Wildfire Smoke Advisor

Air quality in El Dorado County is currently being impacted by smoke from wildfires burning in the State. County health officials are reminding residents to take precautions should wildfire smoke impact the areas in which they live, work and recreate. According to Air Pollution Control Officer Dave Johnston, wildfires can produce smoke that causes health problems, particularly for children, older people and those with heart disease or respiratory issues.

Johnston advises residents to limit outdoor activity if they see or smell smoke. Specific precautions include the following:

• Keep windows and doors closed as much as possible.
• Set the air conditioner in your home and car to re-circulating mode.
• Drink lots of water to keep airways moist.
• Healthy people should delay strenuous outdoor exercise until smoke has cleared.
• Children and older people should avoid outdoor activity, especially prolonged outdoor exercise.
• People with heart disease, respiratory or chronic health issues should stay indoors.
• Minimize the creation of indoor particulate matter (avoid cigarette smoking, grilling, vacuuming, burning candles and incense).

Smoke conditions can vary greatly and change quickly because of terrain, wind direction and weather. Individuals can assess air quality in their area by using the Smoke Visibility Index as follows:

• Face away from the sun and look for targets at known distances (in miles). The visibility range is the distance at which high-contrast objects disappear.
• After estimating visibility in miles, use the visibility index to assess air quality and determine appropriate precautions.

Democrats Are Today's Extremists

Partisanship: Everyone knows that the country is more politically polarized than ever, but most don't know why. Data from the highly respected Pew Research Center provides a definitive answer. It's because Democrats have moved sharply to the extreme left.

The Pew report — titled "The Partisan Divide on Political Values Grows Even Wider"— is the latest in a decades-long series of surveys it has conducted to gauge people's views on various key issues, including the size of government, immigration, corporate profits, race relations. The authors of the report note the "divisions between Republicans and Democrats on fundamental political values ... reached record levels during Barack Obama's presidency. In Donald Trump's first year as president, these gaps have grown even larger."

Given the way politics gets reported these days, it's easy to conclude that the widening gap is the result of Republicans become more extreme in their views. That is, after all, a mantra among Democrats and the press. The GOP is the party of racist, sexist, xenophobic, right-wing extremists, we hear over and over again, while Democrats are but humble centrists.

The Pew data, however, make it clear that the shift toward the extreme has happened among Democrats, not Republicans.

This can be seen in dramatic fashion when you look at where the center of each party was in 1994, and where it is today. Pew used a 10-item scale of political values to determine ideological purity among those who claim affiliation with the two parties. The results show that while the Republican center moved only slightly to the right over the past 23 years, the center of Democratic part shifted far to the left. (See the nearby chart.)

Take a look at specific value questions Pew asks and you can see why.

Pew asks, for example, whether poor people have it easy because they can get government benefits without doing anything in return. In 1994, 63% of Republicans agreed with this sentiment, as did 44% of Democrats.

This year, 65% of Republicans agreed — a 2-point increase — while just 18% of Democrats did — a 26-point drop.

Nearly two-thirds (65%) of Democrats used to believe that most people who want to get ahead can do so if they work hard. Today, just 45% of Democrats believe this. Among Republicans, the change was negligible — it went from 73% in 1994 to 77% today.

How about the question of whether racial discrimination is the "main reason many black people can't get ahead these days"?

In 1994, just 39% of Democrats and 26% of Republicans felt this way. That was 14 years before the U.S. elected a black president.

Now, after eight years of Obama in the White House, 64% of Democrats say racism is the main reason blacks can't get ahead, while 14% of Republicans do.

National defense?

Back in 1994, 44% of Republicans said the best way to secure peace was through military strength. Today, that figure is 53% — an increase of 9 points.

But on the Democratic side, the share who agreed with "peace through strength" dropped from 28% to 13% — a 15-point drop.

Pew also asked whether "corporations make too much profit." In 1994, the gap between Democrats and Republicans on this issue was 18 percentage points. Today, it's 30 points.

In this case, the entire increase in the gap came from Democrats. While 61% of them said in 1994 that corporations make too much money, 73% now feel that way. There's been no change on the Republicans side —  it's remained at 43%.

One issue where Republicans shifted further out to the edge than Democrats was on whether environmental laws and regulations cost too many jobs and hurt the economy.

But on one big social issue, Republicans have become far more moderate over the years.

The Pew survey asks whether homosexuality should be discouraged by society. In 1994, 58% of Republicans and 42% of Democrats said it should. By 2017, the share of Republicans who felt that way dropped 21 points, in tandem with the decline among Democrats.

Of course, if you want to see how extreme Democrats have become, all you need to do is look at who is now considered the soul of the party — far-left liberal Sen. Elizabeth Warren — or the fact that a substantial number of Democratic lawmakers have signed onto Bernie Sanders' radical "Medicare for all" plan. Meanwhile, conservatives couldn't even muster a majority of Republicans in the Senate to repeal ObamaCare.

Democrats and their water carriers in the press are like people on a boat that is drifting off to sea, but are convinced that it's the land that's moving, not them.

Solving The DACA Problem - Choosing Emotion or Logic?

    Next to abortion, there is no other moral question weighing down our collective American soul more than how to shape our national immigration policy and reform our glacially paced immigration system. Recently, President Trump took a big step towards solving this mammoth problem by ending the Federal Deferred Action for Childhood Arrivals (DACA) program which allows people who were illegally smuggled into our country as children to temporarily remain in the United States. By announcing the expiration of President Obama’s highly controversial DACA program, President Trump has given our Congress a cattle prod deadline for action. So will our Congress act on this problem by choosing emotion or logic? 

    Tugging at our heartstrings are the melancholy images of sobbing teenagers trying to get into publically subsidized American colleges and universities fearful of having to return to their homeland and being condemned to third world village life forever. Pulling from of our wallets is the $15,000 a year we California taxpayers pay out for each student enrolled in our State run elementary and high schools, or $195,000 total cost of each 13 year K-12th grade public school education. Since many of these young people claim they can only speak English, emotionally we ask the question - can we callously ship them back to their Spanish, Chinese, or other foreign speaking homeland? On the other hand, because the families of these young men and women broke our laws to secure their children’s education, we need to contemplate a different, but logical, critical question - if a thief steals $195,000 to help start a family business or profession and the venture succeeds, should the thief be rewarded by being allowed to keep his or her illegally purloined gains?

    Current law requires that these young illegal aliens go back to their old country and begin the immigration process after a mandatory wait of three-years or longer. These young people do not believe they should be encumbered by our immigration laws and want amnesty instead. Yet such an amnesty would be completely unfair to the millions of other would be Americans following our laws and dutifully going through the legal immigration process. Perhaps a better solution would be to allow these young illegal aliens to work off the cost of their education and begin the legal immigration process through non-paid voluntary public service. So I ask our Congressional representatives, how about allowing these Americanized aliens to begin the legal immigration process after completing an unpaid three or four year enlistment in our Military, Peace Corps, or State Civilian Conservation Corps with the program providing their room and board?

Set within and around the campus of Lincoln Alternative High School in the rural community of Walla Walla, Washington, Paper Tigers asks the following questions: What does it mean to be a trauma-informed school? And how do you educate teens whose childhood experiences have left them with a brain and body ill-suited to learn?

In search of clear and honest answers, Paper Tigers hinges on a remarkable collaboration between subject and filmmaker. Armed with their own cameras and their own voices, the teens of Paper Tigers offer raw but valuable insight into the hearts and minds of teens pushing back against the specter of a hard childhood.

Against the harsh reality of truancy, poor grades, emotional pain, and physical violence, answers begin to emerge. The answers do not come easily. Nor can one simply deduce a one-size-fits-all solution to a trauma-informed education. District Attorney reacts to Surge in Domestic Violence Homicides

Since the recent passage of many soft on crime laws like Propositions 47 and 57, California has seen a troubling trend of an increase in violent crimes. This disturbing surge in violent crimes has seen a dramatic increase in domestic violence homicides across the Sacramento Region.

We are now seeing far too many horrific cases like the Yolo County homicide where a man is alleged to have killed his 3 young children with a belt and attempted to kill his wife, and the recent October 4 murder of 28-year-old Jessical Lyn Ball who was shot and killed by her fiancé in Shingle Springs. Sadly, since January of this year, there have been 14 domestic violence related homicides in Sacramento County, and 7 domestic violence related homicides in El Dorado County.

One of the ways to combat this troubling trend is to the focus not only on the most horrific domestic violence cases, but also to increase our efforts to aggressively investigate and prosecute the lower level domestic violence cases which far too often precede a more tragic incident. Although cases involving domestic violence vary in the degree of severity from misdemeanor level conduct to serious felonies, the majority of homicides in El Dorado County are the result of domestic violence.

In response to the increase of domestic violence cases and domestic violence related homicides throughout California and in El Dorado County, the District Attorney’s Office has recently strengthened and expanded the District Attorney’s Office Family Protection Unit. The Unit is now led by Assistant District Attorney Joe Alexander, who supervises three experienced Deputy District Attorneys, a dedicated District Attorney Investigator and a specially trained Victim Advocate. Just last week, our office also applied for additional grant money with Cal OES to help fund our District Attorney Domestic Violence Investigator and the Victim Advocate from The Center for Violence Free Relationships. The Family Protection Unit’s sole focus is the investigation and prosecution of all forms of domestic violence including: Intimate partner abuse, elder abuse, and child abuse. The Family Protection Unit works with local law enforcement agencies to train first responders in the investigation of cases involving domestic violence. The Family Protection Unit also works with community-based organizations such as the Center for Violence-Free Relationships which raises public awareness and provide counseling and shelter to these vulnerable victims.

Despite these efforts, there is often a stigma surrounding domestic violence and these cases remain very difficult to prosecute. Victims of domestic violence are often reluctant to cooperate with law enforcement and prosecution. In many situations, the victims will recant their prior statements and testify on behalf of their abusers during court proceedings. There are numerous reasons that a victim of domestic violence may recant including: Fear of retaliation from the abuser, lack of trust in the criminal justice system, financial dependence on the abuser, and misplaced emotional loyalty toward the abuser. Sometimes abusers convince the victims that they are to blame for the violence. In turn, victims attempt to “fix” the problem by refusing to cooperate with prosecutors who are seeking to hold the abuser accountable for their actions.

Public awareness of these issues is important if we are to make inroads against this growing problem. Family, friends, neighbors and co-workers of domestic violence victims should not remain silent. These vulnerable victims need support from the entire community in order to escape a violent relationship.

“Domestic violence thrives behind closed doors and escapes punishment when people treat it as a ‘private issue,’ leaving victims without the help and support they need to come forward and help hold their abuser accountable,” stated El Dorado County District Attorney Vern Pierson. “I hope that everyone will take the time to learn about how serious an issue domestic violence is in our community, and seek out ways they can help put a stop to domestic violence.”

Another Bird Tests Positive for West Nile Virus

El Dorado County health officials received confirmation last week that a bird found in the Garden Valley area of El Dorado County has tested positive for West Nile virus, the second for 2017. The bird, an Acorn Woodpecker, was tested on September 29th. So far this year, West Nile virus activity in dead birds has been reported in 38 California counties with a total of 463 dead birds, including neighboring Sacramento (86 birds) and Placer (3 birds) counties.

Confirmation of the West Nile virus positive bird means the virus is circulating between birds and mosquitoes and there is heightened risk of infection in humans. It’s important to take precautions. Last year, four (4) West Nile virus positive birds were identified in El Dorado County on the western slope and one human case reported. For 2017, no human cases of West Nile virus have been reported for El Dorado County.

West Nile virus can be transmitted to people through the bite of an infected mosquito. Mosquitoes get the virus when they feed on infected birds. The illness is not spread from person-to-person. While most people infected with the virus show no symptoms, some may have high fever, severe headache, tiredness and/or a stiff neck that can last several days to several weeks. The most serious cases of West Nile virus infection can lead to encephalitis, an inflammation of the brain, which can be fatal.

Mosquito surveillance programs are in place throughout the County. Activities include trapping and identifying mosquitoes, treating neglected swimming pools, and reporting and testing dead birds. The El Dorado County Public Health Division conducts human surveillance activities and health care providers are asked to routinely test human cases of viral meningitis and encephalitis for West Nile virus.

The following tips are given to help prevent West Nile virus:

• Drain standing water around the property and keep water in swimming pools, ponds and water troughs circulating or treated with “Mosquito Dunks” or mosquito fish.
• Apply insect repellent that contains DEET or another approved substance (e.g. picaridin, oil of lemon eucalyptus or IR 3535) on exposed skin when outdoors.
• Dress in long sleeves and pants when outdoors among mosquitoes. Mosquitoes are most active at dusk and dawn.

• Report dead birds and tree squirrels to the State West Nile Virus hotline at (877) WNV-BIRD (877-968-2473) or online at www.westnile.ca.gov. Wear gloves and place the dead bird or squirrel in a double plastic bag if you dispose of it yourself.

Sheriff, District Attorney, SLTPD, and FBI focusing on Underage Human Trafficking

The Federal Bureau of Investigation, along with the National Center for Missing and Exploited Children (NCMEC), announced Wednesday that 84 minors were recovered and 120 traffickers were arrested as part of Operation Cross Country XI from October 12-15.

Within the FBI Sacramento field office’s 34-county area of responsibility, the FBI and its law enforcement partners conducted operations in the four metropolitan areas: Chico, Fresno, Sacramento and South Lake Tahoe. During the operation the Porterville Police Department arrested an adult male on suspicion of felony pimping charges.  

In addition to successful recovery of two minors and the arrest of a pimp, more than 23 arrests were made for a variety of charges including prostitution and probation violations. The following agencies participated in Operation Cross Country XI. Butte County District Attorney’s Office, El Dorado District Attorney’s Office, El Dorado County Sheriff’s Office, Fresno County District Attorney’s Office, Fresno Police Department, Hanford Police Department, Placer County Sheriff’s Department, Porterville Police Department, Sacramento County District Attorney’s Office, Sacramento County Probation Department, Sacramento County Sheriff’s Department, Sacramento Police Department, South Lake Tahoe Police Department, and Tulare County District Attorney’s Office.

This is the 11th iteration of the FBI-led Operation Cross Country (OCC), which took place this year in 55 FBI field offices and involved 78 state and local task forces, consisting of hundreds of law enforcement partners. This year’s coordinated operations took place with several international partners, including Canada (Operation Northern Spotlight), the United Kingdom (Aident 8), Thailand, Cambodia, and the Philippines.

“We at the FBI have no greater mission than to protect our nation’s children from harm. Unfortunately, the number of traffickers arrested — and the number of children recovered — reinforces why we need to continue to do this important work,” said FBI Director Christopher Wray. “This operation isn’t just about taking traffickers off the street. It’s about making sure we offer help and a way out to these young victims who find themselves caught in a vicious cycle of abuse.”

As part of Operation Cross Country XI, FBI agents and task force officers staged operations in hotels, casinos, and truck stops, as well as on street corners and Internet websites. The youngest victim recovered during this year’s operation was 3 months old, and the average age of victims recovered during the operation was 15 years old. Minors recovered during Cross Country Operations are offered assistance from state protective services and the FBI’s Victim Services Division. Depending on the level of need, victims are offered medical and mental health counseling, as well as a number of other services.

Examples of stories from various cities that took part in Operation Cross Country XI:

— On Oct. 13, FBI Denver recovered two minor girls — one 3-month-old and one 5-year-old. The subject, a friend of the children’s family, offered an undercover officer access to the two children for sexual purposes in exchange for $600. The FBI is working with Child Protective Services to conduct a forensic interview and secure safe placement of the children. The subject was placed under arrest.

Also on Oct. 13, a 16-year-old female victim was recovered by FBI El Paso, after an undercover agent called an online advertisement for entertainment. Shortly thereafter, the agent met with a 21-year-old female, who offered a fee of $200 to engage in sexual intercourse with her and another female, the 16-year-old victim. Further investigations revealed that a second adult female drove the minor and the 21-year-old to the undercover’s location. Both female subjects have been arrested on federal charges.

“Child sex trafficking is happening in every community across America, and at the National Center for Missing and Exploited Children, we’re working to combat this problem every day,” said NCMEC President and CEO John Clark. “We’re proud to work with the FBI on Operation Cross Country to help find and recover child victims. We hope OCC generates more awareness about this crisis impacting our nation’s children.”

El Dorado County Elevates Its Game to Attract and Retain Business

El Dorado County officials placed a renewed emphasis on economic development this week with the unveiling of a new website, promotional video and demographic information to help retain and grow existing businesses and attract new companies to the County.

“The new campaign, Elevate to El Dorado, showcases the unique attributes, culture and lifestyle that have embodied the County since the Gold Rush, but with a current approach to attract the level of business that will sustain the growth of both the needs for and levels of County services,” said Chief Administrator, Don Ashton.

The three components are the first in what will be a dynamic, nimble approach to attracting new business and assisting current business owners that will be developed over the course of the next year.

“We are well aware that companies have many locations to consider right here in Northern California,” said Tiffany Schmid, Principal Analyst with the County.. “We’ve needed to take a bolder approach to developing and marketing messages that keep El Dorado County in the competitive mix. Elevate to El Dorado is one element of our County’s strategic plan to make it more desirable and easier to do business here.”

The website is engaging, easily navigable and filled with valuable information including an interactive map of the five major business parks in the County, a site selection tool to help prospective business owners get information about commercial property, links to local partners, a calendar of upcoming economic development events and meetings, demographics, and more.
