Coronavirus Disease "Covid-19" Update For El Dorado County

Current Status:

El Dorado County health officials and agency partners are closely monitoring the outbreak of novel Coronavirus 2019 (COVID-19) [Redacted].

El Dorado County - As of March 17, 2020, at 3:00 p.m. Pacific time, there are no confirmed cases of COVID-19 in El Dorado County

California - As of March 16, 2020, at 6:00 p.m. Pacific time, there were 472 positive COVID-19 cases in California and eleven fatalities.  For the latest California information - Click here

Although El Dorado County does not currently have any confirmed cases of COVID-19, El Dorado County has declared a Public Health Emergency to ensure appropriate resources and funding are available to the County in its response to COVID-19. The declaration also allows the County to provide or receive mutual aid from other jurisdictions.

Gatherings:

On March 11, 2020, the California Department of Public Health (CDPH) issued a statewide directive about public gatherings to slow potential spread of COVID-19. The State is asking that this guidance be implemented across California through at least the end of March, and the Federal Centers for Disease Control and Prevention has weighed in with even stricter guidance on gatherings. The current recommendations are as follows:

Postpone or cancel large gatherings of 50 people or more

Postpone or cancel smaller gatherings that do not allow social distancing of six feet per person

 

State Guidance for Older Adults and Those at Elevated Risk to Self-Isolate

On March 15, 2020, CDPH issued statewide guidance for older adults and individuals who are at higher risk for serious illness, asking these individuals to self-isolate:

Individuals over 65 years of age

Individuals who have serious chronic medical conditions like heart disease, diabetes, and lung cancer

Individuals who have compromised immune systems 

This guidance does not apply to people who work in essential services, such as hospital and health care workers, pharmacists, peace officers, firefighters, staff at skilled nursing facilities and residential care facilities for the elderly, and other essential workers.

 

EDC Older Adult Programs & Gatherings Temporarily Canceled:

As a precaution, and in line with CDPH's guidance, El Dorado County (EDC) Older Adult Services is temporarily canceling some programs and gatherings:

Programs to be canceled/postponed through at least the end of March

As of March 16, 2020, the EDC Older Adult Day Services (The Club) in Placerville and El Dorado Hills will temporarily suspend the program

As of March 16, 2020, all non-essential services, meetings and group gatherings at the Placerville Senior Center will be cancelled or postponed.

As of March 18, 2020, all Senior Nutrition congregate meal sites will be closed for dine-in lunches. Meals will be available for pick-up only, by reservation, at designated congregate meals sites.  Seniors may reserve a meal for pick-up by calling (530) 621-6160. See flyer for list of pick-up sites and instructions.

Programs and services that will not be affected

Placerville Senior Center will remain open to provide essential community services such as the Low-Income Home Energy Assistance and Weatherization Programs, In-Home Supportive Services - Public Authority, Senior Legal Services, HICAP, Senior Peer Counseling, Family Caregiver and Support Program, Long Term Care Ombudsman, and Senior Information & Assistance Programs. 

The Senior Nutrition Program will continue to operate the Home Delivered Meal Program to serve more homebound older adults in the County.

Schools:

On March 14, 2020, El Dorado County Office of Education announced that public El Dorado County schools will be closed during the week of March 16 through 20, 2020.  See press release for more information and a list of school closures. 

 

What is COVID-19:

COVID-19 is a virus that can cause respiratory symptoms similar to seasonal flu, such as fever, cough and shortness of breath. Some people have no symptoms. According to the California Department of Public Health (CDPH), while COVID-19 has a high transmission rate, it has a low mortality rate. There are several types of coronavirus; COVID-19 is only one (recently identified) type. Most people who become ill from coronaviruses that circulate in the U.S. recover on their own. Some people, particularly those with underlying health problems, the elderly or those with severe symptoms, may require more intensive medical care.

How to Protect Yourself:

 

The best ways to protect yourself and others from any virus, including seasonal flu and coronaviruses, are:

Wash your hands frequently with soap and water

Stay home from work or school if you're sick

Avoid touching your eyes, nose or mouth with unwashed hands

Cover your mouth and nose with a tissue or your sleeve when you cough or sneeze

Clean and disinfect frequently touched objects and surfaces using regular household cleaning spray or wipes

If you have mild symptoms, there may be no need to go to a medical facility to see a doctor

If you're sick enough to seek medical care and think you have any respiratory illness, including COVID-19, it's important to call the medical facility before arriving and follow directives to avoid exposing others

Primary care doctors are the point of contact for COVID-19 testing. Your doctor will make the decision about whether to test. It's important to remember that not every person with symptoms needs to be tested.

What is El Dorado County Doing to Prepare for COVID-19:

El Dorado County Public Health and agency partners are actively monitoring reports about COVID-19, and taking steps to respond if a case is identified in the county. Public Health and partners are frequently participating in statewide conference calls and receiving situation updates and guidance from CDPH; sharing guidance with local healthcare providers, other County agencies and organizations; reviewing local emergency preparedness plans; and sharing resources. Agency partners are also coordinating with CDPH and neighboring counties, and participating in regional meetings to ensure a coordinated response. 

Local partners include the El Dorado County Health and Human Services Agency, Office of Emergency Services, Emergency Preparedness and Response, local hospitals and health care facilities, schools and others. 

El Dorado County Public Health is also coordinating with local healthcare providers and monitoring people deemed to be low, medium and high risk of possible exposure to COVID-19. Risks are assigned based on travel history and possible exposure to someone confirmed to have the virus. Individuals in the County who fit the criteria above are coordinating with Public Health to monitor their health and potential symptoms.  Public Health is following CDC guidance regarding how to assess individuals, and when to conduct a COVID-19 test. Some individuals, based on CDC criteria, may not be tested.  All tests for COVID-19 conducted in El Dorado County to date have been negative.

Testing:

Primary care doctors are the point of contact for COVID-19 testing. Testing for COVID-19 is being done and is available in El Dorado County, but individuals must meet the Federal Centers for Disease Control and Prevention (CDC) criteria in order to be tested. 

Although the risk of transmission remains low for the general public, notify your healthcare provider if you have one of the following risk factors:

Recent travel to mainland China, Italy, Iran, Japan and South Korea (within the last 14 days) and having respiratory symptoms

Close contact with a person confirmed through a laboratory test to have COVID-19

Local healthcare providers are following CDC guidance about how to assess individuals, and when it's appropriate to conduct a COVID-19 test. It's important to know that some individuals, based on CDC criteria, may not need to be tested or fit the criteria for testing.  

Masks:

At this time, it isn't recommended that healthy people wear masks. However, masks are recommended for people who are sick with respiratory symptoms to prevent the spread of viruses. If you're sick with a fever and respiratory symptoms that require you to seek medical care, you'll likely be asked to wear a mask at the healthcare facility.

School Closure through SPRING BREAK

In response to the rapidly evolving COVID‐19 circumstances and the potential impact in El Dorado County, School District Superintendents and the County Superintendent of Schools, have decided in concurrence with Dr. Nancy Williams, County Public Health Officer, to extend the closure of all public El Dorado County schools through the district’s upcoming spring break. We urge families to prepare for closures of a longer duration. We will continue to monitor the situation and provide updates on the status of closures. Dr. Nancy Williams continues to report that while there are no current positive cases in our county, the El Dorado County Public Health Division expects to begin seeing positive cases in the coming days and weeks, which may require a continued response.

During the time of the school closure, we are asking that students and families follow the County Public Health Officer’s directive to stay home and minimize social contact to the extent possible. Dr. Williams emphasizes that, “while school dismissals are intended to protect students, teachers, and staff, we need everyone to take social distancing seriously if we are to achieve the greater benefit of protecting everyone in the County from COVID‐19.” 

This is a dynamic situation where information and circumstances can evolve quickly. We are grateful to community members and our community leaders throughout our county for their tremendous care, collaboration, and understanding during these challenging times.

EL DORADO COUNTY ISSUES DIRECTIVE TO RESIDENTS TO SHELTER IN PLACE

(PLACERVILLE, CA) – El Dorado County Public Health Officer Dr. Nancy Williams today issued a directive for all County residents to remain at home except to engage in “essential activities,” effective 11:59 PM, March 20, 2020, to slow the spread of COVID-19.

“I have taken this unprecedented step to stem the tide of the virus among our population to protect our most vulnerable residents,” Williams said. “Quite simply, how successful we are in protecting the health of the most number of people in El Dorado County will depend on our residents abiding by this directive.”
The directive applies to the unincorporated areas of the County, the City of Placerville and the City of South Lake Tahoe. It is in effect through Monday, April 16th.

El Dorado County Announces First COVID-19 Case in Resident

(PLACERVILLE, CA) – El Dorado County officials announced today the first confirmed case of COVID-19 in an El Dorado County resident.

The individual, who traveled to a Central California County where exposure is believed to have occurred, was visiting sick family members and has not yet returned to El Dorado County. She is fully recovered from mild symptoms and has remained in the Central Valley. Health officials are monitoring the case.

"Given the rapidly increasing number of confirmed cases in our region and across California, we have expected and prepared for the inevitability of a confirmed case in an El Dorado County resident," said El Dorado County Public Health Officer, Dr. Nancy Williams. "We are, of course, grateful the individual did not return to El Dorado County while she was still sick, but we are prepared for a reported in-County case."

El Dorado County is working closely with the California Department of Public Health (CDPH) and local healthcare partners to identify any additional cases of COVID-19 and continues to implement public health strategies, provide public education and collaborate with local and state partners to mitigate the impact of the virus.

"It's safe to say that more residents will test positive, even in light of the shelter in place directive I issued and the statewide directive issued by Governor Newsom," said Williams. "But it's important to remember that most people who become sick with coronavirus will recover on their own."

Symptoms of COVID-19 range from mild to severe and include fever, cough and shortness of breath. Older adults and individuals with underlying medical conditions are particularly vulnerable to COVID-19.

 

Members of the general public should take simple precautions to reduce the spread of respiratory illnesses including COVID-19, including hand washing with soap for at least 20 seconds and maintaining physical distances from others of at least six feet.

EL DORADO COUNTY ANNOUNCES SECOND CONFIRMED CASE OF COVID-19 IN EL DORADO RESIDENT

(PLACERVILLE, CA) – El Dorado County officials announced today the second confirmed case of COVID- 19 in an El Dorado County resident.

The individual had traveled to the State of Washington where he is believed to have been exposed. Testing occurred in Placer County.

“His symptoms were mild, he self-isolated when he became symptomatic as health officials have been suggesting, and he has fully recovered,” said El Dorado County Public Health Officer, Dr. Nancy Williams. The individual had no underlying health issues and was not in the high risk category of 65 years old and above. To date, as of March 20 at 12:00 p.m. (noon), El Dorado County Public Health has received notification of COVID-19 test results for 68 El Dorado County residents, with 66 of those tests being negative and two tests being positive. Results are pending for at least 50 more tests that have been performed by healthcare providers at various healthcare facilities across the County over the last week.

“Since the State loosened testing requirements, and commercial laboratories started accepting COVID-19 tests, there has been a significant increase in testing completed by local healthcare providers,” said Williams. With the extremely high demand and the large number of tests being requested across California, laboratories are finding that it's taking longer (typically 5-7 days) to process tests for COVID-19 and provide the results of those tests.

“While testing is available, it’s still limited,” said Dr. Williams, “We want to ensure that those who really need the test are getting it. Not everyone who has respiratory symptoms needs to be tested for COVID-19. If you’re sick with a fever and respiratory systems, you may simply have the flu. Even if you have COVID-19, if you’re experiencing relatively mild symptoms, you often won't need to be tested and can just stay home and practice self-isolation until you’re well.”

This is a National emergency no different than the Nazi expansion or 9-11. As Americans we all pull together to get past the major threat. Then we can pick apart how things were better or worse due to political decisions made.

RIGHT NOW WE WORK TOGETHER.

Many are letting Politics cloud the bigger picture. Watching someone die on the side of the road because they have a [D] or [R] appended ot their name is as low as it gets!

Do what needs to be done is working together now. Time will come when we can fight about politics of this, but this is not that time.

Focus on the bigger picture - this a real pandemic and people are dying.

Emergency Alert - El Dorado County announces first confirmed case of in-county transmitted COVID-19

PLACERVILLE, CA – El Dorado County officials announced today the first confirmed case of community transmitted COVID-19 in an El Dorado County resident. The resident acquired the COVID-19 virus from an unknown source.

“There are three ways in which we classify the way people acquire COVID-19; through close contact with an individual who has the virus, through travel-related exposure, and through an unidentified source in the community,” said El Dorado County Public Health Officer, Dr. Nancy Williams. “We have had one confirmed case through direct contact and one case that is travel related. Today we have a confirmed case that was community transmitted.”

“We have prepared for the identification of this third type of transmission in El Dorado County and it underscores the importance of staying at home. The virus is here in El Dorado County, and it’s more important than ever not to travel to places outside the homes except for essential purposes. And when people are conducting essential services and activities, it’s critical to practice social distancing and properly washing your hands,” Williams said.

El Dorado County Public Health provides updated information about COVID-19 on its website, prevention tips, resources for older residents and various other topics including schools, travel and County operations.

Sprint Car Challenge Tour Opener Postponed

PLACERVILLE, Calif. - The Sprint Car Challenge Tour opener scheduled for March 28 at Placerville Speedway has been postponed due to the continued COVID-19 outbreak. 

On March 19, California Governor Gavin Newsom issued a statewide stay at home order, which includes having no public events and gatherings of any number for the foreseeable future. 

Shortly before the Governor gave his orders, El Dorado County's chief health officer issued a directive telling residents to remain at home for approximately one month to slow the coronavirus spread. 

"The Sprint Car Challenge Tour will be working with promoters since various tracks are under different restrictions," series officials said in a statement. "At the end of the day however, we want to do our part and n, help contribute to the spread of COVID-19. 

"We encourage everyone to spend time with family, stay safe and follow all guidelines they have encouraged."

Short-term Lodging Directive from EDC Public Health Officer

(PLACERVILLE, CA) – El Dorado County’s Public Health Officer, Dr. Nancy Williams, today issued a directive that clarifies Governor Newsom’s March 18th “Stay At Home” Order as it relates to short-term lodging, defined as a period of less than 30 days at facilities including hotels, motels, condominiums, campgrounds, other units.

“Despite the Governor’s Order to stay home except when necessary and our continued plea to recreate at home, many residents have flocked to Lake Tahoe and other tourist destinations for nothing more than a change of scenery, allowing for a possible increase in the spread of COVID-19,” Williams said. “This Directive sends a very strong statement: people should get their exercise and change of pace from their own backyards and neighborhoods rather than travel to a different destination and risk carrying the virus to other locales, potentially putting additional strain on a healthcare system that is already limited in its ability to care for its own community.”

The Directive states that staying in a short-term for recreation, tourism or as a location other than one’s residence to “shelter in place” is not considered an essential activity and Californians are in violation of the Governor’s Order and Public Health Officer’s earlier Directive if they do so.

Additionally, the Directive clarifies the use of short-term lodging allowances for workers conducting essential services as well as for those who were lodging as of March 20th, 2020 when the Governor’s Order took effect.

When loved ones are removed from your home by ambulance because the virus has hit them hard, you are not going to be able to follow them there, sit by their hospital bed and hold their hand. You are not going to be able to pop in at 7.00 pm for visiting hours. They are going to have no one other than exhausted and brave hospital staff to see them through days or weeks of barely breathing through a ventilator until they either die or recover. They are not going to be well enough to text you.

You are not going to be able to phone the ward to check in on them regularly (staff will be too busy for that). During that time, they will be completely alone, while you sit at home waiting to hear whether they have made it through.

Imagine that person is someone you love dearly. Because it's going to be a reality for many in the coming weeks.

And if that person in hospital happens to be you, going through that ordeal completely alone, it would be nothing less than terrifying.

If you are asking me, the answer is yes.

First a long time ago that you might recall. Back in my Herbert Green days MILLIE, our Yard School Teacher and mother of my good friend, died of emphysema. She had to use a water pipe to smoke tobacco in the end. I think we all know how fucked up emphysema is... That alone stopped me from taking up cigarettes.

My grandmother, mother, and most of my family smoked but watching Millie go that way cured me from cigarettes!

Then many years later my mother was taken out by her third cancer, lung cancer - enough said about that!

 

I believe that only people that have nothad a loved one die slowly this way, or has not had loved one die remotely when you could not touch them or look into their eyes one last time, would ever say things like, "It hardly kills anyone" and then brush it off like it is not a big deal if we spread it around a kill a few people...

How bad is it really? For some depends on who is in the hospital bed!

If you care about those around you, even total strangers you will never know, than please follow the simple instructions of "Social Isolation." It is a big inconvenience we all know, but dying slowly and isolated away from those you love is so horrible, that a serious inconvince on our part is a very small price to pay to help stop the spread of COVID-19.

BARTON COMMUNITY ADVISORY: COVID-19 Update

(South Lake Tahoe, CA) - Operational changes, including hospital visitation, screening protocols and testing facilities, continue to be made in the wake of El Dorado County’s first reported cases of coronavirus COVID-19. The health and safety of patients and care providers is Barton’s top priority, and community spread of COVID-19 is a concern. Regardless of confirmed cases in South Lake Tahoe, the advice of Barton Health medical experts is to assume COVID-19 is in the community and stay home unless absolutely necessary, keeping a distance of 6 feet from others if you must leave the home. 

Barton’s 24/7 COVID-19 Health Line, 530.600.1999, has screened hundreds of individuals who are experiencing symptoms of respiratory illness, including fever, cough, or shortness of breath. If callers meet appropriate criteria they are referred to Barton’s referral-only Respiratory Screening Center or Drive-up Clinic. Coronavirus testing by Barton is only conducted for those registered through the Health Line. Barton’s 24/7 Emergency Department is providing only emergent medical services at this time, and directs patients with symptoms of respiratory illness to call the Health Line first before arriving. 

COVID-19 tests conducted by Barton are sent to state and private labs for analysis. Test results are reported to the patient’s county health department, who will then announce confirmed cases. Information about confirmed local COVID-19 cases will be reported by the El Dorado County Public Health Department, or Douglas County Health & Human Services Department websites. 

To ensure proper resources are available to accommodate an anticipated surge in care, Barton is accepting medical supply donations such as masks (N95, surgical, and procedure maks are all accepted), disinfecting wipes such as Clorox or Sani-cloth wipes, hand sanitizer, face shields, goggles and eye shields, isolation or surgical gowns, Controlled Air Purifying Respirator (CAPR) and Powered Air Purifying Respirator (PAPR) machines or disposables. Additionally, the Barton Foundation is leading a community effort to make masks at home and donate them to healthcare workers. Donations are also being accepted for the Foundation’s COVID-19 Response Fund; this fund will offer aid for community members facing financial hardship from impacts of the coronavirus. Medical services through Barton Health’s hospital and network of medical offices are available; however, operational changes to protect healthcare workers and patients are in effect. These changes include:

  • - Visitation is no longer permitted within Barton Memorial Hospital. Exceptions include one partner for a mother in labor, one parent/guardian for pediatric patients, and a patient that is facing end-of-life.


     

  • - Nurses are now stationed at entrances screening patients and any designated visitors; screening protocol now includes taking patients’ temperatures upon arrival.


     

  • - Barton’s Ear, Nose & Throat Department will be temporarily closed, beginning Friday, March 27, 2020. Patients needing services from this department can ask their primary care provider for a referral.


     

  • - Elective surgeries and procedures will be rescheduled until further notice. All emergent surgeries will be performed at Barton Memorial Hospital; Lake Tahoe Surgery Center in Zephyr Cove is closed until further notice.


     

  • - Infusion, Rehabilitation, and GI services are limited to essential appointments only. 


     

  • - Public access for general medical services to the hospital is through the Front Lobby Monday - Saturday, 6 a.m. - 6 p.m and limited access is through the Emergency Department on Sundays only.


     

  • - Barton’s 24/7 Emergency Department is accessible at the rear of the hospital for emergent medical services only.


     

  • - Patients seeking care for anything other than respiratory illnesses at Barton Urgent Care should call before arriving: 775.589.8901. Those with appointments will be met outside the entrance and be escorted in. Online appointments have been suspended.


     

  • - All orthopedic appointments and services, including Orthopedic Walk-in Care, are taking place at the Barton Center for Orthopedics & Wellness in South Lake Tahoe and at Tahoe Orthopedics & Sports Medicine in Carson City. 


     

  • - Osteoporosis and bone health services with Dr. Cottrell will be postponed until further notice.


     

  • - The Barton Customer Service office has closed until further notice. Patients can go to bartonhealth.org/billpay or call 530.543.5930 Monday - Friday, 8 a.m. - 5 p.m.


     

  • - Outpatient lab work has been moved to Barton’s 4th Street Express Lab, and hours have been extended to Monday - Friday, 7 a.m. - 5 p.m., and Saturday, 7 a.m - 3 p.m.

U.S. Coronavirus Cases Surpass Those of China, Italy.

Confirmed cases of the novel coronavirus in the US have topped the totals in China and Italy, making the US the center of the global outbreak.

In the US, confirmed cases hit 82,404 on Thursday evening, surpassing China's 81,782 and Italy's 80,589. The total number of confirmed cases globally is 526,044, according to researchers at Johns Hopkins University. 

Since the US reported its first coronavirus case on January 20, more than 1,100 people in the country have died from the disease. The death tolls in Italy and China are higher.

Many of the new cases in the US are in major cities, like New York and New Orleans, where densely packed residents help the virus spread. Mayors and governors have said that patients with the virus could overwhelm hospitals, which would contribute to a rising death count.

To halt the virus' spread, people in many US cities and states are under some form of lockdown order. People are supposed to leave their homes only to go grocery shopping and take care of other essential activities.

According to data from Worldometer, coronavirus cases peaked in China in mid-February. The country combated the virus with strict quarantine measures covering 60 million people in Hubei province, where the outbreak originated.

Life is returning to normal in China, but the US has a long road ahead, and the economic fallout from the widespread shutdowns has affected millions of workers and companies. 

US weekly jobless claims for the week ending March 21 totaled 3.28 million, the Labor Department reported Thursday, exceeding the consensus analyst forecast of 1.5 million. That was up from 281,000 in the previous week, which already marked a two-year high, Business Insider's Carmen Reinicke reported.

There are early signs that the shutdowns are helping.

New York Gov. Andrew Cuomo said on Wednesday that the aggressive social-distancing measures put in place in the state were starting to slow the virus' spread. New York is the center of the US outbreak, with nearly half the country's cases.

El Dorado County Issues Directive Clarifying Restriction of Short-Term Rentals to Reduce the Spread of the COVID-19 Virus

NEWS RELEASE 3/24/20

El Dorado County's Public Health Officer, Dr. Nancy Williams, issued a directive that clarifies Governor Newsom's March 18th "Stay At Home" Order as it relates to short-term lodging, defined as a period of less than 30 days at facilities including hotels, motels, condominiums, campgrounds, other units.

"Despite the Governor's Order to stay home except when necessary and our continued plea to recreate at home, many residents have flocked to Lake Tahoe and other tourist destinations for nothing more than a change of scenery, allowing for a possible increase in the spread of COVID-19," Williams said. "This Directive sends a very strong statement: people should get their exercise and change of pace from their own backyards and neighborhoods rather than travel to a different destination and risk carrying the virus to other locales, potentially putting additional strain on a healthcare system that is already limited in its ability to care for its own community." 

The Directive states that staying in a short-term for recreation, tourism or as a location other than one's residence to "shelter in place" is not considered an essential activity and Californians are in violation of the Governor's Order and Public Health Officer's earlier Directive if they do so.

Additionally, the Directive clarifies the use of short-term lodging allowances for workers conducting essential services as well as for those who were lodging as of March 20th, 2020 when the Governor's Order took effect.

El Dorado County Issues Directive to Residents to Shelter in Place

NEWS RELEASE  3/19/20

El Dorado County Public Health Officer Dr. Nancy Williams issued a directive for all County residents to remain at home except to engage in “essential activities,” effective 11:59 PM, March 20, 2020, to slow the spread of COVID-19.

“I have taken this unprecedented step to stem the tide of the virus among our population to protect our most vulnerable residents,” Williams said. “Quite simply, how successful we are in protecting the health of the most number of people in El Dorado County will depend on our residents abiding by this directive.”

The directive applies to the unincorporated areas of the County, the City of Placerville and the City of South Lake Tahoe. It is in effect through Thursday, April 16th.

El Dorado County Announces First Confirmed Case of Community Transmitted COVID-19

NEWS RELEASE 3/24/20

El Dorado County officials announced today the first confirmed case of community transmitted COVID-19 in an El Dorado County resident. The resident acquired the COVID-19 virus from an unknown source.

“There are three ways in which we classify the way people acquire COVID-19; through close contact with an individual who has the virus, through travel-related exposure, and through an unidentified source in the community” said El Dorado County Public Health Officer, Dr. Nancy Williams. “We have had one confirmed case through direct contact and one case that is travel related. Today we have a confirmed case that was community transmitted.”

“We have prepared for the identification of this third type of transmission in El Dorado County and it underscores the importance of staying at home. The virus is here in El Dorado County, and it’s more important than ever not to travel to places outside the homes except for essential purposes. And when people are conducting essential services and activities, it’s critical to practice social distancing and properly washing your hands,” Williams said.

El Dorado County Public Health provides updated information about COVID-19 on its website, prevention tips, resources for older residents and various other topics including schools, travel and County operations.

Virtual Town Hall Meeting on Local COVID-19 Response

What:  The second of the Tahoe Chamber’s Virtual Town Hall series will address El Dorado County’s response to the COVID-19 crisis and how it affects the business community. Speakers will include District 5 Supervisor, Sue Novasel, Health Officer, Dr. Nancy Williams, and Tahoe Chamber CEO, Steve Teshara.

After each speaker presents an update, questions will be accepted from the audience via the chat feature. Please note that this virtual event is free for the community, however, availability is limited to the first 100 people who log in.

California Secures Presidential Major Disaster Declaration to Support State’s COVID-19 Emergency Response

Governor Gavin Newsom announced that President Donald Trump has approved California’s request, submitted earlier , for a presidential Major Disaster Declaration to bolster California’s COVID-19 emergency response efforts.

“Earlier we requested a presidential Major Disaster Declaration and this afternoon we got it,” said Governor Newsom. “The declaration will supplement our state’s comprehensive COVID-19 surge planning and make vital resources available. We appreciate the quick response and partnership from the White House.”

The Major Disaster Declaration includes any and all individual assistance programs to assist those affected by the outbreak and lessen the economic impacts of the crisis. It will provide additional assistance, including but not limited to, mass care and emergency assistance, crisis counseling, disaster case management, disaster unemployment assistance, disaster legal services and Disaster Supplemental Nutrition Assistance.

The State of California and local governments have taken extraordinary steps to protect public health in response to the COVID-19 outbreak. Last week, the Governor signed emergency legislation allocating $1.1 billion toward the state’s response, issued a Stay at Home orderdeployed the National Guard to help support food banks, and signed an executive order to prepare the health care system for a possible surge in cases. Small Business Assistance

Small Business Assistance – State Treasurer Fiona Ma has launched a resource list for small businesses impacted by the COVID-29 pandemic. It includes resources from the federal, state, and local governments, nonprofits, and the private sector. The list contains information on grants and loans, tax deadline extensions, guidance on how to protect workers, and even private sector grants, such as the $100 million Facebook program for cash grants and ad credits.

At Liberty Utilities, delivering essential electricity safely and reliably to our customers is always our
primary goal. On March 4, 2020 Governor Gavin Newsom declared a state of emergency in California as
part of the state’s response to address the global outbreak and rapidly evolving COVID-19. We wanted
to provide you with an update on the actions we’re taking across our company to protect the health and
safety of our customers and employees and to help ensure that the communities we serve can continue
to count on the critical services we provide.

Responding to Our Customer Needs
 In compliance with the Safer at Home Health Order issued by Governor Newsom, our walkin centers will be closed for payments until further notice.

 Liberty Utilities has implemented these temporary customer protections during this event for residential and business customers:

o Implement payment plan options for residential customers;

o Suspend disconnection for non-payment and associated fees;

o Waive deposit and late fee requirements;

o Suspend all CARE and FERA program removals to avoid unintentional loss of the discounted rate during the period for which the customer is protected under these customer protections; and

o Discontinue generating all recertification and verification requests that require customers to provide their current income information.

 We encourage customers who have questions or who may be facing potential hardship to contact our customer service departments. We offer a variety of payment options and can assist customers with payment arrangements should they be needed.

 We have suspended all customer programs in homes and businesses including energy audits.

 We have deployed “Social Distancing Policies” by separating our office spaces to greater distances of 6 feet.

 We have identified key staff and separated them from the general work population via work at home policies.

 We have provided additional protective supplies and equipment to our frontline employees.

 We have limited employee travel, limited in-person meetings, and postponed larger gatherings and events.

 And of course, we ask our employees to consistently follow the CDC recommendations on personal safety (such as frequent hand washing and distancing from others who are sick).

 Finally, to prevent the spread of the virus, we’re encouraging anyone who feels sick or has concerns regarding potential exposure to stay at home.

Utilities must often respond to extreme conditions and disasters. We play a vital role in the response to this pandemic and the health and well-being of our employees, customers and communities. Unable to make your mortgage payment?

If you are not able to make your mortgage payments. Governor Newsom announced a State Financial Relief Package for Californians who are struggling financially resulting from COVID-19. You may be eligible for the following relief upon contacting your financial institution:

  • 90-day grace period for mortgage payments;
  • Moratorium on reporting negative credit impacts resulting from taking advantage of COVID-19-related mortgage relief;
  • Moratorium on initiating foreclosure sales or evictions for 60-days; and
  • Relief from mortgage-related late fees and charges for 90-days.

If you are not able to pay your bills: If you are having trouble paying any type of loan or credit product, including credit cards, small business loans, commercial real estate loans, and student loans, you should directly contact your lender and servicers to let them know about your situation and ask for relief from scheduled payments.

  • NOTE: Be prepared to provide specific information about how your income has changed due to COVID-19.
