South Lake Tahoe Cops to Hold Coffee With a Cop Event Next Tuesday

The California Highway Patrol, South Lake Tahoe office, South Lake Tahoe Police Department, El Dorado County Sheriff are inviting community members to come out and discuss community issues, have coffee, and build relationships on Tuesday, July 18.

The event goes from 9 a.m. to 11 a.m. on at the Starbucks at the South Y Center.

The Coffee with a Cop event provides the opportunity for community members to ask questions and learn more about the Department’s work in El Dorado County’s neighborhoods.

“We hope community members will welcome the opportunity to ask questions, bring concerns forward, or simply get to know our officers,” said Lt. Terry Lowther. “These interactions are the foundation of community partnerships.”

Coffee with a Cop is a national initiative supported by the United States Department of Justice, Office of Community Oriented Policing Services. Similar events are being held across the country as local police departments strive to make lasting connections with the communities they serve.

Assemblyman Kiley Slams AG for Ballot Title of Gas Tax Repeal

ROSEVILLE - The Attorney General has released the ballot title and summary for the initiative to repeal the gas tax. Assemblyman Kiley, who has authored a constitutional amendment to give to the nonpartisan Legislative Analyst Office the power to write ballot titles and summaries, issued the following statement: 
 
"This is the most compelling example to date that the Attorney General's Office cannot be trusted to provide impartial information to voters," Kiley said. "The title omits that the purpose of the initiative is to repeal recently enacted taxes and fees. The summary then goes on to mischaracterize the measure as an effort to eliminate government oversight. There is no question that the ballot title and summary are a cynical effort to mislead, misdirect, and misinform."
 
Assemblyman Kiley's constitutional amendment to strip the Attorney General of the power to write ballot titles and summaries was voted down in the Assembly Elections Committee on June 28 by a 2-4 vote.
 
Kiley added: "Whatever your position on the gas tax or the campaign to repeal it, where we should all agree is that voters ought to have an honest description of what they are voting for. The Attorney General's actions may allow the regressive gas tax to live another day, but their long term consequence will be to erode trust in government and faith in Californian direct democracy. Now more than ever, fundamental reform of the initiative process is needed."

Opinion: About this MarVal Bashing

Frankly, I am getting tired of seeing these nasty posts about MarVal and the dairy situation. I don’t see in most (any?) of them where the manager has been contacted to resolve these problems. 

No, everyone comes to Facebook first. 

Do you realize how fortunate we are to have MarVal here? It is one of the businesses that make us a community. Without MarVal, the gas station, our Fire Dept., our restaurants we are nothing more than a bunch of people living in houses next to each other and we become a bedroom community. 

First how many people when they buy their milk store it in an insulated cooling bag on the way home? It has been so hot lately that even a 30 minute drive to Volcanoville can start the degradation process, or if you stop by the post office and have a 10 minute conversation you already have started the degradation process of all your groceries. If you have kids do you observe them using milk and returning it to the refrigerator immediately? And also how many people have refrigerator thermometers and know exactly how cold their refrigerators are? There are laws about safe handling of meat, milk, all dairy products, as well as laws about the proper working of the equipment that stores these items. There are county inspectors who do spot checks on the equipment and will make sure that this equipment is working properly. Here are guidelines for maintaining safety of milk: Refrigeration is the single most important factor in maintaining the safety of milk. By law, Grade A milk must be maintained at a temperature of 45 °F or below. Bacteria in milk will grow minimally below 45 °F. However, temperatures well below 40 °F are necessary to protect the milk's quality. It is critical that these temperatures be maintained through warehousing, distribution, delivery and storage. The cooler refrigerated milk is kept, the longer it lasts and the safer it is. As the product is allowed to warm, the bacteria grow more rapidly. Properly refrigerated, milk can withstand about two weeks' storage.

Greetings Placerville! I have 3 important items to update you on following last night's City Council meeting...

1. NATIONAL NIGHT OUT is TUESDAY, AUGUST 1! There are 20 different locations around town. The Grocery Outlet parking lot will include a 200+ Car Show. Benham/City Park will have a Bounce House and Free Swimming! Sierra School will have an old fashioned Carnival. There will even be drone coverage of the event! Last year, we were #1 in California for our category and 4th in the Nation. Put it on your calendar and participate so we can be #1 in the Nation this year!

2. Our BOYS AND GIRLS CLUB was honored as NON-PROFIT OF THE YEAR by Assemblymember Bigelow for the 5th Assembly District. Congratulations for that much deserved award! (They are serving over 270 kids in their summer program!)

3. PUBLIC COMMENT...PARKING: Folks are continuing to talk to us about their frustrations with the parking in the downtown district. We hear you and we are working on some common sense solutions to some of the challenges. There will be a staff report at our next Council meeting on August 8th. However, please know that a lot of good work has gone into the parking program and there are very solid reasons for why the enforcement/program is the way it is. The Parking Committee, made up of residents and business owners, has done and excellent job of juggling some very difficult realities such as employees/business owners abusing the 2 hour free parking and the need to pay for maintenance of the parking garage and parking lots. Still, there is room for improvement, and I'm sure we can get there!

4. 1st MEASURE H/L PROJECT....PLACERVILLE DRIVE! Based on a set of metrics and public input, Placerville Drive will soon be getting new paving from Fair Lane to Armory Drive! Work is estimated to start the end of August and should take 2-3 days! But it won't stop there! Staff is working with the Citizen Committee to determine the next roads to be repaired/maintained in the near future as funding rolls in. So excited to get started!

Rebutting the Attack on Supervisor Ranalli

You may have seen a recent post by Steve Proe where he said that Supervisor Ranalli took a $50,000 payout. He then posted an "electronic tar and feathering" from Ron Scheckle in which he stated that Mr. Ranalli took a $50,000 donation from the El Dorado Chamber of commerce PAC. 

I don't know Mr. Scheckle and I'm sure he's a great guy but somebody fed him a bunch of BS. I personally contacted the county employee responsible for keeping all FPPC mandated records. Supervisor Ranalli received a $15,000 donation from the Chamber PAC. 

There was also a litany about free rent to the chamber in exchange for this and that and tried to tie his Dollar General vote to this campaign contribution. This is an interesting conspiracy theory but it's basis (the money) is nonfactual and the fact is that if you look into it, you will find that most cities and counties donate rent, money or both to their chambers as chambers are generally considered to be good for business because their activities help businesses and thereby, increase revenue for them.

I'm not trying to change anyone's mind that is mad at Mike for his vote on the store. There are people on the Divide on both sides of this issue, I respect both of their opinions. I do, however expect that he should be judged on the facts and not have some public electronic lynching.

Briggs believes his eight years as a county supervisor prepared him to become the head of a very important department. Briggs said “during my eight years as supervisor the Board balanced every budget and I left  the county debt free with just under $40 million in cash in special revenue accounts, contingencies and reserves. “

Briggs stated his "love of the county and desire to serve the public drove him to making the decision.” He further said “My eight years as County Supervisor was filled with a multitude of accomplishments impacting the public in beneficial ways. I want to continue the hard work of Bill Schultz’s and his policies to be fully automated and on line in within the next couple of years.” 

Finishing Briggs said: “I really enjoy helping others.”

High-Tech Crime Expert Joins County DA's Team from Sheriff's Office

On June 27, 2017, El Dorado County District Attorney Vern Pierson administered the oath of office to new District Attorney Investigator John Robertson.

Investigator John Robertson comes to us from the El Dorado County Sheriff’s Office and has been a peace officer since 2002, where he began his career with the Santa Cruz Police Department.  

Investigator Robertson is a member of the Sacramento Valley High Tech Crimes Task Force, the High Tech Crimes Investigators Association, and the International Association of Computer Investigative Specialists.  

His expertise will be a great addition to the District Attorney’s Office.

The primary purpose of the Investigative Division is to provide professional investigative support for the prosecutors in the District Attorney’s Office.

Al Tahoe Mobility Project Starts July 17th

The Al Tahoe Mobility Project, also known as the “Safe Routes to School” project will begin striping bike lanes on Al Tahoe Blvd. beginning the week of July 17th. 

The project will be converting one of the traffic lanes in each direction into a “buffered bike lane” which is roughly 6’ of bike lane and a 5’ wide striped buffer between the traffic. 

This project would not have come to fruition without the "On Your Way" grant funding from TRPA and the majority of costs covered by Caltrans through the Active Transportation Program.

Yoga as Alternative to Opioids for Chronic Pain Treatment

“What’s the alternative?” is the question often asked by patients for whom chronic opioid treatment is dangerously ineffective in alleviating persistent pain. Chronic pain incapacitates. Period. Sufferers seek relief by any means. Since the 1980s doctors have treated pain with the potpourri of opioid preparations developed and sold aggressively by the pharmaceutical industry. As patients, their families and the Country cope with the tolerance, dependence, adverse side effects, respiratory depression and overdose deaths inherent in chronic opioid use, prescribing providers are also asking “what’s the alternative”?

Andrew Weil, M.D. succinctly summarized the dilemma: “Too many people are taking too many medicines — something that has been building steadily through the past century. There’s a deep-rooted mindset on the part of both doctors and patients that medication is the only legitimate way to treat disease. People expect to be medicated when they go to doctors, and this is all doctors are trained to do. They’re not taught other methods for managing common conditions. The efforts of big pharma contribute to this situation, both by upping the expectations of patients and by shaping the behavior of doctors.”

But wait, what’s the alternative? Two recent, well designed studies suggest there are viable treatments for chronic pain that do not rely on opioids at all. In one, the authors concluded that meditation and cognitive therapy may be an effective treatment option for patients with chronic low back pain. And in the other, researchers measured pain intensity and disability with well-validated questionnaires and found yoga works as well as physical therapy for relieving back pain.

So the evidence-based, non-pharmaceutical alternative, at least for some people and some pain conditions, involves realigning bodily mechanics (via yoga) in conjunction with improved stress management (via meditation) and altered thinking that minimizes pain catastrophizing (i.e., the tendency to describe pain in more exaggerated terms than the average person).

For those opioid dependent, chronic pain patients at high risk for both ineffective pain management and adverse outcomes, this alternative is imperative.

Crime Video Aids in 6-year Prison term for Burglary

People v. George Alfonso Corral, et al. Case No. P17CRF0113

On July 13, 2017, defendant George Alfonso Corral pleaded no contest to residential burglary, possession of methamphetamine for sale, and auto theft. Corral agreed to serve 6 years in the state prison in light of his plea.

Corral has an extensive criminal history, including 7 felonies, 15 misdemeanors, and 3 prior prison terms. He is a habitual auto thief, having been convicted 3 separate times in the past. Corral would have been required to serve 80% of his 6 year sentence. However, the recently passed Proposition 57 now allows Corral to be released after serving just 50% of his time.

On March 11, 2017, Corral forced entry into a vacation home in the Pollock Pines area while a female accomplice guarded the door as a lookout. Almost immediately after entering the home a security alarm sounded and both Corral and his accomplice fled the home. The entire incident was caught on a surveillance video system, which proved essential to the prosecution of the case.

Just one week later deputies with the El Dorado County Sheriff’s Office searched the home where Corral had been living. On the side yard the deputies discovered an ATV that had been reported stolen two weeks earlier. Local residents placed Corral in possession of the ATV immediately after it was reported stolen.

On March 20th, Corral was contacted by deputies and was found in possession of approximately one ounce of methamphetamine. Corral admitted he was trying to sell the methamphetamine, which was later confirmed by searching Corral’s cell phone.

A New Take on Culture in the County - A CULTURAL MASTER PLAN

In order to gain a broad understanding of El Dorado County – its cultural and natural resources, its artists and arts audiences, its geography, history, and agriculture, and its community assets – and thereby develop greater connectivity in this largely rural region through arts and culture, El Dorado Arts Council launched a cultural master planning process in July 2016.

Cultural planning is an effective tool for focusing and channeling the power of the arts to build a more livable community, which in turn has the power to attract cultural tourism and new businesses within the creative sector.
 
Executive Summary:

BACKGROUND: 

Founded in 1989, El Dorado Arts Council, like many local arts agencies, began as an allvolunteer group of citizens passionate about the arts, and continued as such for a number of years. The Arts Council currently serves as the County-designated agency in California Arts Council’s State-Local Partnership Program. In July 2015, a change in leadership occurred at El Dorado Arts Council, and the incoming Executive Director wished to have a broad understanding of El Dorado County in order to develop greater connectivity in this largely rural region through arts and culture. A cultural master planning process was determined to be the best method to gather the information necessary to make the decisions for the future. The Joan Madison Collaborative was engaged to design and implement a master-planning process.

PROCESS:

Interviews of key stakeholders, including elected officials and government staff, community leaders from nonprofit and business sectors, artists and artisans, staff, board members and donors of cultural organizations, and others. This group of interviewees represented all five El Dorado County supervisorial districts as well as key sectors which drive the local economy: agriculture; recreation, transportation and tourism; and commercial development.

Research of reports, plans, articles, and other documents relevant to the region and/or to cultural planning in a rural setting.

Research and listings of visual artists; theatres; music groups; dance groups, companies and organizations; cultural destinations; points of interest; historical groups and societies; galleries; events; venues; Apple Hill destinations; and wineries and breweries.

At the conclusion of the research and interview process, a planning report was issued. This report documents the challenges facing the arts in El Dorado County, the findings which substantiate these challenges, and 22 recommendations and proposed partnerships to create a path forward. The planning report also contains maps, spreadsheets, and other supporting material as appendices.

SUMMARY OF CHALLENGES:

El Dorado County does not contain a broad range of classical art forms; those arts organizations and companies that do exist operate primarily in siloes. Sustainability for cultural organizations is rare. Economic activity is polarized to the eastern and western edges of the County, and limited transportation corridors impact access to cultural activities.

The arts do not appear as an integral component of the County’s goals and objectives.

PRIMARY FINDING: 

The culture of El Dorado County is more than the four classical art forms of visual art, theatre, dance, and music; it includes literary arts, history and heritage, preservation and architecture, orchards, wineries, and forestry.

CONCLUSIONS: 

The Cultural Master Plan is now complete, and is available on El Dorado Arts Council’s website. A cultural plan relevant to its community, geography, and cultural assets will ultimately have a positive, lasting impact. The plan suggests effective partnerships among cultural entities and also between arts and culture and the business community, other social service nonprofits, recreation, agriculture, the food and wine industry, and others partnership which will enliven and mutually support one another.

This plan for El Dorado County leverages community assets, supports arts and culture as an engine for a creative economy, positions arts and culture as an integral element in local decision-making, and nurtures future leaders, artists, audiences, and an informed citizenry.

County Supervisor Brian Veerkamp will be the guest speaker at the El Dorado County Republican Women Federated luncheon meeting, Thursday, July 20, at the Smith Flat House, 2021 Smith Flat Road, Placerville.

Members and guests, both men and women, are invited to enjoy lunch at a cost of $20, that includes your beverage and tip. Sign in for the meeting begins at 11:15 a.m. followed by the meeting at 11:30 a.m., when Supervisor Veerkamp will be offering information about the County’s Strategic Plan and the South Fork of the American River (SOFAR), National Cohesive Wildland Fire Management Strategy, an all-lands approach to fire management on a landscape scale.

Part Two - How El Dorado County’s Elected Officials Bonus Scheme Works

    In Part One, we explored the history of how a small cabal of scheming politicians exploited an innocent sounding solution to a former County problem to greatly enrich themselves at public expense. We also revealed that since 1994 participants in this scheme have successfully cheated voters out of several million dollars by deceptively taking non-performance bonuses.

Unlike the greedy politicians in the City of Bell who paid obscenely excessive salaries to their schemes participants, El Dorado County’s excessive pay scheme works deceptively by paying participants non-performance bonuses in addition to the publically advertised annual salary for the elected official’s office.  This way, unless the public digs through complicated County salary records looking for salary add-ons, the participants in the scheme appear to be just receiving the plain salary which was set for each office by the Board of Supervisors and made public prior to the deadline for candidates to file their paperwork to be on the ballot.

Here is an explanation of how this scheme works for the three biggest abusers; the County’s elected Auditor-Controller, District Attorney, and Treasurer-Tax Collector. 

Auditor-Controller - while we thought we are paying Joe Harn only $157,810 in annual salary as was advertised to potential candidates seeking the Auditor-Controller office last election cycle, it turns out that Harn is actually taking at least three non-performance bonuses every year. Harn’s first bonus is an extra 13% “re-election bonus” ($20,515) for holding his office for twenty years. Harn’s second bonus is another 10% “ballot qualification bonus” ($15,781) for having a Certified Public Accountant (C.P.A.) certificate which State law required him to possess in order to hold office when he was first elected in 1994. Harn’s third bonus is another 4.6% of his advertised base salary in “unused management leave” ($7,259) despite the fact that elected officials set their own office hours and suffer no penalty for missing work. Thus, by taking an extra 27.6% of his $157,810 advertised base salary in non-performance bonuses, Harn inflates his advertised salary by $43,555for a total take of $201,365. 

District Attorney - although voters thought they were paying Vern Pierson just the $159,910 in annual salary advertised to potential candidates seeking the District Attorney office last election cycle, Pierson has also been taking at least three non-performance bonuses. Pierson’s first bonus is an extra 10% “re-election bonus” ($15,991.) for holding his office for over 10 years and his prior years of Amador County government employment. Pierson’s second bonus is another 4.6% of his base salary in “unused management leave” ($7,356) despite the fact that elected officials set their own office hours and suffer no penalty for missing work. Pierson’s third bonus is for empire-building “extra duty” pay ($104.00 per hour) as “County Chief Technology Officer”, which gives him access to every County computer and all e-mail messages moving through the County internet system including the Board of Supervisors, County Counsel’s, and Public Defender’s Offices. Thus, Pierson multiplies his advertised $159,910 salary by 14.6% to receive an extra $23,347 boosting his actual pay to $183,257 plus however many billable “Chief Technology Officer” hours he can get away with. 

Treasurer-Tax Collector– voters thought they were simply paying Cherie Raffety (aka. C.L. Raffety) the plain $145,502 annual salary advertised to potential candidates seeking the Treasurer-Tax Collector office last election cycle, but Raffety has also been taking at least three non-performance bonuses. Raffety’s first bonus is an extra 16% “re-election bonus” ($23,280) for holding her office for over 30 years. Raffety’s second bonus is another 10% “ballot qualification bonus” ($14,550) for having a Certified Public Accountant (C.P.A.) certificate which State law required her to possess in order to hold office when she was first elected in 1986. Raffety’s third bonus is another 4.6% of her $145,502 advertised base salary in “unused management leave” ($6,693) despite the fact that elected officials set their own office hours and suffer no penalty for missing work. Thus, Raffety multiplies her $145,502 advertised salary by 30.6% for an extra $44,523 which balloons her actual annual salary to $183,257.

The El Dorado County Sheriff's Office is looking for Tristan Matthias Roberts, for attempted Robbery. 

He is armed with a handgun and should be considered dangerous. 

Roberts is a white male adult, 25 years old, 6 foot 1 inch tall, approximately 190 pounds with brown hair and eyes. 

He was last seen 
wearing black pants and no shirt,
driving a white 2001 Ford step side pick-up, California 61446C2, 
fleeing the area of Pleasant Valley Road between Cedar Ravine Rd. and Hanks Exchange. 

If you see Roberts please stay away from him and immediately call Central Dispatch at 530 621-6600.
