Highway 50, Forni Road-Placerville Drive Off-Ramp to Close

The Forni Road/Placerville Drive exit from eastbound US 50 will be closed Sunday, April 23rd through Thursday, April 27th, 9 p.m. - 6 a.m. for the Missouri Flat Bike Path Phase 1B-2 Project.

The Project is located along U.S. Highway 50 at Missouri Flat Road and Forni Road, near Placerville in County of El Dorado. The Work to be done is shown on the Plans, and generally consists of, but is not limited to:

A. Construct approximately 1300 feet of hot mix asphalt bike path along Eastbound Hwy 50 to Forni Road off-ramp. Additional work includes constructing Type 6A retaining wall, Type 60Mod concrete barrier, chain link fence and drainage items. Other items or details not mentioned above, that are required by the plans, Standard Plans, Standard Specifications, or these Special Provisions must be performed, constructed or installed.

B. Bids are required for the entire Work described herein.

C. The contract time is Seventy (70) WORKING DAYS.

D. For bonding purposes the anticipated Project cost is less than $ 1,100,000.

E. A pre-bid meeting is scheduled for this Project on January 18, 2017 at 2:00 PM at the County of El Dorado Community Development Agency, Transportation Division, 2441 Headington Road, Placerville, CA. The meeting will be held in the downstairs conference room. Attendance at the pre-bid meeting is not mandatory.

F. This Project is being formally bid in accordance with Public Contract Code 22032 and County of El Dorado Ordinance Code section 3.14.040.

3rd Annual 4-H Color Me Green Glow 5K/1K Run/Walk on May 5, 2017

University of California 4-H Youth Development Program, El Dorado County is hosting their 3rd Annual Color Me Green Glow 5K/1K Run/Walk on May 5th registration at 7:00 P.M., race at 8:00 P.M. Run in the evening with family, friends and other community members, while improving your health.

Date: Friday, May 5th, 2017

Location: Union Mine High School Campus, Placerville

Time: 7:00 P.M. registration with race starting at 8:00 P.M.

Cost: $25 before April 21st and after $30

This will not be a timed run. The proceeds from the Color Me Green 5K run/walk will benefit members of the 4-H Youth Development Program, El Dorado.

The California 4-H program is a part of the University of California Division of Agriculture and Natural Resources (UC ANR), a statewide network of the University of California. UC ANR researchers and educators are dedicated to the creation, development and application of knowledge in agricultural, natural and human resources.

Led by research-driven programming from UC ANR, 4-H is a youth development organization for youth ages 5-19 that promotes hands-on, experiential learning. Youth members and adult volunteers from all backgrounds and locations in California are welcome. Members have the opportunity to participate in the 4-H Program through afterschool programs, community clubs, camps, events, conferences, and military partnership programs

West Nile Virus Concern in El Dorado County

El Dorado County health officials are reminding residents to take steps to protect themselves from mosquitoes as warmer weather approaches and to be aware of the serious risks mosquitoes present to their health including West Nile, Saint Louis encephalitis, and potentially dengue, chikungunya, and Zika viruses.

“The rainy season was longer than normal this year, delaying significant mosquito activity for several weeks,” said Dr. Nancy Williams, El Dorado Public Health Officer. “But establishing consistent routines for protecting ourselves and loved ones against the dangers posed by mosquitos is really the key, no matter when they appear,” she added.

West Nile Virus (WNV) is primarily a disease of birds that can be transmitted to people and animals by mosquitoes. WNV is a mosquito-borne disease that can result in debilitating cases of meningitis and encephalitis and death to humans, horses, avian species and other wildlife. In 2016, there were 442 confirmed cases of WNV in 30 counties throughout California, including one case in El Dorado County. Statewide there were 19 human deaths.

El Dorado County Vector Control technicians respond to resident complaints and provide surveillance and control of mosquito sources in designated areas of El Dorado County.

Residents and visitors can reduce their risk of mosquito-borne diseases by taking the following precautions:

• Eliminate or drain all sources of standing water around your property including flower pots, old tires, and buckets. Mosquitoes can lay their eggs in sources of water as small as a bottle cap.

• Avoid activity outside when mosquitoes are most active, especially at dawn and the first two hours after sunset. If you are being bitten or see any other activity outside these time frames, please contact Vector Control.

• If you are outdoors when mosquitoes are biting, wear long pants and long-sleeved shirts.

• Apply insect repellent containing EPA-registered active ingredients such as DEET, Picaridin, IR3535, or Oil of lemon eucalyptus. Always apply according to label instructions.

• Make sure doors and windows have tight-fitted screens. Repair or replace screens that have tears or holes.

Still Leaving California -- After Slowing, the Trend Intensifies

Given its iconic hold on the American imagination, the idea that more Americans are leaving California than coming breaches our own sense of uniqueness and promise. Yet, even as the economy has recovered, notably in the Bay Area and in pockets along the coast, the latest U.S. Census Bureau estimates show that domestic migrants continue to leave the state more rapidly than they enter it.

First, the good news. People may be leaving California, but, overall, the rate of leaving is about three-quarters less than that experienced in the first decade of the millennium. In the core, booming San Francisco metropolitan area, there was even a shift toward net domestic migration after 2010, something rarely seen since the 1980s.

Outmigration dropped with the initial economic slowdown of the last recession, particularly as housing prices in some areas, notably the Inland Empire and the Sacramento area, drifted toward the national norm of three times incomes by 2010, having been twice that high or more in the boom times. The initial recovery after 2010 may also have encouraged people to stay as well.

Back to mounting outmigration

The San Francisco Bay Area lost more than 600,000 net domestic migrants between 2000 and 2009 before experiencing a five-year respite. Now, sadly, the story seems to be changing again. Housing prices, first in the Bay Area and later in other metropolitan areas, have surged mightily, and are now as high as over nine times household incomes. In 2016, some 26,000 more people left the Bay Area than arrived. San Francisco net migration went from a high of 16,000 positive in 2013 to 12,000 negative three years later.

Similar patterns have occurred across the state. Between 2010 and 2015, California had cut its average annual migration losses annually from 160,000 to 50,000, but that number surged last year to nearly 110,000. Losses in the Los Angeles-Orange County area have gone from 42,000 in 2011 to 88,000 this year. San Diego, where domestic migration turned positive in 2011 and 2012, is now losing around 8,000 net migrants annually.

The major exceptions to this trend can be found in the somewhat more affordable interior regions. Sacramento has gained net migration from barely 1,800 in 2011 to 12,000 last year. Even some still-struggling areas, like Modesto and Stockton, have seen some demographic resurgence as people move farther from the high-priced Bay Area.

California and the new demographic reality

The movement away from expensive core regions reflects the basic preference among people for affordable, less dense housing. The new Census estimates have confirmed this national trend. Migration to both suburbs and smaller cities — and away from dense core counties — is now at the highest rate in a decade.

Population growth in big urban core cities, including New York, is now about half of what it was back in 2010. Last year, all 10 of the top gainers in domestic migration were sprawling, more affordable Sun Belt metropolitan areas in states like Texas, North Carolina, Florida and Tennessee.

These dispersive trends are clear in Southern California, where net migration out of Los Angeles County runs about four times the rate of neighboring, more suburban Orange County, as migration to places like Riverside County mounts. Despite all the national hype surrounding L.A.’s drive for densification, it’s not a model that most people, and particularly families, seem to be embracing.

California’s choice

The apparent growing appetite for suburban living presents a unique challenge to California. The state policy is aggressively anti-suburban, placing ever-higher hurdles on any development on the periphery. This, over time, is slowing construction in the interior and forcing housing prices unnaturally up, even in these areas.

Some so-called progressives hail these trends, as forcing what they seem to see as less desirable elements — that is, working- and middle-class people — out of the state. They allege that this is balanced out by a surge of highly educated workers coming to California. Essentially, the model is that of a gated community, with a convenient servant base nearby.

Yet, in reality, this may prove to be wishful thinking. A dive into Internal Revenue Service data shows distinctly that, while poor people are, indeed, leaving, the largest group of outmigrants tends to be middle-aged people making between $100,000 and $200,000 annually. They may not be ideal algorithm creators for Facebook, but they do constitute the solid middle ranks critical to any healthy economy.

Indeed, since 2010, the Golden State has seen an overall net outflow of $36 billion from these migrants (and that counts only the first year of income). The biggest gainers from this exchange are where Californians are moving, to such places as Texas, Arizona and Nevada. That some California employers are joining them in the same places should be something of a two-minute warning for state officials.

But California leaders have other things on their minds that do not include accommodating the aspirations of residents who refuse to abandon suburban homes, or who are unwilling to desert their cars for the pleasures of mass transit. Until Californians demand a government that reflects their aspirations, too many people will continue to have to seek their futures elsewhere, to the detriment to those who remain behind.

El Dorado Hills man Arrested in Milpitas

An El Dorado Hills man was arrested early Saturday morning after he was allegedly seen sitting on patio furniture in the backyard of a Milpitas home, police said.

Zachary Owen, 27, was reportedly seen around 2:42 a.m. on Folsom Circle, off of North Milpitas Boulevard.

Police found Owen leaving the side gate of the home and arrested him without incident. He was found to be on probation and to have a misdemeanor warrant out of Placer County.

Owen was booked into the Santa Clara County Main Jail on suspicion of prowling and for his outstanding warrant. He is being held on $55,000 bail and is scheduled for arraignment on Wednesday afternoon.

Opinion - Universities Should Seek Diversity of Thought, not Race

Our universities now throttle free speech.

The question is not whether universities should seek diversity, but what kind of diversity. It seems that the primary form of diversity which universities should try to foster is diversity of mind. Instead, universities are seeking only diversity of race. Seeking a diversity mind would enrich academic discourse, widen its parameters, multiply its objects of inquiry, and increase the probability of obscure and unlikely terrain being investigated.

Abroad one typically encounters such diversity of opinion even on basic questions such as how society should be organized.

By contrast, most American students seem to display striking agreement on all the basic questions of life.

Indeed, they appear to regard a true difference of opinion, based upon convictions that are firm and intensely held, as dangerously dogmatic and an offense against the social etiquette of tolerance.

Consider that it was in the climate created by this capitalistic system of individualism that all the modern intellectual achievements thrived. Never before had mankind lived under conditions like those of the second part of the nineteenth century, when, in the civilized countries, the most momentous problems of philosophy, religion, and science could be freely discussed without any fear of reprisals. It was an age of productive and beneficial, not destructive, dissent.

This no longer exists on our leftist-driven university campuses.

Pollock Pines Owner of El Dorado County Tax Preparation Business AFS, Sentenced to 10 years in Prison

Teresa Marty, 57, of Pollock Pines was sentenced Wednesday in Sacramento for activities that resulted in the IRS paying more than $9 million in false refunds, according to a U.S. Attorney’s Office news release. 

A Pollock Pines woman who owned a tax return preparation business was sentenced to serve 120 months in prison today for conspiring to file more than 250 false refund claims, announced Acting Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division and U.S. Attorney Phillip A. Talbert for the Eastern District of California.

According to documents filed with the court, Teresa Marty, 57, was the owner of Advanced Financial Services (AFS), a Placerville tax return preparation business. Marty conspired with her office manager, Pamela Harris and Rebecca Bandera-Marty to file fraudulent federal tax returns claiming more than $60 million in refunds. Marty and Harris recruited clients by falsely representing that the clients could legally receive large refunds by filing tax returns using IRS Forms 1099-OID. AFS prepared false Forms 1099-OID that reported the clients’ debts as income and the same amount as income tax withheld, resulting in significant claims for refund to which the clients were not entitled. The scheme included clients from 26 states and caused the IRS to pay out over 40 tax refunds, totaling more than $9 million. The IRS listed the use of false Forms 1099-OID on its website as one of the “dirty dozen” tax schemes for the years 2009 through 2014.

Marty, Harris and Bandera-Marty were indicted in June 2013 along with two clients, Charles and Victoria Tingler. Thereafter, Marty and the Tinglers, with the help of Harris, filed fraudulent multimillion dollar liens against government officials, including three IRS employees involved in the collection of taxes the Tinglers owed the IRS as a result of the scheme. Marty filed $84 million liens against the then Acting U.S. Attorney for the Eastern District of California and a former Department of Justice Tax Division attorney involved in filing suit to permanently enjoin Marty and AFS from preparing tax returns. The liens filed with the California Secretary of State unlawfully disclosed personal identification information of the government employees. Harris and Marty also hired a collection agency to enforce a $500,000 false lien that Charles Tingler filed against an IRS revenue officer.

“Today’s sentence sends a strong message: preparers like Teresa Marty who file fraudulent returns will be actively investigated and prosecuted, and face jail and significant penalties,” said Acting Deputy Assistant Attorney General Goldberg. “And efforts by such individuals to intimidate and harass the federal attorneys and agents working these cases will be thwarted and in fact result in the imposition of a higher sentence.”

“Teresa Marty recruited many individuals to participate in a scheme that she claimed to have ‘perfected’ from co-defendant Harris, who traveled to help her recruit clients, to her daughter-in-law, Bandera-Marty, who churned out fraudulent tax return forms. She used her qualifications as an IRS Enrolled Agent and California licensed tax preparer to market her scheme to clients,” U.S. Attorney Talbert stated. “When the IRS shut down her business, she retaliated by filing liens against those who were assigned to stop her fraud. At least 20 clients of Marty and Advanced Financial Services have been prosecuted throughout the country for fraudulent returns during this scheme. Lake Spirit Awards Honor Passion for Protecting Tahoe

Lake Tahoe, Stateline, Nevada – The Tahoe Regional Planning Agency (TRPA) honored four people with Lake Spirit Awards Wednesday who have shown exceptional commitment to protecting Lake Tahoe and fostering a spirit of collaboration in their work and volunteer time.
 
This year’s award winners do everything from helping protect Lake Tahoe communities from wildfire and aquatic invasive species to promoting alternative transportation and sustainable lifestyles.
 
TRPA introduced the awards in 2011 to honor real people making real progress at the lake. The agency expanded the awards in 2012 to include categories for both citizens and agency representatives/environmental scientists. Awards are given to exemplary individuals in each category from both the North and South shores of Lake Tahoe.
 
This year’s winners are:

Exemplary Citizen

North Shore: Karen Mullen-Ehly retired from a career with Washoe County Parks to bring her “get-it-done” attitude to numerous projects at Lake Tahoe, according to Tahoe Fund CEO Amy Berry, who nominated Mullen-Ehly.
 
“In her role as a consultant to the Tahoe Transportation District, she has been instrumental in moving the Nevada Stateline-Stateline bike path forward,” Berry said in nominating Mullen-Ehly. “She has poured her heart and soul into the project, helping to complete the section to Round Hill Pines, and helping get the northern section from Incline to Sand Harbor under construction.
“Karen is a tireless advocate for the lake, going above and beyond in her efforts to ensure a project isn't just done but done very well. She is often pointing out little ways to make a project exceptional that don't require significant funding, just significant thought.”
 
South Shore: Karen Fink was a founding member of the Lake Tahoe Bicycle Coalition, and continues to work on improving transportation and biking, as well as the amount of affordable housing at Lake Tahoe. She was the inspiration behind parents’ group Small World to engage busy parents to create a more peaceful, sustainable planet for all children, according to Rebecca Bryson, who nominated Fink.
 
“Karen Fink was a long-time employee at TRPA. In that role, she worked tirelessly to promote a more sustainable transportation system for a better environment here in Tahoe,” Bryson said in nominating Fink. “Her warm, collaborative spirit and can-do attitude enabled her to work with a wide variety of interest groups to get things accomplished. Not only does she emulate her values in her work, she embodies her commitment to sustainable living very deeply in her personal life and everyday actions.”

Agency Representative/Environmental Scientist

North Shore: Forest Schafer has worked for the North Lake Tahoe Fire Protection District since 2003, working his way up from wildland firefighter to the district’s forester. Among his many responsibilities, Schafer serves as the incident commander for the Tahoe Fire and Fuels Team, which coordinates fuel reduction, fire prevention, and community engagement for 18 local, state, and federal entities in the Lake Tahoe Basin.
 
“For the last nine years as forester, Forest has cultivated relationships with our cooperating agencies and partners fostering creative collaborative solutions to issues that affect not only the Lake Tahoe Basin but our regional resources as well when it comes to fuels management and mitigation,” wrote Tia Rancourt, coworker and ‎public education/information officer for North Lake Tahoe Fire Protection District, in nominating Schafer. “He inspires his coworkers and peers through his forward thinking, tireless dedication, and innate leadership skills. His desire to inspire comes naturally because Forest does what he loves. His accomplishments speak for themselves and have far reaching positive impacts for our region.”
 
South Shore: Nicole Cartwright has been a part of Lake Tahoe's Aquatic Invasive Species Program since it began in 2007 and has helped build it from a volunteer program into the “gold standard for prevention,” according to TRPA Aquatic Resources Program Manager Dennis Zabaglo, who nominated Cartwright.
 
“Nicole also oversees projects designed to remove existing AIS within the lake, highlighted by the Emerald Bay project that has resulted in Emerald Bay being weed free for the last several years,” Zabaglo said in nominating Cartwright. “In addition to her dedication to lake saving projects, Nicole is also engaged in our community. From her involvement with local theater to her volunteering with SOS Outreach - dedicated to developing life skills for at risk youth - Nicole truly serves Lake Tahoe at multiple levels and is more than deserving of this award.”

Invasive Weeds and Fire Fuel Load Coming Back Warns Farm Bureau

The state's forests and wildlands may look green and lush now, but don't expect firefighters and land managers to be resting on their laurels.

Vegetation growth has exploded with this year's record rainfall, especially invasive weeds that tend to die and dry out quickly, creating more fuel for wildfires and turning the state's landscapes into tinderboxes.

"It probably is going to be one of those potentially big fire seasons, just because there is so much annual forage out there," said Scott Oneto, a University of California farm advisor for the Central Sierra Cooperative Extension, which covers Amador, Calaveras, El Dorado and Tuolumne counties.

Expect to see more weeds this year, Oneto said, especially late-season annuals such as yellow starthistle, medusahead, goatgrass and stinkwort. The latter two have expanded at a "tremendously fast rate," he said. These plants establish deep roots and take advantage of the soil's high moisture from April to June.

Oneto said he's also seeing lots of brush and regrowth in areas that previously burned, including in Amador and Calaveras counties where the Butte Fire occurred, and in El Dorado County, the site of the King Fire. Shrubs tend to resprout after fire disturbances, with much of the growth coming in the next two months, he added.

"Unfortunately, they're kind of growing at a rate that we can't keep up with in terms of management, so there's a lot of fuel added back into that landscape very quickly," Oneto said.

The state's massive tree die-offs stack another layer of fuel to forests, creating threat for catastrophic wildfires, he said. The U.S. Forest Service has estimated that more than 102 million trees have been killed since 2010 due to stresses created by drought.

Cal Fire spokesman Scott McLean said the department continues to work with federal, local and utility partners to remove dead and dying trees that pose the greatest risk to public safety.

In the last two years, the agency has increased its staff of firefighters, which have been kept busy doing fuel reduction on a minimum of 35,000 acres that Cal Fire plans to treat this year. The projects include mowing, creating fire breaks and doing prescribed burns to remove invasive grasses and brush. In addition, the department will be doing 250,000 defensible-space inspections this year.

"We don't just fight fire," McLean said. "We're also heavily involved in the prevention aspect, whether it be a structure fire or wildfire."

The repercussions of the state's multi-year drought are "not going to go away in one winter," he added, and despite the heavy rain year, the southern part of the state has already started to dry out.

The biggest difference the wet year has made is possibly delaying the fire season by keeping soils, shrubs and trees moist longer, said Bill Stewart, a forest management specialist at UC Berkeley. He noted that coastal Oregon has just as much fuel as California, but the region is not prone to fires because it stays wet most of the time. With current conditions, he said it may be June or July before the state's landscapes dry out, as opposed to May during drought years.

"My prediction is we're going to have a shorter fire season in the front end," he said. "How long it goes is always a different issue. If we have a long, dry fall, we could have fires in October, November. We've had fires after Christmas because that's when it finally dries."

Travis Bean, a UC weed science specialist in Riverside, said invasive plants in his region are "already really crispy" and he expects it will be "a pretty scary year for fire" due to the huge amount of fuel lying on the ground. He noted that mustards in the southeastern part of the state have had "an extremely successful year" and have put out "an incredible amount of biomass."

Because many of the state's invasive plants tend to be cool-season annuals, Bean said management to control their spread needs to happen in the early spring and fall—before the plants get a chance to produce viable seed. He noted that in the South State, invasive grasses such as medusahead and barb goatgrass—two big fire contributors—start going to seed in March and early April. Once that happens, efforts to kill the plants are a wasted effort, he said.

"They die anyway, whether you kill them or not," Bean said. "They rely every year on a residual seed bank to get going. The way you manage the seed bank is you don't let the plant set seed."

Years of drought have dwindled those seed banks, making this year ideal for knocking down annual weed populations and encouraging desirable native plants to regenerate, he said.

To do an effective job, treatment—whether by livestock grazing, herbicide or controlled burning—should be scheduled before the plants drop their seed. Doing a burn after seeds have fallen could allow invasives to thrive, as the fire destroys everything but viable weed seeds remain on the ground, coming back to dominate the landscape next year.

Bean lamented that for much of the state, the window of opportunity may be closed to do the kind of weed management he described, as many of the annual weed species have already gone to seed.

But for Northern California, Oneto said it's not too late. He noted most weeds are just getting established and there's still a month or two before they flower and set seed, "so there's plenty of time for people to act."

Merced County rancher Andrée Soares, who runs a commercial sheep and goat business that specializes in contracted grazing, said she has gotten "a record number of calls" this year from municipalities, agencies and landowners seeking her services.

She noted that fire agencies have become more stringent about overgrown weeds and are putting requirements and deadlines on landowners to take care of the problem. Municipalities and agencies responsible for keeping creeks clear have herbicide restrictions in those areas and are increasingly turning to livestock to control vegetation.

With the amount of weed growth out there this year, Soares said her animals are going in early and taking much longer to do the job. Some agencies are now having her come in twice a year—in the spring and fall—to do cleanup.

"People are more concerned about fire," she said. "I think it's because of the fire experience we've had in California over the past five years and knowing what's leading to that. Land managers are being proactive and getting in contact with us earlier, trying to plan ahead, which is great."

Public Meeting Regarding Road Safety, Drainage Improvements in the Town of El Dorado

El Dorado is the old town of Mud Springs. This old town got its name from the springs near its present location, which were used by the emigrants as a watering place for their stock. This caused the place to always be in a muddy condition, and was known by the early travelers as the "Mud Springs."
    
District 3 Supervisor, Brian Veerkamp, announced that he will hold a public meeting May 9th in conjunction with the El Dorado County Department of Transportation Maintenance Division and California Department of Transportation (Caltrans) to discuss proposed pedestrian, road, and drainage improvements in the town of El Dorado along Pleasant Valley Road and Highway 49.

“Public safety in the town of El Dorado is something I take very seriously,” said Veerkamp. “The proposed improvements to the town’s roads and drainage are a step toward keeping people safe as they move around and through this area. I encourage residents to attend this important meeting, hear our ideas and offer their suggestions."

UC Tuition Hikes Needs to be Reversed says Assemblyman Kevin Kiley

Assemblyman Kevin Kiley:

Earlier this year my colleagues and I called on the UC Board of Regents to delay any tuition increase until at least the spring, when the State Auditor was due to release its report on the finances of the UC Office of the President. We felt that the Auditor’s conclusions deserved consideration before any action was taken that would increase student debt and limit access to higher education.” Kiley said. “We were disappointed when the Board chose to raise tuition anyway, and are even more disappointed with the recent findings of the State Auditor, including that the UC Office of the President has concealed at least $175 million in reserves and has provided salaries and benefits far greater than what is typical for state employees. The most recent tuition hike should be reversed, and the Auditor’s cost-saving recommendations must be implemented to ensure that a UC education remains affordable.

Assemblyman Kiley is a member of the Higher Education Committee, and represents the 6th Assembly District, which includes parts of El Dorado, Sacramento, and Placer counties.
