Opinion - Outside Influence on County Elections

One of the hottest hot buttons in our County is growth.  One of the hottest hot buttons in our country is outside influence on our election process.  Interestingly, these come together in El Dorado County – and not in a good way.  

Here’s how:
As an El Dorado County builder for over 30 years, I am firmly in the Smart Growth camp.  I’m fine to follow the (ever changing) rules and ensure that our County’s resources are protected and maintained while I pursue efforts to build high-quality single-family homes on appropriately-sized lots.  But when I look to the western edge of the County, I see massive amounts of dirt being moved in preparation for apparently massive development projects.  These projects create jobs and profits for Out of the Area Developers, leaving our County only with more congestion and traffic.

To understand what is afoot, I reviewed the donations to our current slate of political candidates using the 460 forms at County Elections department.  I wish these documents were on line to provide visibility and transparency to voters, but that is the subject of another letter. 
 
Three local races drew my attention.  The District 4 Supervisor race has the two candidates receiving equal percentages of current funds from outside influences – about 10% of funds raised as of 12/31/17.  The Recorder-Clerk race has the two candidates who have raised funds both at around the 60% range of contributions from within our County. 

Then, an enormous disparity shows up in the Auditor-Controller race.  The incumbent, Joe Harn, received an astonishing 95% of his funds for this election period from Out of the Area Developers.  His opponent, on the other hand, obtained 99% of his contributions locally.   Going back to the 2014 race, Harn has received a stunning $100K from developers in the last four years.

It is important to note that Joe Harn is on the County’s Development Agreement Negotiation Committee.  That appears to be an odd role for a County Auditor, who should maintain an independent viewpoint to do his or her job. 

So let’s recap:

1) Out of control growth at the western edge of our County
2) $100K in campaign contributions to a public official who negotiates developer agreements 
3) Outside influence on our election process
4) An glaring of Pay to Play – right in our back yard

This is a classic case of follow the money.  Do we want to continue this unethical and cozy situation?  

My vote is for Mike Owen for Auditor-Controller this June.  Let’s fix what is broken.

Building Resilient Families through El Dorado County Community Hubs

Families, community members, and local dignitaries came out to support the official opening of Community Hubs, an innovative and collaborative project in El Dorado County that is connecting parents to resources and building strong, resilient families. Ribbon Cutting events took place during February 2018, at each of the five Community Hubs located throughout the county to recognize and celebrate the Hubs and their Teams.

Each of the Ribbon Cutting events included a warm welcome from Library Director, Jeanne Amos, the reading of a Board Proclamation from a District Supervisor that demonstrates the County’s commitment to the Community Hubs project, and an introduction of the Community Hub Team members. The celebrations finished off with dozens of moms, dads, grandparents, caregivers, and children joining the weekly story time -- one of many activities for families with children birth through 18 years of age at the Community Hubs.

There are five Community Hubs, serving families in each of the County’s supervisorial districts and surrounding areas of El Dorado Hills, Cameron Park, Placerville, Georgetown and South Lake Tahoe. Each Community Hub is staffed by a team of caring and professional family engagement, literacy and health specialists. Hubs offer classes, groups, and activities for expectant parents and families with children ages 0-18. Families can find weekly story times, playgroups, parenting tools, and workshops, health and developmental screenings, referrals to community resources and more, all at no cost to the families.

County Superintendent of Schools, Dr. Ed Manansala, joined members of the community in support of the official opening of the Community Hub in Cameron Park and expressed, “Thank you to all of our partners who made this possible and to our EDCOE team members who will ensure these facilities help to meet the needs of our families.”

“We are very excited about the Community Hubs project, and we truly believe it will make a difference in our communities across El Dorado County,” said Ginger Swigart, Chair of the First 5 El Dorado Commission. “Research shows that relationships are the main ingredient that helps all of us overcome tough times. Community Hubs build connections and provide critical support and resources to parents, and opportunities for children to socialize, learn and make friends.”

Community Hubs are a collaborative partnership between the El Dorado County Library, El Dorado County Health and Human Services Agency’s Maternal Child and Adolescent Health Program and Mental Health Services Act Program, the El Dorado County Office of Education’s Early Care and Education Planning Council and Child Abuse Prevention Council, and the First 5 El Dorado Commission.

EDC School Board and Community Members Recognized

At an awards ceremony on March 5, the El Dorado County School Boards Association (EDCSBA) recognized school board and community members for their 2017 contributions. County Superintendent of Schools, Dr. Ed Manansala, facilitated the presentations and remarked, "Everyone here helps to foster the educational leadership that makes this County such a special place. Thank you and congratulations!"

Awards were presented in five different categories:

Educational Statesmanship: Todd White, El Dorado Union High School District, is an advocate for public education in the community and was recognized for his efforts towards enriching and improving the educational experience for all students.

Leader in Boardsmanship: Winston Pingrey, Buckeye Union School District, was honored for his valuable leadership and strong collaborative skills. To govern effectively, individual board members and the superintendent coalesce to ensure a high-quality education is provided to all students.

Outstanding Community Member/Organization: Camino Community Action Committee was presented the award for their notable contribution of time and financial support to education; effective collaboration with education and community leaders; development of innovative solutions to complex challenges facing public education; and active involvement in the community.

Dolores Garcia Memorial Spirit of Boardsmanship: Tom Griffin, Pollock Pines Elementary School District, was presented the award for his exemplary leadership, service, and advocacy on behalf of district students, educators, and families. The award was named after Dolores Garcia, a trustee on the El Dorado Union High School District Board from 1975 through 1983, and the El Dorado County Board of Education from 1996 until her passing in 2012.

Guest speakers told student and teacher stories of resiliency to demonstrate to those in the room how their work helps to create a culture of community and strength throughout El Dorado County. Speakers included Molly Smith who teaches Leadership at Union Mine High School, Kyle Pellegrini who attends 8th grade at Charter University Prep, Abigail Oberhauser who attends 8th grade at Charter University Prep, and Jared Parker who teaches Special Education at El Dorado High School.

"Powerful Tools for Caregivers" Educational Program Offered

The El Dorado County Health and Human Services Agency, Senior Health Education Program and Family Caregiver Support Program are pleased to present a "Powerful Tools for Caregivers" educational series for older adults. This six-week program will be held from 2:00 p.m. to 3:30 p.m. each Wednesday afternoon from May 25 through June 29, 2018, at the Placerville Senior Center located at 937 Spring Street in Placerville.

The trainings in the educational series will provide caregivers aged 60 or older with tools and strategies to assist them in handling the unique challenges they face. The series topics include:

May 25, 2018 – Taking Care of You
June 1, 2018 – Identifying and Reducing Personal Stress
June 8, 2018 – Communicating Feelings, Needs, and Concerns
June 15, 2018 – Communicating in Challenging Situations
June 22, 2018 – Learning From Our Emotions
June 29, 2018 – Mastering Caregiving Decisions

Participants of the educational series should plan to attend all six sessions; certificates of completion will be presented at the end of the series. The training is comprehensive and evidence-based. Respite is available to qualified caregivers; pre-authorization is required for respite services.

Pony Express Trail tree removal done TEN days ahead of schedule

What You Can Do To Help Victims of Sex Trafficking

Human Trafficking involving sex crimes is an epidemic quickly sweeping the nation.  Human Sex Traffickers (aka: "Pimps") use force, fear and coercive threats to force victims into the sex trade while essentially holding them hostage.  Shockingly, such conduct is not recognized in California as a violent felony.  Human Sex Trafficking victims are violently abused every day, unable to escape their surroundings and afraid to reach out to law enforcement.  Convicted Human Sex Traffickers still attempt to control their victims while in prison, knowing they are eligible for early release and half time credits.

This is why the El Dorado County District Attorney's Office is sponsoring, and Assemblymen Kevin Kiley is carrying, Assembly Bill 2356, legislation to make Human Trafficking involving sex crimes a violent felony under California Penal Code Section 667.5(c).  This much needed change in the law will help prevent early release and lenient treatment of repeat Human Sex Trafficking offenders.  

Special Victims Unit Team Lead Lisette Suder recently spoke at the Public Safety Committee Hearing for the bill where it passed with a 6-1 vote.  Please join our efforts to help victims of human trafficking by contacting your local congressman expressing your support for this proposed change in the law.

CA ‘rape kit’ backlog under fire

Thousands of  California women who said they were raped gave details of their assaults to investigators and provided critical data in “rape kits” — DNA, wounds, semen, hair, fibers — to identify their attackers.

But many of the rape kits were not examined in a timely way, caught in a months-long backlog that has angered some lawmakers and women’s groups.

Existing law states that timely DNA analysis of sexual assault kits — commonly called rape kits — are to be submitted by law enforcement agencies to crime labs within 20 days after it is booked into evidence.

According to the Joyful Heart Foundation, a program geared toward educating and advocating for rape survivors, and its initiative called End the Backlog, there are currently over 13,000 untested kits in California — plus 8,000 in Nevada, over 4,000 in Oregon, and over 6,000 in Arizona.

Several California legislators are encouraging law enforcement agencies to test sexual assault kits at a faster rate and audit enormous backlogs. The Senate Public Safety Committee passed Senate Bill 1449 last week in an attempt to offer victims justice and stop serial rapists.

Senator Connie Leyva, D-Chino, the co-author for SB 1449, said this legislation is critical.

“Rape is one of the most life altering and traumatizing experiences, so it’s critical that rape kits are processed swiftly to both attain justice and help identify and prosecute rapists so that we can keep them off the streets.”

Leyva authored SB 813 that eliminated the statute of limitations on rape in California.

Existing law states that timely DNA analysis of sexual assault kits — commonly called rape kits — are to be submitted by law enforcement agencies to crime labs within 20 days after it is booked into evidence. SB 1449 would require a more swift process and impose a higher level of service on local law enforcement agencies.

Assembly Bill 3118 acts as a companion bill to SB 1449, which will require all law enforcement agencies, medical facilities, crime laboratories, and any other facilities that receive, maintain, store, or preserve sexual assault evidence kits to conduct an audit of all evidence in their possession.

The victim has the right to decline any of these steps, the foundation said. Exams are always free.

Co-author Assemblymember David Chiu, D- San Francisco, said the backlog of DNA test kits is a significant issue.

“In 2015, it was estimated that there were thousands of untested rape kits in the country,” said Chiu, who used to serve as a criminal prosecutor at the San Francisco district attorney’s office.

Rape survivors go through a lengthy examination.

After an examiner obtains a thorough medical history from the victim, the victim stands on a large sheet of paper while undressing in order to catch any hair or fiber that may contain evidence. During the physical examination, injuries are examined and biological evidence is gathered, including semen, urine, skin cells, and hair. Swabbing of the skin, genitalia, mouth and under fingernails is taken. The victim’s body is photographed head to toe. The victim has the right to decline any of these steps, the foundation said. Exams are always free.

“We want justice for these survivors,” said Chiu, who was inspired to pursue the bill because of a 2015 murder case.

Keith Kenard Asberry Jr., of Antioch, was charged with killing Randhir Kaur in 2015 after he raped and shot her. The attack took place nearly eight years after a 19-year-old and 15-year-old were kidnapped and sexually assaulted in Berkeley.

The Joyful Heart Foundation defines a backlogged kit as one that has not been submitted to an accredited public of private crime lab for testing within 10 days of being booked into evidence.

In 2016, a San Francisco Chronicle investigation revealed that the Berkeley Police Department had failed to test a rape kit from that attack. If the kit had been tested, investigators could have matched Asberry’s DNA in a national database since he was convicted of a felony gun crime in 2005.

“It has been difficult to understand why are are so many untested kits,” Chiu said. “If cost is an issue, there is significant federal funding available to local agencies.” The cost of testing one rape kit ranges anywhere from $400 to over $1,000, the National Center for Victims of Crime reported.

Alameda County took action in 2014 to clear a backlog of rape kits from dozens of almost 2,000 kits,100 of them, from Berkeley and Hayward, were sent to a private lab in Virginia.

The issue will get national attention as HBO plans to release a documentary on April 16, called “I Am Evidence,” detailing survivor’s stories of getting tested and the astronomical amounts of backlogged kits. The Joyful Heart Foundation defines a backlogged kit as one that has not been submitted to an accredited public of private crime lab for testing within 10 days of being booked into evidence.

Chiu said national advocates propose every state audits backlogged kits, puts trackers on all new kits, and allows for victims to inquire about the status of their kits. “The more time that passes, the harder it is to prove a case…people’s memories fade,” Chiu said.

But it’s not just the rape survivors that benefit from testing and auditing. “We need to exonerate the individuals who may be innocent,” Chiu said. “We know testing kits will save lives.”

SB 1449 will be heard next in the Senate Appropriations Committee, while AB3118 will be heard in the Assembly Appropriations Committee.

Taking a Break from Chores to Get Chatted Up by Casanova with a Walker

Took Chy to work then ran to grocery outlet real quick n I see this old man with walker struggling to get something so I help him n get to talking with him!!!!

He tells me im “built like a real woman should b Short n Full of Curves!!!!” So I laughed n said “ok Casanova!” 

When I’m leaving I see him pushing his walker with his groceries out of parking lot so I pull up next to him n say “alright Casanova let me give you a ride home!” 

He said only if he can buy me a cup of coffee on the way! We stopped n got coffee n talked for about 30-45mins at coffee shop he told me all about coming from Mexico as a teenager n how he lived most of his life n San Pablo (where my daddy grew up) n how his son was killed n car accident n how 2 of his 3 grandsons are n prison! His 3rd grandson lives in Richmond still n doesn’t visit often. 

Then when I drop him off at his assisted living place he says “it’s been years since I spent the morning with a beautiful lady with curves n kind eyes!” 

Hahahaha I’m sure he sweet talks all them old ladies n that assisted living place!!!!

Seriously tho, he made my day.  It was nice taking a min to stop running errands n sit n talk with him.

Pioneer Union School District COLORBLAST Event

"Hello! I hope you can help our school. We are raising money for PIONEER UNION SCHOOL DISTRICT. We are having a huge COLOR BLAST run when we reach our goal. The more funds we raise, the bigger my rewards are for our event. Most importantly, we are going for funding field trips & a new scoreboard. I also get great prizes and tons of color! 70% of all donations go directly to our cause." I attend PIONEER UNION SCHOOL DISTRICT and we are partnering with Don8Zone Fundraising to raise funds this year.

Unlike other 5K runs, COLORBLAST! runners get covered from head to toe in different corn starch based (totally safe and edible) colors at each kilometer. Each section of the run adds a new EXPLOSION of color to their clean t-shirt, shorts, socks, hair, and skin until you cross the finish line into a final BANG of color.

The race is non-competitive and runners from all ages and ability levels are encouraged to participate.

Local Marijuana Growers Trade Organization is - Growing

As the new industry of legal cannabis emerges in California, a local Trade Organization formed to help organize local growers, the "El Dorado County Grower's Alliance."  The group is promoting the development of the legal cannabis markets in El Dorado County.  The Alliance brings together the power of El Dorado County growers to make a viable legal market, and at the same time assisting in protecting communities from the effects of the illegal Black Market.

It was clear that the organization was taking a market-driven PR approach with the opening statement of, "The Cannabis Community – Building a Stronger Future, Building Communities and Protecting the Rural Agricultural Character of El Dorado County."  Talking with the leaders I learned that they are experienced and professional.  

The Mission of the El Dorado County Growers Alliance is the promotion and protection of the independent farms and businesses in the cannabis industry, the protection of the public health and patient’s rights, the restoration of natural resources and watersheds, and to provide for the welfare of communities and the mutual benefit of public and private interests.  

EDC Growers Alliance "Community Commitment":

 - Protect public health and welfare;

 - Practice sustainable agriculture;

 - Preserve natural resources and watersheds;

 - Advocate for compassionate programs and patient’s rights;

 - Work for the mutual benefit of the community;

 - Support public safety and child/young adult access prevention;

 - Promote well sourced education, information and science;

 - Champion cannabis industry small farms and businesses.

 

"EDCGA works through political action and public relations to support El Dorado County Cannabis business," says their website.  I had spoken with a few of the organizers and they made it clear that they seek to win the hearts and minds of the voting public, as a necessary first step in building a sustainable industry in the county through legislation.

The group has held a number of organizational meetings, as well as a number of meetings with lawmakers from Tahoe to Placerville, and also at the unincorporated county level.  I attended my first meeting this last Saturday and was surprised by a numbers of things.  First was the disparity in understanding the political process between the Alliance's organizers, and it's growers.  When it came to the growers, I should not have been surprised that they are political novices, but I was more surprised that they did not look like atypical pot-heads, but more like members of a collegiate sports team.  Clean-cut and healthy.

They were reserved at first, like combatants in enemy territory, but soon they felt at easy with like minded people and started expressing their concerns.  Again my assumptions were proven wrong, as the growers spoke I soon realized that they were polite, well spoken, and just regular folks that grew plants.

They expressed the same concerns most people have: how can I live the quality life I want and provide for my family?  How can I be sure that the investments I make now are not lost due to government regulations?  How do I keep taxes and fees low so I can be competitive in the market?  And a concern heard at most trade organizations, "how do we stop the wholesale prices for falling?"

With the political sophistication of the Alliance's organizers, and the energetic enthusiasm of the growers, it look like this is a local trade organization with deep roots ready to grow fast.

Opinion - Outside Influence on County Elections

One of the hottest hot buttons in our County is growth.  One of the hottest hot buttons in our country is outside influence on our election process.  Interestingly, these come together in El Dorado County – and not in a good way.  

Here’s how:
As an El Dorado County builder for over 30 years, I am firmly in the Smart Growth camp.  I’m fine to follow the (ever changing) rules and ensure that our County’s resources are protected and maintained while I pursue efforts to build high-quality single-family homes on appropriately-sized lots.  But when I look to the western edge of the County, I see massive amounts of dirt being moved in preparation for apparently massive development projects.  These projects create jobs and profits for Out of the Area Developers, leaving our County only with more congestion and traffic.

To understand what is afoot, I reviewed the donations to our current slate of political candidates using the 460 forms at County Elections department.  I wish these documents were on line to provide visibility and transparency to voters, but that is the subject of another letter. 
 
Three local races drew my attention.  The District 4 Supervisor race has the two candidates receiving equal percentages of current funds from outside influences – about 10% of funds raised as of 12/31/17.  The Recorder-Clerk race has the two candidates who have raised funds both at around the 60% range of contributions from within our County. 

Then, an enormous disparity shows up in the Auditor-Controller race.  The incumbent, Joe Harn, received an astonishing 95% of his funds for this election period from Out of the Area Developers.  His opponent, on the other hand, obtained 99% of his contributions locally.   Going back to the 2014 race, Harn has received a stunning $100K from developers in the last four years.

It is important to note that Joe Harn is on the County’s Development Agreement Negotiation Committee.  That appears to be an odd role for a County Auditor, who should maintain an independent viewpoint to do his or her job. 

So let’s recap:

1) Out of control growth at the western edge of our County
2) $100K in campaign contributions to a public official who negotiates developer agreements 
3) Outside influence on our election process
4) An glaring of Pay to Play – right in our back yard

This is a classic case of follow the money.  Do we want to continue this unethical and cozy situation?  

My vote is for Mike Owen for Auditor-Controller this June.  Let’s fix what is broken.

Raising Healthy, Well-Adjusted Children Starts At Home

In a culture where alcohol, marijuana, and other substances are often sensationalized by our media, more and more youth are experimenting with, and/ or using these substances on a regular basis. Whether this is the result of the glamorization of substances, growing up with adults using and partaking in controlled substance use, or ‘trying to fit in;’ as a community, we must do more to engage our youth and encourage healthy coping skills. The California Center for Disease Control reported that 22% of high school students in California, reported having five or more drinks in a row, within a couple of hours, in the previous thirty days. Although this statistic is from 2011, there has been an increase in binge drinking by youth twelve to seventeen years of age based on more recent studies. Additionally, 9.4% of youth twelve to seventeen were reported as current users of illicit drugs, which includes marijuana, cocaine, heroin, hallucinogens, inhalants, and misuse of prescriptions drugs.

While, as adults, we may minimize the risks posed to youth who use alcohol or other drugs, based on our own childhood experiences, belief system, or media, research has shown that an individual’s brain continues to develop well into young adulthood. The use and/or abuse of alcohol and controlled substances in teens, can impact brain development and negatively impact neurocognitive functioning, which can impact how these youth function in adulthood.

Additionally, in 2014, 33% of youth twelve to seventeen years of age, who use illicit drugs or alcohol, had a co-occurrence of a major depressive episode. With the stigma surrounding mental health disorders, inability to obtain services, and one’s own denial, many youth are going without services that could support mental wellness, and instead, youth are using alcohol and other illicit substances to cope.

How do we help our youth? Whether you are parent, raising a child, or a member of our community, you play a vital role in assisting our youth to become the best they can be. The following are some ways help engage, support, and set examples for our youth:

  1. Lead by example: If you are using illicit drugs or consuming alcohol which impacts your ability to manage daily responsibilities, seek out help and support.

  2. Encourage community/recreational involvement

  3. Stay connected: eat a meal together, play a game, engage in meaningful conversation

  4. Make plans with your youth; give them something to which they can look forward

  5. Pay attention: pay attention to a youth’s verbal and non-verbal cues. If there have been changes in behavior, personality, or routine….connect, ask, and provide support.

  6. Set age appropriate boundaries, and expectations-stand by your word.

  7. Get to know your children’s friends, and their parents

  8. Trust your instincts; if you think something is cause for concern, act

  9. Seek out professional support-there are many quality services providers locally that can provide substance use assessments, and mental health services, including, but not limited to, El Dorado County Mental Health, New Morning Youth and Family Services, Summitview Child and Family Services, Sierra Child and Family Services, South Lake Tahoe Family Resource Center, Tahoe Turning Point, and Tahoe Youth and Family Services

Help Send Gold Trail Students to World Finals!

The Gold Trail fifth-grade Odyssey of the Mind (OOTM) team has the opportunity of a lifetime to attend the 2018 World OOTM Competition at Iowa State University in Ames, Iowa. They accomplished this goal by first winning at the 12 County Northern California Regional OOTM Competition and then winning at the California State OOTM Finals. We believe this represents the first time an El Dorado County School has competed in the Odyssey of the Mind World Finals. “We are proud of everyone who makes this, and all of our extensive enrichment programs, a point of absolute pride for our school,” Gold Trail Superintendent Scott Lyons said.

For our small district to send a team of seven 5th-grade students to this once-in-a-lifetime event, the team must raise $9,985.00 or $1,426.43 per person. This expense includes:

-- Round trip airfare, shuttle service, and shipping of props/materials needed from Sacramento, CA - Des Moines, IA

-- Registration plus room and board for five nights at Iowa State University

-- A small amount of miscellaneous/unforeseen expenses.

 

Gold Trail is a small rural district in the northern foothills of the Sierra Nevada, tucked between Placerville and Coloma, California, the Gold Discovery site. This small district has proven to be a powerhouse in recent competitions schools throughout the state of California.

Odyssey of the Mind www.odysseyofthemind.com is an international educational program that provides creative problem-solving opportunities for students. Team members apply their creativity to solve problems that range from building mechanical devices to presenting their interpretation of literary classics. They then bring their solutions to competition on the local, state, and World level. Thousands of teams from throughout the U.S. and from over 25 other countries participate in the program.

Think of OOTM as the Olympics. While the Olympics focuses on physical prowess/skill, Odyssey of the Mind focuses on mental prowess/skill. Like the Olympics, OOTM participants are rated in presentation style and performance, originality, being able to work with a group, as-well-as problem-solving ability, thinking outside the box and making connections. World OTTM is set up like Olympics ~ over 850 teams from around the world, opening ceremony and a parade of flags, five days of performance competition, and closing ceremonies.
