Petition-in-Lieu of Filing Fees Deadline and Candidacy Documents Period

The last day to file Signatures-in-Lieu (Sig-in-lieu) of Filing Fee Petition's is Tomorrow, February 7th by 5pm.  If a potential candidate intends to use signatures gathered during the Sig-in-lieu Petition period as Nomination signatures, the Sig-in-lieu Petitions still need to be filed by 5pm on February 7th.

The first day for persons interested in declaring their candidacy for offices on the June 2018 ballot is February 12th, with the last day of normal filing being March 9th.  The declaration of candidacy period will be extended to March 14th for offices in which an eligible incumbent fails to file.

What “Retarded” Looks Like in Real Life

I wanted to share a little of my own insight regarding the use of the word “RETARD”. Here goes....

My son is retarded. Yes, it’s actually a word that is commonly used for people with cognitive disabilities. My son was born with brain damage. He can’t help being retarded. He will need my help his whole life. He’s 18 and can’t make his own meals, tie his own shoes, he has no awareness of danger, he reads at a first grade level, he cannot write. He will probably never marry, have a child, drive a car, or accept a diploma. That’s what “retarded” looks like in real life. As his mom, I advocate on every level for him and sometimes in my quiet moments, it’s heart-breaking and still devastating to know that most of his life will continue to be filled with obstacles and opposition.

We live in a world where my son is stared at, or we are talked to like we’ve done something strangely unheard of by being his parents. I hear all about how “normal” he seems when people haven’t seen him tantrum and throw a chair at my face. I also hear all about how disruptive he is and how we should keep him at home. But here’s that word “retarded” that lingers around. There’s also comments like “short bus”, “window lickers” and yes, you’re referring to my son and the other people that live without equality, or access. Those people who struggle with everything they do and the same ones that have families who are tired, weary, and meeting constant opposition.

If I was black, it would be comparable to someone using the “N” word at me. If I were gay, it would be like someone saying how “gay” something is. To me, when people use the “R” word, they’re referring to how stupid they think something is. It’s not only stupid, it’s the next level of stupid. My son is actually retarded but he’s not stupid and if you use that word to describe the things you think are stupid, please stop. My son breaks the glass ceiling every day and he exhibits an unwavering strength and wonder that most ordinary people can never possibly understand. So the next time you want to say how “retarded” something is, think about the person that IS retarded and the strength and brilliance that comes with a lifelong diagnosis where you’ll constantly live with the idea of changing minds, changing hearts, and educating people that you are worthy of respect, love, compassion, and kudos every now and then.

This is Jacob, he is retarded. He is also brilliant, loving, and would take the shirt off his back if you needed it. Please show a little kindness and instead of insulting, give some props. I guarantee if you stopped to get to know him, he’d teach you a thing or two. While you’re at it, give a fist bump to the family that’s close behind. We can use a little encouragement too. It ain’t easy being a mom to a retard.

PS. If you aren’t disabled and you have a dog, please don’t try and pass them off as a service dog so you can benefit from the ADA. Many people need legitimate service dogs in order to gain access to the community that you freely enjoy without support. Service dogs provide a specific function for people with disabilities. They are not house pets that provide emotional support and NO, your BS registry is a gimmick and doesn’t actually make your untrained pet a service dog.

Update - Workshop Regarding US 50 at Ponderosa Interchange Project

Update! Public Notice - Notice of Intent to Adopt a Mitigated Negative Declaration, Availability of the Initial Study/Environmental Assessment, and Public Informational Workshop for the U.S. 50/Ponderosa Road/South Shingle Springs Interchange Improvements Project.

What is Being Planned?

The El Dorado County Department of Transportation and California Department of Transportation (Caltrans) propose to modify the existing U.S. Highway 50/Ponderosa Road/South Shingle Springs Road Interchange and realign frontage roads at Durock Road, North Shingle Road and Wild Chaparral Drive in El Dorado County, California. The purpose of the proposed Ponderosa Interchange modification and road realignments is: (1) address an existing operations problem; (2) improve Levels of Service (LOS); (3) maintain adequate LOS for main-line operations and existing access points to and from U.S. 50; (4) improve multimodal mobility (e.g. bike and pedestrian) within and through the interchange, and (5) provide for future traffic growth at this interchange projected to occur from planned regional growth.

Why this Public Notice?

El Dorado County and Caltrans have studied the effects this project may have on the environment and determined that it will not significantly affect the quality of the environment. Our findings are contained in the Initial Study/Environmental Assessment. This notice is to inform you of the preparation and availability of the Initial Study/Environmental Assessment. Additionally, a public informational workshop will be held to give you an opportunity to discuss the project and weigh-in on the alternatives that are proposed.

The Initial Study/Environmental Assessment and other project information are available for review on weekdays from January 26, 2018 to March 26, 2018 between 8:00 AM–5:00 PM at the following locations:

Where you come in

Please read the Initial Study/Environmental Assessment and learn how this project can affect you. If you have any questions or comments, please submit your comments in writing no later than Monday, March 26, 2018 to Ms. Donna Keeler, Principal Planner, El Dorado County Department of Transportation, 2850 Fairlane Court, Building “C”, Placerville, CA 95667. After comments are received from the public and reviewing agencies, the County and Caltrans may 1) give environmental approval to the proposed project, 2) do additional environmental studies, or 3) abandon the project. If the project is given environmental approval and funding is appropriated, the County could design and construct all or part of the project.

Love is in the Air with El Dorado County's Traveling Poets

Placerville, CA, February 9, 2018- On February 16, at the El Dorado Hills Library, El Dorado County Poet Laureate Taylor Graham, will be joined by local poets and Poetry Out Loud students for an evening of poetry loosely based on the theme of love. 

"Poetry has long been a major tool of communicating that elusive of all emotion - love. 'Shall I compare thee to a summer's day?'" said Andrew Vonderschmitt, Program Manager at El Dorado Arts Council. "Given the time of year, I thought it wouldn't be too much of a stretch to ask our poets to share something on the theme." 

\At this stop Taylor will be joined by El Dorado Hills poet Carol Lynn Stevenson Grellas. Grellas is an eight-time Pushcart Prize nominee and a four-time Best of the Net nominee. In 2012, she won the Red Ochre Press Chapbook contest with her manuscript "Before I Go to Sleep". Her work has appeared in a wide variety of online and print magazines, including the Yale Journal for Humanities in Medicine; Poets and Artists; War, Literature and the Arts; and many more. She has authored numerous collections of poetry including her latest chapbook, "Things I Can't Remember to Forget," recently released from Prolific Press in 2017. She is the Assistant Editor for The Orchards Poetry Journal and according to family lore she is a direct descendant of Robert Louis Stevenson.

"I'm thrilled to be included in this wonderful event with the amazing Taylor Graham," said Grellas. "It's a great way to begin the new year with a celebration of poetry along the El Dorado Country Poet Laureate Trail." 

Also joining the traveling poets will be Poetry Out Loud participants from the El Dorado County Finals. An Open Mic session will conclude the evening.

The event series, Laureate Trail, will visit five regional libraries in El Dorado County over the course of 8 months. The Trail will culminate with a reading at the South Lake Tahoe Branch Library in June 2018. Graham has invited several poets who reside in each of the five districts to join her at their local events. 

This event will be at the El Dorado Hills Library at 7455 Silva Valley Pkwy, El Dorado Hills, CA 95762 on February 16 at 5:30 pm. 

Taylor was named the inaugural El Dorado County Poet Laureate on Tuesday, April 19, 2016. The two-year post began on July 1, 2016, and ends on June 30, 2018. During her time as Laureate she has composed several "occasional poems" for different happenings in the county, including an event at the Wakamatsu Tea and Silk Farm, the 2016 World Gold Panning Championships, reflections on the Pony Express, and the Fausel House Barn Quilt project. Among her functions as Laureate, Taylor has organized several weekly poetry read-arounds and workshops, acted as a guest judge for Poetry Out Loud, the national recitation contest, and read poetry at numerous events in El Dorado County.

El Dorado Arts Council's mission to promote, connect, and empower arts and culture throughout the county is achieved by targeted programs and services, a vibrant gallery exhibition series, and a focus on initiatives which support and sustain the cultural life of the region.

Acting City Manager Jeff Meston Identifies Top Priorities for City of South Lake Tahoe

Earlier this week, City Council announced that City Manager Nancy Kerry was on indefinite leave and that Fire Chief Jeff Meston would become Acting City Manager. On Wednesday, an all hands staff meeting was held at City Hall to inform staff of these changes. 

“We have an extremely capable team of employees within the City and we do not have any concerns of interruption of services, programs or projects being delivered to community members,” said Mayor Wendy David. 

Acting City Manager Jeff Meston has 38 years of public sector experience including; 33 years as a supervisor/manager, management of multi-million dollar budgets, and implementation of national award winning programs. He is an experienced negotiator and has represented a number of public agencies in employee negotiations. In his new role as President of the California Fire Chiefs Association, he will lead nearly 1,000 California Fire Departments. 

Meston previously ran the State Fire Legislative Task Force and is extremely well respected throughout the State and locally within the City. Meston created, implemented and led the City’s internal annual City University program which provided extensive training and leadership growth for City staff. Through his leadership of the City University program, Meston was able to meet with the majority of City staff which in turn has instilled trust, confidence and leadership throughout the organization. 

Three projects have been identified as top priorities and include; a Snowglobe contract, conclude employee negotiations and complete the ordinance for retail sales of cannabis within the City of South Lake Tahoe. 

Snowglobe 
City Council and staff has been in continued communications with Snowglobe and will continue discussion of multi-year contract and restoring the Community Play Fields will be a top priority. 

Cannabis 
City Council will host a public workshop in regards to the retail sales of cannabis on Tuesday, February 20th beginning at 5:00pm and the location is to be determined. The public workshop on February 20th will be an opportunity for community members to contribute their recommendations to the upcoming Cannabis Retail Sales Ordinance. 

In addition, the City continues to work towards and implement the following high priority issues and project: 

Public Works 
With the light winter conditions, the Public Works Department is prepared with the Spring 2018 Public Works projects which include: 

• Sierra Boulevard Roadway Improvement Project – this is a two year construction project which will begin in 2018 and conclude in 2019. Elements to this project are very similar to Ski Run Blvd. and will include a new roadway, sidewalks, lighting, bike paths, etc. 
• Champions Plaza Phase 2 – This project includes the implementation of pavers with the name and sport of local State, National and Olympic athletes which have been recognized. Honored athletes currently include; Elena Hight, Glen Plake, Hannah Teter, Jamie Anderson, Jonna Mendes, Kyle Smaine, Maddie Bowman, Shaun Palmer, Travis Cabral and Travis Ramos. 
• Bijou Park Creek Watershed Project/a.k.a. Whole Foods Project Phase 1 – The project is currently on schedule and the environmental components which will include new stormwater treatment basins, which greatly reduces the pollutants reaching the lake, to be completed in 2018. 
• Bijou Park Creek Watershed Project/a.k.a. Whole Foods Project Phase 2 - The City recently received Proposition 1 grant funds from the State Water Resources Control Board for stormwater planning funds to assist with the study and development of a compressive plan to restore the watershed and reduce pollutant loading that impacts Lake Tahoe. The City will be issuing a Request for Qualifications (RFQ) to select a qualified consultant team to complete soils investigations, hydrologic studies, conceptual plans and alternatives, and the required environmental review documents for the preferred alternative. 
• Property Acquisitions - The California Tahoe Conservancy also awarded the City Proposition 1 and Proposition 50 funds for the acquisitions of three key properties from willing sellers in support of the project. These key acquisitions will provide more contiguous public land that will be used for the larger watershed restoration project. Staff will be working on these three property acquisitions. 
 

Vacation Home Rental Program 
City Council and staff continue the aggressive enforcement, protocols and procedures for this program and will continue to monitor its effectiveness. City staff which works on this program include Community Service Officers, Permitting Department, Finance Department and Communications. 

Finances 
City staff is currently working on the Comprehensive Annual Financial Report (CAFR) which will be released to the public in March. The CAFR is prepared by city staff and audited by an independent firm of Certified Public Accountants annually. 

Community Outreach 
City staff is in the process of redesigning the City’s website and anticipate the redesigned website to be launched by the end of June. Airport staff has also been in the process of creating a separate website specifically for the airport and it is due to launch by the end of this month. As part of the City’s efforts to expand public art within our community, the City is partnering with the Tahoe Arts Alliance and will be hosting Art Gallery Openings at City Hall on March 5th, June 18th and October 15th.

Released Reports Confirms RightonDaily's accusation about graphic sexual harassment and misconduct by Ted Gaines' Chief of Staff

Back in January of 2016, we broke the sensational story of State Senator Ted Gaines Chief of Staff Steve Davey getting fired by the Senate Rules Committee for a slew of sexual harassment and misconduct complaints.

The recently released document dump of verified sexual misconduct/harrassment complaints released from the California State Capitol has Steve Davey all over it.

This is a personal sense of vindication as I had been told by two capitol insiders that Davey had been terminated. The document dump shows only 2 of the 7 complaints I was told about and does indeed show he was terminated on 2/8/2016.

The LA Times wrote about this story and they got half the story correct and half wrong. It is the clear opinion of this blogger that Dave Titus, Gaines’ current Chief of Staff is working overtime to try to kill the story.

A third capitol insider confirmed recently that the Senate Rules Committee was going to fire Davey, however they let him quit. Ted Gaines had nothing at all to do with Steve Davey quitting as Davey had a string of verified complaints going back to almost the beginning of his reign of terror working for both Gaines. The Gaines knew and did nothing about this monster.

The LA Times was correct that Davey was kept on as a consultant for Beth Gaines’ ill-fated Supervisor Race and he is currently working for Ted Gaines’ Board of Equalization race. We have proof that we will share at a time that suits us, especially if the Gaines respond to this allegation by attacking the accuracy of this blog similar to when I broke the story of Davey’s termination.

In a follow up post on 2/7/2016, we went in to further detail with a former staffer that went on the record to fill in some details:

I always wanted to try to like Steve and Ted, and push aside those negative things people told me. The cumulative effect of things like Steve “ordering” me to move his ball closer to the pin so he could win a putter, and the two of them handicapping the date of the late Senator Cox’s demise with glee and laughter whilst in their capitol office was but one of many nails in the coffin that eventually convinced me that it is indeed true what people say about Steve Davey and Ted Gaines. And the stuff about Steve harassing fellow female employees is all too true. I saw it, many times. How’s about that for trusting in elected officials!

 

Had the LA Times done some due dilligence, they’d have understood that their story was woefully incomplete. The monster known as Steve Davey was doing this stuff for years as the staffer I spoke to back in 2012 worked for the Gaines operation from 2007-2012 and had a front row seat. In addition, this staffer is no longer a Republican. (I can’t blame him can you?)

Ted Gaines is currently running for Board of Equalization. Steve Davey is STILL involved in the Gaines political operation and affairs. They knew. They did nothing, therefore the Gaines own Steve Davey’s behavior.

Kissinger's Opinion: Trump’s Foreign Policy Style Is Remarkable and New

"People Need to Open Their Eyes"

Former Secretary of State Henry Kissinger gives us a new understanding of President Donald Trump’s foreign policy and predicts its success:

“Liberals and all those who favor (Hillary) Clinton will never admit it. They will never admit that he is the one true leader. The man is doing changes like never before and does all of it for the sake of this nation’s people. After eight years of tyranny, we finally see a difference.”

Then he goes on to explain how Trump is making it happen.

Kissinger knows it and he continues with: “Every country now has to consider two things: One, their perception that the previous president, or the outgoing president, basically withdrew America from international politics, so that they had to make their own assessments of their necessities. And secondly, that there is a new president who’s asking a lot of unfamiliar questions. And because of the combination of the partial vacuum and the new questions, one could imagine that something remarkable and new emerges out of it.”

Then Kissinger puts it bluntly: “Trump puts America and its people first. This is why people love him and this is why he will remain in charge for so long. There is not a single thing wrong with him and people need to open their eyes.”

Kissinger once explained that he and Nixon felt that it was important to convince Soviet leader Brezhnev that the U.S. president was unpredictable and capable of anything. Trump has held North Korea at bay and gotten China to accept sanctions on its people and companies that do business with Pyongyang by just such a strategy.

When he boasts that he has a “bigger red button” than Kim Jung Un does, he so transcends the mealy-mouthed rhetoric of the past that he forces a new recognition of American power.

Kissinger once wrote, “(T)he weak grow strong by effrontery. The strong grow weak through inhibition.” No sentence better captures the U.S.-North Korea relationship.

Trump is discarding the inhibitions and call the bluff on North Korea’s effrontery.

Just like Kissinger would have done.

His point is that the contrast of American retreat under Obama and its new assertion of power under Trump creates a new dynamic that every one of our allies and of our enemies must consider.

They grew complaisant with Obama’s passivity and now are fearful due to Trump’s activism. And they must balance the two in developing their policies.

They realize that the old assumptions, catalyzed by Bush 43’s preoccupation with Iraq and Obama’s refusal to lead are obsolete. So, Trump is forcing a new calculus with a new power behind American interests.

Those — here and abroad — who rode the old apple cart worry about its being toppled.

But, as Kissinger so boldly states, Trump “is the one true leader” in world affairs and he is forcing policy changes that put America first.

Suspicious Death Investigation - No Additional Suspects

On February 11, 2018, at around 1240 hours, El Dorado County Sheriff’s deputies were dispatched to a report of suspicious shots fired in the area of Timber Wolf Drive and Alder Street in Tahoma, Ca.  Upon arrival, the deputy could hear gunshots coming from the area of a known felon’s address.  Shortly after, the deputy observed the suspected person leaving the home. A pursuit was initiated and the suspect was later taken into custody by Placer County Sheriff’s Deputies in Homewood at the Ski Resort.

A welfare check on the original addressed revealed a decedent inside the home. This is an active investigation spanning between two counties with multiple crime scenes.  Currently, EDSO Detectives and Crime Scene Investigators are working the investigation.  It is not believed that there are any outstanding persons and no reason to believe there are any safety threats in Tahoma or El Dorado/Placer Counties regarding this incident.

More information will be released as it becomes available.

OxyContin maker Purdue will no longer market opioid drugs to doctors

The company has laid off more than 50 percent of its sales staff

Purdue Pharma, which manufactures a range of pain medications such as OxyContin, announced yesterday that it would no longer promote opioid drugs to physicians, and has laid off more than 50 percent of its sales force.

In a statement to The Verge, a Purdue spokesperson says that “we have restructured and significantly reduced our commercial operation and will no longer be promoting opioids to prescribers.” Accordingly, the company has laid off more than 50 percent of its sales force, with the remaining employees focusing on non-opioid products. The company will still handle requests from doctors who have questions about drugs such as OxyContin, through its medical affairs department.

The decision to stop direct marketing to doctors comes following criticism of the company’s role in the ongoing opioid crisis. The company began aggressively marketing OxyContin in 1996 as a superior pain-management drug that would last longer than other medications, which it claimed would lead to less abuse from patients. As a result, the drug was widely prescribed to patients, leaving some addicted and turning to cheaper drugs such as heroin. The result has been a dramatic rise in deaths in recent years, which has in turn driven down life expectancy rates in the country. Last fall, President Trump declared the crisis a public health emergency.

The rising tide of deaths has brought about significant actions to help combat the crisis. The Drug Enforcement Agency reduced the amount of opioid drugs that could be manufactured in the US by 25 percent in 2016, the CDC issued new guidelines for how to prescribe the drugs to patients, and major insurers said that they won’t cover opioid drug prescriptions in most cases. States have taken other approaches as well, such as mandating digital prescriptions to prevent forgery, or by filing lawsuits against Purdue for its role in the crisis.

Purdue’s decision to halt its marketing for the drug is a step towards reducing the amount of drugs in the marketplace. But this feels like a situation of closing the barn doors after the horse has already galloped away, as the opioid crisis remains in full swing throughout the country.

Jenkinson Lake - Forebay Dam Update re Fish Stocking

Forebay Fish Stocking Allocation Transferred to Jenkinson Lake During Construction

The California Department of Fish and Wildlife (CDFW) is scheduled to stock fish in Jenkinson Lake at Sly Park Recreation Area (SPRA) in Pollock Pines the week of February 4, 2018. 

And more good news – extra fish are going to be stocked in Jenkinson Lake over the next two years.

Why the extra fish? This past fall, EID started timber harvest activities needed to support the El Dorado Forebay Dam Modification Project in Pollock Pines. The project is a dam-safety requirement that involves adding an earthen stability berm to the dry side of the dam, raising the dam 10 feet, and upgrading various associated facilities. The day-use areas around the Forebay are currently closed and will remain closed throughout construction. With limited access to the Forebay and because the project requires the reservoir to be drawdown in 2018, CDFW has discontinued fish stocking at Forebay. CDFW plans to stock Forebay’s allocation of fish into Jenkinson Lake. The extra fish will be stocked in Jenkinson instead of Forebay until the dam modifications are completed in December 2019.

Forebay Dam: Background

The El Dorado Forebay Dam and Reservoir (Forebay), constructed in 1923, is a key part of the El Dorado Hydroelectric Project 184. Forebay is an off-stream reservoir that regulates water for drinking water and hydroelectric power purposes.

Water is delivered into Forebay from the South Fork American River and from four upper watershed reservoirs, Caples and Silver Lakes located along Highway 88, and Echo Lake and Lake Aloha near Highway 50. Water is diverted from the South Fork American River at the El Dorado Diversion Dam in Kyburz and conveyed through the 22-mile-long El Dorado Canal. The canal is made up of a series of man-made structures mostly consisting of concrete-lined earthen canal, interspersed with wooden and concrete flumes, tunnels and steel pipe sections. Forebay’s water is utilized for both hydroelectric power generation and water supply. The water supply portion is released from Forebay into EID’s Main Ditch and conveyed about 3 miles to Reservoir 1 where it is treated and distributed to the District’s drinking water system. Water is also conveyed via the penstock to El Dorado Powerhouse and, after flowing through two turbines that can produce up to 21 megawatts of power, returns to the South Fork American River.

Murder in Tahoe

The suspicious death in Tahoma has been ruled a homicide by El Dorado County Sheriff's Detectives. 

47 year old Jeremy David Virgo was arrested for 187(a) PC- Murder. 

The identity of the victim will not be released until next of kin notifications have been made.
