Cynthia (Cindy) Ann Honn's passing was announced by an organization closely associated with her many years of service, El Dorado Search and Rescue.

December 7 at 1:59pm"It is with deep sadness that we announce the passing today of Cindy Honn, SAR 1. Cindy was an incredible person and mere words alone cannot describe just how much she meant to all of us in the EDSAR family. Cindy has been part of our EDSAR family since May 1975... 42 years of service to El Dorado county and beyond.
God bless you Cindy, you are deeply loved and will be sorely missed.

Another organization she is very close to, National Pony Express Association, added: 

"It is with heavy hearts that we reach out to you with the news that our friend and Rider Cynthia Honn has passed. She shared her time between National Pony Express Association California Division and El Dorado County Search and Rescue and was honored to do so, it was her way of giving back. She will be missed greatly by all and will be thought of often and fondly by those who knew and loved her.  Mom and I greatly appreciate the support everyone has given along with the cards, letters and phone calls and we thank you greatly for your love, honor and respect during this time."

Michael Stroude noted that Cindy worked several seasons as a rec tech on the Amador Ranger District. "Over the years I believe she has worked on every district within the Eldorado National Forest. She will be missed," he wrote on Facebook.

Sara Wehe Such: "Cindy was one of my biggest supporters when I was in 4H. She taught me so much about horses and I even leased her horse Caper, which some of you might remember as she used him in SAR. I was also in the 4H sheep project and looked forward to going and finding her everyday of fair to say Hi while she was working with SAR. Very blessed to have had her in my life."

Airport Land Use Compatibility Plan Update for Lake Tahoe Airport.

The City of South Lake Tahoe Planning Commission, acting in its capacity as the South Lake Tahoe Airport Land Use Commission (ALUC), is preparing an update to the Airport Land Use Compatibility Plan (ALUCP) for Lake Tahoe Airport.

ALUCPs are land use documents that provide for the orderly growth of airports and surrounding areas while safeguarding the welfare of people who live in the airport vicinity and the general public.

About Lake Tahoe Airport

Lake Tahoe Airport (IATA: TVL, ICAO: KTVL, FAA LID: TVL) is a public airport three miles southwest of South Lake Tahoe, in El Dorado County, California. This general aviation airport covers 348 acres (141 ha) and has one runway. The airport is sometimes called Tahoe Valley Airport.

This high elevation airport in the Sierra Nevada Mountains just south of Lake Tahoe opened in 1959 with a 5900-ft runway. Starting in 1963 it had few airline flights: the first were Paradise Airlines Lockheed L-049 Constellations. Paradise ceased operations after a fatal accident in the mountains near Lake Tahoe and Pacific Air Lines arrived in 1964 with Fairchild F-27 turboprops. That summer, Lake Tahoe was on a "milk run" route flown with the F-27 by the airline: Pacific flight 771 operated a routing of Reno-Lake Tahoe-Sacramento-San Francisco-San Jose-Fresno-Bakersfield-Los Angeles-San Diego. In 1966 Pacific started operating the first jet service into Lake Tahoe with Boeing 727-100s flying a Los Angeles (LAX)-San Jose-Lake Tahoe round trip schedule. A 1966 Pacific Air Lines route map also depicted nonstop 727 service to San Francisco (SFO) and Reno from the airport. This 727 service lasted less than a year, and Tahoe did not see scheduled jet flights again until 1983. Following cessation of the Pacific 727 service, a ban on scheduled passenger airline jet operations at the airport was initiated. Pacific Air Lines resumed Fairchild F-27 service and successors Air West and Hughes Airwest also operated Fairchild F-27 turboprop flights until the early 1970s. For a number of years, air carriers initiating new flights had to use turboprop powered aircraft for their respective services into Lake Tahoe due to the jet ban with the Lockheed L-188 Electra propjet initially being flown by several airlines into the airport followed by other turboprop aircraft types operated by other air carriers.

Holiday Airlines served Lake Tahoe with Lockheed Electras in the 1960s and early 1970s, followed by Pacific Southwest Airlines (PSA) and Air California (later AirCal) Electras starting in 1975. Sierra Pacific Airlines, a commuter air carrier, was also serving the airport during the mid 1960s with flights to San Francisco, San Jose, Oakland and Monterey. Skymark Airlines, a predecessor of Golden West Airlines (which later served the airport), was operating de Havilland Canada DHC-6 Twin Otter turboprop service during the late 1960s with nonstops to Sacramento and Fresno and direct flights to Oakland, San Jose and Monterey.

PSA ceased serving Lake Tahoe in 1979, as did Air California a few months later. The replacements were Aspen Airways and Cal Sierra Airlines, both flying Convair 580s, and Air Pacific (United States) and successor Golden Gate Airlines as well as Golden West Airlines with all three air carriers operating STOL capable de Havilland Canada DHC-7 Dash 7s. Pacific Coast Airlines (formerly Apollo Airways) served the airport with Handley Page Jetstreams while Gulf Air Transport, McCulloch International Airlines and Nomads Travel Club nonscheduled gambling charters all used Electras. Other turboprop operators were Royal American Airways with the Vickers Viscount, Sierra Expressway with the British Aerospace BAe Jetstream 31 and Alpha Air operating as Trans World Express on behalf of TWA with the Beechcraft 1900C.

The ban on airline jets then ended, and jet service resumed in 1983 with AirCal operating McDonnell Douglas MD-80s and later Boeing 737-300s. AirCal flew nonstop to Los Angeles, San Francisco and San Jose, CA and direct to Burbank and Orange County. In 1987 a daily AirCal 737-300 flight was scheduled direct to Chicago O'Hare Airport via San Francisco and Orange County. American Airlines acquired AirCal in 1987 and continued to serve Lake Tahoe with the former AirCal 737-300s but soon switched to regional partner American Eagle with Saab 340 and Fairchild Swearingen Metroliner turboprops into the 1990s. American was the only major U.S. airline ever to serve Lake Tahoe. At one point Reno Air flew McDonnell Douglas MD-80s nonstop to Los Angeles; other jets included British Aircraft Corporation BAC One-Elevens operating nonscheduled casino charters.

In 1999 Casino Express Airlines operating as Tahoe Air started low fare Boeing 737-200 jet service nonstop to San Jose and Los Angeles (LAX). Allegiant Air flew McDonnell Douglas DC-9 nonstops to Burbank, Fresno, Las Vegas and Long Beach in 1999-2000; however, the airport apparently could not support jet service by this time. Tahoe Air experienced financial difficulties and ceased all operations later in 1999 while Allegiant discontinued all service in 2000 and subsequently evolved into a low fare air carrier that is still currently in business. Lake Tahoe has not had scheduled passenger flights since, and the area is now served by Reno-Tahoe International Airport (RNO) and Sacramento International Airport (SMF).

Still Time to Vaccinate as Flu Season Ramps Up

The Public Health Division of the El Dorado County Health and Human Services Agency is reminding residents that flu season is ramping up. "Thanksgiving week was the first week this fall that the numbers of people in the U.S. who saw their healthcare providers for flu-like symptoms were higher than baseline, heralding the onset of the flu season," said El Dorado County Health Officer, Dr. Nancy Williams. "Vaccination can prevent the flu."

"We recommend that everyone be vaccinated against the flu annually," added Williams. "If you haven't done so already, now is a perfect time." The flu vaccine should still be available from most doctors' offices and pharmacies. For residents who are uninsured or on Medi-Cal, El Dorado County Public Health is offering the flu vaccine by appointment for $10 per vaccination. No one is turned away due to inability to pay. Williams emphasized that people at risk for complications from the flu, and their close contacts, are especially encouraged to be vaccinated. Those individuals include children younger than age 5, adults age 65 and older, pregnant women, people with chronic health conditions (asthma and other lung disease, diabetes, neurological conditions, and heart disease), and people who are morbidly obese, as well as healthcare personnel and others who live or work with these at-risk persons. Individuals must be at least 6 months of age to receive the influenza vaccine.

In addition to being vaccinated, everyone can prevent the spread of flu by keeping their hands washed, avoiding close contact with people who are sick, staying home when sick, and covering their coughs. Seeking Applications For Traffic impact Mitigation Fee Offset Program For Affordable Housing Units.
 
"NOTICE IS HEREBY GIVEN that El Dorado County is seeking applications from qualified residential builders who are constructing subdivisions of five (5) or more units that will include affordable housing. Affordable units must be deed restricted to serve very-low, low- or moderate-income households in the unincorporated areas of El Dorado County to be eligible under specific guidelines of the Traffic Impact Mitigation (TIM) Fee Offset Program. The TIM Fee Program was approved by the El Dorado County Board of Supervisors in 2007 and includes a provision to set aside $1 million of federal and state transportation revenues annually for a period of 20 years to be used to offset TIM fees in the development of affordable housing. The TIM Fee Offset Program allows for a reduction of TIM fees and is not a cash subsidy. The County no longer requires TIM Fees for homeowners building a secondary dwelling."

TIM Fee Offset Program applications will be accepted January 2-16, 2018 (adjusted for holiday).

County Wins Exceptional Economic Development Award

(PLACERVILLE, CA) – The Greater Sacramento Economic Council (GSEC) selected El Dorado County as the recipient of its 2017 Paving the Way award. The award, given to one recipient annually, recognizes a community that has achieved exceptional economic development results.

“For the last 18 months, El Dorado County has developed and executed a strategic approach to economic development in order to elevate the profile of our part of the Greater Sacramento Region,” said Don Ashton, the County’s Chief Administrative Officer.

“We’re honored to be recognized for the efforts to make El Dorado County a place that new businesses consider and current companies choose to remain and expand in, all while maintaining the rural beauty that attracts so many people. This award is a reflection of the support of our community stakeholders, including the El Dorado Hills Chamber of Commerce, the El Dorado County Chamber of Commerce, the Tahoe Chamber, and our County office of Education,” added Ashton.

The County joined GSEC in 2016 as a way to leverage the innovative growth strategies it brings to the Region. For example, when GSEC developed its bid for Amazon’s headquarters, it provided County leaders the opportunity to think differently about the very real possibility of attracting a large company to the County, as well as shine a light on the assets of the County for business leaders in and out of California who may not have ever considered it.

“The County of El Dorado has shown a deep commitment to engaging public and private leaders within our economic development strategies and to creating County-wide momentum around building an advanced economy,” said Dave Lucchetti, GSEC Chairman of the Board, in a letter to Ashton.

In the past year, the County has launched Elevate to El Dorado, a multi-media tool which includes easyto-use mapping showing land use, vacant parcels, amenities, and schools; updated demographic data compiled by California State University, Chico’s Center for Economic Development; and promotional videos. These have all been developed to attract and retain business and help guide interested parties through the steps needed to start or expand a business in El Dorado County. The County has also sponsored 22 people through GSEC’s Certified Champion program where they learn some of the inner workings of economic development and current and future efforts, as well as network with business and community leaders throughout the Region.

The award was presented at GSEC’s annual dinner, with more than 500 business and community leaders in attendance.

Two-Week Closure Of Bucks Bar Road to Begin Monday December 11th

(PLACERVILLE, CA) – El Dorado County Department of Transportation announced on December 4th the full closure of Bucks Bar Road beginning Monday, December 11th, 2017 and last through Sunday, December 24th, 2017, weather permitting.

“Last winter was the worst in 20 years, in terms of damage to the 1,080 miles of County roads,” said Rafael Martinez, Department of Transportation Director. “While the closure is a temporary inconvenience to residents and motorists in that area, we must make the repairs to ensure the road’s safety for travelers.”

Changeable message signs placed in the vicinity last week provide notice of the length of closure. They are located at Bucks Bar Road/Pleasant Valley Road and at Mt. Aukum Road/Grizzly Flat Road/Bucks Bar Road. Residents on the east side of the closure will access their home from Bucks Bar Road. While residents on the west side of the Bucks Bar Road closure will access their homes using the detour of Pleasant Valley Road to Mt. Aukum Road to Bucks Bar Road.

Repairs include replacing the failed culvert under Bucks Bar Road which is approximately 10-feet deep, rebuilding the roadway structural section and placing asphalt concrete on the road. Additionally, a new drainage system will be constructed west of the existing failed culvert that will also go under Bucks Bar Road. This new system will help mitigate storm water so that it does not overwhelm the existing system.

“The full closure of Bucks Bar Road will be safer for construction of such a deep drainage system and will effectively reduce the time it takes to construct the project thereby lessening the time the public will be inconvenienced,” said Martinez.

Fire Commentary, National Monument Lands Collapsed – WHY?

By now many people have heard or read that along with some other National Monuments, which had been created and managed arguably via the influence of various NGO organizations, such as KS-Wild, Western Watershed Project, Friends of The Monument and Soda Mountain Wilderness Council (Wildland Defense), the Cascade-Siskiyou National Monument (CSNM) is likely to be shrunk-down considerably. If the rollbacks in the Utah Monuments (Bears Ears and Grand Staircase-Escalante) are any indication of what we might expect (85% reduction of Monument area in Utah) to happen in the CSNM, it seems possible that the CSNM will be reduced to at least the pre-Obama land area of about 66,000 acres, and possibly smaller. Why?

 

I have a theory, which I think should be taken into serious consideration and it is supported by both science and human nature. For many years now, even decades in some cases, various NGOs who are and have been taking time and money from supporters to ostensibly look-out for the wilderness and nature, have instead paid more attention to politics than the wilderness, its forests and animals. It seems they have become more interested in becoming activists and lobbyists than good-stewards of the ecosystem.

 

Case in point: 

A complete failure by any of these organizations to make and publish the now obvious connection between the emergence of catastrophic wildfire and the acute depletion of west-coast deer populations, as is cited here: https://www.horsetalk.co.nz/2017/10/13/ecological-imbalance-wildfires-us-rangelands/

The foregoing case in-point as it relates to the connection between the evolution of unnaturally hot catastrophic wildfire in and around forests and grasslands and the decline in cervid (mammals in deer family) populations is not theory. The cause and effect between grazing ungulates and catastrophic wildfire (which is not 'normal' wildfire) is based-upon well-established settled (‘best science’) science, as we can read here:

 

According to Science Magazine: “By altering the quantity and distribution of fuel supplies, large herbivores can shape the frequency, intensity, and spatial distribution of fires across a landscape. There are even unique interactions among large herbivore populations that can influence fire regimes. For example, facilitative interactions between white rhinoceros and mesoherbivores result in reduced fuel loads and fuel continuity, and consequently fewer large, intense fires. Other factors can influence the frequency and intensity of fires, particularly in locations where the total area burned is strongly related to ungulate population size.

 

As supposed guardians of the wilderness, this cause and effect evolution between cervids and wildfire should have been a glaring blip on the radar of these NGOs over the past many years. But it was arguably overlooked out of necessity because by addressing the severe decline of deer in California these organizations would also have to come face-to-face and admit their failed predator management policy views. Of course how can they now make that 180-degree reversal of course after already spending donated money to bring litigation seeking to stop the control and growth of predator populations? Maybe that also explains why they are also doubling down on a ‘let it burn’ narrative for forest management? But as we see, admitting the truth earlier as opposed to later prevents such cascading and compiling synergistic failures of policy…

 

Some NGOs will try to ‘educate’ you using their ‘best available science’ pitch (code for skewed science they happen to like?) about subjects like predators, which some seem to love maybe more than forests and the health of millions people now suffering from catastrophic wildfire (LA is being incinerated as I write this); where the toxic smoke kills more slowly than the flames that burned dozens of people alive in Sonoma California.

 

For instance we can easily find statements from the leaders of some NGOs suggesting that apex predators like mountain lions and wolves don’t affect the populations of ungulates (deer, elk, etc.).

 

Case in point: 

Soda Mountain Wilderness Council, which seems associated to Wildland Defense, recently posted on their Facebook page that; “It's long been known that predators don't do much - if anything - to impact big game numbers.” (https://www.facebook.com/wildlandsdefense/posts/1991425711075729)

However the ‘best science’ tells us otherwise, as does this report from Washington Department of Fish and Wildlife, which contradicts much of what these NGOs claim, and includes a photo of a pack of wolves that just killed a bull elk weighing at least 600 pounds: http://wdfw.wa.gov/conservation/gray_wolf/big_game/wash_wolf-ungulate_2015.pdf

 

Of course after reading what the real experts (WDFW) in their report have to say, how can these NGOs proffering contrarian positions be trusted? Who shall we believe?

 

It turns out that these NGOs seem to also have it wrong when it comes to mountain lions (cougars) in and around west coast states where their populations are “booming” (according to the article linked immediately below) and are adversely impacting the deer populations. And Oregon has its fair share of that problem with "6,000 lions", according the Oregon Department of Fish And Wildlife (ODFW), as they clearly state in this 2015 article: https://www.heraldandnews.com/email_blast/cougar-population-booming/article_06e39f22-9961-11e4-a542-e3d3495d3c23.html

 

Shockingly in just the past two years the Oregon lion population has grown by 400 lions to a new historic high of "6,400 lions", according to this 2017 report:http://www.deerfriendly.com/deer/oregon/oregon-deer-population-management-and-hunting-regulations/-2017/commission-meets-oct-13-in-prineville-to-consider-cougar-management-plan-october-6-2017-oregon

 

And given that the ODFW believes the appropriate management level for lions in Oregon is around 2,500 mountain lions, an increase of 400 lions is very significant.

 

In 2016 hunters harvested a total of about 42,000 Oregon deer, which is a little more than seven-percent (7.4%) of the total herd. The herd is also subject to vehicular accidents, disease, poaching and further losses from catastrophic wildfires. But in the end, all of those fatalities combined with hunting totals is still only about 12% of the total herd population. And now with the addition of wolves, not to mention other unforeseeable issues like the recent extreme cold winter that impacted the herds, the Oregon deer population is without doubt in trouble, and soon may resemble California’s deer disaster as detailed in this article: http://freerangereport.com/index.php/2017/12/08/california-predator-policies-devastate-grazing-wildlife-exacerbate-wildfires/

 

Of course the mathematics of depredation are the easiest part of understanding how apex predators such as lions do impact and even control deer populations; where each lion kills on average 50-60 deer per year. This means that at the minimum, the Oregon lion population will kill 320,000 deer (6,400-lions X 50-deer). So if we subtract the number of deer that amounts to ‘lion chow’ from the 540,000 total deer population (est. as of 2015, lower today), the math tells us that mountain lions annually kill about sixty-percent (60%) of the Oregon deer herdthat is population control, right? As we see, mountain lions have a devastating impact on deer populations.

 

However, all of the foregoing reports and basic math seems to contradict a recent statement made to me by the Executive Director of the Western Watershed Project, Mr. Erik Molvar, who wrote:

 

As a published cervid biologist, I can tell you that there is scant scientific evidence that predators control population numbers of cervids, and ample evidence that they don’t.”

 

There seems to be a disconnect between the basic facts on the ground, and what this fellow posits; as if there are varied definitions (word games) for the notion of ‘population control’. Or could it be that mountain lions are now dining on ramen noodles in place of deer?

 

And maybe there is a plausible reason for abstract interpretations and definitions, as we now come to learn that the Western Watershed Project was one of several plaintiffs in a recent lawsuit against the USDA to halt some forms of predator control in Northern California, where predators are a serious problem.

 

We now find ourselves in a world where ideologies are affecting perspectives of science, and foundational scientific precepts are sometimes viewed as if they are abstract art. This in my opinion is very dangerous ground when the health of humans and the planetary ecosystems are now at risk. Pretending that lions don’t eat deer in numbers consistent with impacting total populations and thereby effecting a form of population control is folly.

 

Admitting failure has never been an NGO strong suit, even when such a failure in prediction (predator-cervid-wildfire correlation) seems so empirically evident on the ground. Of course most people realize that admitting failure affects more than just egos, it hits the revenue stream from donations. Nevertheless, admitting failure is an absolute requirement for making the corrections that are needed for any positive change and effect in policy position that is clearly needed to support the proper management and protection of our natural resources. The leaders of some of these NGOs have arguably failed in their capacities to promote a balanced advocacy vision for protecting our natural resources and we must now look to them for an explanation. And if they start by deferring blame upon others all around, it is a sign they have learned nothing. In any negotiation, the result, good, fair or bad, is the end product of all the negotiators and stake-holders.

 

Best ‘available’ science is a travesty. It is a word-game that arguably allows some NGOs to sell a position that is inferior to one based upon the ‘best science’. History abundantly teaches that mob rule and their views are rarely correct, which is why lynching (for instance) was outlawed, and it arguably relied upon the best 'available' evidence, as opposed to holding court and collecting the 'best' evidence. Another of hundreds of examples is that regarding Galileo, who was under threat of being burned at the stake when he announced that the sun did not orbit the earth.  

 

When NGOs engage and entertain folly by using their ‘best available science’ pitch to influence policy views and subsequent management of natural resources, we can expect that at some point the forces of economic and social logic will easily prevail and take precedence, regardless of political affiliation. So blaming President Trump or DOI Secretary Zinke, while emotionally satisfying for some, is illogical and simply continues to fuel flawed natural resources advocacy and policy.

 

Politics and wilderness management just don’t mix. Wilderness ecosystems operate on evolutionary processes with results that were many tens of thousands of years in the making, and man’s concepts of management are risky at best, and made folly when influenced by coffee-house science and politics. We must now move past such ridiculous methods. 

 

The results we see today, huge roll-backs of Monument lands and widespread wildlife mismanagement, are clear indicators of the desperate need for a more informed and logical leadership in the advocacy of the public’s natural resources. It seems that some NGOs need a top-end overhaul.

 

Some NGO organizations who are engaged in reckless policy and who have arguably been disproportionately distracted by politics have in my opinion failed their supporters when it comes to influencing natural resource management policy with good sense and logic. Simple stated, they have failed to discern the center-line of the intersection and balance between socially responsible and practical stewardship of natural resources, and the requirements of a growing society and the needs of its infrastructure.  

 

In physics, Sir Isaac Newton posited his ‘Third Law’; “for every action, there is an equal and opposite reaction”

 

When these organizations pushed (politically) for more and more lands to be added to the Monuments, in some cases beyond any reasonable extent for honest ecosystem preservation, they pushed the pendulum far-over to the stop. Now as a result of such unreasonable ideologically driven policies, the social and economic pressures (stored kinetic energy) of having done so have powered the reverse swing of that management pendulum and of NGO influences, and now the momentum is building in the opposite.

 

It’s obtuse to manage our natural resources in such an oscillatory and knee-jerk manner.

 

Astute leaders could have easily avoided loading the equation in such a manner and thereby creating a reactionary force that would build and remain stored, ultimately resulting in the opposite and equal reaction at some point. Now the pendulum has swung back and past the center, taking lands of Monuments back to total areas that will seem by comparison as extreme minimums. This is what happens when logic is discarded and replaced with the folly of political bias influencing the scientific oversight of our natural resources.Instead of prudent scientifically driven management, we have a political tug-of-war between ideologies and egos. 

 

Now faced with far less lands in several Monuments and likely in the Cascade-Siskiyou National Monument, NGOs will have to reflect upon their failed operational motives that have led to failed stewardship policy. The political landscape does not provide steady footing for the proper stewardship of our natural resources; only the best science, practical experience and logic can provide that much-needed footing and a result that is reasonable for everyone and everything.

 

Supporters of good stewardship for our natural resources must now call these organizations and their current and past operational motives and policies into question, as well as their leadership, who have undoubtedly had some impact in the results we now have at hand. 

 

The leadership of some NGOs must now accept their share of responsibility for these results, and it is up to the people who fund these NGOs to decide where and what changes should be made.

 

NGOs should immediately begin a process of self-examination and analysis if they are to correct their methodology, and that undertaking starts by admitting when there is a failure in their logic and the resulting impact on advocacy policy.

 

Nevertheless, our timeless forests and all that they encompass remain at extreme risk for extinction from catastrophic wildfires (megafire), and will continue to burn in anunnatural manner until they no longer exist, or until level-headed leadership ensues.  Political orientations and ideologies will not in any manner modify the level of risk to society and our natural resources from catastrophic wildfire; only logic and the best science combined with the application of holistic and practical experience can save the day and America’s natural resources.

Commentary, Sexual Harassment Allegations - Office Crime Wave or Feminist Power Ploys?

    As an innocent survivor of a high profile bad faith prosecution intended to destroy my reputation and put me out of business, I am shocked and saddened by the seeming automatic assumption of guilt of accused persons during today’s national wave of sexual harassment accusations, rather than our customary presumption of innocence until proven guilty. While each accusation is unique and should be judged on its own merits, there appears to be a pattern developing with many sexual harassment stories in the news. First, all parties involved are highly competitive, success-driven personalities trying to climb the career ladder in their professional field. Second, the accused men are in power positions with a history of “mentoring” younger women. Third, the accused men are in the normal retirement age range. Fourth, the accusing women are younger and cannot advance within their company or organization until the men occupying the top spots are gone. Which should make us all wonder, are we facing an office crime wave or feminist power plays?

    Adding to the complexity of the sexual harassment issue is simply defining it.  Just what constitutes inappropriate behavior?  To some folks the sexual harassment line is drawn after an inter-office dating request is refused, to others that line is crossed whenever they are offended by any statement or action by any coworker they deem inappropriate.  Compounding the problem, our legal standard now varies as to the case by case beliefs of individual juries.  If we as a society cannot agree on a definition of behavior constituting sexual harassment, how can we develop fair and equitable remedies to compensate victims and deter perpetrators?  

    Missing from our public discussion is what to do about restoring the reputations and compensating the victims of false sexual harassment allegations.  We live in a society that is predisposed to believe women over men.  In addition, radical feminist groups often try to politicize sexual harassment allegations by advocating that sexual harassment is a form of rape in order to advance their political agenda of replacing men in power with fellow feminists.  So with the scales of public opinion tilted against every man charged with sexual impropriety, how do we protect the reputations of falsely accused innocent men and compensate them from the professional and economic damage caused by malicious accusations? 

    Finally, we need to consider how lawyers like Gloria Allred have turned challenging behavioral impropriety into a multi-billion dollar industry.  Just what could be so offensive to earn an employee like Liz Wiehl her reported $32 million settlement with Fox News? I suspect many folks would line up to suffer her kind of harassment for that kind of money. Learning from other social experiments, like prohibition a Century ago, we should be debating wither the extreme cost of using government coercion (laws, regulations and courts) to control office behavior is worth the social benefit.  We should be asking the net benefit question - is the current cost of trying to sterilize our workplaces and public discourse of anything sexually offensive to anyone outweighing the benefit of the social policy change to our society?  

    Perhaps there is a cheaper, fairer, and more effective way to solve the sexual harassment problem then government coercion.  A better alternative, letting the men in the family quietly and discretely fix the problem with the accused harrasser, worked for centuries.  How about reforming our legal system to EXEMPT fathers, brothers, and husbands from assault and battery laws while defending the honor of family sexual harassment victims?

Opinion -- "Love One Another Despite Differences" a Family-Oriented Church's View on Gays

Elder Oaks and Elder Ballard say the Mormon Church should be a place of refuge and peace for all, including homosexuals.

We need to love each other “despite the differences that inevitably exist in the world along so many different lines,” Elder Dallin H. Oaks said. Bridging the gap between us “is the commandment [of Christ] to love one another and help bear one another’s burdens.”

Elder Oaks's comment above was in response to questions from Brazil and New York about same-sex attraction — specifically concerning how Latter-day Saints can show love to those who disagree with Church teachings on the topic.

“We have to be cautious and willing to listen. We have to be willing to talk to one another about this issue,” Elder Ballard added. Echoing comments he made last week at a Brigham Young University devotional, he said those who are gay “are God’s children. He loves them. There’s a place for them [in the Church] and for all of our Father’s children, regardless of what their circumstances may be. The Church is a place of refuge, to come and find peace and answers to life’s questions.”

Both apostles reminded viewers of the promises Latter-day Saints make in choosing to follow Christ — among them to live a chaste life, but also to simply be kind. Elder Oaks condemned verbal and physical abuse toward those who are gay, encouraging the audience to confront disagreement “in an atmosphere of love.”

“The most important label any of us can carry throughout our life is ‘I am a child of God,’” Elder Oaks said. “That’s the important label that stays with us all our lives. We shouldn’t label ourselves as ‘anti this or that,’ but carry on as children of God and realize that all of us have temptations, problems, inclinations [and] burdens we are wrestling with.”

Elder Oaks also fielded a question from a woman in Utah about whether women can and should pursue both family and career. Pointing to the experience of his mother, who was fortunate to have a college degree when her husband died when Elder Oaks was 7, he said there’s no reason a woman can’t have both.

“The contest is not between a family and a career. And it’s not between a family and education. Women can have both,” Elder Oaks said. “The question is timing in the individual circumstances. I’m glad my mother had both an education and a family. In other individual circumstances, it may work out differently. But in the timing of our individual lives, we don’t have to choose one or another.”

The apostles answered a wide variety of other questions from young adults in Peru, Mexico, Brazil, Bulgaria, Canada, Uganda, California, New York and Utah. Of some 4,000 questions submitted prior to the broadcast, others chosen touched on topics of how to gain knowledge of spiritual truth, understanding the difference between genuine questions and doubts, how to deal with anxiety, what the Church is doing to foster historical transparency and how to help others keep the faith.

Editorial - Protecting Public Comment from Abuse

Last week I was incensed when I read on a Facebook political blog that the county was shutting down public comment at the Board of Supervisors’ meetings.  Then I read a little better and realized they were not stopping it, but seriously restricting it. So I expressed my outrage online.

Then I read a little better…  Then later I did my homework… 

Gee, I hate it when I mouth-off before I know what I am talking about!

What I thought was an attempt to squelch the public voice was an effort to to stop abuse of the process by a few.

What I thought was a draconian re-write of the rules was actually a first-try at establishing an objective policy standard.

What I thought was a reactionary and capricious act, was actually a thoughtful and plodding process with public workshops, a process of which I was embarrassingly ignorant...

What I thought was an opportunity for the Board of Supervisors to abuse their power… Well it is still there and I will remain vigilant for it, should it happen.  

First and foremost I must give a fair opportunity for the new process to work, or fail.  It is a good faith effort, using modern management approaches whereby it starts by codifying an objective standard for efficient and timely operation, while retaining the ability to extend the public comment period as needed.

So I don’t apologise for questioning the motives and effects of the policy change, although I do regret my rush to judgement.  It looks like a fair effort and time will see if it needs tweaking and something else.  But some time will need to pass to see the full spectrum of effects.  

Most importantly, is how the future Boards use the discretionary powers this new policy provides.  I am confident that those making those decisions are aware the public is watching to see if the discretion is used to make a better public interaction, or if it is being used to squelch fair public criticism.  But until such time as a Board makes a call that the general public feels unduly restricts public comment, we should wait and see how the new policy unfolds in use.

I applaud the efforts of our local government to make a standardized public comment policy.  It might need work, but it is certainly a move in the right direction.

SEOUL, South Korea — An American soldier who was killed in a traffic accident last week was a health care noncommissioned officer with two sons, the military said Tuesday.

Sgt. Eric Schenck, 33, of Placerville, Calif., died Friday of injuries suffered in the accident as his convoy was returning to Suwon Air Base from a field training exercise, the 35th Air Defense Artillery Brigade said in a press release.

“We lost one of our brothers,” brigade commander Col. Richard Wright said. “The loss of Sgt. Schenck will be felt throughout the entire formation and collectively we will mourn his loss.”

“We also extend our deepest condolences to all Sgt. Schenk’s friends and family back home,” Wright said. “We will continue to keep those closest to him in our thoughts and prayers.”

Schenck, who was a health care NCO with the Headquarters and Headquarters Battery, 6th Battalion, 52nd ADA Regiment, had been in South Korea on an unaccompanied post since January.

He joined the Army in 2009 and was deployed to Afghanistan in 2012, according to the brigade. He had been awarded an Army Commendation Medal among many other achievements.

Schenck is survived by his two sons, his mother, Joanne Schenck, and his father, Charles Schenck. 

A memorial ceremony is planned Friday at Suwon Air Base.

Local police and rescue officials said the deadly collision began when a car rear-ended a U.S. Humvee ambulance, then an 8-ton cargo truck slammed into the scene just before midnight on Thursday.

The truck driver was hospitalized, but his injuries were not life-threatening, police said, adding they were still investigating how the chain of events unfolded.
