All resource/foster families need to be aware that children in out of home placement as well as those who have been sexually abused are vulnerable to sexual exploitation. Join us to learn from an adult survivor. We do have cases here in El Dorado County! Josie will add new information this year, if you attended last year, feel free to join us again. Don’t miss out on this important training for our community. You will receive a certificate for RFA Annual Training Hours.

Josephine Feemster is a passion-filled human trafficking activist whose story of resilience has inspired many. Josie Feemster was a young teen mother living in Sacramento when an adult she trusted began grooming her for a life as a sex trafficking victim.  She had grown up in a dysfunctional home, with a father who spent time in prison and a mother who was on drugs. Having overcome incredible adversity on her journey toward living empowered, Josephine knew she was destined to make an impact on the lives of others who shared her experiences. 

Josephine is a founding member of the RISE Drop-In Center, a program for young survivors of sex trafficking in the California Bay Area and is trained in multiple CSEC methodologies.

You'll learn: which children are vulnerable, signs of trafficking, how pimps operate, how to support victims, what services and supports are available locally. PLEASE RSVP.

My Mother, My Promise, My Vote

My mother went to heaven as a result of a plan crash July 26, 1986 . My mother was the center of our family and everyone loved her dearly. 

I was in the plane that crashed and kill both my parents. My dad and the pilot died at the site and my mom survived 15 days before passing at the UC Davis burn center. I was there in the burn center also recovering. 

I made my mom a promise at her bed side that I would always be honest and keep my faith. I never broke my promise. 

She taught me to never be afraid and never give up. So for the first time I am telling you a story publicly that is a huge part of my character. 

In 1955 my sister Nancy was born with Down Syndrome. I was born in 1960 and by this time my mom took care of about 40 special needs children in a facility next to our home. Our facility playground for the children was next to the play ground for the public elementary school. Some of my best friends were special needs and they were very much normal. 

It came time for me to go to Kinder Garden in 1965. I was only five years old. On the first day of school a group of older boys cornered me telling me that I didn't belong in their school. They pushed me on the ground and told me I wasn't welcomed. Don't come back or you will get more of the same everyday. I went home afraid and crying to my dad and mom. I told my dad what happened and he told me to just ignore them and they will after awhile leave you alone. 

My mom later pulled me aside and taught me how to make a tight fist. She then told me to hit the biggest boy with the biggest mouth as hard as I can and not be afraid. Most importantly, she told me not to ever say anything about this to dad. 

I was very confused and didn't know what to do! The second day of school those same older boys cornered me again. They called me names and pushed me on the ground. I thought about what my dad and mom said. I saw the biggest boy with the biggest mouth and focused on him. With a tight fist I hit him as hard as I could! He went to the ground and the other boys ran. I helped the boy up and he looked at me and told me he was telling! I was first punished by the teacher, then the principal. After the principal bare butt spanked me my dad soon after came down and bare butt spanked me. 

That night I was very confused and upset and my mom came in my bedroom. knowing what she had done she said to me that she was very proud of me for standing up for your sister Nancy and that I will never have any problems with those boys again. My mom knew that I needed to make a stand against these bullies quickly. Those days if you didn't make a stand you would be picked on and school would not be easy. 

I never was picked on again and no one every teased my sister or me again. 

Five years later my older sister Nancy was a star player on our city flag football team. I love my mom and she was the most loving caring person you could ever meet. However, she knew from life experience that bullies always need to be held accountable. Never coward from a bully. They are weak and thrive on pushing people around. 

As I aged over the years I witnessed many bullies and I never let them get away with taking advantage of people. I was elected to the Board of Supervisors in 1992 and re-elected in 1996. Took a break for 8 years and was elected in 2008 and again in 2012. My term started January of 2009. The biggest complaint I had was from people doing business with the county and county employees that had been bullied and abused by El Dorado County Auditor Joe Harn. 

Joe Harn's issues came to the Grand Jury, and they recommended criminal charges be filed by our District Attorney Vern Pierson.. District Attorney Vern Pierson being good friends with Auditor Joe Harn never filed charges and said he sent the issue to the California Attorney General.

Meanwhile, all members of our Board of Supervisors supported a bullying ordinance. Elected official without some sort of ordinance cannot be held accountable by regular employment laws. The bullying ordinance was very close to becoming law. 

District Attorney Vern Pierson forced me to a jury trial where I won on the original charges. At the same time District Attorney force my campaign manager Dan Dellenger to trial. He also won his case. 

Auditor Joe Harn was at the center of both cases, doing everything he could to push both me and Dan around. Joe Harn is still bullying Dan Dellenger. Joe Harn was caught not telling the truth to the jury in the Dan Dellenger trial and that is what won the case for Dan Dellenger. 

After I was off the Board of Supervisors and three new Supervisors were elected Supervisor Brian Veerkamp along with the new board dropped the bullying ordinance. Now Supervisor Brian Veerkamp Joe Harn's life long friend is endorsing Joe Harn's re-election along with District Attorney Vern Pierson. 

I cannot understand how Veerkamp and Pierson can endorse a man that is very abusive and has a know history. It makes no sense. 

Moreover, I still remember what District Attorney Vern Pierson did to Sheriff John D'Agostini in his first campaign. A very untruthful campaign mailer went out against John D'Agostini in 2010. District Attorney Vern Pierson signed the document as true and the voters saw through the lies in the mailer and on election day June 2010 John D'Agostini became our next sheriff. 

The D'Agostini family is a good family that cares about our county. Sheriff John D'Agostini is one of the best Sheriffs our county has had. Sheriff John D'Agostini would never abuse his office. Ask yourself why hasn't our Sheriff endorsed either our Auditor Joe Harn or District Attorney Vern Pierson? 

Sheriff John D'Agostini endorses Mike Owen for our next Auditor and tells us why in detail. It is for the same reasons I support Mike Owen. I, like Sheriff John D'Agostini,  am tired of the abuse of government officials. 

I am compelled on mothers day to tell this story because I have to be true to myself. I have to be honest and tell the public. 

My mom is in heaven and very proud of me. Thank you mom for giving me the strength to stand up to bullies without fear. I miss you mom and love you. You the people this is your chance to make a difference and vote for the people that will not abuse their office!!!

Celebrating Police Week 2018

This year, from May 13th to May 19th, thousands of police officers, law enforcement professionals, friends, family, and survivors gather in Washington D.C for National Police Week. In 2017 alone, 129 officers were killed in the line of duty. Since 1791, a total of 21,541 officers have lost their lives in the line of duty.

One of the most moving ceremonies is the Annual Candlelight Vigil, where the names of fallen officers will be forever etched into the Memorial Wall. Unlike many memorials in Washington D.C, the National Law Enforcement Officers Memorial is ever-changing as new names are added each year. A wreath will be laid for each fallen hero and their names will be read aloud to the thousands of people and loved ones.

For most, these touching events are a way of honoring the fallen, saying goodbye to their loved ones, or paying tribute to the brothers and sisters in blue who made the ultimate sacrifice. During Police Week, let us all take a moment to remember and recognize the heroes who laid down their own lives for the safety of ours. “The wicked flee when no man pursues but the righteous are bold as a lion”.

El Dorado County Goes Live with New Way to do Land Use Permitting - TRAKiT

(PLACERVILLE, CA) – Starting today, El Dorado County residents will be able to access more historical and current land management data online, reducing the need to visit County offices in person. In the coming weeks, they will also have online access to an increased level of information and functionality related to the permits to make the process even easier.

After more than a year of development and training, the County will go live with its “TRAKiT” system, an online system that, when fully functional, will allow residents to take the steps needed to get permits and provide documentation from the comfort of their own home at their convenience.

“Today residents will have a choice to either visit County planning and building offices in Placerville or Lake Tahoe to do some of their permitting business or do so online from the location of their choice,” said Roger Trout, Director of the Department of Planning and Building.

Additionally, the new system, which replaces a land management information system that is more than 25 years old, will soon allow users to apply for permits, pay fees, schedule inspections and track the progress of their projects online. Four specific types of permits will be available a few weeks after May 14th. Those include:

-- Residential Electrical, including Service Panel, Subpanel, Alteration/Repair, Replace Service Panel, Replace Subpanel, Electric Vehicle Charging Station, Generator, Energy Storage System, Well, Temporary Service;
-- Residential Mechanical, including Electrical HVAC, Gas HVAC, Duct, Furnace, Replace A/C coil and condenser, Wood fireplace/Stove, Gas Fireplace/Stove, Whole House Fan, Alteration/Repair;
-- Residential Plumbing, including LP tank set, Replace Piping, Alteration/Repair, Water Heater Electric, Water Heater Gas, Solar Thermal, Water Tank; and,
-- Residential Re-Roof

“The time and effort of staff to bring this system to residents has been substantial and is one more step in updating old, legacy systems from the mainframe environment,” said the County’s Chief Administrative Officer, Don Ashton. “The team involved in this implementation is to be commended for their efforts to provide a new way for the public to receive service from the County, while doing so in a very cost effective manner by not hiring any additional staff to assist with the development and implementation.”

Rescheduled Brad Sweet's Showdown Gets New Name and Becomes Biggest 410 Sprint Car Race in California

It is with great excitement that the World of Outlaws Craftsman Sprint Car Series and Brad Sweet announce that the rescheduled Placerville Showdown on September 12, 2018 will now become the biggest 410 Sprint Car race in the state of California. With the new purse comes a new name; the 49er Gold Rush Classic presented by Riebes/NAPA AUTO PARTS will now go 49 laps in distance, paying an astounding $20,000 to the winner with $1,000 just to take the green.

Brad Sweet, who has promoted this event the past three years, is thrilled to have this event come to fruition. "California loves Sprint Car racing. The dedicated fans and great racers deserve a bigger payday, and the area has been deprived of it for the past few years. We want larger paying events, and we are excited that we are able to step up and create an event like this," said the Grass Valley, CA native. "The reason for changing the name is gold was discovered less than 10 miles from the race track in 1849 by the miners known as the 49ers. So it seemed fitting to change the name to the 49er Gold Rush Classic and add nine more laps for the drivers in search of the $20,000 prize." 

Thanks to Bart Riebe with Riebes/NAPA AUTO PARTS, High Sierra Industries and a hoard of other local sponsors throughout the Placerville area, the 49er Gold Rush Classic is able to make this massive purse increase throughout the whole field.

"California deserves bigger racing events and with the overwhelming of support from our local sponsors," Placerville Speedway promoter Scott Russell said. "We are glad to have this event become one of the premier races this year and hopefully grow in the future as well." 

With the 49er Gold Rush Classic falling on a Wednesday, the potential for marquee names to come in and race looms large. EDCOE Facilities & Maintenance Receives 2018 Excellence in Education Award

Based on their commitment and drive to provide high-quality services, County Superintendent of Schools, Dr. Ed Manansala, honored the El Dorado County Office of Education (EDCOE) Facilities and Maintenance team with the Excellence in Education Award for the 2017-18 school year. The award recognizes hard work that contributes to providing quality support and services to students, schools, families, and the community.

“The Facilities and Maintenance Department provides exceptional service throughout our County,” Dr. Manansala stated. “Beyond their work – we can all agree that it is a pleasure to see them every day. They have amazing attitudes and go out of their way to make sure we have the conditions necessary to do our work well.”

Kathy Daniels, Director of Facilities and Maintenance, accepted the award on behalf of her team at a recognition ceremony and expressed, “I am honored to accept the award for Excellence in Education this year.” She further went on to express to her team, “Our team works incredibly hard, and I feel honored to work with and be part of each and every one of your lives.”

The Facilities and Maintenance Department provides services to a large area from the West part of El Dorado Hills, South Lake Tahoe, and Georgetown. Facilities and Maintenance team members ensure that the environment and workspaces are safe and clean for students and staff. Their work includes a wide variety of tasks including facility repairs, vacuuming carpet, taking out the trash, sorting recycled materials, and so much more. The Warehouse facilitates deliveries throughout the county, record retention, delivery of supplies, etc. 

“These team members are always happy with a smile on their face because they truly love their jobs and are dedicated and committed to providing top-quality service to our employees,” remarked Kathy Daniels, “I almost characterize our team as the silent heroes. They show up before an event and make sure everything is set up, and then they come swooping back in after the event is done. They clean up and make it look like the event never happened. They make it seem seamless for the rest of us, but I truly know how hard those team members work.”

Facilities and Maintenance is comprised of 14 team members and includes six who work during the day and eight who work at night.

TRPA Remembering Bill Morgan

We at the Tahoe Regional Planning Agency are mourning the passing of Bill Morgan. In the pantheon of people who have contributed mightily to the agency’s success, Bill is in the top tier. He was executive director from April 1, 1985 to September 30, 1989, one of the most tumultuous times for TRPA. There is a high likelihood that there would be no TRPA if Bill had not been at the helm and found ways to bring disparate parties together.

In the spring of 1984, the Governing Board adopted the 1984 Regional Plan. Many are not aware that there was a plan adopted then because of the events that followed its passage and eventually led to the more well-known 1987 Regional Plan. It is the period between the adoption of the two plans when Bill played a decisive role.

The hearings leading to the adoption of the 1984 plan revealed deep disagreements between California and Nevada and between development and environmental interests. The controversy can be described fundamentally as different visions of the amount of development that should be allowed in the Tahoe Basin. The day after the 1984 plan was approved by the TRPA Governing Board, the State of California and the League to Save Lake Tahoe filed a lawsuit in federal court seeking to void the plan and stop all development in the basin until, in their view, a proper plan could be adopted. A federal judge agreed and ordered a development moratorium at the Lake. 

At this point, “all hell broke loose.” Nevada believed California had overstepped its bounds by, in effect, transferring TRPA’s powers to the federal court. This was so serious to Nevada that it threatened to withdraw from the Bi-State Compact. Developers were beside themselves as they were prevented from having permits issued. Local governments were concerned about lost tax revenue from new development. California and the environmental groups believed this was justified because the 1984 plan allowed too much development. Into this boiling cauldron stepped Bill Morgan.

As executive director, Bill convened a consensus building workshop which included all the interests in the basin ranging from representatives of both states to representatives of major developers and environmental interests and realtor associations and The League of Woman Voters, both groups that had not been involved on a day-to-day basis. His stated goal was to come up with a Regional Plan by consensus. Everyone was willing to give it a try, in large part because of the respect Bill commanded in every quarter. The story goes that at the first meeting, during the lunch break, a realtor offered a League to Save Lake Tahoe representative an apple, which was only taken after he was assured it did not contain poison. 

Convening such a group is one thing. Keeping it together and working through all the issues is another.  As it turned out, the group met for several days each month for about two years. It was during this difficult time that Bill’s skills shined brightest. First, he led in identifying issues and proposing solutions. He was courteous at all times. On more than one occasion, someone would walk out in disgust. Bill would follow them to the parking lot and in his quiet, persuasive way bring them back. Everyone trusted him to be an honest broker. He also had to keep Governing Board members informed of the progress of the consensus group so that they would be willing to accept the plan when it emerged.

In 1987, consensus was reached. The results were presented publicly through hearings and the Governing Board ultimately adopted the Regional Plan. The lawsuit was settled. The two states and all the other interested parties had learned to talk to each other. The bitter controversy ended as did the risk that the Compact would be voided. 

Without Bill’s intellect, integrity, honesty and diligence, it would not have happened. This is accomplishment enough, but there is an even longer lasting legacy that is at the core of how TRPA operates today. That is collaboration. As our Governing Board’s recent strategic planning retreat demonstrates, all TRPA initiatives today are underpinned by partnering with the interested parties to work toward the common goal of achieving the environmental thresholds. Bill set the path forward. He will be missed.

DA Negotiates 12-year Prison Sentence for Serial Child Molester

On Friday May 11, 2018, 38 year old Raymond Andrew Prine was sentenced to 12 years in state prison for molesting three separate victims over a span of twenty years.

The case was initially investigated by El Dorado County Sheriff’s Office in December of 2016, when an eleven-year-old victim reported inappropriate touching by the defendant. Two additional victims, now adults, came forward and reported for the first time similar sexual abuse committed against them by Prine when they were children. 

During the sentencing hearing, one victim’s mother submitted a powerful victim impact statement. It read, in part, “Ray bribed, manipulated and taught my daughter to lie to me for many years. Her boundaries were repeatedly crossed, and it is obvious to me and anyone else who know her how this affects her on a daily basis.” 

The negotiated disposition in this case came about, in part, to protect the minor aged victim from having to testify, and for this reason the sentence ultimately imposed was supported by the victims and their families. The case was prosecuted by Lead Deputy District Attorney Lisette Suder. 

Once released from prison, Mr. Prine will have to register as a sex offender for the rest of his life.

I have Epilepsy -- I might need Brain Surgery

 I was 50-years-old when I was hospitalized for my first major seizure in December of 2015.  I had been very healthy up to that time, or so I thought!  After being diagnosed with epilepsy I started on a journey to understand who this stranger is in my head.  Over 2 million live with epilepsy in the US, with about 500,000 of those being children.  I hope that by sharing my experience, others can gain a better understanding of those people in their lives that live with epilepsy. What are the epilepsies? 

The epilepsies are chronic neurological disorders in which clusters of nerve cells, or neurons, in the brain sometimes signal abnormally and cause seizures. 

Neurons normally generate electrical and chemical signals that act on other neurons, glands, and muscles to produce human thoughts, feelings, and actions. During a seizure, many neurons fire (signal) at the same time – as many as 500 times a second, much faster than normal. This surge of excessive electrical activity happening at the same time causes involuntary movements, sensations, emotions, and behaviors and the temporary disturbance of normal neuronal activity may cause a loss of awareness.

Epilepsy can be considered a spectrum disorder because of its different causes, different seizure types, its ability to vary in severity and impact from person to person, and its range of co-existing conditions. Some people may have convulsions (sudden onset of repetitive general contraction of muscles) and lose consciousness. Others may simply stop what they are doing, have a brief lapse of awareness, and stare into space for a short period. Some people have seizures very infrequently, while other people may experience hundreds of seizures each day. There also are many different types of epilepsy, resulting from a variety of causes. Recent adoption of the term “the epilepsies” underscores the diversity of types and causes.

In general, a person is not considered to have epilepsy until he or she has had two or more unprovoked seizures separated by at least 24 hours. In contrast, a provoked seizure is one caused by a known precipitating factor such as a high fever, nervous system infections, acute traumatic brain injury, or fluctuations in blood sugar or electrolyte levels.

Anyone can develop epilepsy. About 2.3 million adults and more than 450,000 children and adolescents in the United States currently live with epilepsy. Each year, an estimated 150,000 people are diagnosed with epilepsy. Epilepsy affects both males and females of all races, ethnic backgrounds, and ages. In the United States alone, the annual costs associated with the epilepsies are estimated to be $15.5 billion in direct medical expenses and lost or reduced earnings and productivity.

The majority of those diagnosed with epilepsy have seizures that can be controlled with drug therapies and surgery. However, as much as 30 to 40 percent of people with epilepsy continue to have seizures because available treatments do not completely control their seizures (called intractable or medication resistant epilepsy). 

While many forms of epilepsy require lifelong treatment to control the seizures, for some people the seizures eventually go away. The odds of becoming seizure-free are not as good for adults or for children with severe epilepsy syndromes, but it is possible that seizures may decrease or even stop over time. This is more likely if the epilepsy starts in childhood, has been well-controlled by medication, or if the person has had surgery to remove the brain focus of the abnormal cell firing.

Many people with epilepsy lead productive lives, but some will be severely impacted by their epilepsy. Medical and research advances in the past two decades have led to a better understanding of the epilepsies and seizures. More than 20 different medications and a variety of dietary treatments and surgical techniques (including two devices) are now available and may provide good control of seizures. Devices can modulate brain activity to decrease seizure frequency. Advance neuroimaging can identify brain abnormalities that give rise to seizures which can be cured by neurosurgery. Even dietary changes can effectively treat certain types of epilepsy. Research on the underlying causes of the epilepsies, including identification of genes for some forms of epilepsy, has led to a greatly improved understanding of these disorders that may lead to more effective treatments or even to new ways of preventing epilepsy in the future. Sheriff D'Agostini told President Donald Trump that California's sanctuary laws are a Disgrace

El Dorado Sheriff John D’Agostini joined a roundtable discussion with President Trump, including more than 15 local law enforcement officials, lawmakers, and administration officials from California in a discussion with Trump, Attorney General Jeff Sessions, Homeland Security Secretary Kirstjen Nielsen and ICE Director Thomas Homan on their opposition to California's sanctuary state policies.  

Sheriff D’Agostini told the President “we just want to do our jobs and keep our communities safe.  This bill absolutely jeopardizes public safety in our communities.  We’re not immigration officers, we never have been and we’re never going to be. We just want to be able to cooperate with our federal partners so that these folks that end up in our custody and need to be deported, get deported,” the Sheriff said.

 “We’ll take care of it” Trump said emphasizing the dangers of immigrant gang members.   He assured the sheriff the administration would continue working.

McClintock has urged local elected officials in his Congressional District to comply with federal law in dealing with illegal aliens known to local law enforcement agencies.  McClintock has asked several County Boards of Supervisors to take a stand against state actions that thwart enforcement of federal immigration law. “These state actions place local communities in direct defiance of federal law and prevent them from protecting the safety of their citizens,” McClintock said.

“Law enforcement is alarmed at the rising crime rate caused by California’s unprecedented flaunting of federal law,” McClintock said. “ I thank Sheriff D’Agostini for traveling to the White House to tell his story to the President and the nation, and for his courage in standing up for the people of El Dorado County.”

[SHERIFF D’AGOSTINI]  Thank you, Mr. President.  John D’Agostini.  I’m the elected Sherriff of El Dorado County, California.  the bottom line from sheriffs — and you’ll hear from my peers, as well — is we just want to do our jobs.  We want to do what the people elected us to do, and that is respect our Constitution and keep our communities safe.

When this bill was being heard in legislature and it was going through ... what literally disgusted me was a common term that we heard throughout the discussion of SB 54 from different legislators.  And the quote was, “We know this is bad policy but it’s great politics.”  That’s wrong.  Because this bill absolutely jeopardizes public safety in our communities.

We’re not immigration officers; we never have been, and we’re never going to be.  We just want to be able to cooperate with our federal partners so that these folks that end up in our custody and need to be deported, get deported.

[THE PRESIDENT OF THE UNITED STATES]  Well, Sheriff, I’ll tell you what — it’s not bad politics anymore.  You know, if you look at what’s going on — because I think, maybe, more than anyplace else right now, there’s a revolution going on in California.

Man Arrested for Assault with a Deadly Weapon announces Placerville Police

Placerville, CA – Placerville Police arrested 52 year old, Ruben Archuleta, 245 PC, Assault with a deadly weapon.

On May 18th, 2018, Placerville Police Officers responded to a report of a stabbing on Stage Coach Alley, Placerville. The victim was able to identify the suspect as Ruben Archuleta, a known associate.

Archuleta was located nearby and taken into custody. He was booked into the El Dorado County Jail for Penal Code 245 (A) (1), Assault with a deadly weapon. Archuleta’s bail is set at $25,000.00.

The victim was treated at the hospital for his injuries.
