Closure On Highway 89 At Emerald Bay To Delay Travel Time In Mid-September

The California Department of Transportation (Caltrans) will perform a full roadway closure of State Highway 89 near South Lake Tahoe from just south of the Cascade Creek Bridge to Bayview Campground and Inspiration Vista Point.

The full roadway closure is scheduled for two weeks beginning Monday, September 12, at 4 a.m. through Friday, September 16, at 4 p.m.; and from Monday, September 19, at 4 a.m. through Friday, September 23, at 4 p.m. During the closure traffic will be allowed to travel through the work zone between 4 p.m. to 4 a.m. Tuesday afternoon through Friday morning. There will be no closure during the weekend from 4 p.m. Friday to 4 a.m. Monday.

During the time of the full closure, traffic will be detoured to the north and the east side of the lake going into the Nevada. From the north side of the project the detour will take Highway 89 to Tahoe City, then take Highway 28 along the north and east sides of the lake to U.S. Highway 50 South at Spooner Junction to Highway 89 North at South Lake Tahoe. From the south side of the project, traffic will be detoured the opposite direction: Highway 89 south to U.S. 50 north to Highway 28 south and to Highway 89 south.

This work is part of the $13 million Emerald Bay water quality improvement project. The closure is for one portion of the project's cold planning and hot mix asphalt paving work located on a ridge with steep slopes on either side of the roadway immediately adjacent to paved surfacing with steep mountainous terrain and tight switchbacks. In this portion of the project, the paving operations would not be possible with conventional reversing traffic control as larger construction equipment and public vehicles would not physically be able to pass each other. The work is subject to changes due to weather or unexpected events.

The traveling public will be able to access site seeing locations: Vikingsholm, Inspiration Point - Bay View Trail. Expect delays due to One-way traffic control From Inspiration Point to Upper Emerald Bay Road from September 11 through September 23 due to grinding and paving work.

Another Tahoe Bear Killed By Wildlife Officials After Break-Ins At South Lake

Nevada wildlife officers have killed a female bear that had been blamed for home break-ins in the South Lake Tahoe area.

Nevada Department of Wildlife spokesman Chris Healy said Monday the 2-year-old female was shot dead July 28 following a confrontation with a homeowner near Stateline.

Healy says the bear had been captured and fitted with a tracking collar in early May after she was found trying to raid trash bins.

The collar showed she kept returning to residential areas.

Healy says a bear that breaks into occupied dwellings crosses a line and becomes a danger to human safety.

State wildlife officials trapped and euthanized another bear in June after it raided a vehicle and wouldn’t leave an area near a state park visitor’s center at Lake Tahoe’s Sand Harbor.

South Lake Tahoe Councilwoman Conner's lawyer says Settlement is Not 'Finalized' in Suit Against City

Jacqueline Mittelstadt, attorney to councilwoman JoAnn Conner, says that she is still “going back and forth” with the City of South Lake Tahoe’s attorney as they work to reach a finalized settlement in her client’s lawsuits against the city.

Mittelstadt took issue with an announcement made by Mayor Wendy David in the Aug. 2 council meeting regarding the settlement, and said the statement was “premature.”

“We do have some reportable action from our closed session [on] JoAnn Conner versus the City of South Lake Tahoe, and we would like to announce that the city and Conner met in mid-June in a mediation session and we reached a settlement agreement in which Conner agreed to dismiss the city in Conner versus the City of South Lake Tahoe with prejudice,” said David on Aug. 2...

‘Posse’ Champs Forsberg, Trimble, and Grunert Crowned Sat Night

The final event of 2016’s four-race “Placerville Posse Challenge” did not disappoint Saturday evening at the El Dorado County Fairgrounds, as forty-seven cars were on-hand to take part in the action, battling across three separate divisions — as well as virtually every inch of track — at Placerville Speedway.

At its conclusion, Saturday night saw drivers Andy Forsberg, Scott Grunert and Ray Trimble crowned as this season’s “Placerville Posse” champions in each of their respective divisions.

Forsberg fought for victory in the 360 Sprint Car division’s 25-lap feature event, taking advantage of an early placement shuffle and restart at the beginning following a start infraction. Jake Morgan and Chase Majdic intitially led their field to the green flag, but the track’s yellow lights flickered immediately following the initial surge as Majdic was called back for jumping the start and penalized a row for the infraction.

On the second start attempt, Mason Moore was moved to the front row, and took advantage over Morgan entering turn 1. Meanwhile, sixth-place starter Forsberg utilized the top of the speedway to quickly move to second in a single circuit. Forsberg challenged Moore for the lead on lap 5 going into turn three, but Moore shut the door on Forsberg exiting turn four.

On lap 6, Forsberg got around Moore for the lead with a move that had both leaders just inches apart. As Forsberg pulled away, Sean Becker surged from tenth to challenge both front runners, effectively utilizing the top-side terrain of turns one and two to exhibit excellent maneuvering around Moore before transitioning immediately into heavy pursuit of Forsberg.

Despite stellar efforts from his chaser, Forsberg endured a lap-20 caution and held off the charge by Becker to claim his Placerville Posse title. In victory lane, Forsberg admitted he was concerened with Becker’s advances and was well-aware of Becker’s efficient leap into second.

“After I got by Mason (Moore),” Forsberg said, “I kept watching the scoreboard and saw the No. 35 (Becker) go from fifth to fourth, and then second, in three laps. I figured Sean would be running up top and I thought I heard someone behind me. When I moved upstairs, then I didn’t hear anything again.”

Becker’s bold charge secured second place while third went to Moore. Morgan and Greg DeCaires finished fourth and fifth, respectively, to round out the top five.

Forsberg received a courtesy bonus for fastest qualifying time while Madjic and Logan Seavey were the evening’s two heat race winners. Justyn Cox was awarded the hard charger bonus after finishing seven spots higher than his 13th place starting position.

Saturday’s Pure Stocks division had 14 competitors in attendance, with weekly points leader Nick Baldwin and Rick Grunert leading the field to green. Grunert got the jump over Baldwin and stretched a significant lead until Jay Bryant spun in turn one to draw the caution. On the restart, Grunert pulled away as Baldwin’s car did not take off immediately, which ended up allowing Dan Jinkerson to get by Baldwin as well.

On lap 4, Baldwin made a power move around Jinkerson to reclaim second place, then drag-raced Grunert across the line on lap 6. Grunert and Baldwin each impressed, and navigated narrow windows and limited space while continuing to battle hard as traffic came into play. Jinkerson wasn’t done charging, however, and on lap 8, Baldwin jumped the cushion in turn one, allowing Jinkerson to pull alongside for second again.

Baldwin and Jinkerson ran side-by-side right up through turn four when the lapped car of Anthony Vigna got sideways pushing Jinkerson to the infield which allowed Scott Grunert — son of Rick Grunert and Placerville Posse points leader — to claim second place. As the younger Grunert passed Jinkerson for third, Oroville Owens made contact with Jinkerson in turn one — sending Owens off the embankment and drawing the caution on lap 9.

On the restart, Baldwin’s car again did not take off, allowing Jinkerson to get around in turn two and claim second as Scott Grunert challenged Baldwin for third. On lap 12, Baldwin once again overtook Jinkerson and applied pressure to Rick Grunert for the lead. The trio raced hard until traffic became a factor again in the late stages of the 20 lap feature. Nick Baldwin raced side by side with Rick Grunert as the leaders raced under the white flag.

Rick Grunert ran the middle of the speedway going into turn one, opening the top up for Baldwin to pull alongside. That route left the bottom open for Scott Grunert to go three-wide all the way down the backstretch, through turns three and four and to the checkered. The three leaders were separated by inches at the finish line as Scott Grunert grabbed victory on the last stretch over Baldwin and father Rick Grunert.

“I really wanted to see my dad win,” Scott Grunert said in victory lane. “He was fast all night and it was kind of sketchy doing a complete lap three-wide at the end — but I am happy that we won.”

Jay Bryant and Tim Mack were the two heat winners earlier in the evening, while young Grunert was awarded the hard charger bonus after seventh-place starting position.

While mid-race restarts and cautions had created key moments of note for Forsberg and Grunert in their 360 Sprint and Pure Stocks races, Ray Trimble’s Placerville Posse championship title in the Limited Late Models division was earned without a single mid-race stop, as Trimble faced off against Randy McDaniel for much of the 20-lap event.

Three separate starting attempts kicked off action, as Tyler Lightfoot and Ken Michelli — who had set the field originally — each were penalized for jumping separate starts. Michelli jumped the start first, which penalized him back a row. On the second attempt, pole-sitter Tyler Lightfoot jumped the start, putting him back a row. A third attempt saw original second-row starters Scott Woessner and Ryan Peter set the pace for the green.

Going into turn one, Woessner washed up the track, opening the bottom for Trimble to grab his lead out of turn two and also allowing McDaniel to claim second down the back stretch.

From there, action went from green to checkered without pause as Trimble and McDaniel raced side-by-side for most of the circuits. Trimble maintained his position and cruised to cross the line and win his third Placerville main event in 2016 and take home the Posse title by a single point over second-place finisher McDaniel. Third went to Matt Michelli while Woessner and Lightfoot finished fourth and fifth, respectively.

“Any of these guys that show up can win on any given night here,” Trimble said. “I tried not to watch the scoreboard, but I knew McDaniel and Michelli were right there … I’m just glad we held them off long enough for the win.”

McDaniel and Matt Michelli won the two heat races, while McDaniel was awarded hard charger honors with his run from ninth place to second.

Placerville Speedway returns this weekend with action for the 2nd Annual Donnie Tilford Tribute event — a five-division program featuring Limited Late Models, Pure Stocks, BCRA Midgets, Sport Mods and Dwarf Cars. Pit gates open at 2 p.m. while front gates open at 3 p.m. and racing starts at 7 p.m..

Teachers Picket Tonight - Buckeye Teachers Association to Picket Back to School Night

Buckeye Union School District teachers plan to picket Back to School Night activities at Rolling Hills Middle School beginning at 5 p.m. Monday, Aug. 15.

The district and the Buckeye Teachers Association ended the 2015-16 school year at impasse and could not resolved their issues over the summer. Negotiations have been ongoing since August 2015.

“Buckeye teachers will be working to the contract day and, instead of the usual long hours preparing lessons, will be organizing to rally community support for a fair settlement,” an announcement from the teachers association states.

“In its initial offer BUSD made its ‘last, best and final offer’ of a 1 percent increase to the salaries of teachers plus a one-time bonus,” the association notes; however, the association asserts that the district, thanks to increased funding, can offer much more.

“While Buckeye teachers offered several compromises in an effort to reach a fair settlement, BUSD and Superintendent David Roth did not budge from the initial 1 percent salary with bonus,” the statement continues. “Using stalling tactics, impasse was declared by BUSD, forcing Buckeye teachers to meet during the last week of school in mediation.

“Buckeye teachers will also continue every effort toward resolving the impasse with an agreement that is fair to both parties,” the statement concludes. “Teachers want to get back to what our community needs and what we love about teaching — being in the classroom (and) focused on our students.”

Roth said he had no comment on the negotiations or the planned event Monday.

Merton Miller writes, "Just got off the phone with the manager at St. Tammany Humane shelter and I broke down at first. Asked her what immediate needs were..dog and cat food and kitty litter and blankets. I'm going to try for a trip tomorrow..about 40 miles away. Keep it up my friends."

The US Coast Guard and other first responders rescued more than 20,000 people over the weekend. Civilians helped out in some cases. In one remarkable example captured on video, David Phung pulled a woman and her dog from her car after it had plunged underwater.

The Story
As you may have seen on national news, a lot of Louisiana is under water right now. While the humans have RedCross and such, the pets don't have a lot. The shelters are overcrowded with rescues and running out of supplies. These little pups and cats swam in flood waters to try and survive. I'm trying to raise a little bit to help the shelters and the 1 or 2 fosters I'm going to take in. I have 4 rescues in my home already, what's another 1 or 2. I must be nuts...

Counterfeit Money, IDs, Credit Cards found in Sheriff Bust of Two Women in Disabled Car

(Tanya Starks and Kimberly Higgins Mug Shots Courtesy: El Dorado County Sheriff's Office)  The El Dorado County Sheriff’s Office received a report of a disabled vehicle in the roadway of Strolling Hills Road near the Safeway in Cameron Park.  Deputies contacted two females inside a disabled vehicle.

One of the females, Tanya Starks, was determined to be on felony searchable probation.  The other woman in the car has been identified as Kimberly Higgins.

While searching their vehicle deputies located counterfeit money, printers, multiple identifications, checks and credit cards not belonging to the women.  After a thorough investigation, both women were arrested and booked into the El Dorado County Jail on multiple charges including, forgery, possession of a counterfeit die/apparatus and possession of personal identifying information without authorization.

Another Historic Presidential Tahoe Summit

[By Joanne S. Marchetta]  Lake Tahoe was at a crossroads in 1997. The lake’s famous water clarity, once measuring 100 feet, was declining year after year because of stormwater pollution from roads and developed areas and erosion from streams damaged by logging and cattle grazing. 
 
Tahoe’s forests, clear cut during the Comstock era, had grown back unnaturally thick with hazardous fuels and stands of similarly aged trees posing extreme wildfire risk. Communities were struggling with blighted buildings, outdated infrastructure, and limited private investment. And there was no place for bicycles or pedestrians in our towns.
 
Our region had regulations to protect the lake from new development. But it had no comprehensive restoration program to correct mistakes of the past that were continuing to harm the lake.
 
Former President Bill Clinton and Vice President Al Gore knew Tahoe was a special place and wanted to help fix that situation at the first-ever Tahoe Summit in 1997. With their lead, we united more than 100 federal, state, local, nonprofit, and private sector partners in a shared mission to conserve and restore Lake Tahoe through the Environmental Improvement Program (EIP).
 
Since then, EIP partners have prioritized and completed nearly 500 projects to correct the landscape-level environmental problems Tahoe faces. 
 
Projects have restored Tahoe’s streams, marshes, and wetlands; built transit facilities and 150 miles of bike and pedestrian routes; upgraded 729 miles of roadways to reduce stormwater pollution; protected our lake from aquatic invasive species; opened 2,770 feet of shoreline for public access; built recreation facilities; and cleared hazardous fuels from tens of thousands of acres of forest around our communities.
 
We have accomplished far more working together through the EIP than we ever could have done working alone. And today, those yearly declines in Tahoe’s famous water clarity have halted and are starting to reverse because two decades ago we made the right decisions and right commitments to work together to conserve and restore our unique mountain lake.
 
Senator Harry Reid organized that first presidential summit in 1997, putting a spotlight on Lake Tahoe and the importance of its conservation and restoration as a national treasure. Reid, who has done so much for the Tahoe Region and is leaving office at the end of this year, is also organizing and hosting the 20th annual Tahoe Summit this August. He will be joined by President Barack Obama, who plans to talk about our nation confronting climate change.
 
Heading into this summit, we must remember that Tahoe’s environment is at another important crossroads. Our climate is changing. The State of the Lake report for 2015 found the warmest air and water temperatures ever recorded at Tahoe, and a greater share of our precipitation falling as rain than ever before.
 
Climate change will pose unprecedented challenges for our lake and forests and mountains, and for our recreation-based economy that depends upon their health. Less snowpack and water storage, escalating tree mortality, a warming lake and environment, and population growth in major metropolitan areas all around Tahoe are just a few of the pressures we will need to confront. Climate change will only amplify the importance of us working together to meet new challenges for Tahoe and beyond in years to come.
 
We must continue our partnerships to implement the EIP to restore Tahoe’s water clarity and protect our forests from the drought and insects ravaging other parts of the Sierra Nevada. We must improve our transit services and bike and pedestrian trails, and improve our permitting processes to accelerate important redevelopment projects in our town centers that will improve our communities, our quality of life, and how we interact with our environment.
 
TRPA is committed to leading and helping in all of these important endeavors. Fortunately, the framework for collaboration and success is already in place, and every day we reach out to grow added partnerships for the benefit of Lake Tahoe. We have accomplished many things over the past 20 years and have much to be proud of. But our work is not done. 
 
Tahoe is at an important new juncture as we head into another presidential summit. By staying committed to working together we can meet the challenges of the 21st century, make sure we face change with courage, and continue to restore and conserve this beautiful lake and forest for future generations to treasure.

Visiting Richmond Sex Offender Caught with Gun in EDC, Again

A "frequent Flyer" to the county jail is Deja Stocks of Richmond.  She was arrested again, less than a year after she was arrested in the county for having an illegal handgun.

Deja Stocks is a 24-year-old Registered Sex Offender that was found guilty of, "Sex Penetration With Foreign Object Of Victim Unaware Of Nature Of Act" and is prohibited from possessing a gun.

Last year, 09-05-2015, Deja Stocks was arrested in the county for: FELON/ETC POSS/ETC F/ARM; CRRY LOAD F/ARM:PUB:S/CIR; PROHIB OWN/ETC AMMO/ETC.

This week, 08-18-2016, Deja Stocks was arrested in the county for: FELON/ETC POSS/ETC F/ARM again!

Last year's FELON/ETC POSS/ETC F/ARM carried a $25,000 bail, but this second county arrest for the same crime in under one year carried a $345,000 bail!

El Dorado County Office of Education Honored with Patriot Awards

[Written by EDCOE Leadership and Communications Intern Devin Johnson]  The National Guard recently presented Patriot Awards to the El Dorado County Office of Education (EDCOE) and two Child Development Program supervisors for going above and beyond to support an employee whose husband serves in the National Guard Reserve. Any member of the National Guard, Reserve or the spouse of a member may nominate an employer who has provided guidance, commitment, and support to them or their family. EDCOE, Assistant Director of Child Development Programs Gail Healy and Disabilities/Mental Health Coordinator Stacia Ponce received the awards at a County Board of Education Meeting in June.
 
Margarita Thomas, Early Head Start Teacher, submitted the award nominations, “When I got hired, my husband had just been deployed and would not be back until the following year. Stacia needed me to come in and complete paperwork. I didn’t have anyone to watch my two young children – two year old Alexander and four year old Ella. Stacia was very understanding and said, ‘That’s okay, bring them with you.’ Gail was always very supportive and worked with me when it came to attending early trainings since daycare didn’t open until 8 a.m. They made the deployment so much easier.”
 
The Employer Support of the Guard Reserve (ESGR) awards this honor to approximately 10,000 employers each year. This presentation occurred during a regular El Dorado County Board of Education meeting, and Stacia and Gail were unaware of the surprise acknowledgement. “Of course I was very honored, but I always had that feeling that there were 15 people behind me who gave just as much if not more than I did,” Gail expressed. “It really heightens our awareness of being sensitive and caring… That’s why we’re here; to make a difference.”

JESSE BRYAN KING currently has a felony warrant for failure to appear for a violation of Penal Code § 487(a) – Grand Theft of Real Property.  KING has a long criminal history, with 36 arrests, including narcotics violations, domestic violence, DUI, battery on peace officers, resisting arrest and burglary to name a few.  KING is prone to violence and should be considered dangerous. His last known address was on Chapparal Drive in Placerville and he has been known to frequent Gold Oak School, although there is an active restraining order against him.  He could be anywhere including Folsom, Sacramento, and Placer County areas.

Senator Ted Gaines to Honor Gary Washburn Monday Afternoon

Misty Ann Tienken, El Dorado County Field Representative for Senator Ted Gaines, reports that Senator Gaines is adjourning the California Senate session in memory of Gary Washburn next Monday afternoon.

Miss Tienken made this report from a hospital bed for the past week where she has been dealing with a G/I condition.  In spite of her current imposition she wanted to let everyone know about the recognition. 

She added, "Gary deserves this and sooo much more. He had the biggest heart, with the largest smile ever. He always saw the best in everyone and everything. He will def be missed, but glad he's in heaven with the lord. He's home and safe and will always be remembered here on earth by those whose lives he touched."

Convictions like King Fire Arsonist Huntsman are Rare

Photo: Michael Macor, The Chronicle] In 2014, Stevenson cracked one of the most notorious wildfire arson cases in Sierra Nevada history, and the break came from a good witness. When he lit the 97,000-acre King Fire in Pollock Pines, then-37-year-old Wayne Allen Huntsman took the bone-headed step of recording a selfie video on his phone. He was smirking as he filmed the growing flames, trying to show he’d been caught in a wildfire and was bravely escaping it — and then he showed the clip to a retired firefighter who gave him a ride out of the fire zone.

Like Pashilk, Huntsman was a former prison inmate firefighter. It turned out Huntsman was trying to impress his girlfriend, a drug-rehabilitation counselor, with some form of “heroics”...
