Struggling to make ends meet? The The Food Bank of El Dorado County is here to Help

The holiday season is here! A Joyous time of the year that most people look forward to but it can be a time of sadness and depression for some of our neighbors who struggle to make ends meet.

Many local residents are asking themselves right now, “How am I going to provide a holiday meal, gifts for my children and still pay the rent and bills at the end of the month?”

This year, your local Food Bank is busy planning and working with the community to reach out to this struggling population.

Every Christmas season in El Dorado County something special happens. Individuals, families, church groups, service clubs, local businesses, scouts and many more all come together in one common cause, to ease the burden on our local neighbors that struggle to make ends meet, by providing all the fixings for a good Christmas dinner to over 1,000 local at risk families.

The Food Bank of El Dorado County host The Annual Holiday Outreach. The El Dorado Sherriff’s Dept. Star volunteers will deliver food baskets to local homebound residents, and local Veterans Organizations will make sure all Vets in El Dorado County have a good holiday meal for them and their family.

The outreach itself will take place on Dec 16th - 17th at The Food Bank of El Dorado County’s new distribution warehouse in Cameron Park.  The Food Bank of El Dorado County will be hosting it’s Annual Holiday Outreach Program on Friday & Saturday, December 16th-17th at The Food Bank’s distribution facility located at 4550 Business Drive in Cameron Park.

To receive holiday assistance all recipients must be from low income households who are struggling to make ends meet and would otherwise go without a holiday meal for their family.

HOLIDAY OUTREACH 2016 

NO pre-registration is required.

Eligible individuals simply need to arrive at the Food Bank at their scheduled day and time. To determine your scheduled pick up time, please match the first letter of your last name with the times shown below. Please bring valid photo ID reflecting residence in El Dorado County.

Watch out for mail theft during the holidays

El Dorado County Sheriff Sgt. Tasha Thompson warns: "Watch out for mail theft during the holidays"

The El Dorado County Sheriff’s Office typically experiences an increased number of calls for service regarding theft of mail during the holiday season. With the holiday season upon us and the increase of online shopping, we would like to provide some helpful tips to protect your packages.

Have your package delivered to an attended location. Your place of work, a trusted friend, neighbor or the carrier distribution center.

Know when your package will arrive. Sign up for shipping notifications by text or email and try to have someone home or reschedule the delivery.

Request a signature for the item being delivered, especially for high-value and important packages.

Insure your packages. Companies will often offer automatic insurance, but make sure you ask prior to purchasing.

If you are shopping locally, place your packages inside the trunk or out of sight to discourage thieves from breaking into your vehicle. Try to park in public areas or high traffic areas and be sure to unload your purchases as soon as possible.

Use letter slots inside the post office for mail or personally hand your mail to a letter carrier.

Do not leave your mail in your mailbox overnight. Pick it up promptly after delivery.

Tell your post office when you will be out of town. You can request them to hold your mail until you return.

Do not send cash in the mail — thieves will typically open holiday cards to steal money.

If you witness a mail theft in progress or you see something suspicious, please contact the El Dorado County Sheriff’s Office immediately at 530-621-6600.

Oak Ridge Student Receives Congressional Silver Medal

On Monday, December 12, 2016 Congressman Tom McClintock presented the Congressional Silver Medal to Oak Ridge student, Tifany Wong.  Ms. Wong was awarded for her extensive volunteer service, personal development, physical fitness, and exploration.  She helped the local community through El Dorado County Youth Commission, El Dorado County Teen Court, the California Association of Student Council, and the US Naval Sea Cadets.  She also applied her piano skills in public service by playing with Sierra Symphony and organized a group of young artists playing at local senior centers. She developed knowledge and skills relating to the US Naval Sea Cadets and US Navy.

For physical fitness, she improved her golf skills by taking private lessons, joining Oak Ridge Girl's Golf Team, and participating in tournaments.  For exploration, she went to the United Kingdom where she learned about the local culture and history.  Ms. Wong said “it is a great honor to receive this prestigious Silver Medal Award.”  The majority of the work for this award was done when she was attending Virtual Academy last year.  This year, while attending Oak Ridge High School, she continued all of her previous work she did while at the Virtual Academy.  In addition, she initiated a Mental Health Awareness and Training Program for all of the schools in the El Dorado County.

This past summer, Ms. Wong contacted El Dorado County Mental Health Division after she identified a great training that they offer called “Mental Health First Aid.” The free, interactive training will arm the public with skills to help identify, understand and respond to signs of mental illness and substance abuse disorders.  She urged and coordinated to bring the “Mental Health First Aid” Training to our schools in El Dorado County.  She was fortunate and grateful that she received full support from her Principal, Mr. Aaron Palm, who had been supportive and encouraging to her back when she attended Virtual Academy while he was the Director. “Oak Ridge High School is so proud of Tifany and all that she has accomplished.  She is a true asset to our school and our community” said Mr. Palm.

After a few months of coordination with the program’s trainer, Stephanie Carlson, the El Dorado Union High School District offered the “Mental Health First Aid” training for free to all administrators and counselors from the entire district.  Ms. Carlson offered flexible schedules and locations that allowed our schools to customize the training to their needs. In addition, at least two schools within the district offered this training to their students.  Ms. Wong also received many thanks from the County Mental Health Division for taking such initiative.  

Ms. Wong plans to continue this journey working with the County Youth Commission and the Board of Supervisors.  Her next goal is to bring Mental Health First Aid to teachers, students, and parents of all schools within El Dorado County.

Charter Home Study Academy’s Craft Faire Turns Students into Entrepreneurs

The Charter Home Study Academy (CHSA) multipurpose room was filled with eager customers traveling from booth to booth and purchasing homemade creations from student business owners. November 17 was the 19th Annual Craft Faire, where transitional kindergarten through eighth-grade students sold holiday decorations, bracelets, paintings, apple cider, food, and more. The project exemplifies CHSA’s mission, which emphasizes empowering students by building foundational skills and then applying those skills in ways that make learning engaging, relevant, and fun.

“Students gain valuable experience in economics and money management,” School Administrator Dianne Deitchman, explained.  “We’ve added “slogans and logos” as a component this year, so the students experience another element of marketing. Some samples include “Good Ole Coffee!”, “Nothin’ Beats Livin’ on a Farm” (wood decorations), and “Tame Those Tresses” (hair accessories).”

After selling their wares, vendors visited classmates’ booths to barter and purchase goods. Students also received prizes in categories such as Master Entrepreneurs, Best Marketing, Best Display, and Most Innovative Products.

The CHSA program serves families who choose to homeschool their children. Students have the option to attend classes in core content areas and academics received at home. “Introduction to Sierra Wildlife” classes begin in January

By Sierra Wildlife Rescue: Planning for the holidays is on the top of many lists right now but Sierra Wildlife Rescue is thinking of next year. There are upcoming classes beginning with “Introduction to Sierra Wildlife” on Saturday, Jan. 14 from 1-3 p.m.

The class will introduce attendees to the numerous species of wild animals found throughout the Sierra and their habitats, behaviors, birth cycles and many other fascinating facts.

This class is not only instructive and entertaining but may spark an interest in caring for one or more of the orphaned or injured animal species Sierra Wildlife has taken in for rehabbing over its 25-year history.

Rehabbing classes for each species begin in February with the class on Skunk Babies on Feb. 4, Opossums on Feb. 11 and Squirrels on Feb. 25, all from 1-3 p.m. Classes on other species will follow throughout the spring.

To learn more about a favorite animal or to rehab any species attendees will be able to attend a class(es) concerning them (only given once a year), followed by hands-on training and mentoring for several months with an experienced rehabber for the species.

All basic supplies for rehabbing are provided by SWR and the majority of others are reimbursable.

All classes are held at SWR’s Wildlife Center, 771 Pleasant Valley Road in Diamond Springs (note the address has changed).

Classes are free to SWR members, a $5 donation is requested from the general public or join SWR as a member at the class.

Gilmore has ways to keep your homes safe against common holiday dangers

With the holidays here, homeowners need to be aware of risks that holiday preparations pose on homes. Gilmore Heating, Air, Solar offers advice to  residents on what some of these common holiday hazards are and how to avoid them.

“House fires are very common this time of year,” says Darrin Gilmore, general manager of Gilmore Heating, Air, Solar. “Distracted homeowners can easily overlook certain things because decorating a home for the holidays is fun. Overloading electrical outlets and faulty heating systems pose a great risk for house fires during the holidays.”

Gilmore offers the following tips on how to avoid common holiday hazards:

Holiday lighting and decorations —Inspect holiday lights each year before you put them up. Throw away light strands with frayed or pinched wires. Plug Christmas lights into surge-protected power strips and consider using low-wattage Christmas lights to help prevent electrical overload.

Christmas trees —According to the United States Fire Administration, one of every three Christmas tree fires is caused by electrical problems. And on average, one of every 31 reported home Christmas tree fires results in a death. Make sure the electrical outlet that you plug holiday lights into is not faulty or will have an electrical overload. If you have a live Christmas tree, water it every day. A dry tree can catch fire more easily.

Heating systems— Make sure your heating system works efficiently before family and friends come into town. It can use a lot of unnecessary energy and pose a safety risk if it is old or poorly maintained. Consider calling a professional to do a routine check-up and give you advice on whether your system needs maintenance, repair or replacement.

Cozy fires— Tossing Christmas wrapping paper into the fireplace may seem like a fun activity, but it is very risky. Make sure your chimney is swept and well maintained before you light it up.

Candles— Consider using battery-operated flameless candles, which can look, smell and feel like real candles. The top four days for home candle fires are Christmas Eve, Christmas Day, New Year’s Eve and New Year’s Day.

Smoke alarms— Test smoke alarm functions before your guests arrive and replace old batteries. All smoke alarm batteries should be changed annually.

“The holidays should be fun and stress-free,” says Gilmore. “Make sure your home is safe, and have emergency numbers handy should your home need maintenance and repairs on short notice during the festive season.”

SONOMA SUPERVISORS BAN RURAL POT CULTIVATION

Residents of unincorporated Sonoma County who worry about the crime and blight associated with marijuana cultivation had their voices heard Tuesday when the Board of Supervisors rejected a proposal that would have allowed small-scale grows in any residential rural zones outside city limits.

Supervisors Shirlee Zane, David Rabbitt and James Gore voiced strong support for an outright ban, opposing a county Planning Commission recommendation to allow cottage-sized cultivation on rural residential lots of 2 acres in size or more…

The board, instead, voted to approve a broader, far-reaching land-use ordinance regulating marijuana cultivation, both indoors and outdoors, on agricultural and industrial zones across the county. Implementation is tied largely to the success of a marijuana cultivation tax set for a March 7 special election, or finding an alternative funding source.

“There’s a lot of violence with home invasions,” Zane said. “I think the crime element has not been discussed enough. People who live in rural residential (areas) have a right to live in a safe community.”

Her sentiments echoed testimony from law enforcement officials who said they had seen an uptick in marijuana-related crimes in the area. Lt. Tim Duke of the Sonoma County Sheriff’s Office told the Board that 774 crimes associated with pot were committed between July of 2013 and 2016. He also believes home invasion robberies are up because of the marijuana trade.

Many growers acknowledge the criminal element but say greater restrictions make the problem worse by pushing the trade further into the shadows. With the ban now in place, “people are going to head right back into the hills, the national forests,” one grower said.

Drought Over? Depends...on where you live

The impacts of California’s historic six-year drought have been devastating, but just how devastating depends on which region of the state you call home.

Over the past two months, California water officials have seen vast improvements in the northern part of the state, with precipitation levels in the northern Sierra 180% of average and rainfall measuring 23.5 inches. But in Southern California, it’s a different story. A recent storm notwithstanding, much of the region is still bone-dry. That’s a major problem, since the Southland still acquires 50% of its water supply from local sources.

“California is a big place. It has different droughts in different parts,” said Jay Lund, a professor of civil and environmental engineering at UC Davis. “We certainly saw that last year … and we’re likely to see that again.” In addition, Lund said, moving surplus water south across the delta has been a struggle, resulting in limited benefits.

According to the U.S. Drought Monitor, 27% of the state is no longer under a drought. But all those areas are concentrated in the norther portion of California. In Southern and Central California, from Orange County to Tulare, “exceptional” drought conditions abound. The region needs a few more storms like Thursday’s to help alleviate that.

Middle School Girl Gets Suspended for Possessing a Butter Knife by David Rosenthal

The Florida school district maintains a "zero tolerance" policy on weapons—a policy that includes “blunt-bladed table knives."

Who would have thought a butter knife could become the center of a school controversy?

Last month, officials at Silver Trail Middle School near Miami, Florida, suspended an 11-year-old honors student for violating a county policy strictly prohibiting weapons on campus. The girl’s weapon of choice: a butter knife fit for a toddler.

To highlight the dangers of having this dull knife on campus, the police noted to state prosecutors that the girl used it to cut a peach. Such is the folly of overcriminalization: Every minor mishap gets crammed into the criminal justice system when it could be easily resolved by other means.

In defense of their daughter, the girl’s parents explained that they gave her a set of utensils “made for children to learn how to eat properly.” But despite this educational purpose behind the possession, school officials pounced when the girl brandished the short, dull, rounded utensil, cut a peach in half, and shared it with a hungry friend during lunch time in the school cafeteria.

The zero tolerance policy prohibits possession of a Class B weapon on school premises. This includes such items as razor blades, nunchakus, shotgun shells, and knives—including “blunt-bladed table knives.” Possession of these weapons is considered a criminal incident and can trigger a host of consequences, including not only a minimum six-day suspension from school, but also a mandatory report to law enforcement.

That’s failure No. 1 by the adults in the room. A student using a butter knife is not an incident that requires the time and attention of law enforcement.

And here is failure No. 2: After examining the evidence—a single butter knife—the police department turned over the investigation to the local Florida state attorney’s office, which is now weighing whether to bring criminal charges against the student.

A spokeswoman for the school district maintains that the school followed district policy throughout the incident, while pointing out that the district is working with the family of the suspended student by agreeing to reduce her suspension from six to three days. Needless to say, the family is not satisfied with the ongoing investigation and has hired a lawyer to represent them in the matter.

Surely, there must be someone along the chain of command with the requisite discretion to understand that an 11-year-old cutting a peach with a child’s butter knife is not the type of evil that a school weapons ban is intended to protect against.

The rigidness of a zero tolerance policy that requires taxpayer dollars to fund a criminal investigation into a student who simply cut a peach illustrates a systemic flaw in school discipline procedures.

Unfortunately, this is not an isolated incident, but yet another example of an overreaction to minor infractions due to a zero tolerance school weapons ban, which can have serious consequences.

In Ohio, 10th-grader Da’von Shaw gave a class presentation on how to make a healthy breakfast, which included an apple that he sliced in front of the class. Da’von received a five-day suspension for possessing a weapon on campus due to his demonstration.

In California, high school senior Brandon Cappelletti was not nearly as fortunate. He faced a misdemeanor charge after school officials discovered pocket knives left over from a family fishing trip in the console of his car, which was parked on school grounds. Cappelletti narrowly avoided expulsion due to community outrage against the disproportionate punishment.

Cappelletti’s football coach opposed the severity of potential consequences by sharing, “I’m willing to stick my neck out for these kids because they are the kind we want representing us in society … I hope their lives won’t change because of an innocent mistake.”

Criminal charges carry a multitude of collateral consequences, which could have prevented Cappelletti from following in his father’s footsteps and joining the Marines. He enlisted shortly after charges were dropped.

In all of the aforementioned incidents, schools relied on zero tolerance policies that can produce harmful and unexpected results. To be sure, schools must take weapons seriously, but in a way that requires educators to exercise discretion in evaluating what is in fact a weapon, as well as the nature of an offense.

This one-size-fits-all approach to discipline is a significant contributor to overcriminalization, which is the effort to punish every mistake and attempt to solve every problem through the use of the criminal law and penalties.

This ill-suited suspension and investigation into an 11-year-old with a butter knife is an apt opportunity for school districts and localities to use a little common sense and re-examine how to handle rules violations in a more constructive and equitable manner.

El Dorado County Elected Supervisors to Be Sworn into Office

Placerville, CA - Three (3) El Dorado County Supervisors will be sworn into office Tuesday, January 3, 2017 at 9:00 A.M.
