Help EDSO locating missing vehicle from death investigation

On December 18, 2018, at approximately 8 PM, El Dorado County Sheriff's Deputies responded to a residence in El Dorado, Ca, where 60 year old Helen McKinney was found deceased. 

An investigation was conducted and it was found that McKinney's vehicle was missing from her home. McKinney's cause of death is pending the results of an autopsy, but is suspicious due to the fact that the vehicle is missing.

El Dorado County Sheriff's Office is seeking the public's help in locating McKinney's vehicle. 

If you see the below vehicle, a white with convertible black top 2017 Nissan 370Z, plate # 8CSX032, please contact local law enforcement or EDSO Detective Rich Horn at (530) 642-4729.

Forest Service accepting Reservations for 2019 Snowshoe Program

SOUTH LAKE TAHOE, Calif. December 20, 2018 – The USDA Forest Service Lake Tahoe Basin Management Unit is now accepting reservations for the 2019 Winter Trek Conservation Education Program. Fifth-grade teachers may reserve a spot by calling the Forest Supervisor’s office at 530-543-2789, Monday through Friday from 8 a.m. until 4:30 p.m., excluding holidays. Winter Trek begins Tuesday, January 15, and continues through March 28, 2019, weather permitting. Field trips are generally three hours long and are offered on Tuesdays, Wednesdays and Thursdays.

Led by Forest Service rangers and community volunteers, the Winter Trek Program offers fifth-graders an outdoor winter ecology learning experience that takes place at 9,100 feet via the Gondola at Heavenly Mountain Resort. The program includes a physical education snowshoeing adventure, while learning about fire and forest ecology of the Lake Tahoe Basin.

School Districts Bus Runners to California International Marathon

It was an extremely cold morning in December when more than 9,000 runners participated in the California International Marathon (CIM). To help transport individuals to the start line at Auburn Folsom Road in Folsom, Rescue Union School District (RUSD) donated seven buses and seven dedicated drivers. RUSD Superintendent Cheryl Olson noted, “It is a privilege to be part of this annual celebration, and I’m proud of our drivers who went beyond the call of duty to make this possible.”

Bus drivers Mark Coverdale, Dee Spillers, Hank Schmidt, Kate Monier, Char Feigles, Debbie Hiscott, and Dave Guillen arrived at the bus yard at 4 a.m. to scrape ice from of their buses. They picked up the anxious runners at 5 a.m. at the Whole Foods in Folsom. 

Patrick Cahill, RUSD Transportation Director, spoke to the drivers after the race and noted, “The drivers really love to meet and have conversations with these energetic runners. They are also enthusiastic about being part of something so grand.” 

Mark Coverdale drove one of the buses and took several wonderful photos, “I enjoy photography and wanted to capture the experience for us to share.” 
 
Along with RUSD, the Buckeye Union School District and El Dorado Union High School Districts were among the 224 buses across the Greater Sacramento Area that transported approximately 11,200 runners. For more than 35 years, the CIM has been a premier marathon made possible by thousands of volunteers. The course runs from Folsom to Sacramento and ends at the steps of the Capital.

El Dorado County Superintendent of Schools Dr. Ed Manansala was among the runners and expressed, “I have run this race for several years, and I’m grateful for our school districts and all of the volunteers who made this another fantastic year!

TRO Prevents Implementation of Voter Passed Measure T in South Lake Tahoe

Legal Action Filed to Block Measure T; TRO Prevents Implementation of New Maximum Occupancy Limits

South Lake Tahoe, CA- Measure T, the citizen-initiated ballot measure that places additional restrictions on vacation home rentals (VHRs) in South Lake Tahoe, became effective on December 20. City staff began implementation and enforcement of the immediate Measure T provisions on December 20, however, these initial actions have been delayed by a temporary restraining order granted by El Dorado County Superior Court Judge Thomas Smith on December 24.

Judge Smith’s order delays enforcement of new maximum occupancy limits included in Measure T until at least January 24, when a preliminary injunction hearing will be held. As such, the City has delayed the re-issuance of all existing VHR permits in residential areas to reflect the new maximum occupancy limits and will continue to enforce the maximum occupancy limits that were in effect prior to Measure T and that are currently listed on all existing VHR permits. The City will continue this approach until at least January 24, and perhaps longer depending on future legal decisions.

A group organized as South Lake Tahoe Property Owners Group filed a complaint against the City (as the entity legally responsible for implementing and enforcing citizen-initiated ballot measures) on December 18, and a copy of that complaint may be viewed here. The complaint challenges several provisions in Measure T, and these arguments are expected to be considered by the Court in the coming months. The temporary restraining order applies only to the new maximum occupancy limits included in Measure T, as Judge Smith cited the potential hardship on visitors who made lodging and travel reservations in advance of Measure T’s effective date of December 20. All other provisions of Measure T (including a prohibition on the issuance of any VHR permits for new VHRS in residential areas, and the permitted renewal of existing VHR permits in residential areas only until 2021) remain effective while the case proceeds.

The City welcomes and appreciates our thousands of visitors annually, and works hard to promote the best possible visitor experience. At the same time, the City encourages all VHR owners and their guests to be responsible and respect your neighbors so that everyone can enjoy this exceptional place. City staff will continue to diligently enforce all applicable VHR regulations, including regulations regarding neighborhood disturbances (noise, parking, hot tub use, and others), the maximum occupancy limits in place prior to Measure T, and the new Measure T provisions that are not delayed by the temporary restraining order. The City respects both the will of the voters who approved Measure T and the legal process currently underway, and is working hard to ensure fair and proper implementation and enforcement of VHR regulations.

Jan 4th In-Custody Death Investigation

[EDSO Sergeant Anthony Prencipe]

On January 4, 2019, at 3:38 am, Correctional Officers working in the El Dorado County Jail found inmate Anthony Marino unresponsive. Lifesaving efforts were made by Correctional Officers and then Medical staff. Marino was pronounced deceased at 4:02 am.

The Sheriff’s Office initiated the Critical Incident

Protocol, which is common with any in custody incidents of this nature. This protocol activates a multi-agency investigative team comprised of Sheriff’s Office Detectives, District Attorney Investigators, CHP Investigators, South Lake Tahoe PD Detectives and Placerville PD Detectives. The goal is a complete and impartial investigation into the incident.

Cause of death for Marino is under investigation by the Critical Incident Protocol team and by El Dorado County Sheriff’s Office Coroner Unit. Next of kin notifications for Marino have been completed.
