MARTY JONATHAN BEAMAN, the featured Most Wanted Wednesday fugitive posted on October 5, 2016, was arrested shortly after our post thanks to the El Dorado County Sheriff’s Office and Sgt. Seligsohn, Deputy Harwood, and Deputy Gerhart.

Another Nevada Child Molester Preying in South Lake Tahoe

The memory of the kidnapping, rape, and other heinous crimes committed against Jaycee Dugard by Phillip Garrido includes accusation from the victim, and the DA, that Nevada failed to properly supervise the convicted sex offender leading to the kidnapping and rape of the young child, Jaycee.  This week another convicted Nevada child molester was booked into El Doardo county jail for committing sex crimes against a child in South Lake Tahoe.

Eric Shed Brandon, 64 years old and of Las Vegas, was arrested in SLT for 288a "Lewd or Lascivious acts with a child under the age of 14." Brandon is currently being held in EDC Jail with a bail of $5 million dollars for 288a, and a no-bail hold for violating his NV parole.  Brandon's most recent address is listed as Las Vegas.

Defined in Penal Code 288a, "Oral copulation" is the act of copulating the mouth of one person with the sexual organ or anus of another person. Any contact, however slight, between the mouth of one person and the sexual organ or anus of another person constitutes oral copulation. Penetration of the mouth, sexual organ or anus is not required, nor is proof of ejaculation is required.  [Penal Code 288a; CALJIC Jury Instruction 10.59.6.]  Although child molestation in general is treated as a very serious crime in California, this section addresses the most serious and most extreme instances of child sexual abuse. Sometimes called a "one strike and you're out" law, a conviction under this section triggers life in prison, even upon a first offense. 

Prior to this week's arrest, Eric Shed Brandon was recently under the supervision of the department of corrections in High Desert State Prison, NV, Nevada [Las Vegas]. He was sentenced/adjudicated in Clark County. He was listed on the state department of corrections website in relation to the criminal offense, Att Lewdness W/ A Minor .

Stolen Vehicle Leads to Arrest of 31 Year Old Joseph Leonard in Placerville

By Cmdr. Kim Nida, PPD –  Joseph Leonard was arrested by Placerville Police Officers in connection with driving a stolen vehicle.

On October 5th, 2016 around 8 am, Placerville Police Officers were called to a residence in the 1500 Block of Country Club Drive regarding a sighting of a recently reported stolen vehicle. 
When officers responded to the neighborhood, they located the stolen vehicle parked in front of a residence. Officers contacted a subject nearby who verbally identified himself as Joseph Leonard, 31 years old. 

Officers learned Leonard had an outstanding no bail warrant for Vehicle Theft – CVC 10851(a) and was currently on formal probation out of El Dorado County for the same charge. 

Leonard was arrested for the outstanding warrant and after further investigation, it was confirmed he was the driver of the stolen vehicle. Leonard was booked for Vehicle Theft – CVC 10851 (a), Violation of Probation – PC 1203.2 (a), and Possession of Drug Paraphernalia – H&S 11364 (a). Leonard was booked at the county jail for the above listed charges and warrant. He is being held without bail.

The police department would like to remind the community to lock their cars when parked and remove any valuables from inside the vehicle.

PERSON OF INTEREST IN PROPERTY CRIME CASE: John "JR" Liska is a person of interest in a series of property crimes. 

Over the past several weeks a series of property crimes have occurred both in the City of South Lake Tahoe and in the El Dorado County neighborhood of the Tahoe Basin. In many of these instances cars have been broken into and checks and credit cards used at business and casinos both in California and Nevada. 

A break in the case came last week when EDSO Deputy Sheriffs recognized two known offenders using a stolen credit card on casino surveillance. As frequently is the case, when things unwind, they unwind fast. 

On Tuesday the first two in a series of arrests were made in this case. By thursday morning EDSO Patrol Deputies and SLTPD Police Officers were working hand in glove to solve these crimes and put suspects in jail. Other crimes were identified, and criminals located. With EDSO assistance, SLTPD served a search warrant on a suspect's home and stolen property from several cases, both in the city and county was recovered. 

By late Friday afternoon EDSO and SLTPD had combined to make seven arrests of suspects. The crimes charged include grand theft, petty theft, commercial burglary, possession of stolen property, possession of a stolen gun, passing forged checks, theft by use of stolen credit cards, and possession of heroin for sale.

2016 Art & Wine FestivalThe Placerville Downtown Association is hosting the 19th Annual Art & Wine Festival on October 15th, 2016, from 6-9pm. Over 25 foothill wineries will pour samples at this event that brings together many of the area’s award-winning wineries and artists in one convenient setting on Historic Main Street. The Festival will feature live music at the Bell Tower by the Island of Black & White Band.

Souvenir wine tasting glasses can be purchased, allowing sampling of all the wines in all locations. The wineries will be pouring samples inside merchant locations for the festival. A wide variety of wines will be offered including Cabernet Savignon, Zinfandel, Merlot, Sangiovese, Syrah, Mouvedre, Chardonnay, Sauvignon Blanc, Vognier and more. The cost to sample the wines is $30 per ticket.

TICKETS ARE LIMITED for the wine-tasting are now available online here and will be available soon at Cuppa Coffee & MoreRiver City Bank and The Wine Smith. You can purchase individual tickets for $30 in advance or $35 on the day of the event.

People who purchased tickets at BUSINESSES IN PLACERVILLE should check in at the Confidence Building, 487 Main St., after 5pm that night for supplies.

Merchants will also offer a variety of hors d’oeuvres to complement the wines. The Placerville Downtown Association is a non-profit organization and proceeds from this fund-raising event go toward the promotion of numerous community events and activities. 2016 Banners on Parade Top 3 Banners

During the festival, the 2016 Banners on Parade community art project will be displayed and the banners will be auctioned for sale that evening with the help of the Soroptimists Club of Placerville. This art project features brightly painted banners that hang from the light poles on Main Street from June through early October this year.

The project is a collaborative effort between artists, businesses, organizations, individuals and city government to promote art in the community. Co-sponsoring the project again this year was Gold Country Artists Gallery and ECO Signs, both big supporters of Placerville Art on Parade.

To own a piece of history, patrons can bid on the banners they would like to purchase. To view all the 2016 banners and the art for the past 12 years, go to the Placerville Art on Parade website.

This is an all-volunteer group that seeks to provide exceptional cultural and artistic events and resources in our community, and raise funds to offer art therapy for cancer patients and their families as part of the healing process. Performing at this year’s Art & Wine Festival, at the Bell Tower, is the Island of Black & White Band.

Island of Black and White was founded in the Foothills of El Dorado County. Their music is a sweet, humble yet raw blend of acoustic rock, funky reggae, and soulful blues. It is a mixture like no other. The duo, sometimes trio, and quintet, exerts high energy performances while traveling and frequenting local venues, restaurants, bars, coffee shops, music festivals and various events. With over 40 originals, the unique sound of Island of Black and White today captures the attention of those young and old: with Chris Haislet on guitar, keyboard, accordion, melodica, flute and vocals, Nawal Alwareeth on drums and vocals. State AG Bust Backpage.com for Human Trafficking

SACRAMENTO -- Attorney General Kamala D. Harris today announced the arrest of Carl Ferrer, the Chief Executive Officer of online advertising website Backpage.com, on felony charges of pimping a minor, pimping, and conspiracy to commit pimping.  Michael Lacey and James Larkin, controlling shareholders of Backpage, have also been criminally charged with conspiracy to commit pimping, a felony. Backpage hosts ads for “escort services”, essentially operating as an online brothel and generating millions of dollars off the illegal sex trade.  

“Raking in millions of dollars from the trafficking and exploitation of vulnerable victims is outrageous, despicable and illegal,” said Attorney General Harris.  “Backpage and its executives purposefully and unlawfully designed Backpage to be the world’s top online brothel. Thank you to the California Department of Justice Special Agents, investigators, attorneys, and our partners in law enforcement who have worked tirelessly to bring the operators of this online brothel to justice and protect thousands of victims of trafficking.”

While Backpage hosts ads for sales of a range of items and services, the arrest warrant alleges that the vast majority of Backpage’s revenue is generated through prostitution-related ads in its “adult services” section.  Backpage collects fees from users who post “escort” ads, offering sex for money using coded language and nearly nude photos. The California Department of Justice’s investigation found that many of the ads for prostitution services involved victims of sex trafficking, including children under the age of 18. 

Since 2010, Backpage has been expanding operations, creating sites in hundreds of cities throughout the world, including over 30 cities in California.  Backpage’s internal revenue reports show that from January 2013 to March 2015, 99% of Backpage’s worldwide income was directly attributable to the “adult” section. During this 29-month period, Backpage’s self-reporting demonstrates that gross monthly income from California rose to $2.5 million per month, with over $51 million in revenue derived from California in that period.

In addition to making millions of dollars off the sale of “adult” ads on Backpage, the arrest warrant alleges that Ferrer devised a way to promote Backpage by creating other prostitution-related sites that essentially serve as an escort directory comprised entirely of Backpage users.  Ferrer took data from Backpage users and created content for Backpage-affiliated sites like EvilEmpire.com and BigCity.com. The investigation found that Evilempire.com featured photos and contact information from Backpage and offered no apparent way for users to submit content directly.  These schemes enabled Ferrer and his co-conspirators to expand Backpage’s share of the online sex advertising market. 

The California Department of Justice conducted a three-year investigation, including undercover operations posting “escort” ads and arranging meetings with people who had advertised in the “escort” section, confirming that commercial sex was the only purpose for both buyers and sellers. The investigation was sparked by reports from media, law enforcement agencies, and the National Center for Missing and Exploited Children (NCMEC). In the last five years, NCMEC has reported an over 800% increase in reports of suspected child sex trafficking, much of it the result of online child sex trafficking. Since 2012, the NCMEC has reported 2,900 instances to California law enforcement where suspected child sex trafficking occurred via Backpage.

In addition to NCMEC, other agencies assisting in the investigation include the Texas Attorney General’s office, the Los Angeles District Attorney’s Office, the Contra Costa District Attorney’s Office, the Los Angeles Sheriff’s Human Trafficking Taskforce, the Long Beach Police Department, the Mesa Police Department, the Rocklin Police Department, the Napa Police Department, the U.S. Department of Homeland Security, and the U.S. Department of Justice. The CEO and founder of Runaway Girl, Carissa Phelps, also collaborated with the California Department of Justice to reach out to and support victims.  

Anyone who was a victim of trafficking via Backpage is encouraged to file a report with the California Department of Justice by emailing backpage@doj.ca.gov.

Attorney General Harris has made fighting human trafficking a priority for the California Department of Justice, and has advocated for increased collaboration among federal, state and local law enforcement agencies during the investigation and prosecution of human trafficking crimes.  

The Office of the Attorney General is actively investigating and prosecuting human trafficking cases across California.  Most recently, the office secured a felony conviction against Andrew Jordan, 37, of Long Beach, on charges of human trafficking, pimping, pandering, domestic violence, and assault. Jordan forced women to commit commercial sex acts and kept the proceeds, severely punishing the victims if they violated his strict rules.

Last year, the Office of the Attorney General released a resource guide to help companies comply with the California Transparency in Supply Chains Act. The law requires large retailers and manufacturers doing business in California to disclose on their websites their “efforts to eradicate slavery and human trafficking from [their] direct supply chain for tangible goods offered for sale.”

In 2012, Attorney General Harris created a Human Trafficking Work Group and released a report, The State of Human Trafficking in California, which discussed the growth of human trafficking crimes statewide and the challenges with combatting them effectively.

Please note that an arrest warrant contains only allegations against a person and, as with all defendants, Carl Ferrer, Michael Lacey, and James Larkin must be presumed innocent unless and until proven guilty.

Yom Kippur Customs and Rituals:
 

Tradition teaches that on Rosh HaShanah the Book of Life is written and on Yom Kippur our decree for New Year is sealed. We are taught that by doing t’shuvah (repentance), t’filah(prayer), and tzedakah (charity), we can have an effect on the severity of the decree.  As a result, much of the Yom Kippur liturgy and the prescribed acts for all of the Yamim Noraim are aimed at achieving this goal. Yom Kippur, like Shabbat, is a day when one refrains from work. Leviticus 23:32 describes Yom Kippur as a Shabbat Shabbaton - a sabbath of complete rest. One of the greetings for this day is “G'mar chatimah tovah,” "May you be sealed for a good year ahead.”

Fasting

Fasting was originally seen as fulfilling the biblical commandment to “practice self- denial.” The Yom Kippur fast enables us, for at least one day each year, to ignore our physical desires, focusing instead on our spiritual needs. Throughout the day, we concentrate on prayer, repentance, and self-improvement before returning to our usual daily routine after the holiday.

According to tradition, all females from age 12 and all males from age 13 must fast. The traditional fast encompasses a full 24-hour period, beginning after the Erev Yom Kippur meal and extending to the following evening. During this time, no eating or drinking is permitted.

Judaism has a deep reverence for life, and though the Yom Kippur fast is of great importance, it is never allowed to jeopardize health. Those too ill to fast (or to fast fully) are prohibited from doing so. Those who need to take medication are allowed, as are pregnant women or women who have just given birth.

Kal-Tzom!

The most popular product in Jerusalem on the eve of Yom Kippur is a little bottle of a product named “Kal-Tzom” (Easy-Fast) that contains herbal essences. On the bottle you’ll find a promise made by the manufacturer that this product helps relieve the difficulties of fasting and enables one to experience a convenient Yom Kippur fast.

Many Jerusalemites tend to bless each other on the eve of Yom Kippur by saying, “Have an easy fast” or “Let it (the fast) pass easily.” But before you go looking for this product on the Internet, ask yourself when the fast became the central component of the holy day, over the opportunity to pray and study together as a community.

In reflecting on my own fasts, I think that the most difficult trial on Yom Kippur falls on the parents who have to feed their young children while they fast themselves. It seems that the kids on that day in particular demand from their parents uniquely unnecessary services. I remember one Yom Kippur when my daughter asked me to take off the salt from a particularly beautiful cashew nut, to test some magnificent soup for her to make sure it wasn’t too hot, and to prepare the sweet dessert of honey spread on her slice of honey cake. I believe that the focus on the fast comes from the fact that fasting is physically difficult. When you count the hours, the fast lasts a very long time and is extremely challenging. But if the fast is the disciplined ritual that enables us to engage in a full day of prayer, studying, reflecting and concentrating on texts that bare much wisdom, then the fast becomes easier. This year, let us all have a meaningful fast.

The practice of reciting Kol Nidre probably began in about the 9th century C.E.  Recited in a mix of Hebrew and Aramaic, the vernacular language of the time, Kol Nidre cancels and annuls all unintended vows made to God during the previous year.

Traditionally, Kol Nidre is chanted three times, though only once in some Reform congregations. The threefold repetition most likely derives from the ancient practice of reciting all official proclamations three times.

Rituals

Wearing White

Traditionally, many Jews wear white on Yom Kippur. Because white is a symbol of purity and Yom Kippur is a day when we undertake a spiritual cleansing, it is an appropriate color for the occasion.  Others interpret white as representative of the white shroud in which Jews are buried, symbolizing our mortality and reminding us of the need for humility and repentance.

Shofar

Yom Kippur ends with a single, long blast of the shofar. The stirring sound of the shofar at the conclusion of the holiday has many different explanations. One is that the practice recalls the giving of the Torah at Sinai (when the shofar also was blown). Another is that the shofar signals the triumph of Israel over its sins for another year and heralds the possible coming of the messianic age.

In the Congregation

The heart of the Yom Kippur experience is congregational worship. It is a mitzvah to attend all the services on Yom Kippur, from Kol Nidre in the evening, throughout the next day, ending with N’ilah (concluding services) and the sounding of the shofar.  A memorial service (Yizkor) is included on Yom Kippur, and Havdalah (a service of separation) is recited at the end of the day, following the sounding of the shofar. A joyous “break-the-fast” meal is served at the conclusion of services, either at the congregation or at home.

Traditionally, in addition to Erev Yom Kippur, the entirety of the next day is spent in synagogue. The liturgy for the day of Yom Kippur includes powerful readings from the Torah, the core of Jewish teaching and practice, andYizkor, a memorial service to remember our loved ones who have died and, perhaps, to draw from their memories the inspiration to be the best of what we can yet be.

The Days of Awe are about more than confessing our sins. They are an opportunity to envision our lives and our communities if we each become a little more caring with each passing year.  On Yom Kippur morning, we read from the Torah portion entitled Nitzavim, in which we learn that meaningful Jewish lives are not too hard for us and not too far away—if we are willing to choose a life of caring for each other. We also recite the Al Cheit, a prayer that recounts our sins:  gossip, arrogance, exploiting the weak, and all the other missteps we took during the year just ended. The High Holidays are a time for t’shuvah, which is usually understood to mean repentance.  But t’shuvah is much more than repentance.  Its literal meaning is return and, indeed, t’shuvah is a return forward to something holy inside us that hasn’t yet reached fruition, a return to the goodness and the caring that could have been and still can be. T’shuvah is our search to find the potential for good and for holiness that has been within us all along but somehow became hidden in the hustle and bustle of everyday life.

At Home

Beginning at sundown prior to Kol Nidre, it is customary to render ourselves less comfortable through a variety of means, including fasting. Therefore, a family meal, known as se’udah mafseket (the concluding meal before the fast) traditionally is eaten before sundown, with the candle lighting happening at the end of the meal.  This process is a way to mark the entree of Yom Kippur into the home and, with that blessing, the fast begins.

Tradition holds that acts of tzedakah are key components to our observance of Yom Kippur.  In many synagogues, a fundraising appeal coincides with the High Holidays. Many Jews make tzedakah a part of their Shabbat ritual, depositing a few dollars in a tzedakah box prior to the beginning of Shabbat.  This can also be done as part of the ritual prior to the meal eaten before Kol Nidre.  To make this even more special, the Days of Awe can be a time to tally the funds set aside each week during the prior year and determine to which causes they will be donated.

By reciting prayers in a synagogue on Yom Kippur we atone for transgressions against God.  For wrongs committed against other people, it has become customary to seek out friends and relatives whom we have wronged during the year and to ask their forgiveness before Yom Kippur begins. The holiday is a time when families should be at peace, and gives us a yearly opportunity to put aside past hurts and create a new beginning.

It also is customary on Yom Kippur to perpetuate the memory of loved ones. To do so, many Jews visit the cemetery the day before Yom Kippur and kindle 24-hour yahrzeit candles in memory loved ones who have died (learn more about yahrzeit candles and other Jewish mourning rituals). Yahrzeit candles are lit prior to the lighting of the holiday candles. During the Middle Ages, this custom was seen as a means of atonement for the dead. Today, however, it is a beautiful expression of tribute and remembrance.

The Legal Case Against Dumping Trump

Dumping Trump is nearly impossible, even if the GOP wants to do it. It’s not a complicated legal question, it’s a straightforward fact. No amount of posturing will erase the disaster the Republican Party has brought upon itself. If they wanted to try, here’s what they’d have to do:

First, the RNC must comply with its own rules to change its nominee. Those rules authorize the RNC to “fill any and all vacancies which may occur by reason of death, declination, or otherwise” through a convention or through a vote of “committee members.”

Although his candidacy may be the death knell for the Republican Party, Trump is still very much alive and he has stated his unwillingness to withdraw. That only leaves the word “otherwise” as the basis to remove him as the nominee. Numerous election law experts have pointed out the vagueness of this provision and expressed doubt that the RNC could successfully remove Trump this way.

Let’s not forget that Trump has built his public persona on nasty fights, and has a long history of vicious litigation with his opponents. Less than 24 hours passed after the insincerely delivered apology his campaign scripted for him before he was defiantly tweeting his intention -- in all caps, of course -- to never drop out of the race.

A legal fight with Trump will be ugly and expensive, burning through precious time and resources that conservatives need to protect America from another Clinton White House. Second, assuming the RNC successfully votes to replace Trump as its nominee and fends off legal challenges from Trump and his friends within the Republican Party, the RNC still cannot replace Trump on the ballot. Ballot access deadlines – and even write-in deadlines in important states like Texas – have long since passed. Military and overseas absentee ballots have already been sent. Tens of thousands of Americans have already voted in some states.

Thus, swapping Trump for someone more palatable at this late date simply cannot happen. Trump is on the ballot as the nominee of the Republican Party. He will remain there.

We will provide additional legal analysis of the difficulties of removing Trump to interested parties.

The Political Realities

As outlined above, the legal challenges to the fantasy of a Trump/Pence swap are considerable, even if Trump were amenable to such a decision, which he most certainly is not. The political challenges are also daunting and will have enormous negative consequences to the people who think they're saving the GOP. Here are a few reasons why:

The Washington Establishment Has Lost Political and Moral Authority

In their haste to avoid their own political and moral culpability for supporting Trump, the usual suspects in Washington are proposing this absurd swap. They hope that opposing him now, after over a year of silence and assent will result in a different outcome this November. Trump's outrageous insults to POWS, the disabled, Hispanics, Muslims, women, African Americans, and veterans suffering from PTSD have already done deep, lasting, and perhaps catastrophic damage to the Republican brand. Republicans have spent years fighting the Left’s attempts to portray them all as racist, misogynist, uncaring, selfish, crony capitalist fat cats, and then the party nominated someone who is a brash caricature of the worst extremes of these traits.

Unsatisfied with insulting the vulnerable, Trump added attacks on the very principles upon which America was founded to his repertoire. And as Trump shredded every principle of conservatism, openly boasted he would violate the Constitution, and praised authoritarians like Vladimir Putin, official Washington looked the other way.

Republican leaders in Washington squandered their opportunity. They stood silently by as Trump overtly appealed to racial politics, embraced alt-right white supremacists, and degraded women time and time again.

The time to oppose Trump was in the beginning of this process, not the end.

Trump Won't Go Without A Fight

Let's be clear; Donald Trump's ego, narcissism and authoritarian tendencies have been fed by the roar of a hundred crowded rallies. The spotlight is more addictive to Trump than any drug, and stepping back from the top of the ticket means Trump is a loser, left in the dark as Mike Pence takes the stage.

Does anyone in Washington seriously believe Trump will relinquish it without a legal, political or media fight? Trump's erratic behavior would then be unmediated by Kellyanne Conway, or any other campaign professional, and his revenge for being supplanted will shatter the party.

Mike Pence Validated Trump and Inherits Trump's Liabilities

Mike Pence spent the last three months as Donald Trump's most stalwart defender. He validated Trump's record, served as an ambassador to undecided Republicans and toed the Trump line to voters, donors and the media. He was watched by millions of Americans just this week trying to defend Donald Trump's personal and moral character during the Vice Presidential debate, adopting the same kind of reality-denial language Donald Trump has used over and over again.

If the Washington Establishment Deposes Trump, Prepare for Revolt

The fanatic devotion to Donald Trump by his voters has always been his secret weapon. A large measure of that devotion is predicated on their burning hatred for the dreaded "Washington Establishment." Elected officials and RNC insiders pushing to swap Trump for Pence haven't even begun to contemplate the reaction from the core of Trump's base that a plan to depose him would entail. The RNC, members of the House and Senate and establishment Republicans are the very people they hate more passionately than anyone except Hillary Clinton. The Washington Establishment taking Trump off the ticket will lead to his base in full, open and vicious revolt.

Tom McClintock: The Bee confuses legal and illegal immigration. Legal immigration requires assimilation; illegal immigration undermines it. Those here illegally have no claim to the rights and privileges of citizenship or government services.

Robert W. Derlet: Voting in federal elections, jury duty and serving in an elected federal office should be reserved for citizens.

Tom McClintock: I have not yet reviewed the TPP. Generally speaking, free trade benefits the economies of all nations that engage in it by providing lower prices to consumers and higher wages to workers.

Tom McClintock: We should supply local forces such as the Kurdish Peshmerga with the arms they need to eradicate the Islamic State and stop admitting refugees from that region whose intentions we cannot verify.

Tom McClintock: The biggest assault on the Second Amendment comes from regulations that make it increasingly difficult for law-abiding citizens to obtain ammunition and for legitimate dealers to do business.

Robert W. Derlet: Support for Second Amendment rights. Step up background checks and close loopholes. Congress should also adapt legislation that permits the Centers for Disease Control to conduct scientific research on gun safety measures.

Tom McClintock: Obamacare has caused massive premium increases and cost millions of Americans the health plans and doctors they preferred. I favor restoring to individual families the means and the freedom to select the plan that best meets their needs.

Robert W. Derlet: Move toward single payer by first offering Medicare to all persons over age 55. Limit dollars insurance companies can retain to 10 percent or less. Limit deductibles to $500. Make the Affordable Care Act voluntary. Limit prescription drug costs.

Describe any federal policies addressing climate change you would alter.

Tom McClintock: The planet has been warming (on and off) since the last ice age, and whether or not we cripple our economy with crushing carbon taxes and sky-high energy prices, the planet will continue to warm and cool as it has for billions of years

Robert W. Derlet: Move more rapidly toward solar and wind power. More rapidly to increase plug-in electric vehicles and public recharge stations.

Measure L -- Placerville Sales Tax Increase

If two-thirds of voters approve, Placerville would impose a 0.5 percentage-point sales tax to fund maintenance and improvements for water, sewer, and storm drain systems, as well as for streets. The tax would become effective April 1, 2017 and would last for 20 years. If the measure passes, the sales tax rate in Placerville would be 8.25 percent, including all state and local taxes.

Argument in favor & against:

Yes - For the Measure: Placerville is facing a crisis. City roads are falling apart and water and sewer pipes are leaking. The city can raise $2 million annually to stop the deterioration of infrastructure. All funds will be used inside the city for repair and maintenance.

No - Against the Measure: Voters rejected a sales tax hike two years ago. The city spends too much money and fails to make substantial spending cuts. Increasing sales taxes will put local businesses at a disadvantage compared to retailers outside the city. Businesses are still recovering from the worst economic downturn since the Great Depression.

Propositions:

Frank Stephens [Conservative]

 

Our dysfunctional government has loaded up our ballot with a wish list of more stupid laws and costly regulations. Now is the time to become familiar with them so we are informed voters. These are my recommendations.

 

 

Prop 52 – YES: This creates more accountability and requires public oversight for any change to the hospital fee. With our hospitals required to care for the uninsured in the emergency department, they have self imposed this fee to enable access to federal grants that offset this hard cost which would otherwise cause our hospitals to close and decrease access.

Prop 53 – YES:  This creates more accountability and requires a vote of the people for revenue bonds above $2 Billion.

Prop 54 – YES:  The legislature should be required to post legislation online for 72 hours before it can vote on it.

Prop 55 – NO:  No more income tax increases, in fact we should be cutting taxes. I didn’t support it when first on the ballot and do not support its extension.

Prop 56 – NO:  No more taxes. Period.

Prop 57 – NO:  The Governor has lost his mind on this one. First it was AB 109, then Prop 47, and now this. How much does violent crime have to increase before people are willing to say no?

Prop 58 – NO:  I support English as the official language of our education system and learning English is the only way to prepare students to succeed in the world.

Prop 59 – NO:  Elected officials have a conflict of interest when it comes to the Citizens United v FEC decision. Giving elected officials this kind of power is an overreach.

Prop 60 – NO:  I do not believe this ballot initiative should be taken seriously.

Prop 61 – NO:  I do not believe the government should be pricing drugs. Furthermore, the moment the government begins to mandate this kind of excessive regulation on our healthcare system it stifles research and development and slows the effort to find cures for terminal illnesses.

Prop 62 – NO:  I support the death penalty.

Prop 63 – NO:  Another useless leftist measure that will not stop terrorists from getting access to guns. It will however create a costly bureaucracy for an already bureaucratic process for small business owners who sell firearms

Prop 64 – NO:  I believe the legalization of marijuana for recreational purposes will increase the risk for crime and other potential dangers as Colorado is experiencing.

Prop 65 – NO:  I do not support the plastic bag ban. This type of tax only hurts the working class by increasing their cost for the use of plastic bags.

Prop 66 – YES:  Reforming the California death penalty will ensure due process protections for those sentenced to death and promote justice for murder victims and their families. This will save taxpayers millions.

Prop 67 – NO:  I oppose the plastic bag ban. More idiocy from radical environmentalists.
