Restoring Lake Tahoe’s Clarity is On Track says Report

LAKE TAHOE NV/CA – Local governments at Lake Tahoe are meeting targets to reduce urban stormwater pollution and restore the lake’s famous water clarity, according to a report released by the Nevada Division of Environmental Protection (NDEP) and the California Regional Water Board, Lahontan Region (Lahontan Water Board).

“Local governments and highway departments are doing tremendous work at Lake Tahoe to reduce stormwater pollution that harms lake clarity,” said Lahontan Water Board Executive Officer Patty Kouyoumdjian, “Because of this work, more than 268,500 pounds of fine sediment particles - which equates to about 70 dump truck loads of fine sediment - will no longer be washing into the lake each year. The accomplishment of this first round of reductions is a major milestone for Tahoe.”
 
The Lake Tahoe Total Maximum Daily Load (TMDL) Program 2017 Performance Report finds that local governments and highway departments at Lake Tahoe collectively exceeded the first round of fiveyear pollutant reduction targets to reduce fine sediment loads by 10 percent.

The Lake Tahoe TMDL program is focusing on reducing the amount of fine sediment flowing into the lake in stormwater, as research indicates this pollutant has a greater impact on clarity than other causes. One source of the fine sediment is the sand and other wintertime traction abrasives that are routinely applied to roads to prevent cars from slipping. The abrasives are eventually picked up and carried by stormwater into the lake, which reduces clarity.

As shown in the report, local governments have utilized the best available road operations technologies to reduce the amount of abrasives applied to roads, while maintaining driver safety. They also improved recovery of these materials by installing stormwater treatment infrastructure that captures and cleans dirty runoff. Collectively, TMDL implementation actions have reduced the amount of fine sediment in the lake, or sediment loads, by 12 percent from 2004 baseline levels. They have also reduced the amount of phosphorus and nitrogen in the lake by 8.5 percent and 6 percent respectively.

Launched in 2011, the TMDL Program is a science-based plan to restore Lake Tahoe’s water clarity back to its historic level of 97.4 feet by 2076. The program requires local governments and highway departments at Lake Tahoe to meet regular targets to reduce the amount of clarity-harming pollutants that wash into the lake.

Fine sediment particles that wash into the lake scatter light, reducing lake clarity. The nutrients phosphorus and nitrogen deposited into the lake can trigger algae growth that also harms lake clarity. The 2017 TMDL Program Performance Report is organized according to urban and non-urban pollution categories. Stormwater from roads and urban areas is the largest single source of fine sediment particles.

These areas represent the greatest opportunity to control fine sediment pollution. Restoring Lake Tahoe’s clarity hinges on meeting urban stormwater pollution reduction goals and sustaining pollutant control effectiveness through regular and continued operations and maintenance.

Forested uplands in the Tahoe Basin are estimated to contribute more than a quarter of the total phosphorus loading into Lake Tahoe, while atmospheric deposition from vehicle emissions comprises the majority of nitrogen loading into the lake. The U.S. Forest Service, California State Parks, Nevada State Parks, and other agencies have completed important restoration and land management work needed to achieve TMDL targets.

The report released today assesses the work done by local, state and federal land and natural resource management agencies to implement water quality improvements. It shows that their progress will be sufficient to achieve pollution reduction goals for non-urban sources. The Lahontan Water Board and NDEP celebrate this initial success, and look forward to continued progress at restoring Lake Tahoe’s clarity.

“Reducing pollutant loads from non-urban sources remains an important part of restoring Lake Tahoe’s historic clarity. Our review of the accomplishments over the past several years indicates that implementation efforts remain on track with TMDL established goals,” said Director of the Nevada Department of Conservation and Natural Resources, Bradley Crowell.

Lake Tahoe’s water clarity reached an all-time low of 64 feet in 1997. Water quality improvements implemented through the Tahoe Regional Planning Agency’s (TRPA’s) Environmental Improvement Program (EIP) have enabled the TMDL Program to exceed its first clarity restoration target of 71 feet of clarity by 2016. Five year average clarity in 2016 increased to 73 feet, a five foot improvement since the TMDL was signed. The next interim target is a five year average of 78 feet of clarity by 2026.

“Restoring Lake Tahoe’s famous water clarity requires concerted action around the Tahoe Basin. Meeting this first round of pollution reduction targets and the first clarity restoration target through the TMDL shows that the Tahoe Partnership is strong and working,” said Joanne S. Marchetta, Tahoe Regional Planning Agency Executive Director. “Achieving lake clarity and many other watershed goals will only be possible through continued partnership and collaboration.”

So far I did mainly (multi pitch) sport climbing routes up to 5.9 and lead up to 5.7. I will also take a one day trad climbing course at lover´s leap.

Large Crowd Expected For Mike Owen Campaign Kickoff

Camino, CA – Supporters of popular entrepreneur Mike Owen are expecting a large crowd next Wednesday, August 30, from 5:30 p.m. to 8:00 p.m. at Crystal Basin Cellars for the campaign kickoff they are organizing to help elect him as our next County Auditor-Controller.  

Mike Owen is one of our County’s home grown success stories. As a teenager, Mike earned Life Rank in Boy Scouts and varsity letters in football and baseball at El Dorado High School while working after school to earn money for college. After graduating from El Dorado High School in 1980, Mike attended Oregon State University where he dabbled in Journalism and wrote for the school newspaper, The Daily Barometer, before transferring to the University of Arizona where he earned his Bachelor of Science Degree in Accounting. 

Mike passed the rigorous California CPA (Certified Public Accountant) examination and put his skills to work in the corporate world of Silicon Valley where he worked on audits of major companies like Apple Computer, Cisco Systems, and Ford Aerospace as well as a successful initial public stock offering (IPO) for Oratec Interventions, a medical device manufacturing company, where he served as Corporate Controller and Director of Information Technology.  

Mike is most proud of having led the financial efforts for the successful and on-time system conversion to Oracle at ESS Technologies, and working as the lead consultant responsible for developing and implementing a world-wide revenue audit for Cisco Systems to comply with complex Federal Sarbanes-Oxley Act regulations. 

In 2006, Mike returned home to serve as Chairman for the Economic Advisory Commission for El Dorado County and then as the Chief Financial Officer (CFO) of the El Dorado County Health Services Department in 2010. Mike is a very active donor to numerous causes in El Dorado and Sacramento Counties and led the efforts to raise and distribute over $50K to residents affected by 2014’s King Fire.  

Today Mike Owen manages his thriving family business – Crystal Basin Cellars in Camino.

Proceeds from Mike Owen’s campaign kickoff will go to help him buy signs, flyers and other campaign tools.

4 Tips for Parents to Address Bullying and Cyberbullying

As children get ready to go back to school, I understand bullying is one of the last things parents want to worry about. However, bullying is a salient and, unfortunately, common occurrence. It can take place on school grounds, after school, and through electronics (cyberbullying). 
 
Bullying is defined as a repetitive and deliberate use of physical force or emotional aggression intended to harm another person.  Examples, according to the U.S. Department of Health and Human Services, include repeatedly making threats, spreading rumors, attacking someone physically or verbally, or excluding someone from a group.
 
Studies show that up to half of children and adolescents report being victims of bullying.  Bullying has short term mental and physical health consequences as well as an increased risk of long term issues that carry into adulthood. Victims and perpetrators of bullying show increased rates of anxiety disorders, depression, psychosis, drug and alcohol abuse, self-harm, and suicide.
 
With the prevalence of bullying so high and many avenues for bullying outside of parent or guardian’s sight, what can you do?
 
Tip #1: Have open communication. Your children need to feel comfortable coming to you if they feel unsafe or victimized. Regularly ask about their life in a nonjudgmental way and listen without trying to place blame or solve problems. Especially with adolescents, express less emotion. They are more likely to open up if they do not fear your emotional reaction.
 
Tip #2: Monitor media use. Keep a close eye on what is being said or shown to your child through phones and computers. Many parents have lost touch with their children’s lives because so much occurs online or through text messages.  For some reason, parents do not monitor electronic usage the way they monitor where their children hang out and with who. Know what your child is doing online and with whom.
 
Tip #3: Action is important. The problem may not just “go away.” Studies have demonstrated that involvement of school officials, such as principals, counselors, and teachers is an important step. Even when bullying occurs outside of school, problems can be addressed through school discipline systems. Telling a child to fight back or dealing with the child’s family directly can backfire, causing more distress and on-going issues. Take your child’s complaint seriously to avoid a feeling of re-victimization, and reinforce that bullying is not okay.
 
Tip #4: Teach your children the importance of empathy and kindness. At an early age, instill in your children that different is not bad and acceptance of other types of families, cultures, and backgrounds makes this life better. Teach your children to respectfully stand up for themselves. Let them know who they can turn to when they experience disrespect, putdowns, threats, and other demeaning words or actions.

There are many supportive people and families in this community. My wish is that every child grows up feeling safe, secure, and appreciated.

C&H Hunt Tour Heads For Placerville Speedway On Friday

Placerville, CA – Coming off a thrilling event at the Soares Classic two-weeks back the C&H Veteran Ent. presents Hunt Magnetos Wingless Tour is now set to head for the Placerville Speedway this Friday August 25.
 
Including this Friday there are just four events remaining in the 2017 season until the C&H Veteran Ent. presents Hunt Magnetos Wingless Tour crowns a champion. The Placerville Speedway plays host to a pair of races as the campaign winds down, with a return visit on Thursday September 21 to help open the Nor-Cal Posse Shootout.
 
“We’re excited to welcome the C&H Hunt Wingless Tour this Friday at Placerville Speedway,” said track promoter Scott Russell. “With the Elk Grove Ford Sprint Car Challenge Tour presented by Abreu Vineyards also on hand it makes for a perfect complement and should be a fun night. The wingless tour will also be back for the Posse Shootout and we’re really looking forward to that event as well.”
 
After this Friday’s outing the C&H Veteran Ent. presents Hunt Magnetos Wingless Tour will get ready for opening night of the Gold Cup Race of Champions on Wednesday September 6 at the Silver Dollar Speedway in Chico. Championship night will then take place on Friday November 3 during opening night of Tribute to Gary Patterson weekend at the Stockton Dirt Track.
 
Last time out on August 12 it was reigning champion Klint Simpson that edged out current point leader Austin Liggett to win an exciting feature at the Petaluma Speedway. It marked the third victory of the season for Simpson, which also matches Liggett for the most wins this year. The first event at the Placerville Speedway in April was captured by Simpson, who looks to chip away at Liggett’s point lead come Friday.
 
Casey McClain has one win to his credit this season and had a solid outing at the Placerville Speedway in April. The Palo Cedro driver will look to park it on the front stretch this Friday evening. More drivers expected Friday will include Troy Degaton, Cody Spencer, Terry Schank Jr., Scott Hall, Brent Steck, Sparky Howard, Chris Kerr, Nick Larson, Jimmy Christian, Barry Pries, Keith Calvino, Will Fatu, Ryan Siverling and more.
 
Adult tickets this Friday August 25 at the Placerville Speedway cost $20, while seniors 62 plus and juniors 12-15 will be $15, children 6-11 are $6 and those under 6 will be free. The pit gate will open at 2pm, with the front grandstand gate opening at 3pm. A full program of West Coast Race Parts qualifying, heat races, the Santamauro Racing Products dash and Pit Stop USA A-main will all be on tap.
 
A happy hour will be offered from 4pm-6pm in the grandstands featuring discounted Coors Light and Coors Original at the beer stand. Cars will be on track for wheel packing at 5pm, with qualifying scheduled to begin around 5:30pm and heat races expected to fire-off at 6:30pm.
 
The Placerville Speedway is located on the beautiful El Dorado County Fairgrounds in Placerville, California. Take Hwy US-50 to Forni Road/Placerville Drive exit. (PLACERVILLE, CA) El Dorado County to Hold Public Workshop on Missouri Flat Area Master Circulation and Financing Plan Phase II

Public Workshop: Tuesday, August 29, 2017. 6:30 p.m. – 8:00 p.m.

The County of El Dorado will be holding a workshop to discuss the Missouri Flat Area Master Circulation and Financing Plan (MC&FP) Phase II project. The MC&FP Phase II is proposed to provide a framework to fund roadway infrastructure improvements, as needed, to the U.S. Highway 50/Missouri Flat Road Interchange and adjacent arterial and collector roads within the existing MC&FP area as established with Phase I. Phase II is needed to continue and expand the work begun in Phase I to alleviate projected traffic congestion and facilitate additional anticipated commercial development on the Missouri Flat Road corridor.

The workshop will provide an overview of the project and the public’s opportunity to provide input as the project moves forward.

El Dorado County will be holding a series of focus groups to discuss key issues and concerns relating to the development of the Missouri Flat Area Master Circulation and Financing Plan Phase II. Participants will be asked to attend two meetings over the course of the project, each lasting approximately two hours. Two groups will be formed to represent the following interests: 

Local Businesses/Economic Development Interests (Chambers of Commerce, tourism and film authorities, agriculture, recreation, and eco- and agri-tourism industry) Building Industry/Developers/Real Estate Interests 

We anticipate that each group will include 8-12 people representing diverse viewpoints within the subject area. The first round of focus groups, which will identify key issues and concerns regarding the Plan, will be tentatively scheduled in October, 2017. The second round of focus groups, to discuss the proposed Financing Plan, will be tentatively scheduled in May, 2018. All focus groups meetings will be held at County offices. Applications will be accepted through 5:00 PM on August 30, 2017, either online or in writing at the front counter of the County of El Dorado, Community Development Services, Government Center Building C, 2850 Fairlane, Placerville, CA, 95667.

Assistant District Attorney Joe Alexander Returns to El Dorado County DA's Office

The El Dorado County District Attorney’s Office welcomes Joe Alexander back as an Assistant District Attorney. Alexander was previously a Deputy District Attorney with El Dorado County from 2001 to 2016. In 2016, Alexander left the office to become the Assistant District Attorney, 2nd in command, at the Nevada County District Attorney’s Office, and was responsible for day-to-day operations for the office. Cliff Newell, Nevada County District Attorney, stated, “Joe is a top prosecutor and during his time in Nevada County he was a positive addition to the DA’s office. While we are sorry to see him leave, we congratulate Joe on his future opportunities in returning to El Dorado County.”

Alexander returned to the El Dorado County District Attorney’s Office because, “My family and I have lived in Cool for fifteen years and love it. When the opportunity to re-join El Dorado as part of the management team arose, the need to move to Nevada County for my job there was looming. I did not want to move from El Dorado County. Returning to the El Dorado District Attorney’s Office allows my family to stay in Cool, allows me to return to the office where I have deep roots and gives me the opportunity to serve the County I call home.”

Alexander learned a tremendous amount about running a District Attorney’s office while serving as the Assistant in Nevada County. “Cliff Newell and Randy Billingsley (Chief District Attorney Investigator) helped me transition from a line prosecutor to managing an office, dealing with personnel, budget and administrative issues. I am very grateful for the experience I gained while working in Nevada County.”

El Dorado District Attorney Vern Pierson stated, “Having Joe back is a huge gain for our office. Joe has always been an exceptional prosecutor, but now he has gained invaluable experience in Nevada County with regards to the management and running of the District Attorney’s Office. Just as there is more to being a prosecutor than getting a conviction, there is more to leading and managing a District Attorney’s Office than being a good prosecutor. Joe’s experience will serve him well as he transitions back into our office in his new role.”

Judge James Wagoner, formerly the Assistant District Attorney in El Dorado County who hired Alexander as a Deputy District Attorney in 2001, has had the opportunity to watch Alexander’s career from inside the office and from the bench. “El Dorado County is very fortunate to have Joe back at the District Attorney’s Office. I was on the interview panel when he was initially hired, and I knew then that he was an outstanding attorney and would be a valuable asset to the office. I am happy that he is bringing his expertise, knowledge and experience back to work for the citizens of El Dorado County. He has outstanding leadership skills and will be an excellent Assistant District Attorney.”

Lisette Suder, who has been a deputy district attorney for 22 years and is the lead attorney in charge of the Child and Adult Sexual Assault Unit for El Dorado County, said, “We are so grateful to have Joe back in the office. When dealing with complex and important cases, it is vital to have experienced colleagues available to discuss legal issues. Joe is an accomplished prosecutor and I value his insight.”

During his time in El Dorado County, Alexander held a variety of different assignments, including the vertical prosecution of Domestic Violence and Sexual Assault, Trial Team Lead and Special Victim’s Unit Lead. Notable cases prosecuted by Alexander include the death penalty phase retrial of James Leslie Karis for a 1981 kidnapping of two young women and the murder of Peggy Pennington, the prosecution and conviction of John Luebbers for the murder of Schnell School Principal Sam Lacara, the conviction of David Zanon for the murder of CHP Officer Scott Russell, and the conviction of Colleen Harris, aka the

“Black Widow,” who killed her husband Bob Harris 30 years after being acquitted of killing her former husband, Jim Batten.

Alexander’s current responsibilities include being the Lead of the Cold Case Task Force, supervising the Core Prosecution Trial Team as well as the newly created Family Protection Unit, which prosecutes domestic violence, child and elder abuse cases.

Alexander continues to live in Cool with his wife Kristen and their two children.

Commentary: Legislature Should Reject AB 1250 and SB 649

In nearly five years as the Executive Director of CSAC, I’ve met county supervisors from all walks of life. They are as diverse as the 58 counties they represent, but they share at least one thing in common: They love their communities and want to help make them better. And they were elected because they understand and reflect the needs of their constituents. The California Constitution recognizes that decisions about local issues should be made by a level of government that is accessible to the people affected by those decisions.

That is why, as the Legislature heads toward the end of this year’s session, we are so concerned about AB 1250 and SB 649. They would impede every county supervisor in the state from making important local decisions that affect their counties and the people they serve. The two bills are vastly different in terms of the issues they impact, but they are similar in the way they apply a top-down, blanket approach to issues that should clearly be handled at the county level. Local elected officials would not be allowed to act in the best interests of their constituents.

Currently, county supervisors have the flexibility to decide how best to deliver services in their own counties. AB 1250 would impose a de facto ban on county contracting for a plethora of critical health, mental health and public safety services. It would require non-profits, community based organizations and private sector service providers to jump through a series of financial hoops and disclosures so onerous that many of them would simply stop working with counties.

Further, AB 1250 establishes specific criteria for determining cost savings that would skew the outcome and prohibit the discretion of boards to determine whether contracting is in the best interest of the public. Under AB 1250’s unworkable blanket approach, counties would have fewer options to meet the needs of their constituents and services to the most vulnerable residents would suffer. The Legislature should reject AB 1250 and allow county supervisors to do the job they were elected to do. Please read the Department of Finance bill analysis if you need more information.

Similarly, the Legislature should reject SB 649. This bill would let big telecom companies install new cellular phone antennas and associated equipment on almost any street or traffic light and even on many public buildings. The bill negates local input about what they should look like, how many could be installed and the cumulative visual impact on a given area. This could lead to literally thousands of new large, unsightly boxes hanging all over neighborhoods and business districts.

Moreover, the bill puts an arbitrary cap on the amount cities and counties could charge in rent for the use of this public infrastructure. The bill even prevents local governments from requiring in-kind benefits when public property is used to deploy these bulky antennas. For example, a county could not require a fiber-optic connection for a public library, even when the provider is using nearby streetlights or traffic signals as the backbone for their small cell infrastructure. County supervisors are elected to reflect local priorities and values about issues like this. SB 649 negates their ability to do so. Our latest opposition letter has more information.

Implementing state policies is part of the constitutional partnership between counties and the state. Counties take that role seriously, but they should be allowed to fulfill it in a manner that makes sense and reflects local situations and sensibilities. AB 1250 and SB 649 are bad public policies, sponsored by the organizations that would benefit from their enactment—to the extreme detriment of local governments and the people we serve. The Legislature should reject both of these measures.
