills and work ethic ultimately led to his promotion to Captain. Pat later became the civilian director in charge of 1,500 personnel and an annual budget of over $100 million at the Sacramento Air Logistics Center on McClellan Air Force Base. He capped his stellar career by directing McClellan’s successful closure and conversion to civilian use.

“My military training shaped my core values: placing public service above self, treating people with respect and honesty, and achieving success as a team,” said Dwyer.  “A strong dose of those values at EID would benefit us all,” he added.
 
Pat’s education includes bachelor and master’s degrees in Business and a master’s in Accounting. He taught college students in Operations Management for sixteen years, being named “Outstanding Adjunct Faculty Member” at Golden Gate University in 2003.

Pat Dwyer and his family have lived in El Dorado County since 2005. During that time, he has given back to the community in many ways. He has served eight years on Mother Lode Rehabilitation Enterprises Board of Directors, five years on the board of Diamond Springs-El Dorado Fire Protection District, and 
twelve years on the boards of County Fire Safe Councils. Dwyer has been instrumental in obtaining $2 million in funding for County Fire Safe Councils that help make our county safer from catastrophic fire.

Dwyer is running an energetic campaign. “I’m out in the community as much as possible, meeting voters and learning their views. I’ll be holding neighborhood get-togethers and knocking on every door I can,” he said. “I’m also studying reams of information about EID, attending board meetings, and touring EID facilities so that I can hit the ground running.”

Iron Horse High School with an athletic pavilion to host tournament play (opinion)

I had an opportunity to speak with about 50 people at the Area Planning Advisory Committee on July 11 and will now review those remarks. The topic was about building the Iron Horse High School campus on a 192 acre land parcel just south of the El Dorado Hills business park. The El Dorado Union High School District purchased this land about 10 years ago with the goal of building a new high school in 2017-18.

The vision is to build the high school with an athletic pavilion that would host tournament play. The high school would include an International swim center, a performing arts facility, and an indoor sports facility that would be large enough to host 72 wrestling teams, basketball courts, volleyball and indoor soccer would be used for youth during the week but available for tournament play on the weekends.

As we walk from Iron Horse High School to the athletic pavilion we see 20 soccer fields, 12 baseball diamonds, 12 tennis courts, 12 sand pit volleyball courts, with a river running through the entire facility creating a park like atmosphere, including chess tables, pickle ball courts and off course a complete baby sitting service.

Why have such a pavilion in El Dorado Hills? The answer is that we can create a very favorable economic atmosphere here that does not require building a bunch of homes. Besides paying entry fees on a per team basis, tournament play also creates income to the area by marketing to the first round losers who will have the opportunity to go snow skiing, river rafting, Hiking, water skiing and wine tasting. Yes there really is a lot to do in El Dorado County.

We still need a financial analysis of this program but before we do we need to launch the El Dorado Hills xityhood effort. After all there is no need to increase the counties demands for money using the net neutrality agreement between the county and our new city with the increased income from the Iron Horse athletic pavilion.

Let me mention a few of the income enhancements that come from the Iron Horse project. First, El Dorado Hills have a transit occupancy fee that is 10 person of the room rate for the hotel rooms. We increase the hotel usage because hotels notoriously have lots of empty rooms on the weekends. No longer. El Dorado Hills will also increase its restaurant business, movie business, and Town Center will get a boost that it so sorely needs. From Thursday evening until Sunday morning business will be much improved.

Folks, its time for the residents of El Dorado Hills to determine their own future or we can continue to have the county syphon off our funds and support the districts that vote against our interests. The cityhood effort will promote running on low bid contracts rather than government employees. Thank you Area Planning Advisory Committee for hosting this event.

POLLOCK PINES BULLDOZER OPERATOR KILLED IN CARR FIRE

Officals released the name of a fire figher from Pollock Pines that was killed fighting the Carr fire near Redding.  The same official described the Carr fire as an, "explosive wildfire in Northern California has killed a bulldozer operator."

A fire official says an explosive wildfire in Northern California has killed a bulldozer operator as he fought to contain the blaze and has injured three firefighters.

The Deputy Coroner Investigator has released the identity of the bulldozer operator killed in the Carr Fire on July 26. 

The driver has been identified as Don Ray Smith, 81, of Pollock Pines. 

Cal Fire spokesman Scott McLean says the Carr Fire in Shasta County, "burned over the bulldozer operator, who was hired privately, and his equipment."

He said the fire is "taking everything down in its path." McLean says the situation is chaotic as Redding residents who had little warning try to evacuate.

The Deputy Coroner Investigator said Smith was overtaken by the fire and his body was found in the area of Benson Drive and Rock Creek Road. Smith was found dead by emergency personnel.

His next of kin have been notified.

EDSO Bomb Squad IDs and Disposes of Fire Bomb Sunday night

On 07/29/18 at approximately 1830 hrs, EDSO deputies responded to a report of a possible explosive device on the edge of the roadway in the 4000 block of Forni Rd. Deputies arrived and located a back pack, which was smoking and had wires protruding from inside. 

The "device" was inspected by EDSO bomb technicians. Our bomb technicians located no electronic or explosive components and determined someone attempted to light the back pack on fire for unknown reasons.

Major Illness is Life's Best Roller Coaster

You remember the sound old roller coasters made as you climbed the big and steep incline? Click, click, click, click, click,...

Then it was the ride that you knew you would live through, but you screamed as your heart hits your tonsils as the big drops comes. Good times with the big drops and the anxiety building as you hit your next hard climb - Click, click, click, click, click,...  Now scream... Now again... Oh the thrill of a white-knuckle ride.

I have rode many of the top rides from a big Texas Wood coaster, to Magic Mountain's best, and even the Stratosphere's roller coaster at the top of the space-needle like building in Vegas - the week before a wheel fell off the coaster to fall to the the Strip far below.  I even road one dumpy Fair coaster the the seat belt came undone and my butt was lifting off the seat every bump.  I just hung on tighter.  Scary but I lived.  What a rush!  We all know the feeling, the anxiety of the hard climb - Click, click, click, click, click,..., then the life threatening free fall to the bottom with the adrenaline rushing through our body as we reach the bottom to be followed by another Click, click, click, click, click,...

I am an adrenaline junkie in many ways.  I can feel the adrenaline rush right now, part euphoric recall, part of the drugs I am taking.  I have a new prescription for a controlled drug that makes me "unsteady," or feel half drunk all the time.  It also makes my emotions extreme, like just writing about coasters gave me a big rush.  But the highs are matched by corresponding lows, just like a good coaster.

But my closest family and friends step back as my emotions swing wildly from extreme to extreme (like a coaster) and look wide-eyed and ask me if everything is OK?  And I find such questions very irritating.  So I limit my social interactions and delete most of my social media post before I publish them.  But that is so much better than the last six years, that I don't mind acting bi-polar and I even look forward to brain surgery!

I have been as public as I can stand as I soon saw that most people trying to deal with epilepsy were young children.  I am (mostly) articulate and I could see the children unable to verbalize their feelings and parents struggling to understand what their loved ones were experiencing.  I know that the first thing I did when I was diagnosed, was to search for someones telling of their experiences in what I was now facing, but I could find none.  So this is part in a series starting here: http://inedc.com/14/provoked-seizures-and-what-i-learned-week-emu

I used to joke that the only way to get me to the doctor was by ambulance, that is not funny to me after waking up in the ER too many times with some fool asking me questions like, "do you know your name? Do you know where you are?" Such stupid questions asked by... someone, but I don't know who... and I don't know where I am, and I don't know my name...  The first thing I recognize is the sad faced lady sitting in the corner is my wife.  I cannot describe the feelings I have as I come out of the fog. As I realize that I have no control over my body or mind, and I see the toll it is taking on my family. That makes me cry to even recall those ER visits.

But you just can't tell when a blessing is clothed as a trouble!  When I write the Prologue to this story it will include how I was in a decline for about 4 years with no idea to myself.  I just knew my life was falling apart and I did not know why.  In the moment, everything seemed normal, but unknown to me I was losing significant periods of time and good decision-making.  I did not know why, but I knew I had to work harder to fix, "whatever" it was.  I just could not put my finger on it.  I would just have to work harder.  My life, and my wealth continued to decline until I woke up in the hospital with no idea how I had gotten there.  I heard some really stupid questions, like do I know my name...  Of course I know my name... just give me a second...

I had been picked up and sent to the hospital as they fought to stop a dangerous extended seizure that lasted about 40 minutes.  That ragged breathing my wife had heard many times as I slept did not go away after a minute or so, it turned into a full blown major seizure.  My wife was extremely concerned, but she did not panic.  She called 911 and stayed on the phone, rode in the ambulance, and was waiting in the emergance room when I came out of the brain fog.

As dark as this sounds, and it was, it was also the beginning of getting healthy.  Had I not had such a serious seizure, I would not have even understood that the reason my world was falling apart was not due to a lack of my efforts, but had a health component to it.  I had no idea until just about two months ago that I have epilepsy.  4 years in decline, 2 years in diagnoses process, now on the fast-tract to brain surgery... All because I had a Grand Mal seizure that was stuck in a repeating cycle.  I had no idea what a "focal" seizure was.  I had no idea that I have epilepsy, likely for my full life.  If I had not had such a serious medical event, I don't know how long it would have taken me to even seek medical help.  I was under the delusion that I was some kind of Superman.  That I could simply outwork what ever was slowing me down.  Well, that delusion went away fast.

That was all in preparation for getting on the most exciting roller coaster ever, being sick in the modern age. The knowledge and equipment we have today is truly astounding and far ahead of what it was just a few years ago.  And so is the complexity of paying for it!  I was accelerated up to a great epileptologist within 6 months of my first Gran Mal but I was soon stopped mid-track by the other half of medical care, insurance.  That ended my seizure treatment for about 18 months.  It was not until I wrecked our car and woke up in the ER with no memory of what had happened, and the death of our local neurologist, that my wife able to push my case out of our local system and back to my specialist in Sacramento.

To say it was a major fight is not giving the fight justice.  I was not the fighter, I was nearly useless for much beyond "safe" tasks, like making online posts and things like doing the dishes.  The fight was made by my wife.  And a fight it was. She found out how the system worked, and she worked it, hard.  I do not know how many people without strong advocates get good health care at all, as I was not up to the task of fighting for myself.  If I did not have a strong and smart advocate, I would still be in the cycle of minimal care and just increasing doeses of standard meds.

Those two years fighting to get good care was a lot like paying for your coaster ride only to get in the long cue line to board the heart-pounding thrill ride.

The day the specialist called and told me to show up for a week-long test in a week!  Even though I was shocked by the out-of-the-blue phone call, my wife told me we had met with her before and this was an expected call, but I had forgotten that part... [Damn it!]

That testing was like sitting down in the seat of the big coaster ride.  Click, click, click, click, click,... The next week she called me in for the follow-up.  That was like reaching the apex of the climb and starting the see the drop you were headed for.  In a calm and reassuring manner she told me that drugs could not control my seizures but the good news is that I am an ideal candidate for Brain Surgery... Now scream... that was the first big drop, first I held my breath until my lungs burned so much the scream just escaped.  That drop seemed to last about a week!

As I hit the bottom and got some breath in, I was started on a new drug.  Click, click, click, click, click,... A powerful "controlled" drug that has many side effects, but has stopped many seizures and stopped those I still get from progressing into more serious, longer seizures.  But this drug is VERY expensive and I was focused the drug rather than the bigger picture.  I was focused on the fight with Insurance to pay for this drug.  The fight so intense I did no notice the, Click, click, click, click, click,... until I was at the top.  

The Neurosurgeon's office called to schedule my meet with my surgeon.  

Now scream...  

What, a tech called?  He wants to schedule my PET scan... the tech asked me a bunch of prep questions, about half of them about Cancer.   

Wait, it is a double-bump, up and down again...  Now scream again...  Wait... breathless...

Okay, I have had two MRI, an EEK, two EEGs, What is a PET scan?  

After I hit the bottom and got my breath back, I did some homework.  First I was very surprised about the PET scan, but my wife said I should not be.  That my Doctor was giving me the long list of protocols leading up to surgery in parts, as not to panic me.  That did panic me, but my wife said just look at me panicing getting it bit by bit... 

So after doing my homework I discovered that about 90% of a PET test is to find cancer, but most of the other work is to find areas of excessive blood flow.  The PET is for finding biological processes, like blood flow, a MRI is great to take a detailed picture of the body part, and the EEG is used to record the electrical activities of a part like the brain.

Yes, they will test to rule out cancer (I pray) but the test is to help detail the exact part of my brain that needs addressing.  A cancer mass like looks pretty normal when small to a MRI, but has very little blood flow to that mass that a PET can show.  But the converse is the case for the seizures in the brain, they have excessive high blood flow to the seizure-causing area of the brain.

So it all is starting to make sense, BREATH.  

Well, I can see that this coaster ride is better if you don't know the next turn and drop.  I have faith in my doctor, and my wife, and the Lord, so I am just trying to enjoy the heart pounding thrill ride.

I will hold on with iron fingers as my heart rushes.

What is that sound?  I think I hear it coming.  Yup! 

Click, click, click, click, click,...  What next? Who knows, but what a ride.  Hang on...

EID Director To Speak At SOJ Meeting

El Dorado Irrigation (EID) Director, Dale Coco, will be the guest speaker at the Tuesday, August 14 meeting of the El Dorado County State of Jefferson (SOJ) meeting. Meetings are held at the American Legion Hall, 4561 Greenstone Road, Placerville, with doors opening at 5:3 pm for social hour and where all are invited to enjoy hot dogs, salad, beverages and cookies, The meeting begins at 6:30 pm.

Water continues to be a hot topic for all in California and particularly those in the north & central rural counties, the main origin for much of the states water supply. Mr. Coco has served on the EID Board since 2014 and is seeking a second term. He represents Division 4 ratepayers who live and work in Cameron Park, Bass Lake and portions of El Dorado Hills, and Shingle Springs.

Dale Coco, is respected for his knowledge about water in El Dorado County & the State, and has the ability to easily explain what are often very complicated water issues. Coco opposes Governor Jerry Brown's Delta Tunnel Project, and recently introduced his “Ratepayer Protection Plan” to protect ratepayers by championing common sense management practices, therefore ensuring a safe and reliable source of water for EID ratepayers, for years to come.

State of Jefferson meetings are open to the public. There will be a question & answer period, when people might want to ask Mr. Coco, about the 2022 water rationing legislation or Proposition 3, a new $8.7 billion water bond that is on the November ballot.

Information & Jefferson gear will be available at the meeting, when you can also sign up to receive the SOJ El Dorado monthly newsletter or 23 county wide Jefferson Messenger. The State of Jefferson Hour, is broadcast on KAHI 950 AM or 104.5 FM, every Sunday, from 10 to 11 am. This is a live talk show that you can also access on your computer. Most  of El Dorado County is within the  KAHI broadcast area, to include Placer County.

Opinion - An Open Letter to Jerry Brown

Governor, you are a Climate Change (CC) Propagandist hoping to control the people of California with this policy of insanity.  I remember years ago reading about the deceit of the left as the Climate Change professors at London’s East Anglia University and Penn State University exchanged emails laughing about people being dumb enough to believe in their insipid theory.  

You mock the deaths of our fire fighters in these latest fires blaming it on your Climate Change Propaganda.  These deaths are the result of government policy, including the feds, the state and the counties, who refuse to take care of our forests in the name of “environmentalism”.  The statement that cataclysmic forest fires are natural events belies the thought that so was polio, smallpox, and AIDS, but mankind overcame these diseases but added to the fire disasters.  

You speak of drought and how it is killing the forest when in fact it is the number of trees “you” have allowed to grow up in the forest which requires three times the amount of water to sustain those same trees.  The Bark Beetle must be laughing all the way to the next pine tree over your policies.  

Governor, you know that we have about 300 tress to the acre in our National and State Forests when they should number 100.  You know that the Spotted Owl cannot hunt in forests this dense along with creating difficulties for other species and these fires kill baby Bunnies and Bambi’s, Bears, Cats, Coyotes and so many more.  Fire is a major industry supported by government/taxes.  Forest management is mostly private businesses who log our forests.  These folks know trees!  They know that trees, both large and small, come out of the forest either as lumber or as smoke and ashes.  Give COUNTIES the right and the money to care for our local forests.  After all, look what you have done!!!

Opening of the 52nd Annual Mother Lode Art Show

The 52nd Annual Mother Lode art show, sponsored by the Placerville Arts Association, opened Sunday August 5th with a reception and the announcement of the winners. In her opening remarks, show chairperson, Gloria Vernon, spoke of the challenge this year’s juror and judge, artist Frank Ordaz experienced choosing the 100 pieces from the over 300 entries submitted by local artists as well as entries from New York, Texas, Montana and Colorado. 

Mr. Ordaz’s presentation included high marks to both the artists and the folk who hung the show, stating he was impressed by the quality of the art displayed as well as the skill with which it was presented. By hanging complimentary pieces for display in each area the show is enhanced. 
 
In his critique of some of the winning pieces, Mr. Ordaz expressed enthusiasm for artists who “capture a lifestyle in the image” and touted Barbara Kemp’s Best of Show, a watercolor, Kaleidoscope Koi II, as “a celebration of life, a feel-good piece with wonderful spirit”.

The Mother Lodes show is currently running through August 19, 2018 at the Placerville Shakespeare Club at 2940 Bedford Avenue, Placerville from 10-4 daily.  An awards reception will be held on August 19, 2018 at 3 pm.

Steve Walter’s watercolor Far Above Sabrina received an Award of Excellence.  Mr. Ordaz called it a “wonderful positive piece”.

Two scratchboard artists received high praise.  Mr. Ordaz awarded Shirley Isola’s Apalo an Award of Excellence, saying the piece “captures a wonderful spirit”.  

Linda Heath Clark also received an Award of Excellence for her scratchboard piece, Catalyst.  This piece is “what a super hero would paint” Mister Ordaz enthused, “it visually has that wow factor”.

Bringing forward Randy Honerlah’s acrylic, Wahi Nini (winner of the Placerville Arts Membership Award) Mr. Ordaz remarked that this piece is sophisticated in its re-inspired “paint by number’s style”, taking it further than the kits we enjoyed as children.

Susan Wickersham’s piece, Our Hands, Ourselves was the one Award of Merit highlighted by Mr. Ordaz.  Noting that “assemblages are cool”, he went on to say Ms. Wickersham’s piece “is very sophisticated” and her “creativity is off the charts”.

Editorial - Cityhood for El Dorado Hills?

Last week I watched a debate on this subject when one person asked, "What 'commercial pressure' does development West of the county line bring, exactly?"

I decided to answer the question of the Developmental pressures facing El Dorado Hills over the next ten years.  

First we have to look West to the pending development west of the county line around Grant Line road headed to Elk Grove.  That is a huge expansion of 10,000 homes and 25,000 residents will be directly across the county line from what could be called South EDH or the long planned major commercial expansion in EDC south of Hwy 50 on this side of the county line near Grant Line road.  That growth just over the county line will have a tremendous effect on growth in our county near the western edge of El Dorado.

That covers where the growth pressure will come from.  Now let's look at a couple of fundamental civic planning elements that Folsom found out the hard way, and will be pot into play on the above Folsom expansion:

1) Separation of Commercial from Residential - Good living is found in homes and commercial being grouped separately, but not too far way from each other.  This is to allow for a peaceful living, as well as minimal road usage to access the commercial needs of those residents.

2) Balance of Commercial to Residential - Taxes are always an issue and a common civic planning element is to have enough commercial (high tax percentage) to balance the residents (a low tax rate). The two can balance the needed revenue and have commercial subsidize the residential taxes.  Much like our phone services where the residential rate is lower and subsidized by the more costly commercial rates.

Okay, that covers the basics of where the pressure will come from and how it will be developed.  Now let us talk about a more difficult question before I get into the most difficult decision that will be made in this growth. (yes, that is a teaser)

POLITICS (my specialty) I have to laugh at EDH decision makers.  Now, I love EDH, hills that were just rolling grasslands when I was growing up that burned off more years that not.  It looks much better now and is better in countless ways.  So those that worry about future development hold little sway with me as you are now living in homes that are new development and most of you are from out of the area and the cause of our explosive growth. Many of my good friends, and most bitter political enemies, live in EDH.  But I have to laugh at the short-sightedness.  Let me explain.

Currently that area of the county has 1 vote on most 5 vote decision making boards in the county, or 20%.  The majority of the county is rural and much less affluent.  The general feeling in rural parts of the county is that those rich people in EDH owe to us poor folk to subsidize their services with their big tax base.  Those politicians elected outside of the City of South Lake Tahoe (an incorporated city) stay elected by honoring the desires of those rural voters, about 60%+ of the county.  So we love it that we have a majority vote over those rich people in EDH...  I think you can see the issue here...

The county's plan is to allow a great deal of commercial development in the EDH area as a revenue generator. (Commercial always generates tax revenues, but residences have a lifespan whereas they now cost more to provide services for than the amount of taxes they generate)

So they question is WHEN the area of EDH incorporates, not IF.

Now here is where the fight will be: the line of the incorporated EDH line is drawn in the south.  The City will want as much of the commercial tax base, as will the county.

Now these are just my opinions, but you can see that I have been studying these issues for years and I do my research.

The original caller said an unknown man had entered their residence and began damaging the inside. The caller was able to safely escape with his wife and young child to a neighbor’s residence.

Minutes later, there was a second 911 call from a neighboring residence reporting the same intruder had broken into their locked screened porch. The intruder then shattered a glass door to the home and attempted entry as he was being ordered by the homeowner to leave. The homeowner, fearing for the safety of his family, fired multiple rounds at the suspect. The suspect was transported to a local hospital with gunshot wounds and is expected to survive.

This is an ongoing investigation and no arrest has been made yet.

We are withholding the name of the suspect pending completion of the investigation.
