WHY DOES CALIFORNIA HAVE SO MANY PSYCHOPATHS?

$

[California County News]

An interesting new study conducted by an economist out of Southern Methodist University has found that California has some of the highest numbers of psychopaths per capita in the United States.

The research, which has not yet been peer-reviewed, was based on a five-year-old study of the “Big Five” personality traits per state, published in the Journal of Personality and Social Psychology. The latest research found the highest concentrations of people with psychopathic traits in Washington, D.C. and then Connecticut. California ranked third, followed by New Jersey. New York and Wyoming were tied for fifth place.

Why?

First, let’s talk about what a psychopath is -- and what it isn’t.

Robert Hare is the criminal psychologist who developed the criteria for assessing psychopathy. His list of personality traits and behaviors that characterize the psychopath include glibness and superficial charm, grandiosity, pathological lying, unrealistic thinking and impulsivity, and a lack of empathy and remorse. While Hare’s checklist is considered a valuable tool for assessment, psychopathy is still considered a subset of antisocial personality disorder and is not an accepted clinical diagnosis in and of itself.

Contrary to popular media portrayals, psychopaths aren’t always violent. But they are very often manipulative. They can be charming, cunning, and even highly successful in business. They crave power and notoriety, as well as monetary gain, and will seek out these pleasures at the expense of others.

And therein lies the answer, according to the study’s author.

“…psychopaths prefer both opportunities for power and the anonymity that a city can offer,” said Ryan Murphy, Ph.D. What better place then for a highly driven psychopath than the seat of government power (D.C.) or the epicenter of tech and entertainment (CA)?

Simply put, anytime you have a state or city with high population density, there's greater opportunities for screwing people over. And that, in layman’s terms, is what psychopaths like to do.

Watch out, friends.

[PRpond]

El Dorado County District Attorney Vern Pierson announced the retirement of Special Investigator Cheryl Warchol. Special Investigator Warchol has dedicated over 35 years of her career in law enforcement, the last 28 years with the El Dorado County District Attorney’s Office. Cheryl has a BS in Criminal Justice from California State University and began her career in 1980 as a Deputy Probation Counselor with the Orange County Probation Department.

In 1990 she began her work with the El Dorado County District Attorney's Office as a Child Abuse Prevention Coordinator, and in 2011 she was promoted to Special Investigator.  The District Attorney Investigators assist the Prosecutors in preparing the case for trial by conducting interviews, interrogations, processing evidence and preparing reports.

Cheryl Warchol, one of the county’s victim-witness advocates, has special training and more than 25 years of experience interviewing children.  “Sometimes it’s all you have,” she said of the statements given by children. “We can lessen the trauma and improve the outcome” of the trial. Evidence has been used in such cases as physical and sexual abuse — sometimes against the child — domestic violence and homicide.

Cheryl Warchol is a special investigator and Multidisciplinary Interview Center coordinator.  The MDIC interviews anyone between the ages of 3 and 18.  The MDIC has fielded between 75 and 100 cases each year in its 20-year history.  Recently the El Dorado County Multi-Disciplinary Team hosted the Regional Meeting of Children’s Advocacy Centers and Teams of Northern California El Dorado County’s Multi-Disciplinary Team hosted the Regional Meeting of Children’s Advocacy Centers.

Cheryl has been a tireless and dedicated public servant, helping to serve and protect the most vulnerable in our society – children who have been sexually assaulted and abused. DA Vern Pierson stated, "It's with mixed emotions and sincere appreciation for her service that we are announcing the retirement of Special Investigator Cheryl Warchol. I wish Cheryl and her husband Joe many years of happiness in her retirement, she will definitely be missed."

Opposing Proposed County Charter Changes

$

[Todd White]

On June 26 the El Dorado County Board of Supervisors forwarded for voter approval several proposed changes to the County Charter. One change would eliminate the voters’ right to elect the offices of Recorder-Clerk, Treasurer-Tax Collector, Surveyor, and Auditor-Controller, and instead leave the decision to the Board of Supervisors. These positions would not be vetted by the people, but would be selected by only a handful of people.

In 1994 the voters overwhelmingly approved the County Charter to ensure that they would have effective input in their local government. In essence, the County Charter is a local version of our nation’s Constitution. It is our responsibility as citizens to stay informed and vigilant, to ensure that our rights stay intact.

Fortunately, the County Charter can only be amended by the people of El Dorado County. If our county doesn’t have elected department heads with the knowledge and background necessary to fight for the rights of the people, then we may end up with a local government that is controlled by the select few.

Opinion - South Lake Tahoe's Invasion of VHRs hits PG

$
0
0

[R.J. Goad, Pacific Grove]

We lived in South Lake Tahoe for eight years, starting in 2003. It was a great place to live, just like Pacific Grove. But no longer.

The number of owner-residents in South Lake Tahoe has decreased dramatically. The area has been infested with short-term rentals, with in excess of 2,200 permits having been issued by the city and the county. It didn’t start off at 2,200, but when the politicians got a taste for TOT (transient occupancy tax) they kept adding to the number. The area has a population roughly equivalent to Pacific Grove. Permanent residents are leaving. They are being replaced by transients living in homes owned by distant investors who have never and will never live there. Neither the renters nor the new owners have a vested interest in the community. And it shows. Population is down, school census is down, and small businesses are hurting and/or going under. You could almost say that no one lives there anymore.

The people of Pacific Grove are facing a choice on the November ballot. Option 1 is to stand by while our residential neighborhoods become a warren of mini-motels, a virtual cash-cow for the city managers. Option 2 is to maintain our city as “America’s last hometown.” Pick one. You cannot have both.

— R.J. Goad, Pacific Grove

Kacie's Ride for Hope Founder Pat Barron Dies

[The Center. Pat & Sharron]

A dear friend and supporter of The Center and the community has died.  Pat Barron, founder of Kacie's Ride for Hope to End Domestic Violence passed away on June 14, 2018 and our community has lost a shining star.

Pat's wife of many years, Sharron passed away just last year. Pat was constantly at Sharon's side caring for her during her treatments for cancer. During that time Pat was dealing with symptoms of his own and cancer took his life on June 14, 2018.

Pat was a dedicated leader in the fight against domestic violence in El Dorado County and beyond. In 2006, after his sister Kacie Barron was killed by her estranged boyfriend, Pat began Kacie’s Ride for Hope, a nonprofit that hosted a bike run to benefit The Center and to educate the biker community about domestic violence.

Each year, Pat, his wife Sharon, and a dedicated crew of folks worked tirelessly to put on the Hope Valley bike run that raised over $200,000 to support local victims of domestic violence. In 2014, The Center renamed our shelter, “Kacie’s House of Hope” to honor Pat’s sister Kacie and Pat’s dedication to ending domestic violence.

Pat was a hero in the local fight against domestic violence. He was well known for his big heart and he dedicated himself to helping victims and to speaking out and engaging the biker community and others in ending domestic violence.

"Pat was our brother in the fight against domestic violence and he and Sharon are dearly missed and will always be remembered in our hearts," remembers Julie Sena, The Center's Director of Development.

No services have been scheduled at this time.

A memorial motorcycle run will be held in Pat Barron’s honor, beginning at 8 a.m. Aug. 18 at the Train Station Coffee Shop in Shingle Springs and heading out to Hope Valley. For more information call Bill Bryant at 530-409-8414.

Joe Stancil Fondly Remembered - 1925-2018

[Cris Alarcon, PRpond. Img: Barbara Driskell Rogers "Joe Stancil Sr. with my son Kelley at Joe's Skatepark...May 2014"]

On June 26 Joe Stancil Sr. died following a long battle with Alzheimer’s disease. He was 92.

I was in Business school in the '80s when my mother called to tell me she had bought a used car.  It had high mileage and I chided her for buying a soon-to-break high mileage car.  She then told me she had bought it from Joe Stancil and he would stand behind the car. I was shut down and shut up!  A rare occasion with this headstrong young man, but I grew up here and I knew of Joe's reputation and my mother was right.  Everyone knew Joe!  Everyone knew that Joe Stancil was the first Toyota Dealer in the United States!  And if somehow you did not know this, Joe would set you straight.

Joseph Stancil was born in 1925, moved to California in 1926 with one brother and two sisters born to Harry L. Stancil and Christina Eleanor Stancil. Joe grew up in Camino and spent his high school years at El Dorado High School in Placerville.

Joe served in the Navy with duty from 1942-46 in Guadalcanal, Guam, Saipan, Laite, Louisan, Okinawa, New Guinea, Holandia, Philippines, and Nagasaki, Japan.

Joe came back to Placerville in 1947 and lived here for the rest of his life.

Joe grew up around Camino and worked for himself for all but 4 years of his life. He started as a general auto repair shop and went auto sales. Toyota recognizes Joe as being the first Toyota dealer in the USA. (WOW!). My advice to customers is, "leave a little for the other guy!" One thing that most people may not know about Joe is that he was self made man, "I only worked for someone else for 4 years, then I was in business for myself during the rest of my working days." The thing I'm most proud of having done so far in my life is to build my own house in 1949. I did it all no contractors, no subs just me.

Joe had 5 children who live in Alaska, California, Utah and Hawaii. All five have participated in Rotary programs for the last 52 years.  In addition to his wife Marsha, Joe Stancil Sr. is survived by sons Joe Stancil Jr., Edward Stancil and Buster Stancil; daughters Elisa Stancil and Kelly Russell; and godson Dean Duncan, and several grandchildren and great-grandkids.

Joe served on the committee to remodel the courthouse, started Crime Stoppers, worked on Clyde Curtis Park, Lumsden Park, Diamond Industrial Park, and Joe's Skate Park.  The most unusual thing I've ever done was: Developed the Diamond Industrial Park." Joe Stancil Sr. was happy when Joe’s Skatepark opened up in the early 2000s.  Along with turning that drive into an astonishing success, Joe Sr. turned his sights toward helping the community, with his efforts visible with not only Joe’s Skatepark, but with the refurbishing of the county Courthouse in Placerville, sprucing up the clock on Main Street that for years had kept the wrong time, the Hope House, the Boys and Girls Club and even the acoustic system at the county fairgrounds (with the help of former county supervisor Jack Sweeney).

Joe Sr. was a longtime member of the Placerville Rotary Club.  "I joined Rotary in 1956 in the Placerville Rotary Club. Rotarians Gordon Blair and Arnie Howe encouraged and gave me support to go into business for myself." Joe was President of Rotary in 1967-68.

Joe Stancil Sr. understood the importance of enjoying life. “We worked hard all our lives — and we were lucky, too,” said wife of 46 years Marsha.

I got to know Joe in the Rotary.  I got to know many of our local luminaries on Rotary "Road Trips" when we would meet away from our local watering hole.  It on one of these Away meetings that I learned important things, like what year did Placerville have the most bars.  Danno and and a (unnamed) Judge were in a vigorous debate but it was Joe that could name off all the bars, when they opened and closed.  He was the final arbiter of local social history of Placerville.

Joe was the storyteller and my favorite story was about the Rotary.  Joe loved the Rotary and was a member for about 50 years.  He was the local President about the time I was born, but the tradition of "Debunking" an outgoing Rotary President was still alive and I had helped Debunk Manny Shaffer about 15 years ago.  Joe told me of the story of his so-called Debunking.  I am not sure who Debunked who.  As Joe told me:

"They took my wallet so I had no ID or money, drove me to Stockton, stopped on the side of the road, and said get out.  We will see you when you get home...whenever that is.  They drove off leaving me a stranger with no ID and no money.  So I flagged down the first car driving by and explained to them what had happened and asked for a ride to the local small airport.  He got that ride.  Once at the little airport he explained his situation (knowing that all pilots LOVE to fly and just need a good excuse).  Soon I had wrangle a private flight to Placerville, from a total stranger.  I got home and was waiting for the guys that had dropped me off, to get home."

For me and MANY others, Joe's selfless contributions to the community, his plain-speaking frankness, and his endless good humor will be missed

Joe and Marsha's friends tell them how lucky they were to have retired so early! Joe's favorite Saying: "The harder I work the luckier I get!"

Joe Stancil Sr. used to laugh at what his high school peers had predicted long ago, that he would likely never be a success. He and another high school classmate, Ossie Scariot (owner of El Dorado Disposal), were voted the least likely to succeed by those attending El Dorado High in the mid-1940s.  “For a guy thought unlikely to succeed, I haven’t done too bad.”

Services for Joe Stancil Sr. are set for 1 p.m. Friday, Aug. 10, at Green Valley Community Church in Placerville.

Mural Redesign to Be Unveiled for Downtown Placerville

[Health and Human Services Agency]

(Placerville, CA) – El Dorado County Public Health and the El Dorado Arts Council are unveiling a newly redesigned mural for downtown Placerville as part of a Healthy Communities project. The original mural design, presented at a Placerville City Council meeting last March, received feedback from community and Council members that they'd like the design to include more local and historical references. The new design, which incorporates recommended changes from the community and Council, includes iconic Placerville landmarks, such as Main Street's Bell Tower and the Placerville Soda Works building, plants native to the area, historical clothing and other features to better reflect Placerville's heritage and charm.

The mural redesign will be presented at the Placerville City Council meeting on July 10. If approved by the City Council, the project will be submitted to Caltrans for final approval. The work on the mural could start as early as fall of 2018 on the underpass wall at Mosquito Road off of Main Street in Placerville.

The mural is part of a Community Health Improvement Plan which focuses on the areas of Active Living, Healthy Eating, Access to Health Care and Behavioral Health. These themes were identified by the community as priorities through a Public Health community needs assessment conducted in 2016. The mural was designed to highlight each of these four focus areas, and to increase awareness of current health issues and approaches to addressing them, according to Olivia Byron-Cooper, Manager with El Dorado County Public Health. "Public Health has set aside money to support these focus-area efforts. A small portion of this money will be used to fund this mural project," said Byron-Cooper.

The mural design and redesign were developed by highly regarded local artist Oran Miller, who also designed and painted the iconic "Snowshoe Thompson" mural that is currently on display in downtown Placerville. Miller's redesign of the Healthy Communities mural blends input he received from the community, City Council members, project staff and youth from the Boys and Girls Club in Placerville.

Public art has a solid footing in the City of Placerville, exemplified by the "Hangtown" and Miller's "Snowshoe Thompson" murals, the Barn Quilt Trail, the metal silhouettes along Highway 50 which were fabricated by students at El Dorado High School and supported by Placerville Rotary, and many other examples within the city limits. Byron-Cooper is hopeful that the new Healthy Communities mural will be met with a warm reception and be woven into the downtown Placerville public art landscape.

Chewy.com Is Launching an Online Pharmacy

[PRpond]

Chewy.com is seeking to claim a share of the $9 billion-a-year U.S. pet medications market by opening an online pharmacy.

Called Chewy Pharmacy, the operation launched on Monday. It's a "full service online pharmacy for pet parents to shop for prescription medications as well as receive helpful information about pet care, health and wellness from certified and licensed pharmacists," according to the company.

Chewy, based in Dania Beach, FL, was acquired last year by PetSmart for an undisclosed sum. It operates largely as an independent subsidiary.

Pet medication sales have been on the rise. Packaged Facts, a market research firm, said last year it expected sales to rise 10 percent over the previous year.

"Looking ahead, Packaged Facts believes that pet medications will be one of the highest growth areas of the petcare industry during the next decade, as animal health companies develop new blockbusters that are still on patent—and thus somewhat resistant to price competition," the company said.

[County Supervisor Michael Ranalli]

(Placerville, CA) – The El Dorado County Health and Human Services Agency, Family Caregiver Support Program is pleased to present a free "Aging & Caregiver" Mini Series in Greenwood. The educational, three-part series will be held on Tuesdays, July 24, July 31 and August 7, 2018, from 2:30 p.m. to 4:00 p.m. at the Greenwood Community Center located at 4401 Highway 193 in Greenwood. The series will provide instruction and support for people who care for or plan to care for a family member or friend aged 60 years or older.

July 24, 2018 – Effective Communication Strategies. Participants will learn how to decode messages through attitude, tone of voice, facial expressions and body language, to help both parties connect and communicate in meaningful ways.

July 31, 2018– Advanced Health Care Directive vs. POLST. This training will include discussion about two valuable documents: The Advanced Health Care Directive and a Physician’s Orders for Life-Sustaining Treatment (POLST) form. While all adults should have an advanced directive, not all may need a POLST. A POLST does not replace an advanced health care directive, but they work together.

August 7, 2018– Grief, Palliative Care and Hospice. Each person experiences and copes with grief differently. This training will help participants navigate through the stages of grief and will include a discussion about palliative care and hospice.

This Aging and Caregiver Mini Series will be presented by local experts in their respected fields. Participants may attend one or all of the classes. The classes are free of charge, although donations are accepted. Light refreshments will be served. The series is offered as an educational opportunity only; no solicitation of services will be presented. Respite care may be available for qualified caregivers.

The educational series is offered by the El Dorado County Family Caregiver Support Program and In-Home Supportive Services (IHSS) Public Authority, in partnership with the Northern California and Northern Nevada Chapter of the Alzheimer’s Association, Snowline Hospice and El Dorado County Senior Legal.

Advanced registration for the Mini Series is requested, but not required. Please call (530) 621-6192 to register or for questions. For information about additional services for seniors and caregivers in El Dorado County, please visit https://www.edcgov.us/SeniorService.aspx
