Bridge Construction on Silver Fork Road require a four-hour full-road closure!

El Dorado County’s Department of Transportation will be performing a safety improvement project on Silver Fork Road south of U.S. Highway 50 that will require a four-hour, full road closure event Thursday, July 26, 2018, 12:00 AM to 4:00 AM. Silver Fork Road traffic from U.S. Highway 50 will be held on Kyburz Drive during these four hours.

The continuing construction work will require 24-hour lane closures with signalized one-way reversing traffic control for which motorists should expect delays, as well as four separate, four-hour closure events.

“The closures are necessary to ensure motorist and worker safety while the County’s contractor performs construction work on the bridge over the South Fork of the American River and adjoining roadway between U.S. Highway 50 and Robin Circle,” said Department of Transportation Director, Rafael Martinez.

Motorists are advised to slow down through the work zone and expect delays during reversing traffic control and road closures. Motorists are also advised to allow extra time when traveling through the work zone in order to arrive at their destinations on time. Signalized one-way reversing traffic control is expected to be in effect for the duration of the project including nights and weekends, except during the full road closures. The project is anticipated to be completed in early October.

The County sincerely appreciates the cooperation and patience of motorists that use this roadway and we apologize for any inconvenience as a result of these closures.

The El Dorado Hills County Water District intends to adopt or amend a conflict-of-interest code. A written comment period has been established commencing on July 19, 2018 and terminating on September 1, 2018. Details:

EL DORADO HILLS COUNTY WATER DISTRICT NOTICE OF INTENTION TO ADOPT OR AMEND A CONFLICT-OF-INTEREST CODE

NOTICE IS HEREBY GIVEN that the El Dorado Hills County Water District intends to adopt or amend a conflict-of-interest code pursuant to Government Code Section 87300 and 87306. Pursuant to Government Code Section 87302, the code will designate employees who must disclose certain investments, income, interests in real property and business positions, and who must disqualify themselves from making or participating in the making of governmental decisions affecting those interests.

A written comment period has been established commencing on July 19, 2018 and terminating on September 1, 2018. Any interested person may present written comments concerning the proposed code no later than September 1, 2018 to the El Dorado Hills County Water District, 1050 Wilson Blvd., El Dorado Hills, CA 95762. No public hearing on this matter will be held unless any interested person or his or her representative requests no later than 15 days prior to the close of the written comment period, a public hearing.

The El Dorado Hills County Water District has prepared a written explanation of the reasons for the designations and the disclosure responsibilities and has available all of the information upon which its proposal is based.

No changes are being proposed to the current adopted Conflict-of-Interest code.

Pat Barron's Memorial Service & Motorcycle Run

Our dear friend Pat Barron passed away on June 14, 2018, and our community has lost a shining star.  Pat was a dedicated leader in the fight against domestic violence in El Dorado County and beyond and the founder of Kacie's Ride for Hope to End Domestic Violence.

From 2006 until 2015 Pat and a dedicated crew of folks worked tirelessly to put on the Hope Valley bike run that raised over $200,000 to support local victims of domestic violence. In 2014, The Center renamed our shelter, “Kacie’s House of Hope” to honor Pat’s sister Kacie and Pat’s dedication to ending domestic violence.

Pat was our brother in the fight against domestic violence and he and Sharon (who passed away in 2017) are dearly missed and will always be remembered in our hearts.

A memorial will be held to celebrate Pat's life at Green Valley Community Church. Please join us on Friday August 3, 2018 from 1:00 - 3:00 pm.

Friends of Pat's are also hosting the Pat Barron Memorial Run on Saturday, August 18, 2018. The run starts at the Train Station Coffee Shop.

The ride follows the Kacie's Ride for Hope route through Hope Valley and ends at Bones Roadhouse (4430 Pleasant Valley Road, Placerville, CA 95667).  Kickstands up at 9:00 am.

Breakfast is available for purchase at the Train Station Coffee Shop prior to the run.

Editorial - Why the El Dorado County Sheriff Rocks

Almost a decade ago I wanted a new Sheriff.  I liked our prior Sheriff personally but he had allowed a “Us vs. Them” culture to develop that let some real tragedies to occur.  I talked to our current Sheriff when he was a candidate and asked only two things to get my support: Work to make the Sheriff Deputies a part of the community, not apart from the community; to treat all citizens equally regardless of money or station.

Sheriff John D’Agostini has done so at every turn.  From the wealthiest “name” to the lowest repeat offending  dirtbag, he has treated all with dignity and respect every human deserves, as he hooks them up and locks them down.  

Treating all citizens with equal justice has been a hallmark of this Sheriff’s administration, but the second part was much harder. As a layman with Zero law enforcement experience I had no idea of how difficult it is to break down the Silo effect called the “us vs them” culture in law enforcement.  When your life is often at risk and the number of people you can trust to “have your back” is limited, you naturally feel safe with those you know you can trust, and to be wary of those you must think might try to hurt you at any time and without provocation. I get that as an occupational danger to get trapped in a feeling that you cannot trust the public.  But I stand by my campaign slogan I used in the Sheriff’s first campaign, “The best tool law enforcement has is a trusting and friendly citizenry.”

So how does a Sheriff get the public to like and trust cops?  That is a tall order as no one likes getting a ticket, or worse, going to jail.  Here is his latest way [I am putting the link to the video at the end of this story as I know you will click it, smile, and share it, and never come back to this story].

It is not just our Sheriff that struggles to make a culture that promotes trust and and giving a personal face to law enforcement.  A little while ago a national challenge was issued to help accomplish this important task that benefits law enforcement as much as those they protect every day, called the “Lip Sync Challenge” where the Sheriff’s department was to make a public video of the department Lip Syncing a song to show a personal and friendly face for the department.  And it was issued in the form of a challenge, with allowances for those that “were not up to the challenge”... Well we know that those men and women that run into danger when we are running away, can’t hardly pass up a challenge!

The video has been a tremendous hit getting thousands of views as soon as it was released at the end of the day on July 18th.  By the next morning it had been seen over 100,000 times, 250,000 times by lunch, and half a million times by the end of the day.  Today it has been seen by over one million views. To put some perspective on that, that is 5 time the population of all of EL Dorado county!

But this story is not about that great video, it is about a great Sheriff.

As a political consultant I would have told the Sheriff to run with the Lip Sync Challenge as it had some dangers but the opportunity for good PR outweigh the dangers.  Our Sheriff takes his own counsel on political matters, not mine.

Let me note right here that I promoted the Lip Sync Challenge a few days before the Sheriff released this video but my poke had nothing to due with this coincidence.  The video had already been made when I issued my challenge, I deserve NO credit as it just lucky timing on my part. All of the credit goes to the men and women of the El Dorado County Sheriff’s Office.

At the end of the first viewing, I was left feeling happy and with a smile on my face.  A homerun. But something seemed missing...where was the Sheriff? I did not see Sheriff John D’Agostini in the video.  I did see the frontline deputies that we always see. I know the Sheriff’s office does not work with just those front-end officers, that a lot of work goes on to support those on the frontline.  In this video I saw many officers that I had never seen before. Like the dispatchers. We may have talked to them, and they may have saved our behinds without us even knowing it. It was the first time I have seen them spotlighted.  I think I saw almost every division represented well in this video.

What I saw was real people of our community, looking and acting just like we do.  Cutting up, having fun, just like one of us. Highlighting the fact that they are us, and we are them.

What I did not see is just as remarkable.  I did not see the Sheriff using this public relations tool for self aggrandizement.  Getting elected is tough business and any elected officeholder uses every opportunity to increase their public image in hopes of easing their next election cycle.  So I do not have any issue with any Sheriff taking a big part in their “Lip Sync Challenge” response. The fact is that our Sheriff passed up on the opportunity to gain personally from the video, and instead highlighted all of the EDSO's hard working employees. A video that highlights that our law enforcement are men and women of our own community. Justy like us.

That tells me that our Sheriff ROCKS.

Postscript:
Let me explain why those two issues are so important to me. I am fortunate enough to live long enough to change my ways but I was not an upstand citizen when I was younger. In fact I was a rebellious young man that enjoyed hard drinking and breaking laws as a challenge, nothing heinous, but criminal nonetheless.  I was untrusting of law enforcement from my earliest years. Growing up in South Lake Tahoe in the ‘60s with a father that was high up in casino management, I knew first-hand many corrupt cops that would allow known monied lawbreakers to walk while hooking up the unfavored for made up offenses [or just beating them up in an elevator ride from the top floor of the casino to the parking lot level where the beaten body was shoved out, without any report!]  That was Tahoe in the early days. When my family moved from Tahoe to Placerville I met L.E. as my oldest brother was headed for CYA and I still remember the Sheriff looking down his nose and saying. “We know what kind of people come from Tahoe.” Growing up my opinion of law enforcement was low.

Eventually I learned that if I wanted to live the kind of life I wanted, I had to change my ways and to support those that supported that kind of life, including law enforcement.  But I had to build a trust of law enforcement, and that took years. I needed to understand that they are more than a faceless uniform behind a badge and a gun. That meant that I had to meet some people from law enforcement, as people.  Real, normal people from my own community.

This video goes a long way in reminding me that all cops are just regular folks from our community doing a hard job.

National Weather Service issues thunderstorm warning for Tahoe

Doppler radar was tracking a strong thunderstorm 10 miles southwest of Gardnerville, moving north at 10 mph. Dime size hail and wind gusts up to 50 mph will be possible with this storm. Brief heavy rain is also possible with this storm. Outflow winds could reach as far northwest as South Lake Tahoe.

Frequent cloud to ground lightning is occurring with this storm. Lightning can strike 10 miles away from a thunderstorm. Seek a safe shelter inside a building or vehicle.

Thunderstorms will develop across the region over the next few hours with a few strong thunderstorms likely by mid-afternoon, according to a report from the National Weather Service in Reno.

Strong storms may produce very heavy rainfall, hail and outflow winds of 50 miles per hour (mph) or more.

Lightning is a dangerous hazard to boaters, hikers and golfers. Be prepared to seek shelter immediately if storms develop near your location.

During a thunderstorm, seek shelter inside a sturdy structure and stay away from windows. Hikers and campers should seek shelter in a vehicle if possible.

Locations impacted include Reno, Carson City, communities around the Lake Tahoe Basin, South Lake Tahoe, Gardnerville, and Virginia City.

Community Observatory’s Perseids Party at Folsom Lake College

The Perseid Meteor Shower is known for its fast and bright meteors. Each year in August, the Perseids appear as the Earth travels through trails of debris caused by the ancient comet Swift-Tuttle, which orbits the sun every 133 years. When the Earth crosses paths with this debris, specks of small particles hit the earth’s atmosphere and disintegrate in flashes of light. These meteors seem to fly out of the constellation Perseus, thus the name Perseids. So, mark your calendars to come out and enjoy this amazing Perseids Party at the Community Observatory!

On Saturday, August 11, the Community Observatory will host a FREE meteor shower Perseids Party ($2 parking at Folsom Lake College, El Dorado Center). From 6:30 – 9:00 p.m.

The Community Observatory is located at 6699 Campus Drive, Placerville. Cameron Park Rotary Club, Folsom Lake College, and the El Dorado County Office of Education (EDCOE) partner to make these events possible. City of South Lake Tahoe City Clerk After 32 Years

City of South Lake Tahoe City Clerk Susan Alessi will be retiring in August after serving the City for 32 years.  Ms. Alessi began her career in the City Clerk’s Office in 1986 and was elected as City Clerk in 2002.

“It has been an absolute honor and privilege to work with Ms. Alessi over the past four years.  Her wisdom and experience have been vital to the organization in preserving 32 years’ worth of knowledge of our community and she will be truly missed. On behalf of the City Council and staff, we wish her all the best for an incredible retirement,” said Mayor Wendy David.

“It’s never good to lose someone with so much institutional memory and willingness to help Councilmembers. Ms. Alessi has always been available to assist when needed with anything, be it past records and agreements or assistance with city business. Suzie’s calming influence often helped staff and Council navigate through the business we call city government. I wish Suzie and her family all the best as she moves on to the next chapter in her life. She will be missed,” said Councilmember Austin Sass.

The City Clerk is elected for a four-year term and is directly responsible to the public and serves as a direct link between South Lake Tahoe residents and the government and is responsible for:

Store Tied to a Nonprofit Welcomes Both Customers and Adopters

Dr. Gary Michelson wants every pet to have a home, and for any dog or cat who gets lost to find their way back. To achieve these goals, the surgeon, inventor and philanthropist created Michelson Found Animals Foundation.

The nonprofit organization funds spay-neuter research and services, and provides affordable microchips and scanners to shelters and clinics, as well as a free registry. It also operates Michelson Found Animals Adopt & Shop, with the Culver City, CA, location winning second place in this year’s PETS+ America’s Coolest Stores Contest.

In her role as foundation executive director, Aimee Gilbreath helped conceive the multipurpose store, which offers dog and cat adoption, supplies, daycare and grooming.

“A lot of people fear that a shelter will be loud or sad or overwhelming, so they might be interested in adopting, but are worried about the experience and don’t go,” she says. “We bring adoptable pets to people in an environment that we can assure will be positive.”

Oversized dogs and cats cover the building’s exterior, thanks to famed muralist David Flores. Inside, teal and yellow mix with walnut and stainless steel to create a bright, welcoming atmosphere.

Products and services support the health and happiness of pets — no matter where they come from — to set them and their families up for success. 

 

HEALTHY FOODS, TIDY LITTER

Adopters will find all of the supplies needed to start life with their new dog or cat. Gilbreath and her staff carefully curate for the 2,500 square feet of retail space in Culver City.

“We only carry high-quality foods because we know how important that is for an animal’s health,” she says, pointing to Zignature and Stella & Chewy’s as two of the available options. Too often, pets find themselves surrendered because of costly health issues that could have been prevented or managed with diet.

Products stocked at Adopt & Shop must also make care easier for owners. Two such examples: the virtually dust-free World’s Best Cat Litter paired with a top-entry litter box.

“Cats jump in and jump out. They don’t track as much litter out, keeping the area clean for everyone,” Gilbreath says.

Toys from the likes of Planet Dog, collars and leashes from Lupine, and a variety of other smartly designed items attract pet parents, in general, who appreciate the thoughtfulness of offerings.

SERVICES FOR ALL

Adopt & Shop welcomes all types of dogs, both to become adoptable pets — the organization pulls from area shelters — and to enroll in daycare. This approach makes the latter quite popular.

“We’re an animal-welfare organization. There is no breed or size discrimination in our daycare,” Gilbreath says, pointing out that because staff have such varied experience, word of mouth draws pups who may not fit in elsewhere. “We have a bit more tolerance for sass.”

Dogs go through an assessment before being grouped by size and compatibility. Because those awaiting adoption may have medical or other issues requiring special care, they have their own play and grooming areas with separate air-handling systems and staff.

The same goes for cats at the store, with adoptable pets kept separate from those visiting for a groom. While many groomers do not specialize in cats, Gilbreath sees it as yet another way to support their health and happiness. Discounted microchipping and vaccinations also are available.

 

CHARITABLE AND BUSINESS SUCCESS

In 2017, approximately 2,500 pets found new homes through Adopt & Shop in Culver City. At any given time, 25 to 35 dogs and 20 to 40 cats live there. The organization also has a robust foster program.

All adoption fees and income go toward operating the multi-purpose store, with the foundation helping as needed.

“From a financial standpoint, our adoption fees alone do not cover the total cost of care, so our retail products and services are critical to the business model and to helping us to save more pets,” Michelson says.

Gilbreath adds, “Our sales are up 20 percent from last year. We’re excited about that.”

Ribbon cutting held for South Shore’s new Chariot service

SOUTH LAKE TAHOE — Chariot, a new microtransit service, was officially welcomed to the South Shore community on Tuesday with a ribbon cutting celebration held by the Tahoe Chamber and the League to Save Lake Tahoe (Keep Tahoe Blue). Partnering with the League, Chariot began operating earlier this July, and is focused on creating a self-sustainable mass-transit system that relieves congestion and can provide access and a solution to better transportation to South Lake Tahoe.

Its 14-passeneger vans make 15 stops between Stateline and Lakeview Commons to address the ongoing traffic problem between Tahoe’s most popular spots. A mix between ride services like Uber and public buses, Chariot will be operating during a 90-day pilot program while collecting ride and GPS data to share with the League, Tahoe Regional Planning Agency (TRPA) and the Tahoe Transportation District (TTD). Data from the shuttles will help improve transportation planning at Tahoe.

Annually, Lake Tahoe welcomes 24 million visitors, more than the top three most visited national parks combined. Additionally, scientists with UC Davis – Tahoe Environmental Research Center recently announced that Lake Tahoe had its lowest annual average clarity in history. We know that pollution from roads is a leading contributor to clarity loss and by choosing Chariot, visitors and community members can help to reduce lake-harming pollution and protect Lake Tahoe.

“Traffic issues have been a problem for decades at Tahoe, and roads have become a leading contributor of pollution degrading Lake Tahoe’s clarity,” said Darcie Goodman Collins, PhD, the League’s chief executive officer. “We need to give people more lake-friendly options to get to and around the Tahoe region. By bringing microtransit to South Tahoe, we’re making Tahoe a laboratory for testing the next generation of transportation solutions.”

To ride Chariot, users must download the app on their phones, book a seat, and show the driver their ticket while boarding. Each ride is $3 and two routes are available: the Blue Line, serving South Lake Tahoe, and Round Hill Run, servicing Round Hill Pines (https://www.chariot.com/routes).

Francisco Road closure & detours

El Dorado County’s Department of Transportation will be performing safety improvements on Francisco Drive in El Dorado Hills at the intersections of Schooner Drive and Kensington Drive. The road closures are scheduled to begin on Monday, July 30, 2018 and continue through Tuesday, July 31, 2018 for grinding, paving, and striping operations.

Access for local residents and visitors, as well as emergency personnel and law enforcement, will be via detour to Sheffield Drive, Lakehills Drive, and Green Valley Road.

“We recognize there is a level of inconvenience to motorists who use these roads, but the closures are necessary to ensure motorist and worker safety while the County’s contractor performs work on the roadway as well as for reduction of overall impact times to the traveling public,” said Department of Transportation director, Rafael Martinez.

Motorists are advised to slow down through the work zone and expect delays during full road closure detours and reversing traffic control. Portable changeable message signs will be placed at the approaches to each end of the work zone to keep motorists updated on the schedule for full road closures. The County sincerely appreciates the cooperation and patience of motorists that use this roadway and apologizes for any inconvenience as a result of these closures.

El Dorado County Sheriff's Explorer take 1st

The El Dorado County Sheriff’s Office Explorer POST 457 competed in the 8th annual Central Valley Explorer Competition on July 13-15 in Ripon, CA. Our Explores worked hard throughout the competition and brought back 1st Place for the Critical Incident scenario.

The team representing El Dorado County Sheriff’s Office Explorer Post 457 consisted of 8 explorers: Captain Sam Jackowitz, Sergeant Joe Herrington, Corporal Robert Wilson, Corporal Devyn Trihn-Nguyen, Deputy Garret Estes, Deputy Derek Estes, Deputy Jaclyn Parisek and Deputy Elyse Johnson.  For four of the Explorers, it was their first competition.

They competed against 36 other teams in the three day competition. Post 457 Explorers took first place in the Critical incident Scenario.  El Dorado County Sheriff’s Office Explorers competed in 17 scenarios including active shooter, traffic stop, bus assault, vehicle search, hostage rescue, burglary, obstacle course, DUI investigation, officer down, suspicious person and high risk stop. They worked well as a team and were complemented on their communication skills and training. Although our Explorers didn’t place in these events, the team learned a lot from the various scenarios which will help them train for the next competition.

The Explorer Post is able to compete in and travel to these types of events with the help of donations from the public, and a lot of hard work the post puts into community service and fundraising.

To reduce risk during outdoor work, the occupational safety and health administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location. Heat stroke is an emergency, call 9 1 1.

Ok folks, I said I would be back about getting together to lay out a plan and would like to invite you to Raley's on Park Drive in EDH on the 7th of August  to discuss Cityhood.  We will open the meeting at 6:30 and we need to know who is coming.  We are limited to 35 people.  If there are more than that I will hold a 2nd, 3rd or however number of meetings necessary to meet the need. 
 
I will be checking with the EDH Fire Department tomorrow on Wilson at EDH to see if we can use their room and increase attendance to over 130.   Stand by....

Because the school district does its own thing we will not be discussing Iron Horse High School at our meeting.  That will be done at the EDUHSD meetings.
